Behavior Analyst Licensure in Wyoming: BCBA and State License Requirements

Founder, BehavioralHires
Last verified September 2026

Wyoming licenses behavior analysts through its Board of Psychology under W.S.

Title 33, Chapter 27, "Psychology and Behavior Analysts."

The route is current BACB certification: the full licence goes to a BCBA, the assistant licence to a supervised BCaBA.

The board says no one may practice as a behavior analyst without a licence, and the act penalizes holding yourself out as one while practicing in violation of it; exemptions reach technicians, students and supervised experience-seekers.

Wyoming's administrative rules were not among the sources read, so rule-level details stay open here.

Verify before you rely on this

Licensing rules change by statute and board rule, and this page is career information, not legal advice. Confirm every requirement with the state board before you apply, register for an exam or count supervised hours. In Wyoming, that is the Wyoming Board of Psychology.

At a glance

State credential

Two licences: licensed behavior analyst and licensed assistant behavior analyst, part of W.S.

Title 33, Chapter 27, "Psychology and Behavior Analysts" (§§ 33-27-113, -124).

Regulator

The Wyoming Board of Psychology; the board seats six licensed psychologists, two licensed behavior analysts and one public member, all appointed by the governor (W.S. Β§ 33-27-115(a)).

BCBA as the route

Yes.

A behavior analyst applicant holds a current certification as a board certified behavior analyst verified by the board with the certifying entity — the behavior analyst certification board or another NCCA- or ANSI-accredited entity specified by board rule (W.S. §§ 33-27-124(a)(i); 33-27-113(a)(x)).

Assistant credential

Licensed assistant behavior analyst: a current certification as a board certified assistant behavior analyst verified with the certifying entity, and practice only under the supervision of a licensed behavior analyst or licensed psychologist (W.S. §§ 33-27-124(a)(ii), (c)).

Technicians and RBTs

No state licence or registration.

A behavior technician is exempt while delivering services under a licensed behavior analyst's or licensed assistant behavior analyst's supervision, must use titles that communicate unlicensed status such as behavior technician or tutor, and may not be assigned the design of assessment or intervention plans; the statute does not mention RBT certification (W.S. Β§ 33-27-125(a)(viii)).

Practice or title protection

Both.

The board's page states that no person may practice as a behavior analyst or assistant behavior analyst in Wyoming without first obtaining a license or certificate from the board, and W.S.

33-27-119(b) makes it a misdemeanor, unless exempt, for a person to represent himself as a behavior analyst or assistant behavior analyst and engage in the practice of behavior analysis in violation of the act.

Governing law

W.S.

Title 33, Chapter 27 (Psychology and Behavior Analysts), especially §§ 33-27-113, -124 and -125.

The BACB lists 2022 as the enactment year; the session law was not among the sources read, so no effective date is established here.

The Wyoming credential ladder

  1. Behavior technicianOther

Not a credential: a paraprofessional exempt from the act while delivering behavior analysis services under the supervision of a licensed behavior analyst or licensed assistant behavior analyst, using a title that communicates unlicensed status such as applied behavior analysis technician, behavior technician or tutor, and never assigned the design of assessment or intervention plans (W.S. Β§ 33-27-125(a)(viii)).

  2. Licensed assistant behavior analystOther

A licence for a currently certified board certified assistant behavior analyst, held to practice only under the supervision of a licensed behavior analyst or licensed psychologist (W.S. §§ 33-27-124(a)(ii), (c)).

  3. Licensed behavior analystIndependent

The licence required for the practice of behavior analysis in Wyoming, issued to an applicant holding a current certification as a board certified behavior analyst verified by the board with the certifying entity (W.S. Β§ 33-27-124(a)(i)).

Two licences, and unlicensed practice under the title is a misdemeanor

πŸ“œ W.S. §§ 33-27-119(b); 33-27-113(a)(xi), (xii)

Wyoming issues two behaviour analysis licences: the licensed behavior analyst and the licensed assistant behavior analyst, defined in W.S.

33-27-113(a)(xi) and (xii) and earned under W.S.

33-27-124.

The board's page states that no person may practice as a behavior analyst or assistant behavior analyst in Wyoming without first obtaining a license or certificate from the board.

The statute's penalty, W.S.

33-27-119(b), is one combined test: unless exempt under W.S.

33-27-114 or 33-27-125, a person who represents himself as a behavior analyst or assistant behavior analyst and engages in the practice of behavior analysis in violation of the act commits a misdemeanor.

The provision reaches the two together β€” holding yourself out as a behavior analyst while practicing in violation of the act β€” so an unlicensed BCBA in Wyoming should not be held out under that title.

For how BACB certification and a state licence fit together, see BACB certification vs. state behavior analyst licensure.

β€œUnless exempt under W.S. 33-27-114 or 33-27-125, any person who represents himself as a psychologist and who engages in the practice of psychology or represents himself as a behavior analyst or assistant behavior analyst and who engages in the practice of behavior analysis in violation of this act, is guilty of a misdemeanor punishable by a fine of not more than seven hundred fifty dollars ($750.00), imprisonment for not more than six (6) months, or both. Each violation shall constitute a separate offense.”

The route: current BACB certification, not a Wyoming degree rule

πŸ“œ W.S. §§ 33-27-124(a); 33-27-113(a)(x)

Wyoming writes no degree, coursework or fieldwork rule of its own.

An applicant for the full licence holds a current certification as a board certified behavior analyst verified by the board with the certifying entity, and an assistant applicant holds a current certification as a board certified assistant behavior analyst verified the same way.

The certifying entity is the behavior analyst certification board or another entity specified by board rule whose credentialing programs are accredited by the national commission on certifying agencies, the American national standards institute or a similar successor accrediting organization.

The degree, supervised-experience and examination requirements behind that certification belong to the certifying entity, so the path runs through the BACB first, then to the board's application.

The BACB’s own degree, coursework, fieldwork and exam requirements are covered in how to become a BCBA.

β€œ(i) For licensure as a behavior analyst, the applicant holds a current certification as a board certified behavior analyst verified by the board with the certifying entity; or (ii) For licensure as an assistant behavior analyst, the applicant holds a current certification as a board certified assistant behavior analyst verified by the board with the certifying entity.”

The certifying entity's exam, with no Wyoming exam named

πŸ“œ W.S. Β§ 33-27-124(a)

Chapter 27 names no Wyoming licensing exam.

Licensure rides on current certification with the certifying entity, so the examination behind a Wyoming licence is the one that certification rests on β€” the certifying entity's own requirement, covered in this site's BCBA guides rather than in state law.

The board can add requirements by rule, and the research did not read Wyoming's administrative rules, so whether the board imposes any state-specific or jurisprudence exam is not stated in the sources read.

Check the application instructions the board publishes before you file.

Assistants must be supervised; trainees and technicians are exempt by condition

πŸ“œ W.S. §§ 33-27-124(c); 33-27-125(a)(vii)

The assistant licence is supervision-dependent: a licensed assistant behavior analyst may engage in the practice of behavior analysis only under the supervision of a licensed behavior analyst or licensed psychologist, so losing a supervisor is a licensing problem, not just an employment one.

For a graduate counting hours, W.S.

33-27-125(a)(vii) exempts an unlicensed person pursuing experience in applied behavior analysis consistent with the certifying entity's experience requirements, provided the experience is supervised in accordance with those requirements and board rule β€” the lane a BCBA fieldwork trainee occupies in Wyoming.

The hour totals and supervision standards themselves are the certifying entity's, not the state's.

Wyoming's administrative-rule supervision ratios for technicians were not among the sources read.

β€œAny person licensed under this section as an assistant behavior analyst may engage in the practice of behavior analysis only under the supervision of a licensed behavior analyst or licensed psychologist in compliance with the requirements of the certifying entity and as provided by rule of the board.”

What the practice covers, and who is exempt

πŸ“œ W.S. §§ 33-27-113(a)(xiii); 33-27-125(a)

The practice of behavior analysis includes the empirical identification of functional relations between behavior and environmental factors, and the design, implementation and evaluation of instructional and environmental modifications.

The definition draws an outer line: it does not include psychotherapy, cognitive therapy, psychoanalysis, hypnotherapy, counseling, psychological testing, personality, intellectual or neuropsychological assessments, or the diagnosis of psychological disorders.

Section 33-27-125(a) lets ten listed groups practice without a licence when practicing within the scope of their authority and their education and training: members of another recognized profession who do not present themselves as licensed behavior analysts; psychologists and people acting under a psychologist's authority and direction; those practicing exclusively with non-humans; organization-only services; teaching behavior analysis and conducting behavior analytics research; students in a defined supervised program; supervised experience-seekers; behavior technicians under a licensee's supervision; caregivers serving only their own recipient; and unpaid friends or relatives.

A technician's assigned services may not include designing assessment or intervention plans or procedures.

The section carries no explicit school-employee exemption, so school staff practicing behavior analysis should confirm their status with the board.

β€œA behavior technician who delivers behavior analysis services under the supervision of a licensed behavior analyst or licensed assistant behavior analyst. A behavior technician shall not represent himself as a licensed behavior analyst or licensed assistant behavior analyst and shall only use titles that communicate his unlicensed status, such as "applied behavior analysis technician," "behavior technician" or "tutor."”

Moving to Wyoming: endorsement for licensees of other jurisdictions

πŸ“œ W.S. Β§ 33-27-124(b)

A behavior analyst or assistant behavior analyst currently licensed and in good standing in another jurisdiction whose licensure requirements are comparable can receive a Wyoming licence by endorsement, if they otherwise meet the act's requirements.

For a BCBA relocating, the certification leg of W.S.

33-27-124(a) still has to be current, since the licence is defined by certification with the certifying entity.

Chapter 27's Psychology Interjurisdictional Compact provisions cover psychologists, so endorsement is the route the act provides for behavior analysts; confirm the paperwork with the board.

β€œA license may be issued to any person who is verified by the board to be currently licensed as a behavior analyst or assistant behavior analyst and in good standing in another jurisdiction that has licensure requirements comparable to and who otherwise meets the requirements of this act.”

Renewal: statute-level background obligations, rule-level fees and CE

πŸ“œ W.S. §§ 33-27-116(f), (j), (o), (r)

Two renewal obligations sit in the statute itself.

The board requests criminal history background information for all initial and renewal applicants every two (2) years under W.S.

7-19-106(a)(xxxvii), and under W.S.

33-27-116(r) the board shall require every person licensed under the act who has not previously completed an identity history summary, as defined in the Psychology Interjurisdictional Compact, including its required background investigation, to complete it as part of the person's next license renewal.

The rest points at board rules: the board establishes reasonable fees for the issuance and renewal of licences in rules promulgated under the Wyoming Administrative Procedure Act, and may require continuing education for people licensed or certified under the act to qualify for renewal, with the terms specified in its rules.

The renewal cycle for behavior analysts, the fee amounts, and whether a continuing education requirement is currently in force are not stated in the sources read; confirm with the board before filing.

β€œThe board may require continuing education on the part of those persons licensed or certified under this act to qualify for renewal, the terms of which shall be specified in the rules and regulations.”

The board: psychologists plus two behavior analyst seats

πŸ“œ W.S. §§ 33-27-115(a), (c); 33-27-116(o)

The same Board of Psychology that licenses psychologists licenses behavior analysts and behavior analyst assistants.

The board seats six licensed psychologists, two licensed behavior analysts and one public member, all appointed by the governor.

Each behavior analyst member must be licensed under the act with a minimum of three (3) years of post-licensure experience, except the initial two behavior analyst members, who could be appointed before licensure but must obtain it during their board tenure to be reappointed.

Applications for board certified behavior analysts and board certified assistant behavior analysts are made on the board's licence application form.

β€œThe Wyoming Board of Psychology licenses Psychologists, Behavior Analysts and Behavior Analyst Assistants, and certifies Psychological Practitioners and Specialists in School Psychology in the state of Wyoming.”

Frequently Asked Questions

I am a BCBA moving to Wyoming. Do I need a licence beyond my certification?

Yes, unless an exemption in W.S.

33-27-125 applies to you.

The board's page states that no person may practice as a behavior analyst in Wyoming without first obtaining a licence from the board, and W.S.

33-27-119(b) makes it a misdemeanor, unless exempt, to represent yourself as a behavior analyst or assistant behavior analyst and engage in the practice of behavior analysis in violation of the act.

Your BCBA certification is the route: section 33-27-124(a) requires current certification verified by the board with the certifying entity; if you hold a licence in another state, section 33-27-124(b) is the endorsement route.

Confirm with the Wyoming Board of Psychology before you start work.

Do RBTs or behavior technicians need a Wyoming licence or registration?

Not under the statute, if the exemption's conditions hold.

W.S.

33-27-125(a)(viii) exempts a behavior technician who delivers behavior analysis services under the supervision of a licensed behavior analyst or licensed assistant behavior analyst.

The technician may not represent himself as a licensee, must use titles that communicate unlicensed status such as behavior technician or tutor, and may not be assigned the design of assessment or intervention plans or procedures.

The statute does not mention RBT certification.

Wyoming's administrative rules on technician supervision were not read, so confirm current conditions with the board.

Can I count supervised fieldwork hours in Wyoming before I am licensed?

The exemption list makes room for it.

W.S.

33-27-125(a)(vii) exempts an unlicensed person pursuing experience in applied behavior analysis consistent with the certifying entity's experience requirements, provided the experience is supervised in accordance with those requirements and board rule.

That is the lane a BCBA fieldwork trainee occupies in Wyoming; the hour totals and supervision standards themselves belong to the certifying entity, and this site's BCBA guides cover them.

Keep the supervision compliant so both your certification and the exemption hold.

How does Wyoming treat a behavior analyst licensed in another state?

Through endorsement.

W.S.

33-27-124(b) allows a licence to anyone verified by the board as currently licensed as a behavior analyst or assistant behavior analyst, in good standing, in another jurisdiction whose licensure requirements are comparable, if they otherwise meet the act's requirements.

Because a Wyoming licence is defined by current certification with the certifying entity, keep your BACB certification current as well.

Confirm eligibility and paperwork with the Wyoming Board of Psychology before you apply.
