🧭 Behavior analyst licensure

Do You Need a State License to Be a BCBA in California? What Applies Instead

Founder, BehavioralHires
Last verified September 2026

No. California issues no behavior analyst licence: the research found no licensure statute, and the BACB's list of jurisdictions that regulate the profession omits California.

There is no state board and no state exam.

What exists instead is insurance law: SB 402 defined qualified autism service providers, professionals and paraprofessionals in the Business and Professions Code effective January 1, 2026, and HSC §1374.73 requires health care service plan contracts — other than the Medi-Cal program contracts subdivision (e) excludes — to cover behavioral health treatment through them.

The BCBA remains a private certification, not a licence.

Laws change, and this page is career information, not legal advice. California has no state board for this profession, so confirm with the Behavior Analyst Certification Board (BACB) and with the agency, payer or employer whose rule applies to the job.

At a glance

State credential

None.

California issues no behavior analyst licence: the research found no licensure statute, and the BACB's list of jurisdictions that regulate behavior analysts did not include California (page modified 2026-09-16).

Regulator

No state behavior analyst board.

The one chapter on point, BPC Chapter 17 added by SB 402, defines qualified autism service providers for insurance coverage without creating a licensing board.

BCBA as the route

Not a route to anything state-issued, because there is no licence.

In the insurance definitions, a provider may be "certified by a national entity, such as the Behavior Analyst Certification Board" with a certification accredited by the National Commission for Certifying Agencies (BPC §4999.200(a)).

Assistant credential

None.

No statute read creates an assistant behavior analyst credential; the insurance law's "qualified autism service professional" (§4999.201) is a supervised role under a provider-approved treatment plan, not a state credential.

Technicians and RBTs

No state registration.

The statute defines the "qualified autism service paraprofessional" as "an unlicensed and uncertified individual" working under supervision (§4999.202).

RBT certification is a BACB credential; whether a funder requires it is not stated in the sources read.

Practice or title protection

Neither, as far as the research went: no licensure statute was found and the BACB aggregate omits California.

Whether a 2026 bill is pending was not checked.

Governing law

BPC §§4999.200–4999.202, Qualified Autism Service Providers, added by Stats.

2025 ch. 413 (SB 402), effective January 1, 2026, and HSC §1374.73's behavioral health treatment coverage mandate — insurance definitions, not a licence.

What California recognizes instead

  1. Qualified autism service provider (insurance-coverage definition)Other

Not a state credential: a Business and Professions Code definition (BPC §4999.200) that Health and Safety Code §1374.73's coverage mandate turns on, met through the national certification the statute describes or one of ten California licences.

No California licence, and no board to apply to

📜 BACB, Licensure of Behavior Analysis in the United States (modified 2026-09-16); BPC §§4999.200–4999.202

A BCBA moving to California has nothing to apply for at the state level: the research found no licensure statute, and the BACB's list of jurisdictions that regulate behavior analysts did not include California when the page was read in September 2026.

The absence rests on two legs the page keeps distinct: the BACB aggregate, and the fact that the one Business and Professions Code chapter on point defines autism-service providers by national certification or an existing licence rather than by a state credential.

The research checked enacted law only; whether a behavior analyst licensure bill is pending in California was not checked.

For how BACB certification and a state licence fit together, see BACB certification vs. state behavior analyst licensure.

“In the profession of applied behavior analysis, the BACB's primary role is to operate certification programs, which involves responsibilities similar to regulatory boards.”

Without a state rule, the BACB sets the written standard

📜 BACB, BCBA Handbook (updated 06/2026), p. 1; BPC §§4999.201(e), 4999.202(d)

With no state licence, board, exam, degree or supervised-hours rule, the written requirements that remain for a California behavior analyst outside the insurance definitions are the BACB's.

The BCBA is a graduate-level certification, and its degree, coursework, fieldwork and exam rules are national: they change on the BACB's schedule, not California's, including the two-pathway structure that begins January 1, 2027.

The insurance chapter's own criteria are tiered, not absent.

For the provider tier it sets no degree, hours or exam rule, relying instead on national certification or one of the ten licences, and in either case requires the services to fall within the individual's experience and competence (§4999.200).

The professional must have training and experience in providing services for pervasive developmental disorder or autism under Division 4.5 of the Welfare and Institutions Code or Title 14 of the Government Code (§4999.201(e)(1)), and the paraprofessional must have education, training and experience certified by a qualified autism service provider or an entity or group that employs them (§4999.202(d)); the Title 17 cross-reference reaches the paraprofessional and the professional's behavioral-service-provider limb.

The BACB’s own degree, coursework, fieldwork and exam requirements are covered in how to become a BCBA.

“The Board Certified Behavior Analyst® (BCBA®) is a graduate-level certification in behavior analysis.”

SB 402: insurance definitions, not a licence

📜 BPC §§4999.200–4999.202; HSC §1374.73

Chapter 17 defines rather than licenses.

A qualified autism service provider is either certified by a national entity such as the Behavior Analyst Certification Board, with certification accredited by the National Commission for Certifying Agencies, or licensed as one of ten California professions: physician and surgeon, physical therapist, occupational therapist, psychologist, marriage and family therapist, educational psychologist, clinical social worker, professional clinical counselor, speech-language pathologist or audiologist.

The professional (§4999.201) provides behavioral health treatment supervised by a provider under a provider-approved plan, works for the provider or a provider-employing entity or group, and is either a behavioral service provider with the Title 17 education and experience qualifications or a psychological, MFT, social work or professional clinical counselor associate regulated by the Board of Behavioral Sciences or the Board of Psychology, who must additionally meet the Welfare and Institutions Code §4686.4 Behavioral Health Professional criteria (§4999.201(d)(2)(B)); every professional also needs the §4999.201(e)(1) autism-services training and experience.

HSC §1374.73 requires plans to keep qualified autism service providers in network for behavioral health treatment.

These are coverage definitions, not credentials.

“Is certified by a national entity, such as the Behavior Analyst Certification Board, with a certification that is accredited by the National Commission for Certifying Agencies who designs, supervises, or provides treatment for pervasive developmental disorder or autism, provided the services are within the experience and competence of the individual who is nationally certified.”

What changed on January 1, 2026

📜 Stats. 2025, ch. 413 (SB 402); HSC §1374.73(c)

Both California statutes on this page moved in the same act.

SB 402 (Stats.

2025, ch. 413) added Business and Professions Code Chapter 17 and amended Health and Safety Code §1374.73, each carrying "Effective January 1, 2026".

From that date, a plan contract issued, amended or renewed cannot require an enrollee previously diagnosed with pervasive developmental disorder or autism to be rediagnosed to keep behavioral health treatment coverage, and the plan shall not discontinue or delay existing treatment while waiting for a rediagnosis to be completed.

These are coverage mechanics, not licensure: nothing in the act created a behavior analyst licence or board.

“A health care service plan contract issued, amended, or renewed on or after January 1, 2026, shall not require an enrollee previously diagnosed with pervasive developmental disorder or autism to receive a rediagnosis to maintain coverage for behavioral health treatment for pervasive developmental disorder or autism.”

What this page cannot tell you: funder, Medi-Cal and Title 17 rules

📜 BPC §4999.202(c); §4999.201(d)(1); 17 CCR §54342; HSC §1374.73(e)

Three things sit outside this research.

The qualification cross-references differ by tier: the paraprofessional must meet "the education and training qualifications described in Section 54342 of Title 17 of the California Code of Regulations" (§4999.202(c)), while the professional's behavioral-service-provider limb must meet "the education and experience qualifications" in that same section for an Associate Behavior Analyst, Behavior Analyst, Behavior Management Assistant, Behavior Management Consultant, or Behavior Management Program (§4999.201(d)(1)).

The regulation behind both was not read, so what those qualifications are is not stated in the sources read.

HSC §1374.73 excludes specialized plans that deliver no mental health or behavioral health services and Medi-Cal program contracts (§1374.73(e)), so Medi-Cal's requirements are outside this research too.

Employer and funder staffing standards were not researched either: whether a given California employer requires BCBA certification for the analyst or RBT certification for the technician is not stated in the sources read.

Ask the employer which credential the position's funding source requires before you accept an offer or start a certification you did not plan on.

What This Page Does — and Doesn’t — Cover

This page summarizes the California statute, rules, board pages and other documents cited above, as read for this state-by-state behavior analyst licensure series, current as of September 2026.

It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the Behavior Analyst Certification Board (BACB) publishes.

Hour totals, exams and supervision rules change by statute and by board rule; for how BACB certification and a state licence fit together, see BACB certification vs. state behavior analyst licensure.

Frequently Asked Questions

Do you need a license to practice ABA in California?

California issues no behavior analyst licence: the research found no licensure statute, and the BACB's list of jurisdictions that regulate the profession omits California.

That does not mean every job is open without a credential.

Health care service plan contracts — other than the Medi-Cal program contracts HSC §1374.73(e) excludes — must cover behavioral health treatment for autism through qualified autism service providers, and employers and funders can require BCBA certification on their own.

Ask the employer which credential the position's funding source requires before you accept an offer.

Does California require BCBA certification?

No statute requires it for general practice, because no licensure statute was found.

The insurance law names the BACB by way of example: a qualified autism service provider may be certified by a national entity such as the Behavior Analyst Certification Board with a certification accredited by the National Commission for Certifying Agencies, or hold one of the ten California licences listed in BPC §4999.200(b).

What an individual plan or employer requires was not part of this research.

Do RBTs need a California registration?

No. No statute read creates a registration or certification for behavior technicians, and the insurance law defines the paraprofessional role as "an unlicensed and uncertified individual" supervised by a qualified autism service provider or professional.

RBT certification is issued by the BACB, not California.

Whether a funder or employer requires RBT certification is not stated in the sources read; the employer running the program will know what its contracts and payers require.

What is a qualified autism service provider in California?

It is a Business and Professions Code definition (BPC §4999.200) that health plan coverage turns on, not a state credential.

An individual qualifies by being certified by a national entity such as the BACB with a certification accredited by the National Commission for Certifying Agencies, or by holding one of ten California licences from physician and surgeon to audiologist, and by treating pervasive developmental disorder or autism within their competence.

Could California pass a behavior analyst licensure law?

The research checked enacted law and the BACB's list of regulating jurisdictions only; whether a behavior analyst licensure bill is pending in California was not checked.

For the current picture, check the California Legislature's bill search and the BACB's list, which omitted California as of September 2026.

SB 402's insurance definitions took effect January 1, 2026; they are coverage rules, not a licence.
