Social Work Licensure in Florida: LCSW Requirements, Hours and Exams

Founder, BehavioralHires
Last verified September 2026

Florida issues one social work license, the LCSW, and one way in: register as a clinical social worker intern, complete at least 2 years of supervised experience β€” defined by rule as at least 1,500 hours of face-to-face psychotherapy in no less than 100 weeks plus 100 hours of supervision β€” pass the ASWB Clinical exam, and demonstrate knowledge of Florida laws and rules.

The quirks: hours worked before intern registration never count, exam eligibility arrives at 18 months, and the Certified Master Social Worker certificate is not a license.

Verify before you rely on this

Licensing rules change by statute and board rule, and this page is career information, not legal advice. Confirm every requirement with the state board before you apply, register for an exam or count supervised hours. In Florida, that is the Board of Clinical Social Work, Marriage and Family Therapy and Mental Health Counseling (Florida Department of Health).

At a glance

Clinical license

Licensed Clinical Social Worker (LCSW).

Florida's route runs registered clinical social worker intern to LCSW: register first, then the supervised years, then the ASWB Clinical exam (Fla.

Stat.

491.0045, 491.005).

Other license levels

A Registered Clinical Social Worker Intern registration below the LCSW, and a separate Certified Master Social Worker (CMSW) certificate issued by the Department β€” a certificate, not a license, and not a step toward the LCSW.

Degree

A CSWE-accredited MSW (or CASWE, or a CSWE foreign-equivalency determination) from a program that emphasized direct clinical patient or client health care services, with 24 semester hours or 32 quarter hours in theory of human behavior and practice methods including a minimum of one course in psychopathology (Fla.

Stat.

491.005(1)(c)).

Supervised experience

At least 2 years, defined by rule as at least 1,500 hours of providing psychotherapy face-to-face with clients as a registered intern, accrued in no less than 100 weeks, with at least 100 hours of supervision in no less than 100 weeks and at least 1 hour of supervision every two weeks (F.A.C.

64B4-2.001; 64B4-2.002(1)).

ASWB exam

The ASWB Clinical exam; beginning January 1, 2023, applicants are deemed eligible to take it after completion of 18 months of documented experience in clinical settings (F.A.C.

64B4-3.003(2)(a)), plus a laws-and-rules knowledge requirement (Fla.

Stat.

491.005(1)(f)).

Supervisor requirement

A qualified supervisor: an LCSW or the equivalent meeting Rule 64B4-11.007, allowed no more than 25 interns at once.

Supervision is in person for at least 50% of the interactions; a supervisor who determines electronic methods are not detrimental to the intern's patients and necessary to protect health, safety, or welfare may conduct all sessions electronically (F.A.C.

64B4-2.002(3), (5), (7)).

Social Work Compact

Not enacted.

As of September 2026 Florida is not on the Social Work Licensure Compact commission's list of member jurisdictions, and the commission is not yet issuing multistate licenses.

The compact reference in Fla.

Stat.

491.006(3) is the Professional Counselors Licensure Compact β€” a counselor compact.

Renewal & CE

Biennial (Fla.

Stat.

491.007).

No continuing education at the first renewal; 30 hours for each subsequent renewal, including 2 hours on prevention of medical errors and 3 hours on ethics and boundaries or telehealth, with domestic violence and laws-and-rules courses every third renewal (F.A.C.

64B4-6.001).

The Florida credential ladder

  1. Registered Clinical Social Worker InternPre-licensure

A registration, not a license, required before any supervised experience starts counting; the holder must remain under supervision while practicing under registered intern status, and the registration is valid for 5 years (one issued after March 31, 2017 expires 60 months after issuance).

  2. Licensed Clinical Social Worker(LCSW)Independent

The license issued by examination to an applicant who meets the clinical MSW rule, completes at least 2 years of supervised experience, passes the ASWB Clinical exam and demonstrates knowledge of Florida laws and rules (Fla.

    Stat.

    491.005).

  3. Certified Master Social Worker(CMSW)Other

A Department certificate, not a license and not a step toward the LCSW; the statute says nothing in the chapter authorizes a certified master social worker to provide clinical social work services (Fla.

    Stat.

    491.0145).

  4. Qualified supervisorSupervisor

A designation held by a licensed clinical social worker or the equivalent who meets Rule 64B4-11.007; only supervision by a qualified supervisor earns intern credit, and one supervisor may supervise no more than 25 registered interns at once (F.A.C.

    64B4-2.0025; 64B4-2.002(5)).

One license, one registration, and a certificate outside the ladder

πŸ“œ Fla. Stat. Β§ 491.0045; Β§ 491.0145

Florida issues one social work license, the Licensed Clinical Social Worker, and the rung beneath it is a registration, not a license.

The Department registers as a clinical social worker intern each applicant the board certifies has met the education, supervision-plan and qualified-supervisor requirements, and the statute requires an intern to remain under supervision while practicing under registered intern status.

An intern registration is valid for 5 years, and any registration issued after March 31, 2017 expires 60 months after issuance, with a one-time emergency or hardship exception if the candidate has passed the theory and practice examination.

The Certified Master Social Worker (CMSW) sits outside this ladder entirely: a Department certificate under Fla.

Stat.

491.0145 that is not a license and not a step toward the LCSW.

The distinction matters in a job search: a posting for an intern is offering supervised registered status, while the LCSW is the license the chapter issues by examination.

For how pre-licensure titles line up across states, see the LMSW, LPC-A and AMFT title alphabet.

β€œAn individual registered under this section must remain under supervision while practicing under registered intern status.”

A clinical MSW is written into the degree rule

πŸ“œ Fla. Stat. Β§ 491.005(1)(c)

The degree rule does the clinical filtering.

The LCSW applicant needs a master's in social work from a CSWE-accredited program, one accredited by the Canadian Association for Social Work Education, or one determined equivalent through CSWE's foreign-equivalency determination; a doctoral degree in social work is the statute's other route.

The program must have emphasized direct clinical patient or client health care services and included a supervised field placement in the applicant's advanced concentration in direct practice, with clinical services provided directly to clients.

Coursework must total 24 semester hours or 32 quarter hours in theory of human behavior and practice methods as courses in clinically oriented services, including a minimum of one course in psychopathology and no more than one course in research.

Graduates of programs that did not emphasize direct services can complete the clinical curriculum at an accredited graduate program β€” at most 6 semester or 9 quarter hours by independent study β€” and baccalaureate-level coursework counts only if the graduate program certifies it was waived or exempted.

For why boards write program accreditation into the degree rule, see CSWE vs CACREP vs COAMFTE accreditation.

1,500 face-to-face psychotherapy hours, 100 supervision hours, 100 weeks

πŸ“œ Fla. Stat. Β§ 491.005(1)(d); Β§ 491.0045; F.A.C. 64B4-2.001; 64B4-2.002(1)

The statute requires at least 2 years of clinical social work experience after the graduate degree, under the supervision of a licensed clinical social worker or the equivalent who is a qualified supervisor as determined by the board.

The rule defines that experience: at least 1,500 hours of providing psychotherapy face-to-face with clients as a registered intern, accrued in no less than 100 weeks, credited alongside at least 100 hours of supervision in no less than 100 weeks and at least 1 hour of supervision every two weeks.

The gate is registration: hours worked before registering never count, and failing to register can bar the license outright β€” registration requires an identified qualified supervisor and, where the graduate program did not satisfy the practicum or field work, an acceptable supervision plan.

The statute adds a conditional rule for non-clinical degrees: the supervised experience must take place after at least 15 semester hours or 22 quarter hours of the required coursework, and a doctoral internship may be applied toward the requirement.

For what counts as a supervised hour, and what changes at independent licensure, see associate vs. independently licensed therapists.

β€œAn individual who fails to comply with this section may not be granted a license under this chapter, and any time spent by the individual completing the experience requirement as specified in s. 491.005 (1)(d), (3)(d), or (4)(d) before registering as an intern does not count toward completion of the requirement.”

The ASWB Clinical exam opens at 18 months

πŸ“œ F.A.C. 64B4-3.003(2)(a); Fla. Stat. Β§ 491.005(1)(e), (f)

The examination rule names one exam for this license: the Clinical exam developed by the Association of Social Work Boards.

Beginning January 1, 2023, an applicant is deemed eligible to take it after completion of 18 months of documented experience in clinical settings, not including the graduate practicum or other graduate-program experience β€” a real planning lever, because you can be sitting the exam well before the 2 years and the 1,500 face-to-face hours are complete.

The statute describes the exam more generally as a theory and practice examination designated by board rule, and pairs it with a separate requirement to demonstrate knowledge of the laws and rules governing practice in a manner designated by board rule.

The board certifies eligibility, so confirm both requirements with the board when you schedule.

For how the counselor, social work and MFT licensing exams compare, see ASWB vs NCE vs NCMHCE vs the MFT national exam.

β€œThe examination for Clinical Social Workers shall be the Clinical exam developed by the Association of Social Work Boards (ASWB).”

Choosing a qualified supervisor, and the 50% in-person rule

πŸ“œ F.A.C. 64B4-2.002(3)-(5), (7); 64B4-2.0025

Hours count only under a qualified supervisor, which the rule defines for clinical social work as a licensed clinical social worker or the equivalent meeting Rule 64B4-11.007 β€” a rule whose text was not among the sources read.

The default shape is in person: at least 50% of the supervisory interactions face-to-face, at least one in-person meeting before any electronic sessions, and group supervision conducted in person.

The exemption is 64B4-2.002(7): notwithstanding subsections (3) and (4), a qualified supervisor may conduct all supervisory sessions electronically β€” including telephone only communication β€” if they determine the methods are not detrimental to the intern's patients and are necessary to protect the health, safety, or welfare of the supervisor, the intern, or both.

Otherwise each group hour alternates with an individual hour, individual supervision means one supervisor to no more than two interns, and a group is more than two but at most six interns.

A qualified supervisor may supervise no more than 25 registered interns simultaneously, and supervision must focus on the raw data of the intern's face-to-face psychotherapy.

Whether you or your employer pays for that supervision is covered in who pays for clinical supervision.

β€œThe supervisor and intern may utilize face-to-face electronic methods to conduct the supervisory sessions; however, the supervisor and intern must have in-person face-to-face contact for at least 50% of all of the interactions required in subsection (1), above.”

What an intern may do, and the private-practice premises rule

πŸ“œ Fla. Stat. Β§ 491.0045(3); Β§ 491.005(1)(d); Β§ 491.0145(6)

What a registered intern may do is bounded.

The intern remains under supervision for the whole registration period, and the statute adds a premises rule for private practice settings β€” worth asking about directly when a private practice offers you an intern job.

Face-to-face psychotherapy delivered by electronic methods still counts as face-to-face if two conditions hold: the intern has a written telehealth protocol and safety plan with their qualified supervisor, who must be readily available during the electronic sessions, and the intern and supervisor have jointly determined the electronic method is not detrimental to the patient and necessary to protect the health, safety, or welfare of the patient, the intern, or both (F.A.C.

64B4-2.002(6)).

The CMSW certificate cannot be a workaround for scope: the statute withholds clinical social work services from certified master social workers entirely.

The clinical license the chapter builds toward is the LCSW.

β€œA licensed mental health professional must be on the premises when clinical services are provided by a registered intern in a private practice setting.”

Moving to Florida: endorsement and out-of-state hours

πŸ“œ Fla. Stat. Β§ 491.006(1); F.A.C. 64B4-2.001(2)

A clinician licensed elsewhere comes in through endorsement.

The statute directs the department to license an applicant who demonstrates to the board that they meet the requirements for licensure by endorsement under s.

456.0145; the section names the cross-reference but the text of s.

456.0145 was not among the sources read, so confirm the specifics with the board.

The administrative rule separately addresses experience earned elsewhere, granting credit for post-master's clinical experience earned in another state if it meets the requirements the statute specifies.

Because Florida has not enacted the Social Work Licensure Compact, the routes the sources describe are endorsement and the standard examination route.

Ask the board early which of your hours will be credited before you accept a Florida start date.

For how endorsement works when you move, see moving states as a therapist: license transfer and endorsement.

Social Work Licensure Compact: not enacted in Florida

πŸ“œ Social Work Licensure Compact commission website (swcompact.org); Fla. Stat. Β§ 491.006(3)

As of September 2026, Florida is not on the Social Work Licensure Compact commission's list of member jurisdictions: it has not enacted the compact, and the commission is not yet issuing multistate licenses anywhere.

The commission estimates its data system will be complete in spring 2027 rather than giving a launch date.

One Florida statute line can mislead: Β§ 491.006(3) exempts practitioners practicing under the Professional Counselors Licensure Compact pursuant to s.

491.017 β€” that is the counselor compact, not a social work multistate route.

Practicing in Florida therefore takes a Florida LCSW by examination or endorsement.

Check the commission's jurisdiction list and the board before relying on either status.

For the compact’s status nationally and what it will allow, see the Social Work Licensure Compact.

Renewal: 30 hours after the first renewal, none before

πŸ“œ Fla. Stat. Β§ 491.007; F.A.C. 64B4-6.001

Renewal is biennial under Β§ 491.007, and the CE clock is forgiving at the start: a licensee is not required to complete continuing education for the first renewal.

For each subsequent renewal, 30 hours of approved continuing education credit, including 2 hours on prevention of medical errors and 3 hours relating to professional ethics and boundary issues or telehealth β€” with the caveat that the same course may not be taken in consecutive renewal periods.

A 2-hour domestic violence course is due within six months of initial licensure and every third renewal thereafter, and 3 hours of laws and rules every third renewal after initial licensure.

A qualified supervisor adds 4 hours of supervisory training every third renewal.

At most 6 of the required 30 hours may come from programs in administrative, office management or other non-clinical skills, and the statute caps required classroom hours at not more than 25 per year.

β€œFor each subsequent renewal, licensee must complete 30 hours of approved continuing education credit.”

What changed from 2023 to 2026

πŸ“œ F.A.C. 64B4-2.002; 64B4-2.0025; 64B4-3.003; 64B4-6.001 (Florida Register history notes)

The Florida Register history notes on the saved rules show amendment activity in the window, though the saved text is the current wording and does not show what each amendment changed.

The qualified-supervisor rule, 64B4-2.0025, was amended effective May 25, 2022, June 30, 2024 and June 29, 2025.

The examination rule, 64B4-3.003, was amended effective September 3, 2024 and March 23, 2025, and its 18-month exam-eligibility language took effect January 1, 2023 per the rule text.

The supervision rule, 64B4-2.002, was last amended effective July 15, 2021, but its subsection (8) directs the Board to review and amend, modify, or repeal the telehealth subsections (6) and (7) no later than 90 days prior to June 30, 2026 β€” what that review produced is not shown by the sources read.

The CE rule, 64B4-6.001, was last amended effective November 18, 2020.

Compact status was unchanged as of September 2026.

The CMSW certificate: what it is, and what it is not

πŸ“œ Fla. Stat. Β§ 491.0145; Β§ 491.007(2)

The Certified Master Social Worker certificate has its own entry requirements, separate from licensure.

The Department may certify an applicant holding a doctoral degree in social work, or a master's with a major emphasis or specialty in clinical practice or administration β€” the statute's examples run from agency administration and supervision to program planning and evaluation, staff development, research and human service advocacy.

Experience is at least 3 years, 2 of them post-master's under the supervision of a person meeting the CMSW certification requirements or licensed as an LCSW, and a doctoral internship may be applied toward the supervision requirement.

The applicant passes a department examination, the application and examination fees are each capped at $250, and the application must reach the Department at least 60 days before the exam date.

A CMSW is exempt from continuing education for the certificate's first renewal.

The trap stays: the certificate confers a designation, not clinical social work practice.

β€œNothing in this chapter shall be construed to authorize a certified master social worker to provide clinical social work services.”

What This Page Does β€” and Doesn’t β€” Cover

This page summarizes the Florida statute, rules, board pages and other documents cited above, as read for this state-by-state social work licensure series, current as of September 2026.

It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the Board of Clinical Social Work, Marriage and Family Therapy and Mental Health Counseling (Florida Department of Health) publishes.

Nor does it cover counselor licensure in Florida, MFT licensure in Florida, or what therapists earn in Florida.

Hour totals, exams and supervision rules change by statute and by board rule; for how the counselor, social work and MFT licences differ, see LCSW vs. LPC vs. LMFT: which therapy licence to get.

Confirm every requirement with the Board of Clinical Social Work, Marriage and Family Therapy and Mental Health Counseling (Florida Department of Health) before you count hours, register for an exam or apply β€” and before you take one of the licensed clinical social worker jobs in Florida that asks for it.

Frequently Asked Questions

When do my supervised hours start counting toward the Florida LCSW?

Only after you are registered.

Section 491.0045(4) says time spent completing the experience requirement before registering as an intern does not count, and that an individual who fails to comply may not be granted a license.

Registration requires an identified qualified supervisor, plus an acceptable supervision plan where your graduate program did not satisfy the required practicum or field work β€” so register before your first counted shift.

An intern registration issued after March 31, 2017 expires 60 months after issuance.

Can Florida LCSW supervision hours be earned by video?

Partly.

F.A.C.

64B4-2.002(3) allows electronic supervisory sessions but requires in-person face-to-face contact for at least 50% of the interactions, at least one in-person meeting before any online supervision, and in-person group supervision.

Subsection (7) overrides all of that: a qualified supervisor who determines electronic methods are not detrimental to the intern's patients and necessary to protect the health, safety, or welfare of the supervisor, the intern, or both may conduct every supervisory session electronically, including by telephone only.

I am licensed in another state. How do I become a Florida LCSW?

By endorsement.

Section 491.006(1) directs the department to license an applicant who demonstrates to the board that they meet the requirements for licensure by endorsement under s.

456.0145, and F.A.C.

64B4-2.001(2) grants credit for post-master's clinical experience earned in another state that meets the statute's requirements.

Florida is not in the Social Work Licensure Compact as of September 2026, so there is no multistate route.

Confirm the endorsement terms with the board.

Can I take the ASWB Clinical exam before finishing my supervised hours?

Yes.

F.A.C.

64B4-3.003(2)(a) deems applicants eligible for the exam after completion of 18 months of documented experience in clinical settings, not including graduate practicum β€” language effective January 1, 2023.

Eligibility to sit the exam is not the same as finishing the licensure requirement of at least 2 years and 1,500 face-to-face psychotherapy hours, so plan both timelines.

Is a Certified Master Social Worker the same as an LCSW in Florida?

No. The CMSW is a certificate issued by the Department of Health under Fla.

Stat.

491.0145, not a license, and it is not a step toward the LCSW.

The statute states that nothing in the chapter authorizes a certified master social worker to provide clinical social work services.

It requires a doctoral degree in social work or an MSW with a clinical or administration emphasis, 3 years of experience including 2 post-master's under supervision, and a department examination.
