Behavior Analyst Licensure in Oklahoma: BCBA and State License Requirements

Founder, BehavioralHires
Last verified September 2026

Oklahoma licenses behavior analysts at two levels under 59 O.S. § 1928: the licensed behavior analyst and the certified assistant behavior analyst.

Certification by the Behavior Analyst Certification Board — BCBA or BCaBA — is the qualification, added to a state application: age 21, good moral character, a national criminal history record check.

Both practice and the two titles are restricted; supervisees work only under a licensed behavior analyst.

From November 1, 2026, board oversight moves to the State Board of Examiners of Psychologists; the page describes the section's amended version, effective from that date.

Verify before you rely on this

Licensing rules change by statute and board rule, and this page is career information, not legal advice. Confirm every requirement with the state board before you apply, register for an exam or count supervised hours. In Oklahoma, that is the Oklahoma Licensed Behavior Analysts Board (OLBAB); under Laws 2026, SB 1557, administrative oversight transfers to the Oklahoma State Board of Examiners of Psychologists effective November 1, 2026.

At a glance

State credential

Two: the licensed behavior analyst and the certified assistant behavior analyst, created by 59 O.S. § 1928 (Laws 2009, SB 135, c.

127, effective November 1, 2009).

Regulator

The Oklahoma Licensed Behavior Analysts Board (OLBAB) today; effective November 1, 2026, administrative oversight transfers to the Oklahoma State Board of Examiners of Psychologists under Laws 2026, SB 1557.

BCBA as the route

Yes.

The applicant must have passed the applicable examination and be certified by the national Behavior Analyst Certification Board as a Board Certified Behavior Analyst or a Board Certified Assistant Behavior Analyst, as applicable, and hold the degree the BACB determines.

Assistant credential

The certified assistant behavior analyst: a person certified by the BACB as a Board Certified Assistant Behavior Analyst who also meets the § 1928(B) requirements — good moral character, age 21, the applicable examination and BACB certification, the BACB-determined degree, a national criminal history record check, and the (B)(4) condition: no licence or certification refused, revoked, suspended or restricted and no matter pending for reasons that relate to unprofessional conduct, unless the board finds the conduct corrected or mitigating circumstances exist.

Technicians and RBTs

No state registration.

A supervisee may only provide applied behavior analysis under the supervision of a licensed behavior analyst; the version of § 1928 read does not mention RBT certification.

Practice or title protection

Both.

No person shall practise applied behavior analysis without a licence or certification under the section, and no person shall claim the titles licensed behavior analyst or certified assistant behavior analyst without meeting its requirements; human services professionals working within their scope are not restricted.

Governing law

59 O.S. § 1928 (Laws 2009, SB 135, c.

127, effective November 1, 2009), amended by Laws 2026, SB 1557, c.

392, effective November 1, 2026, which moves the board to the State Board of Examiners of Psychologists.

The Oklahoma credential ladder

  1. SuperviseeOther

Not a credential: the statute defines a supervisee as a person who acts under the extended authority of a licensed behavior analyst to provide applied behavior analysis services or a person who is in training to provide such services, and supervisees may only provide applied behavior analysis under a licensed behavior analyst's supervision (59 O.S. § 1928(A)(6), (F)(1)).

    There is no state registration.

  2. Certified assistant behavior analystOther

A state certification for an individual who is certified by the national Behavior Analyst Certification Board as a Board Certified Assistant Behavior Analyst and certified by the board (OLBAB; from November 1, 2026, the State Board of Examiners of Psychologists) after meeting the § 1928(B) application requirements.

  3. Licensed behavior analystIndependent

The state licence for the full practice: an individual certified by the national Behavior Analyst Certification Board as a Board Certified Behavior Analyst and licensed by the board (OLBAB; from November 1, 2026, the State Board of Examiners of Psychologists), per 59 O.S. § 1928(A)(5).

Two state credentials, and the titles are protected

📜 59 O.S. § 1928(A)(3), (A)(5), (F), (G)

Oklahoma issues two credentials: the licensed behavior analyst and the certified assistant behavior analyst.

Subsection (F)(1) does two things at once: it bars claiming either title without meeting the section's requirements, and it bars practising applied behavior analysis without a state licence or certification.

A violation is punishable by a fine of not more than $500, suspension or revocation of the licence or certification, or both.

The board investigates complaints about licensees and certified assistants and about people alleged to be practising or providing supervision without a credential, and it refers substantiated complaints to the BACB.

For how BACB certification and a state licence fit together, see BACB certification vs. state behavior analyst licensure.

“No person shall claim the title of licensed behavior analyst or certified assistant behavior analyst unless that person meets the applicable requirements in this section. No person shall practice applied behavior analysis without obtaining a license or certification in accordance with this section. Supervisees may only provide applied behavior analysis under the supervision of a licensed behavior analyst. This section shall not restrict the practice of applied behavior analysis by human services professionals, provided such individuals are working within the scope of their professions and the practice of applied behavior analysis is commensurate with their level of training and experience.”

The route: BACB certification plus a state application

📜 59 O.S. § 1928(B), (C); 74 O.S. § 150.9

Applicants apply to the board and furnish evidence of five things: good moral character; age at least 21; passing the applicable examination and certification by the BACB as a BCBA or BCaBA, as applicable; a clean disciplinary record — no professional licence or certification refused, revoked, suspended or restricted, and no pending complaint, allegation or investigation for unprofessional conduct in any regulatory jurisdiction in the United States or another country, unless the board finds the conduct corrected or mitigating circumstances; and the minimum graduate or undergraduate degree, appropriate for the level, from an accredited institution in a qualifying field of study, as determined by the BACB.

Each applicant must also submit to a national criminal history record check as defined in 74 O.S. § 150.9.

Oklahoma writes no coursework or fieldwork rule of its own; the degree standard is the BACB's.

The BACB’s own degree, coursework, fieldwork and exam requirements are covered in how to become a BCBA.

The BACB examination is the state's examination

📜 59 O.S. § 1928(B)(3), (I)

The statute's examination requirement is the BACB's own: the applicant must have passed the applicable examination and hold BACB certification at the level being sought.

No separate Oklahoma examination appears in the version of § 1928 read.

The board is directed to promulgate implementing rules, and the rules in force were not among the sources read, so confirm with the board before applying that no state-specific examination or jurisprudence requirement has been added.

“Has passed the applicable examination and is certified by the national Behavior Analyst Certification Board as a Board Certified Behavior Analyst or a Board Certified Assistant Behavior Analyst, as applicable”

Supervisees: the statute's only unlicensed role

📜 59 O.S. § 1928(A)(6), (F)(1)

The statute names one unlicensed role: the supervisee, who acts under the extended authority of a licensed behavior analyst or is in training to provide applied behavior analysis services.

Supervisees may only provide applied behavior analysis under the supervision of a licensed behavior analyst, which makes the supervising licensee's good standing part of the arrangement.

There is no state registration for technicians, and the version of § 1928 read does not mention RBT certification; confirm any employer, funder or agency requirements separately.

“Supervisee means a person who acts under the extended authority of a licensed behavior analyst to provide applied behavior analysis services or a person who is in training to provide such services.”

What the statute means by applied behavior analysis, and who is exempt

📜 59 O.S. § 1928(A)(1), (A)(4), (H); 63 O.S. § 1-280.2

Applied behavior analysis is defined as the design, implementation and evaluation of instructional and environmental modifications to produce socially significant improvements in human behavior, based on empirical research including direct observation, measurement and a functional behavior assessment, and using antecedent stimuli, positive reinforcement and other consequences to produce behavior change.

The definition excludes cognitive therapies, psychological testing, neuropsychology, psychotherapy, sex therapy, psychoanalysis, hypnotherapy and long-term counseling as treatment modalities.

Human services professionals are outside the restriction when working within the scope of their professions and commensurate with their training and experience: the statute lists physical therapists and assistants, occupational therapy practitioners and aides, clinical and masters social workers and social work associates, psychologists and health service psychologists, speech-language pathologists and audiologists, licensed professional counselors and candidates, licensed marital and family therapists and candidates, and licensed behavioral practitioners and candidates.

School district employees who provide services solely to their district under IDEA are exempt, as are people with the qualifying degree who are actively participating in the ABA treatment pilot project under 63 O.S. § 1-280.2.

Moving to Oklahoma: the certification travels, the licence does not

📜 59 O.S. § 1928(B)(4)

The version of § 1928 read contains no reciprocity, endorsement or compact provision, so a behavior analyst licensed in another state applies under subsection B like any other applicant.

For a BCBA already certified by the BACB the substantive qualification is in hand; what remains is the state application, the criminal history record check, and subsection (B)(4)'s eligibility condition: no professional licence or certification refused, revoked, suspended or restricted, and no complaint, allegation or investigation pending in any regulatory jurisdiction in the United States or another country, for reasons that relate to unprofessional conduct — unless the board finds, to its satisfaction, that the conduct has been corrected or that mitigating circumstances exist that prevent its resolution.

The section names no multistate recognition; confirm current application steps with the board.

Renewal every two years, tied to the BACB

📜 59 O.S. § 1928(D), (E)

A state licence or certification renews on or before April 30 of each odd-numbered year, on an application accompanied by a renewal fee set by the board.

The licensee must maintain active status and fulfill all requirements for renewal or recertification of the BACB certification, and must conduct professional activities in accordance with accepted standards such as the BACB's Ethics Code for Behavior Analysts.

Renewal and BACB recertification therefore move together: if the BACB certification lapses, the state renewal requirement cannot be met.

The version read sets no separate Oklahoma continuing-education list.

“A person holding a state license or state certification shall apply for renewal of the state license or state certification on or before April 30 of each odd-numbered year.”

November 1, 2026: oversight moves to the psychology board

📜 59 O.S. § 1928(A)(2), (A)(5); Laws 2026, SB 1557, c. 392; OLBAB resources page

Laws 2026, SB 1557 (c.

392) amends § 1928 effective November 1, 2026; from that date the board is the State Board of Examiners of Psychologists, and the licensed behavior analyst is an individual certified by the BACB and licensed by that board.

A notice on the OLBAB resources page says administrative oversight transitions from OLBAB to the Oklahoma State Board of Examiners of Psychologists and that, at this time, there are no immediate changes to existing licences, certification requirements, standards of practice or ongoing regulatory responsibilities; licensees should continue to conduct business with OLBAB until further notice.

One caveat: only the version of § 1928 effective November 1, 2026 was read for this page; the superseded text in force until that date was not.

“administrative oversight for the Oklahoma Licensed Behavior Analysts Board (OLBAB) will transition to the Oklahoma State Board of Examiners of Psychologists (OSBEP) effective November 1, 2026”

Beyond licensure: rules the board itself points to

📜 OLBAB resources page

The OLBAB resources page also lists Department of Human Services Policy 340:100-18 (BCBA licence and BCaBA certification) and Oklahoma Health Care Authority policy 317:30-3-65.12 (applied behavior analysis services), and it carries an OHCA notice on the prior-authorization process for initial and extension ABA requests.

Those sit outside § 1928's licensure rules and were not read for this page.

Treat them as pointers: if you deliver or bill ABA through Medicaid or human-services settings in Oklahoma, confirm the applicable agency rules with the board or the agencies directly.

Frequently Asked Questions

I am a BCBA in another state. What does Oklahoma require before I can practise?

The version of § 1928 read contains no endorsement or reciprocity route, so you apply like any applicant.

The requirements: age at least 21, good moral character, certification by the BACB as a BCBA, the degree the BACB requires, a national criminal history record check, and the (B)(4) condition — no licence or certification refused, revoked, suspended or restricted, and no complaint, allegation or investigation pending in any jurisdiction, for reasons that relate to unprofessional conduct, unless the board finds, to its satisfaction, that the conduct has been corrected or mitigating circumstances exist.

Apply before you start work; the practice ban carries a fine of up to $500.

Do RBTs or behavior technicians need an Oklahoma credential?

No technician registration appears in the version of § 1928 read.

The statute's only unlicensed role is the supervisee, who may provide applied behavior analysis only under the supervision of a licensed behavior analyst.

The version read does not mention RBT certification, so the licensure section imposes no RBT rule; employers, funders and agency policies can still set their own requirements, so confirm those with your employer or the board before starting work.

What happens to my licence when oversight moves to the psychology board?

Per a notice on the OLBAB resources page, administrative oversight transitions from the Oklahoma Licensed Behavior Analysts Board to the Oklahoma State Board of Examiners of Psychologists effective November 1, 2026, and at this time there are no immediate changes to existing licences, certification requirements or standards of practice.

Licensees should continue to conduct business with OLBAB until further notice and watch both boards' websites for implementation updates.

When does an Oklahoma behaviour analyst licence renew, and is there state CE?

Renewal is due on or before April 30 of each odd-numbered year, with a fee set by the board (59 O.S. § 1928(D)).

Subsection (E)(1) requires the licensee to maintain active status and fulfill all requirements for renewal or recertification of the BACB certification, so keep the BACB certification current; a lapse means the renewal requirement cannot be met.

The version read names no separate Oklahoma continuing-education requirement — the Ethics Code for Behavior Analysts is the conduct standard it cites.

Who can practise applied behavior analysis in Oklahoma without this licence?

Human services professionals working within the scope of their professions, when the practice is commensurate with their training and experience: the statute lists physical therapists and assistants, occupational therapy practitioners and aides, clinical and masters social workers and social work associates, psychologists and health service psychologists, speech-language pathologists and audiologists, licensed professional counselors and candidates, licensed marital and family therapists and candidates, and licensed behavioral practitioners and candidates.

School district employees serving only their district under IDEA are exempt, as are qualifying participants actively working in the ABA treatment pilot project.
