Behavior Analyst Licensure in Kentucky: BCBA and State License Requirements

Founder, BehavioralHires
Last verified September 2026

Kentucky has licensed behavior analysts since July 15, 2010 under KRS Chapter 319C, with applications decided by the Kentucky Applied Behavior Analysis Licensing Board.

Two licences sit on top of BACB certification: the licensed behavior analyst, for a current BCBA, and the licensed assistant behavior analyst, for a supervised BCaBA.

A temporary license covers people who have finished coursework and are starting the required experience.

The statute bars unlicensed practice and the licensed titles, and exempts public-school settings, implementing services to an immediate family member, supervisees, professionals licensed, certified or registered under other statutes, and Medicaid waiver services.

Licensing rules change by statute and board rule, and this page is career information, not legal advice. Confirm every requirement with the state board before you apply, register for an exam or count supervised hours. In Kentucky, that is the Kentucky Applied Behavior Analysis Licensing Board.

At a glance

State credential

Three: the licensed behavior analyst, the licensed assistant behavior analyst, and a temporary license for people still completing their experience requirement, under KRS Chapter 319C, effective July 15, 2010.

Regulator

The Kentucky Applied Behavior Analysis Licensing Board, defined at KRS 319C.010(3), takes the applications and issues the licences; violations carry the penalties contained in KRS 319C.990.

BCBA as the route

Yes.

The applicant must have met the BCBA education standards, passed the BCBA examination, be credentialed as a behavior analyst by the certification board, and maintain active BCBA status (KRS 319C.080(1)).

Assistant credential

Licensed assistant behavior analyst: the parallel BCaBA route under KRS 319C.080(2), plus supervision by a certified behavior analyst consistent with the certification board's requirements for supervising Board Certified Assistant Behavior Analysts.

Technicians and RBTs

No technician credential or registration in the sections read of KRS chapter 319C (319C.010, .020, .080).

An unlicensed person implementing services as a supervisee, under a licensee's extended authority and direction, is exempt; those sections do not mention RBT certification (KRS 319C.020(2)(b); 319C.010(10)).

Practice or title protection

Both.

KRS 319C.020(1) bars engaging in, assisting in, rendering services designated as, or holding out as a practitioner of applied behavior analysis without a licence, and bars the titles licensed behavior analyst and licensed assistant behavior analyst or any title substantially the same.

Governing law

KRS Chapter 319C, created by 2010 Ky.

Acts ch. 150, effective July 15, 2010; application procedures sit in the board's administrative regulations, such as 201 KAR 43:010, named by the board's FAQ.

The Kentucky credential ladder

  1. SuperviseeOther

Not a credential: a person who is not licensed but acts under the extended authority and direction of a licensed behavior analyst or a licensed assistant behavior analyst to provide applied behavior analysis services.

Implementing services as a supervisee is exempt from the chapter (KRS 319C.010(10); 319C.020(2)(b)).

  2. Temporary licenseePre-licensure

A person who is obtaining supervised experience and has obtained a temporary license: the applicant must have met the coursework requirements for a BCBA or BCaBA and will begin accumulating experience as required by the certification board (KRS 319C.010(11); 319C.080(3)).

  3. Licensed assistant behavior analystOther

A licence for an applicant who meets the BCaBA standards, has passed the BCaBA examination, is credentialed by the certification board, and works under the supervision of a certified behavior analyst consistent with the certification board's BCaBA supervision requirements (KRS 319C.010(7); 319C.080(2)).

  4. Licensed behavior analystIndependent

The licence required to engage in, assist in, render services designated as, or hold out as a practitioner of applied behavior analysis in Kentucky, issued to an applicant who meets the BCBA standards, has passed the BCBA examination, and is credentialed and in active status with the certification board (KRS 319C.020(1); 319C.080(1)).

A four-verb practice ban and two protected titles

πŸ“œ KRS 319C.020(1); 319C.010(10), (11)

The prohibition uses four verbs: no one may engage in the practice of applied behavior analysis, assist in the practice, render services designated as applied behavior analysis, or hold themselves out as a practitioner without a licence.

The assist clause matters for job hunting: absent an exemption, even supporting another analyst's caseload unlicensed is barred, and the title ban reaches any title substantially the same as the two licensed titles.

The supervisee is the one lawful unlicensed status: a person who is not licensed but acts under a licensee's extended authority and direction β€” where a front-line implementer fits.

A temporary licensee, by contrast, holds a licence issued under the chapter: the rule is for people who have met the coursework requirements and will begin accumulating the certification board's required experience β€” a stage a certified BCBA has already passed.

For how BACB certification and a state licence fit together, see BACB certification vs. state behavior analyst licensure.

β€œNo person shall: (a) Engage in the practice of applied behavior analysis, assist in the practice of applied behavior analysis, render services designated as applied behavior analysis, or hold himself or herself out as a practitioner of applied behavior analysis in this state, unless licensed under the provisions of this chapter; or (b) Use the title "licensed behavior analyst" or "licensed assistant behavior analyst" or any title which is substantially the same unless licensed by the board.”

The route: BACB standards are Kentucky's education rule

πŸ“œ KRS 319C.080(1)(a), (b); Kentucky ABA Board FAQ (rev. 12/2022), citing 201 KAR 43:010

No separate Kentucky degree or coursework rule appears in the sections read.

The applicant furnishes evidence that they met the education requirements of the BCBA standards, are credentialed by the certification board, and maintain active status and fulfill all requirements for renewal and recertification with the certification board.

The board's FAQ confirms the state layer stays out of coursework: the board "requires certification through the Behavior Analyst Certification Board (BACB)" and "is not responsible for selecting or approving ABA course sequences."

What the state adds at the application stage is its own requirement: proof of at least 5 total hours of abuse-and-neglect training under 201 KAR 43:010, with the course title identifying the coverage.

The application also commits the applicant to the conduct standards and administrative regulations the board promulgates under KRS 319C.050(1).

The BACB’s own degree, coursework, fieldwork and exam requirements are covered in how to become a BCBA.

β€œProof of completion is required for at least 5 total hours of training in adult abuse and neglect prevention or child abuse, neglect, and dependency.”

The BACB examinations are the licensing examinations

πŸ“œ KRS 319C.080(1)(a); 319C.080(2)(a); 319C.080(3)(a)

The chapter names two examinations and both belong to the certification board: the BCBA examination for the licensed behavior analyst and the BCaBA examination for the licensed assistant behavior analyst.

No separate Kentucky examination appears in the sources read.

The temporary licence is coursework-gated rather than exam-gated: its stated requirements are that the applicant met the coursework requirements for a BCBA or BCaBA and will begin accumulating the experience the certification board requires, with no examination among them.

What the BCBA exam itself involves β€” length, content, retakes β€” is national BACB territory, not something Kentucky's statute adds to.

Assistants are supervised by rule; supervisees are the exempt front line

πŸ“œ KRS 319C.010(7), (9), (10); 319C.080(2)(e)

Supervision is written into the assistant licence itself: the definition requires a licensed assistant behavior analyst to work under the supervision of a certified behavior analyst, and the application must show supervision consistent with the certification board's requirements for supervising BCaBAs.

The sections read state that definition and that application requirement; they do not say what happens when an assistant later loses supervision.

Below the assistants sits the supervisee, the exemption that lets unlicensed staff implement services under a licensee's extended authority and direction.

Supervised experience β€” what a temporary licensee is obtaining β€” is defined as services rendered as part of the certification requirements under the supervision of a licensed behavior analyst.

Any Kentucky-specific supervision ratios beyond the certification board's own are not stated in the sources read.

β€œ"Supervisee" means a person who is not licensed but acts under the extended authority and direction of a licensed behavior analyst or a licensed assistant behavior analyst to provide applied behavior analysis services”

What counts as the practice, and who is exempt

πŸ“œ KRS 319C.010(8); 319C.020(2)

The practice of applied behavior analysis includes designing, implementing, evaluating and modifying treatment programs β€” for individuals diagnosed with an autism spectrum disorder, for individuals and for groups β€” plus consultation with individuals and organizations.

It expressly does not include diagnosis, counseling, psychological testing, neuropsychology, psychotherapy, cognitive therapy, sex therapy, psychoanalysis or hypnotherapy as treatment modalities.

Four exemptions then lift people out of the chapter entirely: services in a public school setting, implementing intervention services to an immediate family member or as a supervisee, the health or allied health professionals licensed, certified or registered under other Kentucky statutes together with students in their accredited training programs, and applicable Medicaid waiver services.

For a BCBA weighing a school-district job, the school exemption is written around providing services in that setting.

β€œThe provisions of this chapter shall not apply to any person who is: (a) Providing applied behavior analysis services to an individual in a public school setting; (b) Implementing applied behavior analysis intervention services to an immediate family member or as a supervisee; (c) Licensed, certified, or registered as a health or allied health professional under any other provisions of the Kentucky Revised Statutes, including but not limited to physicians, psychologists, social workers, nurses, counselors, therapists, including occupational therapists, physical therapists and speech therapists, or students within accredited training programs of these professions. Nothing in this chapter shall be construed to limit, interfere with, or restrict the practice, descriptions of services, or manner in which the health or allied health professional listed in this subsection hold themselves out to the public; or (d) Providing applicable Medicaid waiver services.”

Renewal runs through the certification board; Kentucky's cycle is a gap

πŸ“œ KRS 319C.080(1)(b); 319C.080(2)(b); 201 KAR 43:010

The licence requirements embed BACB maintenance at the point of application: the licensed behavior analyst applicant must maintain active status and fulfill all requirements for renewal and recertification with the certification board, and the assistant applicant the same as a BCaBA.

What the sources read do not state is Kentucky's own renewal cycle, renewal fee, or any Kentucky-only continuing education requirement; the board's administrative regulations were not read beyond the 201 KAR 43:010 application rule the FAQ names.

The sources read also do not say how the board treats a BACB certification that lapses after licensure.

Confirm renewal mechanics with the board before your first renewal comes due.

Applying: monthly review, training proof, and a successor safeguard

πŸ“œ Kentucky ABA Board FAQ (rev. 12/2022); KRS 319C.080(4)

Application mechanics come from the board's FAQ: applications are reviewed at every board meeting, usually once per month, so timing a start date around a Kentucky offer means building in that cadence.

The statute also plans for a world without the BACB β€” if the certification board ceases certifying practitioners of applied behavior analysis, the board must approve a successor entity or establish its own certification process and examination.

A January 2026 board newsletter exists on aba.ky.gov; it was not read for this page, so anything it changes is not reflected here.

β€œIf the certification board ceases certification of practitioners of applied behavior analysis, the board shall: (a) Approve a successor entity to the certification board; or (b) Establish a certification process by administrative regulation and approve an examination for behavior analysts and assistant behavior analysts and establish standards for acceptable performance.”

Frequently Asked Questions

I'm a BCBA. Do I also need a Kentucky license?

Yes, unless an exemption in KRS 319C.020(2) applies to you.

Section 319C.020(1) bars engaging in, assisting in, rendering services designated as, or holding out as a practitioner of applied behavior analysis without a licence under the chapter.

BCBA certification is the route to the licence, not a substitute: the application must show the BCBA education standards, the BCBA examination, credentialing by the certification board, and active status.

Apply to the Kentucky Applied Behavior Analysis Licensing Board before starting work.

Do RBTs need a Kentucky credential?

No technician registration appears in the sections read (KRS 319C.010, .020, .080), and they do not mention RBT certification.

Their exemption covers a supervisee β€” a person who is not licensed but acts under the extended authority and direction of a licensed behavior analyst or licensed assistant behavior analyst to provide applied behavior analysis services.

Employers and payers can still set their own requirements, and the board's administrative regulations were not read for this page, so confirm any technician rule with the board.

Can I practice ABA in a Kentucky public school without a license?

The chapter does not apply to a person providing applied behavior analysis services to an individual in a public school setting (KRS 319C.020(2)(a)).

The exemption is written around that setting; the sources read do not elaborate on its boundaries, such as private clients seen outside the school.

If your work would span settings, ask the Kentucky Applied Behavior Analysis Licensing Board how the exemption applies before counting on it.

What is the Kentucky temporary behavior analyst license for?

For people who have met the coursework requirements for a BCBA or BCaBA and are about to begin accumulating the experience the certification board requires.

The chapter defines a temporary licensee as a person who is obtaining supervised experience and has obtained a temporary license, and the applicant must commit to complying with the chapter and the certification board's requirements during the temporary period.

Contact the board for application forms and current procedures.

I hold a behavior analyst license in another state. Can Kentucky endorse it?

The sources read for this page β€” KRS 319C.010, 319C.020 and 319C.080, plus the board's FAQ β€” state no endorsement or reciprocity provision.

That is an absence in what was read, not a statement that Kentucky refuses out-of-state licensees.

Because every application must show the BCBA-based requirements in KRS 319C.080(1) anyway, ask the board directly what, if anything, of your existing licence transfers.
