Illinois licenses behavior analysts at two levels under the Behavior Analyst Licensing Act (225 ILCS 6): the licensed behavior analyst (L.B.A.) and the supervised licensed assistant behavior analyst (L.A.B.A.).
IDFPR began issuing licences on January 15, 2025.
The statutory route is an approved graduate degree, at least 500 hours of supervision as defined by rule, and a Department-authorized examination, with a before-July-1-2028 pathway swapping the 500 hours for certification evidence.
Practice and the L.B.A./L.A.B.A. titles are both restricted beginning 10 months after the rules are adopted; technicians practise under a s.20(c)(2) exemption that s.150 overrides inside business organizations.

Two licences: licensed behavior analyst (L.B.A.) and licensed assistant behavior analyst (L.A.B.A.), created by the Behavior Analyst Licensing Act, 225 ILCS 6 (P.A.
102-953, eff.
5-27-22).
IDFPR commenced licensing on January 15, 2025.
The Illinois Department of Financial and Professional Regulation (IDFPR), advised by the five-member Behavior Analyst Licensing and Disciplinary Board (s.45).
Certification evidence appears on the before-July-1-2028 pathway for certified analysts (s.30(b)(3)); the Act never names the BACB and leaves the certifier to 'an appropriate national certifying body as determined by rule of the Department.'
The rule was not read, so the sources do not say whether it is the BACB.
Licensed assistant behavior analyst: a bachelor's-level program, the supervised work experience, the assistant examination and fees (s.35(a)); a certified assistant may apply without the supervised experience before July 1, 2028 (s.35(b)).
Practice requires supervision by an L.B.A. or a licensed clinical psychologist (s.20(a-5)).
No state registration.
Implementers of a behavior analytic treatment plan are exempt under s.20(c)(2) when working under the extended authority, direction, and supervision of an L.B.A. or L.A.B.A., and the Act does not mention RBT certification.
Section 150, however, opens "Notwithstanding" that exclusion and, beginning 24 months after licensing commenced, requires business-organization employees who render applied behavior analysis services to be licensed; how that reaches technicians is not stated in the sources read.
Both, on the same trigger.
Beginning 10 months after the rules are adopted, s.20(a) bars engaging in the practice of applied behavior analysis without a licence or exemption, and s.20(b) bars using the titles licensed behavior analyst, L.B.A., licensed assistant behavior analyst and L.A.B.A., or similar words or letters indicating licensure, without a licence.

Not a credential: s.20(c)(2) exempts an individual implementing a behavior analytic treatment plan under the extended authority, direction, and supervision of a licensed behavior analyst or licensed assistant behavior analyst; the Act creates no technician registration.
A bachelor's-level licence (s.35) to engage in practice as an assistant behavior analyst only under the supervision of a licensed behavior analyst or a licensed clinical psychologist (s.10; s.20(a-5)).
The licence the Act requires for engaging in the practice of applied behavior analysis, issued to an applicant meeting s.30's degree, supervision, examination and fee requirements.
Illinois issues two licences: the licensed behavior analyst (L.B.A.), defined as an individual licensed to engage in the practice of applied behavior analysis, and the licensed assistant behavior analyst (L.A.B.A.), who practises as an assistant under the supervision of a licensed behavior analyst or a licensed clinical psychologist (s.10).
Section 20(a) provides that, beginning 10 months after the adoption of the Department's rules, no one may practise applied behavior analysis without a licence or an exemption.
The rules were not among the sources read, so the calendar date that ban starts is not established here.
Section 20(a-5) adds a standing condition: an assistant behavior analyst may not practise unless supervised by a licensed behavior analyst or a licensed clinical psychologist.
Title protection under s.20(b) carries the same trigger: beginning 10 months after the rules are adopted, no one may use the titles licensed behavior analyst, L.B.A., licensed assistant behavior analyst or L.A.B.A., or similar words or letters indicating licensure, unless actually licensed.
For how BACB certification and a state licence fit together, see BACB certification vs. state behavior analyst licensure.
βBeginning 10 months after the adoption of the rules required under subsection (b) of Section 80, an individual shall not engage in the practice of applied behavior analysis unless licensed under this Act or covered by an exemption under subsection (c).β
Section 30(a) sets the general route: an application; a graduate-level program in behavior analysis, or a related field with an equivalent course of study approved by the Department, from a regionally accredited university; at least 500 hours of supervision of behavior analysis, as defined by rule; the examination; and fees.
What counts inside those 500 supervision hours is left to rules the research did not read.
Section 30(b) opens a time-limited side door: the Department may license a certified behavior analyst who lacks the 500 hours if they apply before July 1, 2028, hold the approved graduate behavior-analysis degree, submit the certification evidence, pass the exam and pay.
Every applicant also submits fingerprints for Illinois State Police and FBI checks (s.30(d)), and has three years from the application date to complete the process (s.30(c)).
The BACBβs own degree, coursework, fieldwork and exam requirements are covered in how to become a BCBA.
βsubmits evidence of certification by an appropriate national certifying body as determined by rule of the Departmentβ
Both licences require passing an examination authorized by the Department: for the L.B.A., the examination for the practice of behavior analysis (s.30(a)(4)); for the L.A.B.A., the assistant-level examination (s.35(a)(4)).
Section 155 puts the mechanics with the Department, which authorizes examinations at the times and places it determines and may collect an examination fee through a designated testing service.
Whether the authorized examination is the BCBA examination depends on the rules, and the rules were not read, so that identification is not stated in the sources read.
Confirm the current test with IDFPR before scheduling.
Supervision is the load-bearing structure of the Illinois Act.
The licensed assistant behavior analyst may practise only under the supervision of a licensed behavior analyst or a licensed clinical psychologist (s.20(a-5)), so losing that supervisor ends lawful assistant practice.
Below the licences, s.20(c)(2) exempts individuals implementing a behavior analytic treatment plan under the extended authority, direction, and supervision of an L.B.A. or L.A.B.A. β the exemption front-line technicians work under, and it names no credential, though s.150, covered under business ownership below, overrides this exclusion for business organizations.
Matriculated students and postdoctoral fellows are exempt for work in a defined program supervised by an L.B.A. or licensed clinical psychologist (s.20(c)(6)), and unlicensed people may pursue supervised field experience (s.20(c)(7)). Section 20(d) also preserves practitioners who, on the Act's effective date, were providing applied behavior analysis under the Illinois Medicaid program while seeking licensure.
βAn individual from implementing a behavior analytic treatment plan under the extended authority, direction, and supervision of a licensed behavior analyst or licensed assistant behavior analyst.β
Section 10 defines the practice of applied behavior analysis as the design, implementation, and evaluation of instructional and environmental modifications to produce socially significant improvement in human behavior, including functional assessment and analysis.
The definition then closes the door on adjacent clinical work in terms: the practice excludes the diagnosis of disorders, psychological testing, psychotherapy, cognitive therapy, psychoanalysis, and counseling.
Section 20(c)(3) lets ten licensed professions β clinical psychologists, social workers, psychiatric nurses, speech-language pathologists, audiologists, professional counselors, clinical professional counselors, clinical social workers, occupational therapists and marriage and family therapists β perform or advertise ABA activities consistent with state law, their training and their ethics codes, so long as they do not use the protected titles.
School staff with a learning behavior specialist or school support personnel endorsement are exempt for school-setting services (s.20(c)(8)), and s.20(e) bars an L.B.A. or L.A.B.A. from speech-language pathology or audiology practice without that licence.
βThe practice of applied behavior analysis excludes the diagnosis of disorders, psychological testing, psychotherapy, cognitive therapy, psychoanalysis, and counseling.β
Section 40 lets the Department license an applicant already licensed in another jurisdiction when that jurisdiction's requirements were, on the date of licensure, substantially equivalent to Illinois's β or when the applicant's individual qualifications were substantially equivalent to Illinois's then-current requirements.
There is also a long-career route: an applicant licensed in another United States jurisdiction for 10 consecutive years without discipline need not submit proof of the education, professional experience and supervision, but must still provide certified verification of licensure, meet every other requirement and pay the fees.
Either way, the applicant has three years from the application date to finish, or the application is denied and the fee forfeited.
The Department or Board may demand additional documentation when information is incomplete or inconsistent.
Section 50(a) fixes only the frame: the expiration date and renewal period are set by rule, a licence may be renewed during the 60-day period preceding expiration by paying the fee and demonstrating compliance with the continuing education requirements, and the Department adopts the CE minimums, their verification and any waivers by rule.
None of those rules was among the sources read, so the renewal cycle length and the CE hour totals are not stated here β confirm both with IDFPR before your first renewal.
The five-member Behavior Analyst Licensing and Disciplinary Board advises the Secretary on CE hours, waivers and acceptable course content (s.45(e)).
IDFPR's page also lists a separate Behavior Analyst Continuing Education Sponsor licence, and restoration from a lapsed or inactive licence runs through an application with proof of fitness (s.50(b)).
Three amendments land after the January 2025 licensing start.

104-764 (eff.
1-1-27) amends s.60 again; the saved text shows the post-amendment version adding a disciplinary ground for failing to report conduct under Section 2105-390 of the Department of Professional Regulation Law.
P.A.
104-618 (eff.
7-24-26) amends s.20 and adds s.150.1, and the saved s.70 β the civil-penalty section, up to $10,000 per offense β carries 104-618 as its latest source, including subsection (a-5) deeming an unlicensed owner or agent who makes clinical decisions to have violated the Act.
Most original sections, including s.20, s.30 and s.35, carry the note "(Section scheduled to be repealed on January 1, 2028)"; what happens at that sunset is not addressed in the sources read.
Section 150 opens "Notwithstanding the exclusion in paragraph (2) of subsection (c) of Section 20" β the implementer exemption described under supervision β and then provides that, beginning 24 months after IDFPR commenced issuing licences, no business organization may provide, attempt to provide, or offer to provide behavior analysis services unless every owner, officer, agent and employee who renders applied behavior analysis services holds a currently valid Illinois licence.
As written, the statute reaches people who render services.
IDFPR's notice goes further for owners: the Department states that anyone unlicensed who currently owns a business providing applied behavior analysis services must divest by or before January 15, 2027.
Section 150 also requires behavior-analysis businesses to organize under the Professional Service Corporation Act or the Professional Limited Liability Company Act, and s.150.1, effective July 24, 2026, exempts public schools, school districts, charter schools and 501(c)(3) nonprofits.
βNotwithstanding the exclusion in paragraph (2) of subsection (c) of Section 20 that permits an individual to implement a behavior analytic treatment plan under the extended authority, direction, and supervision of a licensed behavior analyst or licensed assistant behavior analyst, beginning 24 months after the Department has commenced issuance of licenses under this Act, no business organization shall provide, attempt to provide, or offer to provide behavior analysis services unless every member, partner, shareholder, director, officer, holder of any other ownership interest, agent, and employee who renders applied behavior analysis services holds a currently valid license issued under this Act.β
This page summarizes the Illinois statute, rules, board pages and other documents cited above, as read for this state-by-state behavior analyst licensure series, current as of September 2026.
It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the Illinois Department of Financial and Professional Regulation (Behavior Analyst Licensing and Disciplinary Board) publishes.
Hour totals, exams and supervision rules change by statute and by board rule; for how BACB certification and a state licence fit together, see BACB certification vs. state behavior analyst licensure.
Confirm every requirement with the Illinois Department of Financial and Professional Regulation (Behavior Analyst Licensing and Disciplinary Board) before you count hours, register for an exam or apply β and before you take one of the board certified behavior analyst jobs in Illinois that asks for it.
No. Certification is not an Illinois licence, and the Act never names the BACB.
Section 20(a) bars practising applied behavior analysis without a licence or exemption, and s.30 requires an approved graduate degree, at least 500 hours of supervision as defined by rule, and the Department-authorized examination.
A certified analyst applying before July 1, 2028 may substitute certification evidence for the 500 hours under s.30(b).
IDFPR began issuing licences on January 15, 2025; apply before you start work.
No state registration or certification exists for technicians, and the Act never mentions RBT certification.
Outside business organizations, the channel is the s.20(c)(2) exemption: implementing a behavior analytic treatment plan under the extended authority, direction, and supervision of a licensed behavior analyst or licensed assistant behavior analyst.
But s.150 overrides that exclusion for business organizations: beginning 24 months after IDFPR commenced licensing, their employees who render applied behavior analysis services must be licensed.
Whether that reaches technicians is not stated in the sources read; confirm with IDFPR and your employer.
The statute says an applicant has completed at least 500 hours of supervision of behavior analysis, as defined by rule, and stops there.
The rule that defines what counts as a supervision hour, who may supervise, and what documentation is required was not among the sources read, so those details are not stated on this page.
The requirement is avoidable in one window: a certified behavior analyst who applies before July 1, 2028 can qualify without the 500 hours under s.30(b).
Section 150 requires every owner, officer, agent and employee of a business organization who renders applied behavior analysis services to be licensed, beginning 24 months after IDFPR commenced licensing.
For owners, IDFPR's notice goes further: the Department states that anyone unlicensed who currently owns a business providing applied behavior analysis services must divest by or before January 15, 2027.
Section 70(a-5) treats clinical decisions made by an unlicensed owner or agent as a violation, with civil penalties up to $10,000 per offense, and s.150.1 exempts public schools, districts, charter schools and 501(c)(3) nonprofits (effective July 24, 2026).
The Act does not say.
Section 50(a) leaves the expiration date and renewal period to IDFPR's rules, which were not among the sources read.
What the statute fixes: you may renew during the 60-day period before expiration by paying the fee and demonstrating any continuing-education compliance the rules require, and the Department may waive CE in circumstances it defines by rule.
Ask IDFPR or check your renewal notice for your personal cycle.
