Social Work Licensure in Maine: LCSW Requirements, Hours and Exams

Founder, BehavioralHires
Last verified September 2026

Maine licenses social workers at four levels: the licensed social worker (LSW), the licensed master social worker (LMSW), the licensed master social worker - conditional clinical (LMSW-CC) and the licensed clinical social worker (LCSW).

The LCSW is the clinical-independent license: an accredited master's or doctoral degree, the ASWB Clinical exam, and experience Maine counts in consultation rather than supervision — 96 consultation hours beside 3,200 hours of paid employment for a clinical-concentration MSW, 192 beside 6,400 for a nonclinical one.

Since March 2026 an applicant no longer needs to hold the LMSW-CC before qualifying for the LCSW.

At a glance

Clinical license

The Licensed Clinical Social Worker (LCSW), who may practice social work in a clinical setting without consultation, engage in psychosocial evaluation including diagnosis and treatment of mental illness and emotional disorders, and engage in clinical private practice (32 M.R.S. §7053-A(2)).

Other license levels

Licensed Social Worker (LSW) and its conditional variant, Licensed Master Social Worker (LMSW), and the licensed master social worker - conditional clinical (LMSW-CC), the pathway license toward the LCSW.

A legacy certified social worker - independent practice status, limited to people licensed before January 1, 1985, also survives.

Degree

For the LMSW, LMSW-CC and LCSW: a master's or doctoral degree in social work or social welfare from an accredited educational institution — defined as accredited by the Council on Social Work Education or its successor, or another organization approved by the board (32 M.R.S. §7001-A(1)).

For the LSW: a bachelor's degree or higher in social work or social welfare.

Supervised experience

Stated in consultation, not supervision, with totals set by the MSW's concentration: a clinical concentration needs 96 hours of consultation concurrent with 3,200 hours of social work employment occurring within a period of not less than 2 years; a nonclinical concentration needs 192 hours concurrent with 6,400 hours within a period of not less than 4 years (02-416 CMR ch. 13 §5(1)(D)).

ASWB exam

LMSW: proof of a passing score on the ASWB Master examination; LCSW: proof of a passing score on the ASWB Clinical examination (02-416 CMR ch. 13 §§3, 5).

The LSW sits the examination the board prescribes — the sources read do not name an exam level for it — and the LMSW-CC rule text links degree and exam with an "or" the 2026 statute does not repeat.

Supervisor requirement

Maine's rules call the relationship consultation and set no supervisor credential: a consultant may be an LCSW, a certified social worker - independent practice, an LCPC, an LMFT, a licensed psychologist or a licensed psychiatrist, or a similarly credentialed licensee in those professions from any state or country (02-416 CMR ch. 13 §§4–5); PL 2026, c.

584 adds other qualified consultants as determined by the board.

Social Work Compact

Enacted: 32 M.R.S. §7081 (PL 2023, c.

674).

Maine is on the commission's list of member jurisdictions, but the compact is not operational and multistate licenses are not yet being issued anywhere as of September 2026 (swcompact.org, retrieved 2026-09-24).

Renewal & CE

Licenses expire biennially on December 31st (32 M.R.S. §7060).

Renewal takes 25 contact hours of continuing professional education, at least 4 in social work ethics — 6 ethics and 6 psychosocial assessment for an LSW-conditional — and a renewal applicant must show a one-time minimum of 12 hours of course work in family or intimate partner violence (02-416 CMR ch. 14 §1; 32 M.R.S. §7060).

The Maine credential ladder

  1. Licensed social worker - conditionalPre-licensure

A conditional route to the LSW for an applicant whose bachelor's degree or higher is in a related field rather than social work — PL 2026, c.

584 names behavioral science, childhood development, counseling, criminal justice, education, nursing, psychology and sociology among the fields it accepts — and the license may be held for no more than 6 years while its consultation, contact-hour and examination requirements are worked off (32 M.R.S. §7053(3-B); PL 2026, c.

    584).

  2. Licensed Social Worker(LSW)Other

The bachelor's-level license: an LSW may engage in psychosocial evaluation excluding the diagnosis and treatment of mental illness, advocacy, referral and service coordination, and may not engage in the private practice of social work, diagnose mental illness and emotional disorders or provide psychotherapy (32 M.R.S. §7053-A(4); PL 2026, c.

    584).

  3. Licensed Master Social Worker(LMSW)Other

The master's-level license, granted on an accredited master's or doctoral degree and the board's examination: an LMSW may engage in a nonclinical private practice, while diagnosis and treatment of mental illness and emotional disorders are functions the statute grants at the conditional clinical and clinical levels (32 M.R.S. §7053(2-A), as amended by PL 2026, c.

    584; §7053-A(1)).

  4. Licensed master social worker - conditional clinical(LMSW-CC)Pre-licensure

The pathway license toward the LCSW — defined by PL 2026, c.

584 as a person who has met the educational requirements as a licensed clinical social worker and is working to meet the consultation and the social work experience requirements — may engage in psychosocial evaluation including diagnosis and treatment of mental illness and emotional disorders, may not engage in private clinical practice, and must receive individual consultation 4 hours a month while practicing in a clinical setting (32 M.R.S. §7001-A(7-A); §7053-A(1)).

  5. Certified social worker - independent practiceOther

A legacy status the definitions section limits to people licensed as certified social workers and permitted to engage in independent practice before January 1, 1985, whose functions still include practicing in a clinical setting without consultation and clinical private practice (32 M.R.S. §7001-A(3); §7053-A(3)).

  6. Licensed Clinical Social Worker(LCSW)Independent

The clinical-independent license: an LCSW may practice social work in a clinical setting without consultation, engage in psychosocial evaluation including diagnosis and treatment of mental illness and emotional disorders, and engage in clinical private practice (32 M.R.S. §7053-A(2)).

Four licenses, one conditional variant, one 1985 legacy status

📜 32 M.R.S. §7053-A; §7053(2-A); §7001-A(3)

Maine issues four licenses: the LSW at the bachelor's level, the LMSW at the master's, the LMSW-CC as its own conditional clinical license rather than a note on the LMSW, and the LCSW as the clinical tier.

PL 2026, c.

584 defines the conditional clinical as a person who has met the educational requirements as an LCSW and is working to meet the consultation and the social work experience requirements of the chapter, and struck the former §7053(2-A) requirement that an LMSW practicing in a clinical setting hold one.

At the bachelor's level, the licensed social worker - conditional serves applicants whose degree is related but not in social work, and the 2026 law caps it at 6 years.

One more title survives: certified social worker - independent practice, which the definitions section limits to people licensed before January 1, 1985, and whose functions still include clinical private practice.

A Maine job ad asking for a "clinical" license means the LMSW-CC or the LCSW — diagnosis and treatment are not LMSW functions.

For how pre-licensure titles line up across states, see the LMSW, LPC-A and AMFT title alphabet.

Accredited degrees, with the accreditor defined in the definitions section

📜 32 M.R.S. §7001-A(1); §7053(1), (2-A), (3-B); PL 2026, c. 584

Every master's-level license rests on the same degree: a master's or doctoral degree in social work or social welfare from an accredited educational institution.

The qualifications sections say "accredited" without naming an accreditor; the chapter's definitions supply it — an institution accredited by the Council on Social Work Education or its successor, or another organization approved by the board.

The LSW takes a bachelor's degree or higher in social work or social welfare, and the conditional route beneath it accepts a degree in a sufficiently related field: PL 2026, c.

584 lists behavioral science, childhood development, counseling, criminal justice, education, human development, mental health and human services, nursing, psychology, rehabilitation services, sociology and more, with the board free to approve others.

PL 2026, c.

584 repealed the initial-licensure version of the 12-hour family or intimate partner violence course work requirement (the third blocked paragraph of §7053(1)); the one-time 12 hours now attach to renewal applicants under §7060.

For why boards write program accreditation into the degree rule, see CSWE vs CACREP vs COAMFTE accreditation.

96 or 192 consultation hours — the MSW's concentration decides

📜 02-416 CMR ch. 13 §5(1)(D); 32 M.R.S. §7053(1)(A)(1), (B)(1)

The LCSW experience rule is written in two totals, and the MSW's concentration picks the total.

A clinical concentration requires 96 hours of consultation concurrent with 3,200 hours of social work employment occurring within a period of not less than 2 years — 72 of the consultation hours individual, the remaining 24 in groups of no more than eight.

A nonclinical concentration requires 192 hours of consultation concurrent with 6,400 hours of social work employment occurring within a period of not less than 4 years, split 144 individual and 48 group.

No less than 50% of both counts must fall within the 4 years immediately preceding the application.

The employment must be paid — the rule defines social work employment as work compensated financially — and credit will not be given for private or self-employed practice.

The board may waive up to 1 year of the requirement for equivalent clinical experience gained before the master's degree.

For what counts as a supervised hour, and what changes at independent licensure, see associate vs. independently licensed therapists.

“For applicants whose master's degrees in social work are in clinical concentrations, 96 hours of consultation concurrent with 3,200 hours of social work employment occurring within a period of not less than 2 years. Consultation may be completed in-person, or via live, synchronous video technology, or any combination thereof. Audio-only technology is not permitted. 72 hours must be completed through individual consultation, and the remaining 24 hours may be completed in a group of not more than eight (8) members”

ASWB Master and Clinical — and one rule text that reads "or"

📜 02-416 CMR ch. 13 §§3–5; 32 M.R.S. §7057; §7053(2-A), (2-B), (3)(A)

The LMSW rule requires proof of a passing score on the ASWB Master examination; the LCSW rule requires the ASWB Clinical examination.

The passing grade is established by the board based upon National Testing Scores set by the testing company (32 M.R.S. §7057).

PL 2026, c.

584 struck the chapter's blanket examination sentence, leaving the exam requirement to each level's own qualifications — the rewritten LMSW subsection, the new LMSW-CC subsection and the LSW route all require the examination prescribed by the board.

Two texts need care.

The LMSW-CC rule links degree and exam with an "or" — quoted below — which reads like a drafting artifact; the 2026 statute now requires the LMSW-CC applicant to have completed the examination prescribed by the board.

And the rule text read names no exam level for the LSW: the sources say only "the examination prescribed by the board."

For how the counselor, social work and MFT licensing exams compare, see ASWB vs NCE vs NCMHCE vs the MFT national exam.

“A. Documented proof of a master's or doctoral degree in social work or social welfare from an accredited program; or, B. Proof of a passing score on the ASWB Master examination; and”

Consultation, not supervision — and the consultant need not be a social worker

📜 32 M.R.S. §7001-A(5); 02-416 CMR ch. 13 §§4–5; PL 2026, c. 584

Maine writes its whole experience requirement around consultation, and no supervisor credential exists to earn first.

The definitions define it as regularly scheduled case discussion and evaluation focused on the worker's own practice data, goals and objectives.

Who may serve is set by board rule and is not limited to social workers: an LCSW, a certified social worker - independent practice, a licensed clinical professional counselor, a licensed marriage and family therapist, a licensed psychologist or a licensed psychiatrist qualifies, as does a similarly credentialed licensee in those professions from any state or country.

PL 2026, c.

584 widened the list again with other qualified consultants as determined by the board.

Once on the LMSW-CC the obligation is ongoing: 4 hours of individual consultation for each month of actual clinical practice, evidenced at renewal by documentation signed by the consultant.

Whether you or your employer pays for that supervision is covered in who pays for clinical supervision.

“"Consultation" is regularly scheduled face-to-face case discussion and evaluation focusing on raw data, goals and objectives from the social worker's practice.”

Who may diagnose, treat, and enter private practice

📜 32 M.R.S. §7053-A; §7053(2-A), as amended by PL 2026, c. 584

The functions statute draws the tiers by three abilities: clinical-setting practice, diagnosis and treatment, and private practice.

Only the LCSW holds all three, along with the clinical consultation of LMSWs.

The LMSW may engage in a nonclinical private practice; the 2026 law struck the former §7053(2-A) sentence that had required any LMSW wishing to practice social work in a clinical setting to take the conditional clinical license.

The LMSW-CC may engage in psychosocial evaluation including diagnosis and treatment of mental illness and emotional disorders, yet may not engage in private clinical practice and owes 4 hours of individual consultation monthly while practicing in a clinical setting.

At the bachelor's level the bar is explicit — the LSW's functions are psychosocial evaluation excluding diagnosis and treatment, advocacy, referral and service coordination — and the 2026 law restated the prohibition, quoted below, to reach the conditional license as well.

“A licensed social worker or a licensed social worker - conditional may not engage in the private practice of social work, diagnose mental illness and emotional disorders or provide psychotherapy.”

Moving to Maine: endorsement on a substantially equivalent license

📜 02-416 CMR ch. 12 §§1–2; 32 M.R.S. §7054-C; PL 2026, c. 584

Endorsement runs through board rule ch. 12 under 32 M.R.S. §7054-C: an active social work license from another U.S. jurisdiction whose requirements are substantially equivalent to Maine's.

The rule defines that per license — for the LMSW, a master's degree in social work or social welfare plus a passing score on the ASWB Master's examination; for the LCSW, the master's, the ASWB Clinical Examination and completion of supervised clinical social work experience.

Chapter 12 also opens two conditional-clinical routes: an applicant endorsed at the LMSW level may take the LMSW-CC without first holding the Maine LMSW, and an applicant who holds an active conditional clinical license issued elsewhere, having completed that state's supervised clinical experience, may seek the LCSW directly.

PL 2026, c.

584 points the same direction on credit: the board shall consider consultation and social work experience previously obtained in this State or another jurisdiction when substantially equivalent.

For how endorsement works when you move, see moving states as a therapist: license transfer and endorsement.

“An applicant must have an active social work license issued by another jurisdiction of the United States that maintains substantially equivalent license requirements for the type of license sought.”

The Social Work Licensure Compact: enacted, not yet issuing licenses

📜 32 M.R.S. §7081, PL 2023, c. 674; Social Work Licensure Compact commission website (swcompact.org)

Maine enacted the Social Work Licensure Compact in 2023 as subchapter 5 of chapter 83, and the state appears on the commission's list of member jurisdictions.

Enacted is not operational: as of September 2026 the commission is not issuing multistate licenses anywhere, so a compact license cannot yet substitute for a Maine license — moving clinicians still go through endorsement.

The commission's most recent public estimate is that its data system will be complete in spring 2027; it publishes no launch date.

Check both the commission's jurisdiction list and the board before relying on either status.

For the compact’s status nationally and what it will allow, see the Social Work Licensure Compact.

“This subchapter may be known and cited as "the Social Work Licensure Compact."”

25 contact hours every two years, four of them in ethics

📜 32 M.R.S. §7060; 02-416 CMR ch. 14 §1

Licenses expire biennially on December 31st, with a 90-day late renewal window before the board treats the license as expired.

Each term takes 25 contact hours of continuing professional education directly related to the practice of social work, of which at least 4 must be in social work ethics; an LSW-conditional instead needs 6 ethics hours and 6 in psychosocial assessment.

Since January 1, 2020, a renewal applicant must also show a one-time successful completion of a minimum of 12 hours of course work in family or intimate partner violence — the initial-licensure version of that requirement was repealed by PL 2026, c.

584.

Licensees who stop practicing may go inactive — renewed annually, without continuing education, and without the right to practice.

“no license will be renewed unless the licensee has completed 25 contact hours of continuing professional education directly related to the practice of social work during the preceding biennial license term”

PL 2026, c. 584 rewired the pathway in March 2026

📜 PL 2026, c. 584 (L.D. 2074, H.P. 1387), approved 2026-03-23

An Act to Update the Requirements for Social Worker Licensure took effect on approval as emergency legislation on March 23, 2026.

The load-bearing change for licensure-seekers is quoted below: the LCSW no longer requires holding the LMSW-CC, and the board must consider substantially equivalent consultation and experience from Maine or another jurisdiction.

The same law rewrote the LMSW-CC's qualifications (degree, board-prescribed examination, attestation), moved the LSW's consultation window to not less than 2 but not more than 6 years from initial licensure, capped the licensed social worker - conditional at 6 years, defined the related fields that route accepts, and repealed §7053(1)'s third blocked paragraph — the initial-licensure 12-hour family or intimate partner violence course work requirement.

Section 14 directs the OPOR director to report by February 15, 2027 on educational, examination and consultation requirements and alternative pathways — a review is pending, nothing is enacted.

Board rule 02-416 CMR ch. 13 predates the law; post-2026 board practice on the old LMSW-CC prerequisite is not confirmed in the sources read.

“For purposes of meeting the requirements of this subsection, an applicant is not required to be licensed as a licensed master social worker - conditional clinical under this chapter in order to qualify as a licensed clinical social worker. The board shall consider consultation and social work experience previously obtained in this State or another jurisdiction as long as that experience is substantially equivalent to the requirements of this chapter.”

Repealed statuses, conditional contact hours, and the renewal paperwork

📜 32 M.R.S. §7051, as repealed by PL 2026, c. 584; §7053(3-D); 02-416 CMR ch. 14 §2

PL 2026, c.

584 repealed the exam-waiting conditional license of §7051, under which the board could grant a conditional license to a person waiting to sit for or retake the examination — the chaptered law strikes the whole paragraph.

The LSW-conditional keeps its own requirements: contact hours within the first 2 years of licensure in an amount set by the board, including 6 hours on social work ethics and 6 on psychosocial assessment, quoted below.

And behind every renewal sits a documentation rule — the licensee retains continuing-education records for the most recent two certifications submitted, and the attestation is subject to audit.

“A person who receives a conditional license as a licensed social worker on or after January 1, 2004 must complete, within the first 2 years of licensure, contact hours, as that term is defined by the board, in an amount set by the board.”

This page summarizes the Maine statute, rules, board pages and other documents cited above, as read for this state-by-state social work licensure series, current as of September 2026.

It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the State Board of Social Worker Licensure (Maine Office of Professional and Occupational Regulation) publishes.

Nor does it cover counselor licensure in Maine, MFT licensure in Maine, or what therapists earn in Maine.

Hour totals, exams and supervision rules change by statute and by board rule; for how the counselor, social work and MFT licences differ, see LCSW vs. LPC vs. LMFT: which therapy licence to get.

Frequently Asked Questions

Do I still need to hold the LMSW-CC before applying for the Maine LCSW?

Not anymore.

PL 2026, c.

584, approved March 23, 2026, says an applicant is not required to be licensed as a licensed master social worker - conditional clinical in order to qualify as a licensed clinical social worker, and directs the board to consider consultation and experience obtained in Maine or another jurisdiction when substantially equivalent.

The board rule at 02-416 CMR ch. 13 §5(1)(B) still lists an active LMSW-CC and predates the law, so confirm current practice with the State Board of Social Worker Licensure before you plan around it.

How many supervised hours does the Maine LCSW require?

Maine counts consultation hours alongside paid employment, and the totals depend on your master's concentration.

A clinical-concentration MSW needs 96 hours of consultation concurrent with 3,200 hours of social work employment within not less than 2 years — 72 individual, up to 24 in groups of no more than eight.

A nonclinical concentration needs 192 hours concurrent with 6,400 hours within not less than 4 years — 144 individual, up to 48 group.

Consultation may be in person or by live synchronous video; audio-only does not count, and neither does private or self-employed practice.

Can an LCPC, LMFT or psychologist serve as my consultant in Maine?

Yes.

Board rules ch. 13 §§4–5 allow consultation from an LCSW, a certified social worker - independent practice, a licensed clinical professional counselor, a licensed marriage and family therapist, a licensed psychologist or a licensed psychiatrist — or a similarly credentialed licensee in those professions from any state or country.

PL 2026, c.

584 adds other qualified consultants as determined by the board.

Put the arrangement in writing before the hours start: renewal on the LMSW-CC requires documentation of 4 consultation hours for each month of clinical practice, signed by the consultant.

Can I keep the LMSW-CC instead of applying for the LCSW?

Yes, indefinitely.

02-416 CMR ch. 13 §4(2)(C) says the holder of a master social worker - conditional (clinical) may renew that license indefinitely without applying for the LCSW so long as the contact hour and consultation requirements are met each renewal cycle.

Renewal takes 25 contact hours of continuing education plus signed evidence of 4 consultation hours for every month of actual clinical practice in the preceding term.

If you plan a career on the conditional license, budget for that consultation to continue.

I am licensed as a clinical social worker in another state. How do I get licensed in Maine?

By endorsement, because the compact is not yet issuing multistate licenses.

Board rule ch. 12 requires an active social work license from another U.S. jurisdiction with substantially equivalent requirements — for the LCSW, a master's degree in social work or social welfare, a passing score on the ASWB Clinical Examination, and completion of supervised clinical social work experience.

PL 2026, c.

584 also directs the board to consider consultation and experience previously obtained in another jurisdiction when substantially equivalent, and ch. 12 has a route for holders of a conditional clinical license issued elsewhere who finished that state's supervised experience.
