Michigan licenses behavior analysts at two levels, the licensed behavior analyst (l.b.a.) and the licensed assistant behavior analyst (l.a.b.a.), under Public Health Code Part 182A, in effect since April 3, 2017.
BACB certification is the route: LARA requires proof of current certification in good standing, sent directly from the BACB.
Technicians need no state registration, but from April 3, 2020 they must have completed training based on the BACB's RBT task list.
Practice and the licensed titles are both restricted, with exemptions for technicians, school paraprofessionals, psychologists and others.

Two licences: the licensed behavior analyst (l.b.a.) and the licensed assistant behavior analyst (l.a.b.a.), created by Public Health Code Part 182A, effective April 3, 2017.
The department provides a 4-year license cycle.
The Michigan Board of Behavior Analysts, created in the Department of Licensing and Regulatory Affairs (LARA) by 2016 PA 404: nine voting members, including four behavior analysts, one assistant behavior analyst, one physician who works with autism spectrum disorders or brain injuries, and two public members.
Yes.
LARA's licensing guide requires proof of current certification in good standing with the Behavior Analyst Certification Board (BACB), submitted directly from the BACB, and the statute lets the department adopt the BACB's professional standards as its licensure standards.
Licensed assistant behavior analyst (l.a.b.a.): the same application items plus a Verification of Supervision form signed by the supervising Michigan licensed behavior analyst β currently certified and in good standing with the BACB β certifying that supervision complies with current BACB supervision requirements.
No state registration, and the statute does not require RBT certification.
But from April 3, 2020 an individual may not act as a behavior technician without a training program based on the BACB's registered behavior technician task list, and criminal-history bars apply (MCL 333.18263).
Both.
From 1 year after the effective date of the licensure rules, practice requires a licence and the titles licensed behavior analyst, l.b.a., licensed assistant behavior analyst and l.a.b.a. are protected.
The sources read do not state the rules' effective date, so the date the restrictions began is not established here.
Public Health Code Part 182A (MCL 333.18251-333.18267), added by 2016 PA 403 (board by 2016 PA 404), effective April 3, 2017; Behavior Analyst rules R 338.1801-338.1835.
The saved statute text shows no amendments after 2016.
Not a credential: the statute defines the role β an individual not licensed or authorized under Part 182A who delivers applied behavior analysis services under the delegation and supervision of a behavior analyst β and imposes conditions under MCL 333.18263 rather than a registration.
A licence LARA describes as allowing the unrestricted practice of applied behavior analysis under the supervision of a Michigan licensed behavior analyst; the application adds a supervision verification form the supervising licensee signs.
The licence LARA describes as allowing the unrestricted practice of applied behavior analysis; the statute bars engaging in that practice without it or other authorization under the article once the licensure rules were in force.
Michigan issues two licences: the licensed behavior analyst (l.b.a.) and the licensed assistant behavior analyst (l.a.b.a.).
The statute protects all four of the exact titles it names, l.b.a. and l.a.b.a. included, and bars similar words or letters that suggest licensure.
It restricts practice itself, too: from one year after the effective date of the rules promulgated under sections 18257 and 18259, no one may engage in the practice of applied behavior analysis or practice as an assistant behavior analyst without a licence or other authorization under the article.
The statute defines practice as an assistant behavior analyst as the practice of applied behavior analysis under the supervision of a behavior analyst.
The department provides a 4-year license cycle.
The sources read do not state the effective date of those rules, so the date the restrictions began is not established on this page.
For how BACB certification and a state licence fit together, see BACB certification vs. state behavior analyst licensure.
β(2) Beginning 1 year after the effective date of the rules promulgated under sections 18257 and 18259 for licensure under this part, an individual shall not engage in the practice of applied behavior analysis or practice as an assistant behavior analyst unless licensed or otherwise authorized under this article.β
Michigan writes no degree or coursework rule of its own.
The statute directs the department, in consultation with the board, to set minimum licensure standards in rules and lets it adopt the professional standards issued by the BACB, in whole or in part.
The current LARA guide operationalizes that: proof of current certification in good standing with the BACB, submitted directly from the BACB to LARA β you cannot attach it yourself.
Every applicant files the online MiPLUS application with a $452.40 application and 4-year license fee, completes a criminal background check, answers good moral character and sex offender questions, certifies human trafficking training under Administrative Rule 338.1821 and 2 hours of implicit bias training within the 5 years before issuance, supplies a Social Security number, shows English language proficiency, and arranges verification of licensure from every state or country where they hold or ever held a licence.
A conviction of a listed offense denies the application.
The BACBβs own degree, coursework, fieldwork and exam requirements are covered in how to become a BCBA.
βProof of current certification in good standing with the Behavior Analyst Certification Board (BACB) must be submitted directly from the BACB to this office by email to [email protected] or by mail to the Bureau of Professional Licensing, PO Box 30670, Lansing, MI 48909.β
Neither the statute nor the application checklist names a Michigan examination.
The statute requires the department to promulgate minimum licensure standards and lets it adopt BACB professional standards, and the application turns on proof of current BACB certification.
Whether the Behavior Analyst administrative rules (R 338.1801-338.1835) add a state jurisprudence or law exam is not stated in the sources read β the rule text was not among the documents read.
Check the MiPLUS application instructions before you file.
βBy 2 years after the effective date of this part, the department, in consultation with the board, shall promulgate rules that establish the minimum standards for licensure as a behavior analyst.β
Supervision is built into the assistant licence: the guide requires a Verification of Supervision for Assistant Behavior Analyst form completed by the supervising Michigan licensed behavior analyst β currently certified and in good standing with the BACB β certifying that supervision complies with current BACB supervision requirements, filed again at every renewal.
Technicians are governed by conditions, not a credential.
The statute exempts a technician implementing a care plan under delegation and supervision of a behavior analyst; there is no state registration.
From April 3, 2020 an individual may not act as a behavior technician without a completed training program based on the BACB's registered behavior technician task list, and a technician may not use words, titles or letters indicating they are a behavior analyst or assistant behavior analyst.
The statute also bars technicians with discipline in force from another state, the military or the federal government, a 42 USC 1320a-7(a) relevant-crime conviction with no time limit, listed felonies and misdemeanors on one-to-15-year look-backs, an MCL 769.16b order, or a substantiated neglect, abuse or misappropriation finding.
βThe assistant behavior analyst license type allows a licensee to engage in the unrestricted practice of applied behavior analysis under the supervision of a Michigan licensed behavior analyst.β
Part 182A defines the practice as the design, implementation and evaluation of instructional and environmental modifications to produce socially significant improvements in human behavior.
It also excludes medical and osteopathic practice, diagnosis and treatment; speech-language pathology; physical and occupational therapy; psychological testing; the diagnosis of a mental or physical impairment; and neuropsychology, psychotherapy, cognitive therapy, sex therapy, psychoanalysis, hypnotherapy and counseling as treatment modalities.
The 18253(3) exemptions are conditional throughout.
Self-care and uncompensated friend-or-family care require the caregiver not to represent or hold themselves out as a behavior analyst.
Holders of a licence, certificate, registration or other authorization from this state must stay within their profession's scope and qualifications and not represent themselves as a behavior analyst.
Students and postdoctoral fellows are exempt only inside a rules-approved program of study or practicum, directly supervised by a licensed behavior analyst or a BACB-approved course instructor.
Technicians, family-run home programs, school paraprofessionals, psychologists under part 182, supervised BACB experience seekers and nonhuman or organizational practitioners are exempt on their own listed conditions.
Part 182A requires no new third-party reimbursement.
β"Practice of applied behavior analysis" means the design, implementation, and evaluation of instructional and environmental modifications to produce socially significant improvements in human behavior.β
Licensure by endorsement exists for someone who already holds a current behavior analyst licence in another state or in a province of Canada.
Verification must show the licence in good standing and any disciplinary action taken or pending.
Endorsement adds to the standard requirements rather than replacing them: the BACB certification proof, the background check and the training requirements still apply, and the assistant guide carries the same endorsement checklist for assistants.
Separately, every applicant β endorsement or not β must arrange verification of licensure from the licensing agency of every state or country in which they hold or ever held a licence, showing that no disciplinary proceedings are pending and no sanctions are in force.
βMust hold a current behavior analyst license in another state or in a province of Canada.β
A Michigan licence runs on a 4-year cycle: the statute says the department shall provide for one, and the guide's renewal section confirms a 4-year renewal cycle, with the online application due no sooner than 90 days before expiration and a $374.40 renewal fee.
The statute lets the department require a licensee seeking renewal to furnish evidence of current BACB certification during the preceding licensing period, and the current guide requires exactly that proof, again submitted directly from the BACB.
Renewal re-certifies the one-time human trafficking training and adds implicit bias training at 1 hour for each year of the licence cycle.
Relicensure after a lapse costs $472.40.
For assistants, renewal adds the supervision verification form.
βFor a licensee seeking renewal of his or her behavior analyst license, furnish evidence that, during the licensing period immediately preceding the application for renewal, he or she is current on his or her certification by the Behavior Analyst Certification Board or other certification board as a board certified behavior analyst.β
The chapter is stable in the saved text: every section still carries its original history note, added by 2016 PA 403 (the board section by 2016 PA 404), effective April 3, 2017.
The dated change inside it is the technician standard: from April 3, 2020, a training program based on the BACB's registered behavior technician task list became a condition of acting as a behavior technician.
The statute's entry routes are dated too: the department was to issue licences to people BACB-certified on or before the part's effective date who applied within one year after the licensure rules, with a parallel assistant window.
The board's page lists meeting schedules through 2026 and a Behavior Analyst Rules Committee Work Group, and the licensing guide was revised January 26, 2026.
What the sources read do not date is the effective date of the rules that triggered the practice restriction β confirm it with LARA.
β(b) Beginning April 3, 2020, he or she has not completed a training program that is based on the BACB's registered behavior technician task list.β

The statute bars engaging in the practice of applied behavior analysis without a licence beginning one year after the effective date of the licensure rules, and it protects the licensed titles as well (MCL 333.18253(1)-(2)).
The route runs through the BACB: LARA requires proof of current certification submitted directly from the BACB, plus the MiPLUS application, a $452.40 fee, a criminal background check and Michigan's training requirements.
If you hold a behavior analyst licence in another state or a Canadian province, the endorsement checklist adds licence verification.
Confirm current steps with LARA.
No. Michigan issues no state registration for behavior technicians and the statute never mentions the RBT certification itself.
What it does is condition the role: from April 3, 2020, an individual may not act as a behavior technician without completing a training program based on the BACB's registered behavior technician task list (MCL 333.18263(1)(b)), and conviction-based bars apply.
A technician also may not use words, titles or letters suggesting they are a behavior analyst or assistant behavior analyst.
Employers and payers may set their own requirements, so confirm what your employer accepts.
The assistant application mirrors the behavior analyst one β MiPLUS filing, $452.40 fee, background check, human trafficking and implicit bias training, and proof of current BACB certification sent directly from the BACB β plus a Verification of Supervision for Assistant Behavior Analyst form.
The supervising Michigan licensed behavior analyst completes it, certifying current BACB good standing and that supervision complies with current BACB supervision requirements.
The licence allows the unrestricted practice of applied behavior analysis under that supervision, and the form is filed again at every 4-year renewal.
Part 182A took effect April 3, 2017.
The practice and title restrictions in MCL 333.18253 begin one year after the effective date of the rules promulgated under sections 18257 and 18259 β and the sources read do not state that effective date, so this page cannot say the day the restrictions began.
LARA is issuing licences: its current licensing guide, revised January 26, 2026, carries the application and renewal checklists.
The technician training condition has a firm date, April 3, 2020.
Confirm the restriction timeline with LARA before practicing without a licence.
Part 182A's exemption list is conditional throughout: self-care, and uncompensated friend-or-family care where the caregiver does not hold themselves out as a behavior analyst; a behavior technician implementing a care plan under delegation and supervision of a behavior analyst; a family member providing a behavior analyst-designed follow-up home program; school-based paraprofessionals under delegation; psychologists authorized under part 182 within their education, training and experience; and holders of a licence or other authorization from this state who stay within their profession's scope and qualifications without representing themselves as a behavior analyst.
Students, postdoctoral fellows, supervised BACB experience seekers and nonhuman or organizational practitioners are exempt under their own conditions too.
