Georgia licenses behavior analysts at two levels, the Licensed Behavior Analyst (LBA) and the Licensed Assistant Behavior Analyst (LaBA), under O.C.G.A. chapter 43-7A, enacted by Ga.
L.
2022 (HB 412).
Both licences run through a national certifying entity: an approved applied behavior analysis degree, the entity's exam and active certification for the LBA; a bachelor's degree, assistant exam and ongoing supervision by a licensed behavior analyst for the LaBA.
Unlicensed practice and the licensed titles are both restricted.
The board told applicants to apply by April 01, 2026.

Two licences: the Licensed Behavior Analyst (LBA) and the Licensed Assistant Behavior Analyst (LaBA), created by O.C.G.A.
Title 43, chapter 7A, enacted by Ga.
L.
2022, p. 510 (HB 412).
The Georgia Behavior Analyst Licensing Board, one of the professional licensing boards housed in the Georgia Secretary of State's office.
Yes.
The LBA licence requires passage of a behavior analyst examination conducted by the BACB (or another NCCA- or ANSI-accredited certifying entity identified by the board), a master's degree based on applied behavior analysis coursework in an approved sequence, and active status as a board certified behavior analyst (Rule 75-5-.01(1)).
The Licensed Assistant Behavior Analyst (LaBA): a bachelor's degree in an approved sequence, the assistant examination from the certifying entity, active status as a board certified assistant behavior analyst, and ongoing supervision by a licensed behavior analyst (Rule 75-5-.01(2)).
No state registration.
A behavior technician is exempt when working under the extended authority, close and ongoing supervision, and responsibility of an LBA or LaBA and must use nonprofessional titles such as ABA technician, behavior technician or tutor (Β§ 43-7A-7(2)); the statute does not mention RBT certification.
Both.
Unlicensed practice of applied behavior analysis is prohibited and the licensed titles are protected; each violation carries a fine of $1,000.00 (Β§ 43-7A-6).
O.C.G.A.
Title 43, chapter 7A, 'Practice of Applied Behavior Analysis' (§§ 43-7A-1 to -11), enacted by Ga.
L.
2022, p. 510, Β§ 1/HB 412, plus board rules chapter 75-5.
The date the practice prohibition became enforceable is not stated in the sources read.
Not a credential: a paraprofessional exempt from the chapter when delivering applied behavior analysis services under the extended authority, close and ongoing supervision, and responsibility of a licensed behavior analyst or licensed assistant behavior analyst, using a title that shows nonprofessional status such as ABA technician, behavior technician or tutor (O.C.G.A. Β§ 43-7A-7(2)).
A licence requiring a bachelor's degree based on applied behavior analysis coursework in an approved sequence, passage of an assistant behavior analyst examination from the certifying entity, active status as a board certified assistant behavior analyst, and ongoing supervision by a licensed behavior analyst (Rule 75-5-.01(2)).
The licence required to practise applied behavior analysis in Georgia, issued on a master's degree based on applied behavior analysis coursework in an approved sequence, passage of the certifying entity's behavior analyst examination, and active status as a board certified behavior analyst (Rule 75-5-.01(1)).
Georgia issues two licences under chapter 43-7A: the Licensed Behavior Analyst and the Licensed Assistant Behavior Analyst, the latter abbreviated LaBA in the board's rules.
Section 43-7A-6 restricts both the work and the words: unlicensed practice of applied behavior analysis is prohibited except as section 43-7A-7 allows, and no one may hold themself out as a licensed behavior analyst or licensed assistant behavior analyst without the matching licence.
Each violation carries a fine of $1,000.00.
For a BCBA moving to Georgia that means certification alone is not permission to practise: until the Georgia licence issues, both the services and the licensed titles (licensed behavior analyst, licensed assistant behavior analyst) are off-limits outside the exemptions.
For how BACB certification and a state licence fit together, see BACB certification vs. state behavior analyst licensure.
βThe unlicensed practice of applied behavior analysis is prohibited in this state, except as otherwise provided in Code Section 43-7A-7.β
The rules do not write a Georgia curriculum.
An LBA application furnishes a master's degree based on applied behavior analysis coursework in an approved sequence, and a LaBA application a bachelor's degree on the same basis; both must show good moral character, conduct consistent with the certifying entity's ethical standards, a fingerprint record check through the Georgia Crime Information Center and the FBI with the applicant responsible for its fees, a Secure and Verifiable Document, and an Affidavit of Citizenship (Rule 75-5-.01).
Active certification with the certifying entity must be maintained, so a lapsed BACB certification is a licensing problem in Georgia.
The board no longer accepts paper applications; filings go through the Secretary of State's GOALS portal.
The BACBβs own degree, coursework, fieldwork and exam requirements are covered in how to become a BCBA.
The licensing exam is the certifying entity's own.
LBA applicants must show successful passage of a behavior analyst examination conducted by the BACB, its successor, or another entity that certifies practitioners of behavior analysis and is accredited by the National Commission on Certifying Agencies or the American National Standards Institute as identified by the board; the LaBA application carries a parallel assistant-examination clause (Rule 75-5-.01).
The rules read name no separate Georgia jurisprudence or state exam.
The exam's length, content and fees belong to the certifying entity, not the chapter.
Supervision is a precondition, not a formality.
The LaBA application must show ongoing supervision by a licensed behavior analyst in a manner consistent with the certifying entity's requirements (Rule 75-5-.01(2); Β§ 43-7A-5(4)), and the board's application notice goes further: assistants should not apply until their supervisor already holds the Georgia Behavior Analyst licence.
An associate choosing an employer in Georgia is therefore choosing a supervisor who is or will be an LBA.
The exemptions route trainees through supervisors too: matriculated graduate students and postdoctoral fellows are exempt when their program of study, practicum or intensive practicum is directly supervised by a licensed behavior analyst or an instructor in a course sequence approved by a certifying entity (Β§ 43-7A-7(6)), and unlicensed individuals pursuing certifying-entity experience are exempt only when that experience is supervised per the certifying entity's requirements and by a licensed behavior analyst (Β§ 43-7A-7(7)) β the clause a candidate counting fieldwork hours in Georgia falls under.
Chapter 43-7A's reach is defined by its exemptions.
Behavior technicians are exempt while delivering services under the extended authority, close and ongoing supervision, and responsibility of an LBA or LaBA, and they must not present themselves as professional behavior analysts.
A caregiver is exempt only while delivering services to the recipient under the extended authority and direction of an LBA or LaBA, on the same no-representation condition.
Licensed psychologists act within their education, training and experience, as do those under their extended authority; other licensed professionals may perform applied behavior analysis within their own scope without representing themselves as licensees.
School employees are exempt only for their employing local board of education and may not take outside remuneration for the services.
Providers of behavior support under the Medicaid COMP or NOW waiver programs are exempt, and so are animal behavior and organizational behavior management practitioners (who may use the title behavior analyst), organization-focused consultants, teachers and researchers, and licensed physicians.
Outside these doors, practice requires the licence.
βA behavior technician who delivers applied behavior analysis services under the extended authority, close and ongoing supervision, and responsibility of a licensed behavior analyst or a licensed assistant behavior analyst.β
Reciprocity in Georgia is conditional in both directions: the board issues a licence to someone actively licensed and in good standing in another state only if that state imposes comparable licensure requirements and offers reciprocity to individuals licensed in Georgia (Rule 75-5-.02).
Reciprocity applicants submit proof of current licensure, current certification by a certifying entity, compliance with ethical standards and a satisfactory criminal background check.
For shorter work, a board certified behavior analyst or assistant residing and practising in another state may apply for a temporary licence to serve a Georgia resident, valid only for services delivered in a limited and defined period of not more than a total of 30 days within a calendar year, with a criminal background check required (Rule 75-5-.03; Β§ 43-7A-7(10)).
βThe board shall issue a license to a person who is actively licensed as a behavior analyst in good standing in another state if such state imposes comparable licensure requirements as those imposed pursuant to this chapter and such state offers reciprocity to individuals licensed in this state.β
The chapter is new, enacted by Ga.
L.
2022, p. 510, Β§ 1/HB 412, with the board's rules in chapter 75-5.
The board's application notice, as saved on September 24, 2026, told applicants to submit by April 01, 2026 and notes that the date represents the deadline for applying only.
What the sources do not fix is enforcement: the date on which unlicensed practice became or becomes prohibited was not found, so the current reach of Β§ 43-7A-6 should be confirmed with the board.
The same notice told assistants to wait until their supervisor holds a Georgia licence, and discontinued paper applications in favor of the GOALS portal.
βThose interested in applying for the Georgia Behavior Analyst license should submit their application to the Board by April 01, 2026.β

Section 43-7A-6 prohibits the unlicensed practice of applied behavior analysis and bars holding yourself out as a licensed behavior analyst or licensed assistant behavior analyst without the licence, with a fine of $1,000.00 for each violation.
Your BACB certification is the route to the licence, not a substitute for it: Rule 75-5-.01 requires an approved-sequence ABA master's degree, passage of the certifying entity's examination and active status as a board certified behavior analyst.
The board asked applicants to submit by April 01, 2026.
No state registration exists for technicians, and the statute never mentions RBT certification.
Under Β§ 43-7A-7(2), a behavior technician is exempt from the chapter when delivering applied behavior analysis services under the extended authority, close and ongoing supervision, and responsibility of a licensed behavior analyst or licensed assistant behavior analyst.
Exempt technicians must not present themselves as professional behavior analysts and must use titles that show their nonprofessional status, such as ABA technician, behavior technician or tutor.
Confirm any payer or employer requirements separately.
Not before your supervisor holds the Georgia licence.
The board's application notice says assistant behavior analysts should not apply until their supervisor has obtained a Georgia Behavior Analyst licence.
The application itself (Rule 75-5-.01(2)) requires a bachelor's degree based on applied behavior analysis coursework in an approved sequence, passage of an assistant behavior analyst examination from the certifying entity, active status as a board certified assistant behavior analyst, and ongoing supervision by a licensed behavior analyst consistent with the certifying entity's requirements.
Only through reciprocity, and the door swings both ways.
Under Rule 75-5-.02 the board issues a licence to a person actively licensed and in good standing in another state if that state imposes comparable licensure requirements and offers reciprocity to individuals licensed in Georgia; applicants also submit proof of current licensure and certification, ethics compliance and a satisfactory background check.
For brief work, Rule 75-5-.03 provides a temporary licence for services delivered in not more than a total of 30 days within a calendar year.
The chapter was enacted by Ga.
L.
2022, p. 510 (HB 412), but the sources read do not state the date on which unlicensed practice became or becomes enforceable; the board's April 01, 2026 date was labeled the deadline for applying only.
Section 43-7A-6 sets a fine of $1,000.00 for each violation of its unlicensed-practice and hold-out bans.
