One table, published three ways

Every figure below comes from the same May 2025 survey of the same combined occupation.

The first card is what the Bureau of Labor Statistics actually publishes; the next two are how that table reaches most readers:

What BLS publishes β€” SOC 21-1018

10th to 90th percentile Β· P25 $47,100 Β· median $59,350 Β· P75 $76,530 β€” substance abuse, behavioral disorder AND mental health counselors, pooled into one occupation

$38,940–$97,590

O*NET 21-1014.00 Β· Mental Health Counselors

median $59,350 β€” the identical table, under the identical footnote

What Affects Mental Health Counselor Salary?

The median above is a real measurement.

It is just not a measurement of your licence.

The Bureau of Labor Statistics publishes no occupation called mental health counselor.

What it publishes is SOC 21-1018, "Substance Abuse, Behavioral Disorder, and Mental Health Counselors" β€” three job families, funded differently and recruited differently, surveyed as one occupation.

Every figure on this page that describes counselors describes that pooled population.

The reason almost nobody says so is worth understanding, because it is a mechanism rather than carelessness.

O*NET, which republishes the same OEWS release, presents that one table under two separate occupation pages β€” Mental Health Counselors (21-1014.00) and Substance Abuse and Behavioral Disorder Counselors (21-1011.00).

Both show the identical percentiles, each footnoted that the data was collected from the combined category.

A writer who lands on the mental health counselor page sees a clean, licence-specific-looking median and quotes it as one, in good faith.

There is no counselor-only figure available to quote instead.

So the honest limit is this: nobody can tell you from this release whether LPCs and LMHCs earn above or below the substance use counselors pooled in with them, or which direction the blend pulls the median.

Anyone who does is inferring it.

That uncertainty is the single most useful thing to know about counselor pay data, and it is missing from essentially every page that quotes the number.

The state figures are more informative than the national one, and they say something unexpected.

Across the six states sourced so far, counselor medians barely move: Texas $62,630, Illinois $60,730, New York $59,450, California $59,250, Ohio $58,360, Florida $56,790, against the national $59,350.

That is a spread of about $5,840 β€” roughly a tenth of the median.

Over the same states the marriage and family therapist median swings more than $21,000.

For a profession whose licence changes name at every state line, the pay is remarkably uniform.

The ceiling is where the variance actually lives.

California's 90th percentile for the occupation is $111,080 and Illinois's is $109,100, against $97,590 nationally β€” while Ohio's is $83,730 and Florida's $84,410.

Two states with near-identical medians can differ by more than $25,000 at the top of the distribution.

If you are deciding where to build a career rather than where to take a first job, the upper decile is the number to compare, not the median.

One composition caveat belongs with the Illinois figure.

Illinois licenses LPCs with no post-degree supervised experience at all β€” the requirement attaches to its LCPC instead β€” so its counselor population is not like-for-like with a state that licenses only after 3,000 supervised hours.

Survey composition differs between states in ways the wage table does not disclose, which is a reason to treat small gaps between states as noise.

Six states is also six states: it is not a national pattern, and it is not presented as one.

What moves counselor pay more than any of this is licensure status.

Pre-licensure counselors earn materially less, and the mechanism is payer credentialing rather than a judgement about skill β€” most payers will not credential a clinician who cannot practise independently, so the work bills under a supervisor who holds the contract and carries the compliance exposure.

The full explanation is in can an associate bill insurance?

Payer eligibility itself moved recently: counselors became able to enrol with Medicare for the first time on 1 January 2024, so guidance written before that date understates the licence's reach.

There is no state-by-state table on this page.

The per-state figures quoted above were pulled one state and one occupation at a time as each state licensure page was written, and the remaining states will be added the same way rather than estimated in the meantime β€” which would recreate exactly the problem this page is about.

For the licence itself β€” the four names, the tier trap, and what a counselor may and may not do β€” see what is a mental health counselor?
