Texas licenses behavior analysts at two levels, the licensed behavior analyst and the licensed assistant behavior analyst, under the Behavior Analyst Licensing Act in effect since September 1, 2017.
BACB certification is the route: the full licence goes to a current BCBA or BCBA-D, the assistant licence to a supervised BCaBA.
Practice and the title behavior analyst are both restricted.
Technicians need no state credential if they work under a licensee's direction and use a title the statute names.

Two licences: licensed behavior analyst and licensed assistant behavior analyst, created by the Behavior Analyst Licensing Act, effective September 1, 2017.
The Texas Department of Licensing and Regulation issues the licences; the Texas Commission of Licensing and Regulation adopts the rules, advised by a nine-member Behavior Analyst Advisory Board.
Yes.
A licensed behavior analyst must be currently certified as a BCBA or BCBA-D, or hold an equivalent certification, from the certifying entity: the BACB or another NCCA- or ANSI-accredited body the department approves.
Licensed assistant behavior analyst: current BCaBA certification (or equivalent), the BCaBA exam, and current supervision by a licensed behavior analyst under the certifying entity's requirements.
No state licence or registration.
A paraprofessional technician is exempt when working under the extended authority and direction of a licensee and designated by a listed title; the statute does not mention RBT certification.
Both.
Practising applied behavior analysis requires a licence, and the titles licensed behavior analyst, licensed assistant behavior analyst and behavior analyst are protected, subject to the chapter's exemptions.

Not a credential: a paraprofessional exempt from the chapter while working under the extended authority and direction of a licensed behavior analyst or licensed assistant behavior analyst and designated by a title the statute lists: applied behavior analysis technician, behavior technician, tutor or front-line therapist (Tex.
Occ.
Code Β§ 506.054).
A licence for a BACB-certified Board Certified Assistant Behavior Analyst who is currently supervised by a licensed behavior analyst under the certifying entity's requirements (Β§ 506.254).
The licence required to practise applied behavior analysis in Texas, issued to a currently certified BCBA or BCBA-D, or the holder of an equivalent certification (§§ 506.251, 506.253).
Texas issues two licences: the licensed behavior analyst and the licensed assistant behavior analyst.
Both are defined by BACB certification plus the Texas application requirements, so a BCBA who moves to Texas is certified but not yet licensed.
The licence requirement has three parts.
You may not practise applied behavior analysis without a licence, you may not use either licensed title without the matching licence, and you may not call yourself a behavior analyst at all unless licensed.
The last point matters for job titles: outside the chapter's exemptions, an unlicensed BCBA in Texas should not be advertised as a behavior analyst.
For how BACB certification and a state licence fit together, see BACB certification vs. state behavior analyst licensure.
βExcept as provided by Subchapter B, a person may not use the title "behavior analyst" unless the person is licensed under this chapter.β
Texas does not write its own degree or coursework rule.
An applicant for the full licence shows that they are currently certified as a BCBA or BCBA-D, have met that standard's educational requirements, have passed the BCBA exam, comply with the certifying entity's professional, ethical and disciplinary standards, and are not under its disciplinary action.
The certifying entity is the BACB or another body accredited by the NCCA or ANSI and approved by the department.
Every application must also show a completed state-approved criminal background check.
In practice the path runs through the BACB first, then to TDLR, and the certification has to be current on the day you apply.
The BACBβs own degree, coursework, fieldwork and exam requirements are covered in how to become a BCBA.
The statute's exam requirement is the certifying entity's own: the BCBA examination for the full licence and the BCaBA examination for the assistant licence, or an equivalent exam from the certifying entity.
Chapter 506 names no separate Texas exam.
It does let the commission set additional requirements by rule, and the research did not read TDLR's rules, so whether Texas adds a jurisprudence or other exam is not stated in the sources read.
Check the application instructions before you file.
Supervision is built into the lower tiers.
A licensed assistant behavior analyst must be currently supervised by a licensed behavior analyst in line with the certifying entity's requirements, so losing a supervisor is a licensing problem, not just an employment one.
Technicians are exempt from the chapter only when both conditions hold: they work under the extended authority and direction of a licensed behavior analyst or assistant, and they are designated as an applied behavior analysis technician, behavior technician, tutor or front-line therapist.
Students, interns and fellows in a defined program, and unlicensed people earning supervised experience consistent with the certifying entity's rules, are exempt too.
The TDLR rules on technician supervision ratios were not read.
βThis chapter does not apply to a paraprofessional technician who delivers applied behavior analysis services if: (1) the applied behavior analysis services are provided under the extended authority and direction of a licensed behavior analyst or licensed assistant behavior analyst; and (2) the person is designated as an "applied behavior analysis technician," "behavior technician," "tutor," or "front-line therapist."β
The statute defines applied behavior analysis as the design, implementation and evaluation of instructional and environmental modifications to produce socially significant improvements in human behavior, including functional assessment and functional analysis.
It also draws the outer line: the practice does not include psychological testing, psychotherapy, cognitive therapy, psychoanalysis, hypnotherapy or counseling as treatment modalities, or the diagnosis of disorders.
Licensed psychologists are exempt when the services are within their education, training and competence, and other licensed professionals have their own exemption.
A public or private school teacher or employee providing the services within the scope of their school job is exempt, but may not offer them to anyone else or take other pay for them.
A behavior analyst or assistant behavior analyst licensed in another jurisdiction with licensure requirements similar to Texas's can get a Texas licence by reciprocity.
The applicant shows good standing, a valid licence, and compliance with the Texas application and certification requirements, and pays the fees.
A shorter route exists for brief work: an analyst licensed elsewhere or certified by the certifying entity may practise in Texas within their customary area for not more than 20 days in a calendar year.
They must tell the client, or a minor client's parent or guardian, that they are not licensed in Texas and that the services are time-limited.
A Texas licence expires on the second anniversary of its issue date.
To renew before it lapses, you file a renewal application, pay the renewal fee, and verify that your certification with the certifying entity is still current.
The statute treats that continued certification as proof that you met the certifying entity's continuing education requirements, so Texas renewal and BACB recertification move together: a lapsed BACB certification means a licence you cannot renew.
Any Texas-specific continuing education rule, and the renewal fee, are not stated in the sources read.
βproviding verification to the department of continued certification by the certifying entity, which signifies that the applicant for renewal has met any continuing education requirements established by the certifying entity.β
The saved statute shows one amendment in 2023 to 2026: S.B.
2075, effective September 1, 2025, amended the advisory-board sections.
It amended section 506.103 on terms and vacancies, repealing its subsection (b), and section 506.104 on the presiding officer.
The licence requirements, the technician exemption and renewal were not amended by it in the saved text, which still shows them as added in 2017.
The advisory board has nine members: four licensed behavior analysts, one licensed assistant behavior analyst, one physician and three public members.

Hour totals, exams and supervision rules change by statute and by board rule; for how BACB certification and a state licence fit together, see BACB certification vs. state behavior analyst licensure.
