Oklahoma licenses social workers at five levels: the LSWA on the bachelor's, then the LMSW, the LSW (an experienced master's license, not a bachelor's one), the LSW-ADM administration specialty, and the LCSW, the clinical license.
The LCSW takes a master's from a Board approved program, 3,000 hours of supervised clinical experience under an LCSW — all 3,000 count as direct client contact — 100 hours of educational supervision, and the ASWB exam.
That 3,000-hour total is new: it replaced a 4,000-hour rule effective July 25, 2025.

At a glance
Licensed Clinical Social Worker (LCSW) — the only license for the clinical private practice of social work, on 3,000 supervised clinical hours and the exam (OAC 675:10-1-4(a); 675:10-1-1.2).
An LMSW may not engage in the private practice of clinical social work or practice independently.
LSWA (bachelor's), LMSW (master's, no experience requirement), LSW (MSW plus 3,000 supervised social work hours) and LSW-ADM (administrative specialty); a provisional license exists before the exam.
The LCSW, LSW-ADM and LSW qualify for independent practice.
A social work degree from a Board approved program — the Board approves programs accredited by CSWE, with international programs decided case by case with CSWE (675:10-1-1.1).
The LSWA takes a bachelor's in social work; every other tier takes a master's.
LCSW: 3,000 hours of supervised clinical experience under professional supervision of an LCSW, which includes 3,000 hours of direct client contact, plus at least 100 hours of educational supervision (OAC 675:10-1-1.2, effective 7-25-25).
Administrative activities, case management, travel and training are not client contact.
The Board accepts the ASWB Bachelors, Masters, Advanced Generalist and Clinical examinations (the rule's text still uses the older names Basic, Intermediate and Advanced); which exam level attaches to which license tier is not stated in the sources read.
Provisional licensees have one year to pass, with 90-day retakes.
The LCSW's hours must be supervised by an LCSW (675:12-1-2).
At 20 or more work hours a week: an average of one continuous supervision hour per week, at least 100 hours, never more than two weeks between meetings; group supervision caps at half the time and 4 supervisees.
The contract must be Board-approved before hours count.
Enacted — HB 2261 became law without the Governor's signature on May 8, 2025.
As of September 2026 Oklahoma is on the Social Work Licensure Compact commission's list of 32 member jurisdictions, and no multistate licenses are being issued yet.
Annual — all licenses expire at the end of each calendar year (675:10-1-12.1).
Renewal requires 16 clock hours per license held, at least 3 in ethics (675:10-1-6); the CE standards rule sets 16 clock hours per specialty per licensing period plus 6 additional hours for each additional license (675:15-1-3).
Waived for the calendar year you passed the licensure exam.
A license issued under 59 O.S. §1261.5 to an applicant who has met every licensure qualification except the exam — issued only once, for no longer than one year, with one year from issuance to pass the ASWB exam (OAC 675:10-1-16).
The bachelor's-level license, on a Board approved BSW and the exam; the LSWA may not engage in the private practice of clinical social work or practice independently (675:10-1-5(e)(4)).
The entry master's license on an MSW and the exam; no supervision is required for the LMSW, and it may not engage in the private practice of clinical social work or practice independently (675:10-1-5(b)(4)).
It is also a standing from which postgraduate supervision toward the LSW, LSW-ADM or LCSW may be approved, alongside the LSWA (59 O.S. §1261.1(H)).
An experienced master's license, not a bachelor's one: an MSW plus 3,000 hours of supervised social work experience with 100 hours of face-to-face educational supervision; with those hours certified by the Board in the method to be offered in private practice, the LSW qualifies for independent, non-clinical practice (675:10-1-2; 675:10-1-4(b)).
The administrative specialty license, on 3,000 hours of supervised administrative practice under an LSW-ADM; it qualifies for the independent practice of social work but not the private practice of clinical social work (675:10-1-2.1; 675:10-1-4(b)).
The clinical license: an MSW, 3,000 hours of supervised clinical experience under an LCSW — a total that includes 3,000 hours of direct client contact — plus at least 100 hours of educational supervision and the exam; the only license for the clinical private practice of social work (675:10-1-1.2; 675:10-1-4(a)).
A status, not a license, required for supervision contracted external to the agency: five years of full-time work experience beyond the MSW (three in the specialty), two years of supervisory experience, references and Board training (675:12-1-6).
Oklahoma issues five social work licenses.
The Licensed Social Work Associate (LSWA) is the bachelor's-level license, on a Board approved BSW and the exam.
The Licensed Masters Social Worker (LMSW) is the entry master's license: an MSW and the exam, with no supervised-experience requirement and no supervision required after licensure.
The Licensed Social Worker (LSW) is an experienced master's license — an MSW plus 3,000 hours of supervised social work practice — not a bachelor's license, so a ladder that puts Oklahoma's LSW below the master's level has it upside down.
The Licensed Social Worker-Administration (LSW-ADM) is the administrative specialty, on 3,000 hours of supervised administrative practice.
The Licensed Clinical Social Worker (LCSW) is the clinical license.
A provisional license also exists for applicants who have met everything except the exam — the shortest rung on the ladder, not a credential to keep.
For how pre-licensure titles line up across states, see the LMSW, LPC-A and AMFT title alphabet.
“'LCSW' means licensed clinical social worker. 'LMSW' means licensed masters social worker. 'LSW' means licensed social worker. 'LSW-ADM' means licensed social worker with a specialty of administration. 'LSWA' means licensed social worker associate.”
Every tier requires a social work degree from a program the Board approves, and the approval rule is CSWE accreditation: the Board approves social work programs accredited by the Council on Social Work Education, with international programs decided case by case in consultation with CSWE.
The LSWA takes a bachelor's degree in social work; every other tier takes a master's degree in social work.
No clinical-coursework add-on, GPA floor or field-placement transcript rule appears in the licensure rules — what separates the LCSW from the LMSW is the supervised clinical experience and the exam, not more school.
The application adds its own paperwork: an official transcript, a photograph, state and national criminal history record checks and, where applicable, an official score transfer from ASWB.
For why boards write program accreditation into the degree rule, see CSWE vs CACREP vs COAMFTE accreditation.
The LCSW rule requires a master's degree and a total of 3,000 hours of supervised clinical experience in the practice of clinical social work under the professional supervision of a licensed clinical social worker, which the rule says includes 3,000 hours of direct client contact — at a 3,000-hour total, every hour has to be direct client contact.
The exclusions are drawn narrowly: direct client contact does not include administrative activities, case management work, or travel to and from meetings or training, so a job heavy on documentation and case management accrues nothing toward the license.
The same experience must include at least 100 hours of educational supervision by the supervisor, and the supervisors' final evaluations must document performance at or exceeding expectations in all areas.
The sources differ on the period: OAC 675:10-1-1.2, amended July 25, 2025, requires the 3,000 hours with no minimum period, while 59 O.S. §1261.1(C)(4) still requires two (2) years of full-time postgraduate experience in the practice of clinical social work — confirm with the Board how they fit together.
For what counts as a supervised hour, and what changes at independent licensure, see associate vs. independently licensed therapists.
“Has master's degree in social work from a Board approved social work program and has a total of 3,000 hours of supervised clinical experience in the practice of clinical social work under professional supervision of a licensed clinical social worker which includes 3000 hours of direct client contact.”
The Board accepts four ASWB examinations, listed in the rule as Basic or Bachelors, Intermediate or Master, Advanced or Advanced Generalist, and Clinical — Basic, Intermediate and Advanced are ASWB's older names, and ASWB's current categories are Bachelors, Masters, Advanced Generalist and Clinical.
The rule text read does not map which exam level attaches to which license tier, so confirm the right exam for your tier with the Board before scheduling.
The provisional license carries the exam mechanics: issued once, for no longer than one year unless the Board finds extenuating circumstances, with one year from issuance to pass and retakes every 90 days; a miss by a 10-point margin or less can be appealed to ASWB to waive the wait, and a revoked provisional license voids the application.
For how the counselor, social work and MFT licensing exams compare, see ASWB vs NCE vs NCMHCE vs the MFT national exam.
“The Board accepts the following licensure examinations administered by the ASWB: (1) Basic or Bachelors (2) Intermediate or Master (3) Advanced or Advanced Generalist (4) Clinical”
Before the clock starts: 59 O.S. §1261.1(H) requires anyone pursuing postgraduate supervision toward the LSW, LSW-ADM or LCSW to hold LSWA or LMSW status before the Board approves that supervision.
The LCSW's 3,000 hours must be supervised by an LCSW, the LSW's by an LCSW, LSW-ADM or LSW, the LSW-ADM's only by an LSW-ADM, and no supervision is required for the LMSW or LSWA.
At 20 or more work hours a week, the rule requires no less than an average of one continuous hour of supervision per week for a minimum of 100 hours, never more than two weeks between meetings; under 20 hours, one hour every two weeks.
Group supervision covers no more than half the total supervisory time, in groups of no more than 4 supervisees.
The contract must be submitted to the Board and approved before hours begin — supervision completed before approval is not accepted — paperwork submitted six months outside the timeframes loses the hours, and the Board must be notified within 30 days of any job change.
Whether you or your employer pays for that supervision is covered in who pays for clinical supervision.
“Face to face supervision includes both in-person supervision and supervision completed using electronic platforms.”
Oklahoma separates clinical private practice from independent practice.
Clinical private practice requires the LCSW plus 100 hours of educational supervision and 3,000 hours of supervised clinical experience certified by the Board in the method to be offered in private practice, and current continuing education.
The independent practice of social work — the non-clinical version — is open to the LCSW, LSW-ADM or LSW on the same certified-hours condition.
The LMSW shall not engage in the private practice of clinical social work or practice independently, the LSW and LSW-ADM may not engage in the private practice of clinical social work, and the LSWA may do neither.
The supervision rules add bars that apply while you are still a supervisee: no private or independent practice, no contract work as a non-clinically licensed social worker, and no assigning a clinical diagnosis independent of your clinical supervisor.
“The LMSW shall not engage in the private practice of clinical social work or practice independently.”
Three routes exist for a licensee from elsewhere.
The mandatory one, 59 O.S. §1261.1(D): an applicant licensed as an LSWA, LMSW, LSW, LCSW or LSW-ADM in good standing in another state for a minimum of three (3) years continually since initial full licensure and complying with all other state requirements shall be licensed by the Board.
Next, §1261.4(A): a person who becomes an Oklahoma resident, was licensed immediately before residency by a state granting a like privilege of reciprocity, and meets Oklahoma's educational and work experience qualifications may be licensed.
Where neither applies, endorsement under §1261.4(B) is discretionary — the Board evaluates the other state's criteria against its own, licenses only at the equivalent designation, and requires a degree at the designation sought, initial-licensure eligibility, a passing score, and a license in good standing with no suspension or revocation except nonrenewal or a CE shortfall.
The endorsement rule speaks of a non-resident person; the statute addresses a person who becomes a resident.
Transferred supervision hours are documented and approved case by case — keep complete supervision records.
For how endorsement works when you move, see moving states as a therapist: license transfer and endorsement.
“In cases where reciprocity does not exist the Oklahoma State Board of Licensed Social Workers may endorse the actions of another state licensing board upon receipt of information by that board documenting that the applicant has met the educational and supervisory requirements of the Oklahoma State Board in another state, and has passed the same examination or a more stringent examination than that used by the Oklahoma State Board of Licensed Social Workers.”
HB 2261 became law without the Governor's signature on May 8, 2025, putting the Social Work Licensure Compact into Oklahoma law.
As of September 2026 Oklahoma is on the compact commission's list of 32 member jurisdictions, and the commission has reached activation status but is not issuing multistate licenses anywhere — none had been issued as of the 2026-09-24 research date.
The Board's own compact page is blunter about timing: until full implementation, it says, verifying each state board's requirements is the social worker's responsibility.
So an Oklahoma LCSW practicing across a state line still needs that state's license today.
For the compact’s status nationally and what it will allow, see the Social Work Licensure Compact.
“At minimum, the Compact is 18-24 months away from full implementation.”
All licenses expire at the end of each calendar year and renew on the first day of the next one, through the online licensee portal — mailed renewals are not accepted except in extenuating circumstances.
A lapsed license can be renewed within 90 days of the new year with a late fee, and licensees renewing January 1 through March 31 must provide verification of continuing education; beyond the 90 days the license lapses with no option to renew, and a new application must meet all current requirements, including re-examination.
The CE year is the calendar year, with an audit possible in any year and a hardship exemption available.
The requirement is waived for the calendar year in which you passed your licensure exam.
“As a requirement for license renewal, sixteen (16) clock hours of continuing education units shall be required for each license held.”
The headline change is the hours cut: OAC 675:10-1-1.2 was amended at 42 Ok Reg, Number 21, effective July 25, 2025, replacing the previous two-years-full-time, 4,000-hour requirement with the current 3,000 hours — a change to the rule, not the statute, which still carries the two-years wording (59 O.S. §1261.1(C)(4)).
Older rule copies, including Cornell LII's, and older guides still print 4,000 hours — wrong since that date.
A second amendment wave, at 43 Ok Reg, Number 18, effective June 11, 2026, runs across the chapter: the definitions, the fee schedule, approved programs, private or independent practice, endorsement, the provisional license and the supervision rules all carry it.
The saved 2026 rules PDF is the current wording, and its source notes list the amendments without showing what each one changed — read the current text, not a diff.
The compact status did not change in the window: Oklahoma's enactment stood as of September 2026.
Supervision contracted from outside your agency must come from a Board Approved Supervisor — a separate application-and-fee status, and holding a specialty license does not automatically qualify.
Applicants need the same licensure title as the supervision sought, at least five years of full-time work experience (or equivalent) beyond the master's degree in social work, three of the five in the specialty sought, plus at least two years of clinical or administrative supervisory experience after the MSW — which means having supervised someone for licensure eligibility; employment supervision and practicum students do not count.
Two reference letters are required, at least one from a licensee of the same title addressing supervisory skills.
Approved supervisors keep the status by maintaining a license in good standing, completing Board-sponsored or approved supervisor training within a year of approval and at least every three years after, and staying outside the rule's family-relationship limits.
In-agency supervisors, by contrast, need two years' work experience after passing the proper licensure exam.
“Have at least five (5) years of full time work experience (or equivalent) beyond the master's degree in social work.”
This page summarizes the Oklahoma statute, rules, board pages and other documents cited above, as read for this state-by-state social work licensure series, current as of September 2026.
It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the Oklahoma State Board of Licensed Social Workers publishes.
Nor does it cover counselor licensure in Oklahoma, MFT licensure in Oklahoma, or what therapists earn in Oklahoma.
Hour totals, exams and supervision rules change by statute and by board rule; for how the counselor, social work and MFT licences differ, see LCSW vs. LPC vs. LMFT: which therapy licence to get.
Confirm every requirement with the Oklahoma State Board of Licensed Social Workers before you count hours, register for an exam or apply — and before you take one of the licensed clinical social worker jobs in Oklahoma that asks for it.
Effectively, yes.
OAC 675:10-1-1.2 requires a total of 3,000 hours of supervised clinical experience which includes 3,000 hours of direct client contact — there is no separate bucket of administrative time.
Direct client contact may include activities directly associated with providing treatment, but it excludes administrative activities, case management work, travel to and from meetings, and training.
A role heavy on case management or admin accrues nothing toward the license.
Plan your job accordingly, and clear any borderline activity with the Board first.
Read the two sources separately.
The rule, OAC 675:10-1-1.2 as amended July 25, 2025, requires 3,000 supervised clinical hours with no stated period.
The statute, 59 O.S. §1261.1(C)(4), still requires two (2) years of full-time postgraduate experience in the practice of clinical social work under professional supervision.
The sources read do not reconcile the two, so confirm with the Board how they fit together before planning a start date.
Hours cannot begin until your supervision contract is Board-approved.
Only if the paperwork is right.
First, 59 O.S. §1261.1(H) requires a person pursuing postgraduate supervision toward the LSW, LSW-ADM or LCSW to already hold LSWA or LMSW status — the Board approves the supervision only for someone holding one of those licenses.
Then a supervision contract must be submitted to the Board and approved before hours begin; supervision completed before approval is not accepted.
A licensee supervising within their agency needs at least two years' work experience after passing the proper licensure exam, and supervision contracted from outside the agency requires a Board Approved Supervisor.
Notify the Board within 30 days of any job change.
Yes.
Educational supervision is defined as face-to-face interaction between supervisor and supervisee, and the rule states that face-to-face supervision includes both in-person supervision and supervision completed using electronic platforms (OAC 675:1-1-1.1).
The cadence still applies at 20 or more work hours a week: an average of one continuous hour a week, at least 100 hours, never more than two weeks between meetings, and group supervision no more than half of the total with no more than 4 supervisees.
Put the format in your Board-approved contract.
Two routes under 59 O.S. §1261.4.
If you become an Oklahoma resident and your prior state grants a like privilege of reciprocity, you can be licensed on meeting Oklahoma's educational and work experience qualifications.
Where reciprocity does not exist, the Board may endorse your license if the other board documents that you met Oklahoma's educational and supervisory requirements there and passed the same or a more stringent exam.
You are licensed only at the equivalent designation, and transferred supervision hours are approved case by case.
