Substance Abuse Counselor Requirements in Mississippi: Credentials, Hours and Exams

Founder, BehavioralHires
Last verified September 2026

Mississippi does not license substance abuse counselors statewide.

The Department of Mental Health's PLACE division certifies Substance Use Therapists: a provisional PCSUT status, then the full CSUT credential, and employment in Mississippi's state mental health system is mandatory to apply for and hold either.

The CSUT requires a master's-level degree with at least 30 semester hours, two years (24 months) of full-time supervised experience, and DMH's own examination.

The LCSUT licensure tier closed to new applicants in 2009.

MAAP, a private IC&RC member board, certifies CADCs separately.

Licensing rules change by statute and board rule, and this page is career information, not legal advice. Confirm every requirement with the state board before you apply, register for an exam or count supervised hours. In Mississippi, that is the Mississippi Department of Mental Health, Division of Professional Licensure and Certification (PLACE).

At a glance

Credential tiers

DMH PLACE: Provisionally Certified Substance Use Therapist (PCSUT), temporary and non-renewable, up to 24 consecutive months, then Certified Substance Use Therapist (CSUT), the full certification; the Licensed Clinical Substance Use Therapist (LCSUT) level was discontinued effective January 2009.

MAAP (private): CADC / CADC-I / CADC-II / CAADC / CIC.

Type and issuing body

A state credential, not a licence: the Department of Mental Health's Division of Professional Licensure and Certification (PLACE) issues it under Miss.

Code § 41-4-7, and employment in the state mental health system is mandatory to apply for and hold one.

MAAP's certifications are private board certifications.

Degree floor

PCSUT and CSUT: a graduate-level degree (master's level or above) in an addictions, substance use, mental health, or human services/behavioral health related field comprising at least 30 semester hours or its equivalent (Rule 7.4B).

MAAP tier degree floors: Not stated in the sources read.

Supervised hours

CSUT: a minimum of two years (24 months or its full-time equivalent) of full-time work experience in alcohol and other drug use prevention/treatment services, supervised and verified by a qualified supervisor; graduate internships may count up to six months.

PCSUT: no work experience requirement.

No supervision-hour figure is stated.

Exams

CSUT: the DMH Substance Use Therapist Examination, based on DMH's e-learning courses, passing score at least seventy percent (70%); a PCSUT gets up to four attempts and a direct-to-CSUT examinee one before applying as a PCSUT.

PCSUT: no examination requirement to hold the credential.

MAAP: the IC&RC International Written Examination.

Scope and diagnosis

Rule 20.5: the credential is valid only in the state mental health system, covering alcohol and other substance use treatment and community support services there, and does not qualify its holder to provide services outside that scope or in private practice.

No provision read grants diagnosis authority.

Other licensees

No blanket exemption line, but Rule 1.2A: the credentials are designed primarily for individuals not already professionally credentialed; Rule 1.11C: DMH does not intend to monitor members of other appropriately-regulated credentials; Rule 1.11D: holding one does not exempt anyone from other licensure state law requires.

IC&RC reciprocity

MAAP is Mississippi's IC&RC member board; once MAAP certification is granted, professionals are automatically eligible for an International Certificate through the IC&RC.

The DMH credential is not an IC&RC credential.

Renewal & CE

CSUT renews every two years on a July 1 to June 30 cycle with a minimum of 30 CE hours: at least 26 substance-use-related, at least 2 cultural competency, at least 2 ethics (Rule 18.13).

The 2026 renewal deadline alone was moved to September 30, 2026.

The Mississippi credential ladder

  1. Provisionally Certified Substance Use Therapist(PCSUT)Pre-licensure

A state credential, not a licence: DMH PLACE's temporary, non-renewable provisional certification, valid for up to two years (24 consecutive months) from issuance, for people who do not yet qualify to apply directly for full certification (Rule 1.5E; Rule 7.4).

  2. Certified Substance Use Therapist(CSUT)Independent

A state credential, not a licence: the program's full certification, renewable while renewal requirements are met.

State mental health system employment is a prerequisite to apply for and hold it, and its scope runs only inside that system (Rule 1.5E; Rules 1.2B, 20.5A; DMH PLACE page).

  3. Licensed Clinical Substance Use Therapist(LCSUT)Other

The program's former full-licensure level, discontinued effective January 2009 and no longer available to new applicants; individuals who held it before discontinuance may continue to renew it (Rule 1.5E.3).

  4. MAAP Alcohol & Drug Counselor Certifications(CADC / CADC-I / CADC-II / CAADC / CIC)Other

Private board certifications, not state credentials: MAAP, the Mississippi Association of Addiction Professionals and the state's IC&RC member board, lists these counselor titles; its tier-by-tier education and experience figures sit in a Certification Manual the sources read do not include.

One credentialing ladder, open only to state-system employees

📜 DMH PLACE Rules & Requirements eff. 2026-07-28, Rules 1.5E and 1.6E; Miss. Code § 41-4-7; DMH PLACE page

The DMH Substance Use Therapist program has three levels: the PCSUT, a temporary and non-renewable credential valid up to 24 consecutive months; the CSUT, the full certification, renewable while renewal requirements are met; and the LCSUT, discontinued effective January 2009 and closed to new applicants, though pre-2009 holders may keep renewing.

These are state credentials issued under Miss.

Code § 41-4-7, not licences, and state-system employment is their gate: only individuals currently employed in a state mental health system program — one certified, funded and/or operated by DMH — are eligible to apply for and hold a credential.

Initial applicants must have responsibility for providing or supervising substance-use services; upgrade applicants are exempt from that specific requirement.

Beside the state ladder, MAAP, a private IC&RC member board, lists the CADC / CADC-I / CADC-II / CAADC / CIC titles, with tier-by-tier figures in a Certification Manual the sources read do not include.

The same letters mean different tiers in different states; see CADC vs LADC vs LCDC vs CAC.

“Employment in Mississippi’s “state mental health system,” as defined above, is a mandatory requirement to apply for and hold a DMH professional credential.”

A master's-level degree with at least 30 semester hours

📜 DMH PLACE Rules & Requirements, Rule 7.4, Education Requirement

Both PCSUT and CSUT applicants need a graduate-level degree (master's level or above) in an addictions, substance use, mental health, or human services/behavioral health related field from an institution DMH approves, comprising at least 30 semester hours or its equivalent.

The rule lists example degrees, from counseling, social work and psychology to psychiatric nursing and criminal justice, and for atypical degrees it counts five graduate-level courses from listed areas such as co-occurring disorders, the physiology and pharmacology of addictions, and professional ethics; add-on courses qualify, but the master's itself is not waived.

Applicants applying directly for the CSUT submit an official transcript; PCSUT-to-CSUT upgrades do not resend one, because the education check happened at the provisional application.

For which entry tiers take no degree at all, see can you be an addiction counselor without a degree?

“The applicant must have a graduate-level degree (master’s level or above) in an addictions, substance use, mental health, or human services/behavioral health related field. The degree must be from an approved educational institution (as defined and determined by DMH) and must be comprised of at least 30 semester hours or its equivalent.”

Two years for the CSUT, none for the PCSUT

📜 DMH PLACE Rules & Requirements, Rule 7.4, Experience Requirement

Full CSUT certification requires a minimum of two years (24 months or its full-time equivalent) of full-time work experience in the field of alcohol and other drug use prevention/treatment services, supervised and verified by a qualified supervisor; providing or supervising those services both satisfy the field requirement, and prevention employment counts.

The measure is a 40-hour week: part-time experience is converted to a full-time equivalent with PLACE Review Board sign-off, and relevant work earned before the graduate degree may count subject to Review Board and Division approval.

Graduate-level internships completed inside a behavioral-health-related master's program and verified by a Qualified Supervisor may satisfy up to six months of the two years.

PCSUT applicants face no work experience requirement, and the rule states no supervision-hour figure.

For the whole path from coursework to credential, see how to become a substance abuse counselor.

“Individuals applying for full certification (CSUT) must have a minimum of two years (24 months or its full-time equivalent) of full-time work experience in the field of alcohol and other drug use prevention/treatment services, which is supervised and verified by a qualified supervisor (as defined in this chapter AND the “Glossary” section of this document).”

DMH's own exam, built on its e-learning courses

📜 DMH PLACE Rules & Requirements, Rule 7.4, Examination Requirement; MAAP How to Get Certified page

The examination gate applies only to full CSUT certification, so a PCSUT can be credentialed without it.

Passing takes at least seventy percent (70%), and the exam's content comes from a customized collection of DMH e-learning courses that DMH may update without prior notice, so applicants should take the courses DMH currently prescribes.

Attempt limits bite differently by route: a PCSUT gets up to four opportunities during the provisional period, and a fourth failure automatically defaults the credential; someone registering for the exam in anticipation of entering directly at the CSUT level gets one attempt, and failing it means applying for the PCSUT to continue.

MAAP's separate route runs through its Certification Examining Board and ends in the IC&RC International Written Examination.

“The content of the DMH Substance Use Therapist Examination is based on a customized collection of e-learning courses (i.e., web-based training component) specific to the DMH Substance Use Therapist program which is designed to address basic knowledge and practical information pertinent to substance use therapists in the state mental health system.”

Who verifies your hours: the Qualified Supervisor

📜 DMH PLACE Rules & Requirements, Rule 7.4, Experience Requirement (Qualified Supervisor)

Every work-experience form must be verified by a Qualified Supervisor, defined as someone providing active supervision who meets at least one of these criteria: holding the CSUT or LCSUT in good standing, holding the DMH Licensed Administrator credential, holding the chair's position of a governing board or commission of a state mental health system program, or being CSUT "certification eligible", meaning the supervisor meets the CSUT education and experience requirements and documents that on a resume or vita.

A Qualified Supervisor should not be the applicant's immediate family member, and a CSUT applicant may not complete their own verification form.

Before you accept a placement you want to count, confirm which of these boxes your prospective supervisor ticks.

“All submitted work experience must be verified by a “Qualified Supervisor,” as defined in this chapter AND the “Glossary” section of this document.”

A system-bound scope: no private practice, no stated diagnosis authority

📜 DMH PLACE Rules & Requirements (eff. 2026-07-28), Rule 20.5; DMH Principles of Ethical and Professional Conduct

Rule 20.5 draws the boundary.

DMH professional credentials are valid only in Mississippi's state mental health system, and the credential title may be used only while actively employed there or in Inactive Status (20.5A).

Within it, PCSUTs, CSUTs and LCSUTs provide alcohol and other substance use treatment services, CSUTs and LCSUTs also supervise that provision, and all three may provide or supervise community support services (20.5B–C).

The hard limit is 20.5F: the certification does not qualify its holder to provide services outside this scope of practice or in private practice.

Diagnosis sits differently: no provision read grants diagnosis authority, and the DMH ethics principles bar only diagnosing outside the recognized boundaries of one's competencies — while Rule 7.4's own education list counts diagnosis-and-treatment coursework toward the degree.

Practicing beyond the scope can bring sanctions (20.5G).

For what an addiction credential does and does not let you diagnose or bill, see can a certified addiction counselor diagnose or bill insurance?

“DMH Substance Use Therapist certification or licensure does not qualify an individual to provide services outside this scope of practice or in private practice.”

Moving to Mississippi: MAAP carries IC&RC reciprocity, DMH does not

📜 MAAP How to Get Certified page; MAAP Certification Types page

IC&RC reciprocity runs only between member boards, and the member board in Mississippi is MAAP, a private association, not DMH.

A counselor who reciprocates an IC&RC credential into Mississippi therefore lands at MAAP; that transfer does not produce the DMH credential, which requires state-system employment, the DMH exam and the rest of Rule 7.4.

MAAP describes itself as the only organization in the state offering reciprocal certification for alcohol and drug counselors, and the sources read establish no reciprocity or endorsement route onto the DMH credential.

Its tier-by-tier requirements sit in the Certification Manual, which the sources read do not include, so those figures are not stated here.

For what IC&RC reciprocity transfers, and why NAADAC credentials do not, see IC&RC vs NAADAC.

“Once certification is granted, professionals are automatically eligible for an International Certificate through the IC&RC (International Certification & Reciprocity Consortium), of which MAAP is a proud member.”

30 CE hours on a July-to-June two-year cycle

📜 Rule 18.13; Rules 18.6 and 18.8; DMH PLACE page

The CSUT renews on a two-year cycle, and Rule 18.13 requires a minimum of 30 successfully completed continuing education hours earned inside the current two-year period, which runs July 1 to June 30; hours do not carry over between cycles.

At least 26 of the 30 must be alcohol and other substance use prevention/treatment-related, at least two in cultural competency and at least two in ethics, and at least 20 percent (six hours) must be live, face-to-face or interactive online.

Renewal itself is gated: Rule 18.8 requires renewing individuals to remain employed in the state mental health system or hold Inactive Status, Rule 18.6 sets the deadline at June 30 of even years, and a missed deadline moves the credential to Lapsed Status — expired, no longer held.

For the 2026 renewal only, DMH moved the deadline to September 30, 2026.

“A minimum of 30 successfully completed continuing education (CE) hours/units taken during the appropriate certification/licensure time period is required for renewal.”

From Addictions Therapist and CAT to Substance Use Therapist

📜 DMH PLACE Rules & Requirements eff. 2026-07-28, Rules 1.4E and 1.6E

From January 1, 2012, to July 1, 2026, the program was named the DMH Addictions Therapist program, and the current credentials carry its old titles forward: PCAC/PCAT became PCSUT, CAC/CAT became CSUT, and LCAC/LCAT became LCSUT, all effective July 1, 2026.

The new PLACE Professional Credentialing Rules and Requirements took effect July 28, 2026.

The rename is the practical trap: guides and listings still advertise a Mississippi "Certified Addictions Therapist (CAT)", a title that no longer exists, so applicants should use the CSUT title and the 2026 rules.

The renamed program's own history goes back further still, to an earlier Addiction Counselor program name before 2012.

“Prior to January 1, 2012, the Mississippi Department of Mental Health’s “DMH Substance Use Therapist” professional credentialing program was known as the DMH “Addiction Counselor” professional credentialing program.”

What This Page Does — and Doesn’t — Cover

This page summarizes the Mississippi statute, rules, board pages and other documents cited above, as read for this state-by-state substance abuse counselor requirements series, current as of September 2026.

It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the Mississippi Department of Mental Health, Division of Professional Licensure and Certification (PLACE) publishes.

Nor does it cover peer specialist certification in Mississippi.

Hour totals, exams and supervision rules change by statute and by board rule; for why the same letters mean different tiers from state to state, see CADC vs LADC vs LCDC vs CAC.

Frequently Asked Questions

Do you need a license to be a substance abuse counselor in Mississippi?

Mississippi issues no statewide SUD counselor license.

The credential that does exist, DMH PLACE's PCSUT and CSUT, runs the other way: state mental health system employment is a prerequisite to apply for and hold it, and its scope stays inside that system — programs certified, funded and/or operated by DMH (Rule 20.5).

The LCSUT licensure level closed to new applicants in 2009, and MAAP's CADC certifications are private credentials from an IC&RC member board.

What is required outside DMH's system is not stated in the sources read; confirm with your employer and DMH PLACE.

What does it take to become a CSUT in Mississippi?

Current paid employment with a state mental health system program — with responsibility for providing or supervising substance-use services if you are an initial applicant (upgrade applicants are exempt) — plus the Ethics and Criminal Background Checks requirements; a graduate-level degree (master's level or above) in a related field comprising at least 30 semester hours; a minimum of two years (24 months or its full-time equivalent) of full-time supervised work experience, with graduate internships counting up to six months; and a pass on the DMH Substance Use Therapist Examination.

Qualify upfront and you apply directly; otherwise start with the 24-month PCSUT.

Is the Mississippi Certified Addictions Therapist (CAT) still offered?

No. From January 1, 2012, to July 1, 2026, the program was the DMH Addictions Therapist program, and its full credential was the Certified Addictions Therapist (CAT).

Effective July 1, 2026, the program and titles became Substance Use Therapist, so today's full credential is the Certified Substance Use Therapist (CSUT), under rules effective July 28, 2026.

The Licensed Clinical Substance Use Therapist (LCSUT) level has been closed to new applicants since January 2009.

Guides listing a Mississippi CAT are out of date.

Does an IC&RC certification transfer to Mississippi's DMH credential?

No. IC&RC reciprocity runs only between member boards, and in Mississippi the member board is MAAP, a private association, not DMH.

An IC&RC credential earned elsewhere can reciprocate into MAAP, and MAAP says certified professionals are automatically eligible for the IC&RC International Certificate.

That transfer does not create the DMH credential, which requires state mental health system employment, DMH's exam and the rest of Rule 7.4.

Ask MAAP about its application and DMH PLACE about the state credential.

Can a Mississippi CSUT diagnose mental health conditions?

No provision read grants a CSUT diagnosis authority, and Rule 20.5 bounds the credential tightly: it is valid only in Mississippi's state mental health system, covers alcohol and other substance use treatment and community support services there, and does not qualify its holder to provide services outside that scope or in private practice.

The DMH ethics principles add that credentialed individuals do not diagnose outside the recognized boundaries of their competencies.

What the rules do establish is supervisory standing: CSUT and LCSUT holders can serve as Qualified Supervisors for CSUT applicants.
