Montana licenses addiction counselors, and the licence is required to practise: MCA 37-39-310(1) bars addiction counseling without one.
Both tiers are licences from the Board of Behavioral Health: the Licensed Addiction Counselor Candidate (ACLC), for graduates earning supervised hours, and the Licensed Addiction Counselor (LAC).
The degree floor is an associate degree under three routes, plus 285 contact hours of addiction studies.
Supervised experience is 1,000 hours over a minimum of seven months, countable only under an active ACLC.
Seven exams are accepted; Montana is not an IC&RC member state.

Licensed Addiction Counselor Candidate (ACLC) leading to the Licensed Addiction Counselor (LAC) β two tiers, and no separate supervisor credential.
Both tiers are state licences issued by the Montana Board of Behavioral Health (Department of Labor & Industry) under MCA Title 37, chapter 39, and ARM Title 24, chapter 219.
An associate degree in alcohol and drug studies, addiction or substance abuse; an associate in any area plus a certificate from an accredited program in alcohol and drug studies or addiction; or a bachelor's or advanced degree in any area with 15 specified semester credits β plus a minimum of 285 contact hours of addiction studies.
A minimum of seven months and 1,000 hours in a qualified treatment program, in not more than two programs; at least 500 hours across 11 skill areas; supervision at a 20:1 client-contact-to-supervision ratio including 10 hours of direct observation.
Hours cannot start before the ACLC issues.
Any of seven exams: NCAC I, NCAC II, Northwest Certification II or III, Southwest Certification II, IC&RC ADC or IC&RC AADC (board checklist, 7/17/2025); the statute requires only that an applicant passed an approved examination.
'Addiction counseling' means providing the therapeutic process of addiction treatment.
Whether an LAC may diagnose, or practise independently or in private practice: Not stated in the sources read.
MCA 37-39-303 exempts: a member of another profession performing services within their licensure or certification β or a qualified unlicensed member performing services within their training β as long as they do not represent by title that they are licensed by the board; clergy, priests and other ordained religious officials performing their duties, with the same title limit; an activity that is part of the duties of the office or position for an employee of, or volunteer for, a federal, state, county or municipal agency or an educational, research or charitable institution; a business establishment's employee performing services solely for the establishment's employees; and a student, intern or resident in behavioral health counseling at an accredited university or college or in a generally recognized training program, as part of a supervised course of study.
Montana is not on the IC&RC member-board directory, so IC&RC reciprocity cannot move a credential in; the checklist's Option 2 takes a licence from a state with standards substantially equivalent to Montana's, and Option 3 covers non-equivalent licences subject to board review.
Annual renewal, date June 30 for the LAC (window May 1 through June 30); 20 hours of CE annually, including 2 hours of suicide prevention at the first renewal and every two years after.
A licence, not a registration: MCA 37-39-307(1) opens it to a person who has completed the education requirements but not the supervised work experience; candidates hold the full scope of practice but must be supervised, and the 1,000 hours count only once the ACLC is active.
Montana's full addiction counselor licence, the credential the practice-protection statute requires; no rule read imposes supervision on LACs after licensure, and an LAC can qualify to supervise candidates β there is no separate supervisor credential.
Both Montana rungs are licences issued by the Board of Behavioral Health, a state licensing board under the Department of Labor & Industry.
The entry rung is the Licensed Addiction Counselor Candidate (ACLC), which MCA 37-39-307(1) opens to a person who has completed the education requirements but not the supervised work experience; a candidate must submit a training and supervision plan (37-39-307(2)).
Per the board's general FAQ, candidates have the full scope of practice but must be supervised to practise under that licence.
The full licence is the LAC.
Practice is protected: outside the MCA 37-39-303 exemptions, the statute bars addiction counseling without a licence.
Apply before you graduate β the supervision FAQ recommends starting several months early, because hours cannot begin until the ACLC issues.
The same letters mean different tiers in different states; see CADC vs LADC vs LCDC vs CAC.
βA person may not practice addiction counseling unless licensed under Title 37, chapter 1, and this chapter.β
MCA 37-39-310(2) sets three degree routes: an associate degree in alcohol and drug studies, addiction or substance abuse; an associate degree in any area plus a certificate from an accredited program in alcohol and drug studies or addiction β the statute's (2)(a)(i) through (2)(a)(ii) range, which excludes substance abuse; or a baccalaureate or advanced degree in any area carrying 15 specified semester credits β six in human behavior, sociology or psychology, and three each in psychopathology, group counseling and counseling theory.
On top of the degree, ARM 24.219.5006(1), as amended effective 2024-02-10, requires a minimum of 285 contact hours of addiction studies: 60 in assessment, 90 in counseling, 30 each in alcohol and drug studies and in treatment planning and documentation, and 15 each in pharmacology, ethics, multicultural competency, co-occurring disorders and gambling disorder.
An applicant without the completed education may still be licensed by meeting board-rule work experience equivalent to the degree routes (37-39-310(3)).
For which entry tiers take no degree at all, see can you be an addiction counselor without a degree?
βa minimum of 285 contact hours of training in addiction studiesβ
The rule requires a minimum of seven months and 1,000 hours of supervised work experience in an addiction counseling qualified treatment program.
At least 500 of those hours fall in 11 skill areas: screening 30, assessment/patient placement 100, treatment planning 50, referrals 20, case management 50, individual counseling 60, group counseling 100, client education 35, documentation 35, professional and ethical responsibilities 10, multicultural competency 10.
The 1,000 hours must be completed in not more than two different qualified treatment programs.
Supervision runs at a 20:1 client-contact-to-supervision ratio and must include group and individual supervision plus 10 hours of direct observation.
ARM 24.219.5010(2) defines the qualifying settings: a primary focus in licensed addiction counseling; JCAHO-, CARF- or COA-approved settings; IHS or ITU settings; armed-forces or VA addiction counseling settings; licensed mental health centers; and organized group practices of two or more LACs with multidisciplinary supervision capacity.
Programs also need referral relationships and individualized treatment plans β problem formulations, goals, measurable objectives, progress notes and team reviews.
Confirm a prospective employer qualifies before counting on its hours.
For the whole path from coursework to credential, see how to become a substance abuse counselor.
βa minimum of seven months and 1000 hours of supervised work experience hours in an addiction counseling qualified treatment programβ
The statute asks only that an applicant passed an approved examination, with the board setting by rule how much experience counts for it.
The board's checklist names the accepted seven: NCC AP Level 1 (NCAC I), NCC AP Level 2 (NCAC II), Northwest Certification II, Northwest Certification III, Southwest Certification II, IC&RC ADC and IC&RC AADC.
Passing the IC&RC ADC or AADC exam does not make the LAC an IC&RC credential β exam acceptance and board reciprocity are different things, and Montana has no IC&RC member board (see endorsement).
A NAADAC exam-use list still circulating describes Montana credentials as a 'Chemical Dependency Certification (NCAC I, NCAC II)'; that list is dated 2021 and wrong here β Montana licenses the LAC and accepts the seven exams on the checklist.
βpassed an approved examination. The board shall provide by rule how much experience counts for the examination.β
The amended ARM 24.219.421(2), effective August 22, 2026, binds anyone not currently supervising or without a supervision history before that date: an active licence in good standing where the supervision occurs, three years licensed excluding any period of licensure as a candidate, and board-approved supervision training of one semester graduate credit or 20 hours, not taken during the supervisor's own graduate program or candidacy.
The exception: supervisors who had been supervising in Montana under the board's previous requirements (before the change an either/or test applied; the Cornell LII copy still shows it).
For LAC candidates, ARM 24.219.421(6) names eligible supervisors: an LCSW, LCPC, LMFT, LAC, physician, psychologist or advanced practice registered nurse with a psychiatric-mental-health specialty; non-LAC supervisors add related-field training with addiction coursework equivalent to the 285 hours (checklist).
A supervisor may not be the candidate's parent, child, spouse or sibling, nor have a conflict of interest such as a cohabitation or financially dependent relationship (24.219.421(8)); a candidate cannot practise without a qualified supervisor of record, and Montana issues no separate supervisor licence.
βhave an active license in good standing in the jurisdiction in which the supervision is occurring; (b) have been licensed in their respective disciplines for at least three years, excluding any period of licensure as a candidate; and (c) have taken board-approved training consisting of a minimum of one semester credit graduate education focused on supervision or 20 hours of board-approved training in supervision.β
The statute defines the practice in one line: 'addiction counseling' means using the knowledge and skill necessary to provide the therapeutic process of addiction treatment.
Nothing read adds a diagnosis authority or an independent- or private-practice clause for the LAC, so both remain unstated.
Candidates hold the full scope of practice, but only under supervision β a candidate cannot practise without a qualified supervisor (ARM 24.219.422(9)).
The board regulates individuals, not facilities, and refers Medicare, Medicaid and private-insurance billing questions to other agencies, so payment rules sit outside this licence.
Note the asymmetry: the training rule demands 15 hours of co-occurring-disorders study, yet no section read grants authority to diagnose a co-occurring condition β confirm scope with the board before relying on the licence for co-occurring work.

β'Addiction counseling' means using the knowledge and skill necessary to provide the therapeutic process of addiction treatment.β
Montana does not appear on the IC&RC member-board directory, and IC&RC reciprocity runs only between member boards, so no IC&RC transfer can produce a Montana LAC.
Out-of-state licensees use the checklist's Option 2: a current, active licence in good standing from a state the board finds substantially equivalent β the general FAQ points to the board's substantial-equivalency determinations list under ARM 24.219.413.
A licence from a state with non-equivalent standards goes through Option 3, subject to board review, using the Work History Evaluation form listed for full licensure.
Two practical notes: you are practising in Montana whenever your client is physically in Montana, whatever your own location, and the general FAQ says a law allowing out-of-state licensees to register and practise for up to 21 days without a Montana licence has passed but registration is not yet in place.
For what IC&RC reciprocity transfers, and why NAADAC credentials do not, see IC&RC vs NAADAC.
βCurrent, active, in good standing from a state with standards substantially equivalent to Montana's.β
The LAC renews annually: the board's forms page sets the annual renewal date at June 30 for Licensed Addiction Counselors (December 31 for the board's other licence types), and the general FAQ gives the LAC and LAC candidate window as May 1 through June 30.
CE is 20 hours a year, due before renewal, with up to 20 extra hours carried into the next year, and the requirement does not apply until after the first renewal.
Two hours of suicide prevention are due at the first renewal and every two years after.
The department may randomly audit up to 50 percent of renewed licensees, documentation must be kept for three years, and a hardship exemption can be requested.
βLicensees are required to obtain 20 hours of continuing education (CE) annually, prior to renewal.β
Cite MCA 37-39, never the repealed chapter 35: the addiction counselor chapter was repealed and the LAC moved into Title 37, chapter 39, 'Behavioral Health', by Chapter 713, Laws of 2023 (HB 137), with 37-39-310 effective October 1, 2023.
The act carried a transition: individuals enrolled in a stand-alone certificate program before January 31, 2023 had to obtain the certificate by June 30, 2025 to be eligible under the prior licensure rules.
The administrative rules were rewritten effective February 10, 2024 β the date the current 285-hour and supervised-experience rules took their present form.
The supervisor-qualification change took effect August 22, 2026.
The code's history line also shows Β§ 37-39-303 (exemptions) amended by Sec. 3, Ch. 668, L.
2025; the amendment's content is not described in the sources read.
βIndividuals enrolled in a certificate program not connected to a degree program prior to January 31, 2023, must obtain the certificate prior to June 30, 2025, to be eligible for licensure and must meet all other requirements for licensure in effect prior to October 1, 2023.β
This page summarizes the Montana statute, rules, board pages and other documents cited above, as read for this state-by-state substance abuse counselor requirements series, current as of September 2026.
It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the Montana Board of Behavioral Health (Department of Labor & Industry, Business Standards Division) publishes.
Nor does it cover peer specialist certification in Montana.
Hour totals, exams and supervision rules change by statute and by board rule; for why the same letters mean different tiers from state to state, see CADC vs LADC vs LCDC vs CAC.

Yes.
MCA 37-39-310(1) bars addiction counseling without a licence, and both rungs of Montana's ladder are licences issued by the Board of Behavioral Health.
MCA 37-39-303 exempts five groups: other professionals acting within their licence, certification or training, and clergy or ordained religious officials acting in that role β both may not claim a board-licence title; agency and institution employees and volunteers when the work is part of the office or position; a business establishment's employees, when the service is solely for the establishment's employees; and students, interns or residents in a supervised course of study.
Every application also includes an FBI fingerprint background check.
Yes β the degree floor is an associate degree.
MCA 37-39-310(2) accepts an associate in alcohol and drug studies, addiction or substance abuse; an associate in any area plus a certificate; or a bachelor's or advanced degree in any area with 15 specified semester credits.
Every route also needs the 285 contact hours of addiction studies under ARM 24.219.5006, the 1,000 supervised hours and an exam.
Applicants without the education may substitute board-defined work experience.
Only after the candidate licence issues.
The board's supervision FAQ says that once you graduate you must have an active candidate license, and that you cannot keep seeing school-internship clients afterwards either.
The 1,000 hours must sit in a qualified treatment program, run at least seven months, and spread across no more than two programs.
The board recommends starting the application several months before graduation so review is mostly done when final transcripts arrive.
The LAC is a state licence, not an IC&RC credential: Montana does not appear on the IC&RC member-board directory, and IC&RC reciprocity runs only between member boards.
The board does accept the IC&RC ADC and AADC exams toward licensure β exam acceptance is not reciprocity.
If you are licensed elsewhere, apply under the checklist's Option 2 (substantially equivalent state) or Option 3 (board review); the general FAQ links the board's substantial-equivalency determinations.
The statute caps it, but the cap is not in the sources read: MCA 37-39-307(4) directs the board to limit the number of years a person may be licensed as a candidate, and the number set by board rule was not located in the material reviewed.
Passing the exam is not a pause point: MCA 37-39-307(5) says on passage of an approved examination, the candidate must apply for licensure in order to continue to practice.
The supervision FAQ says candidates can keep working under the candidate licence, supervised, while that application is reviewed; 307(3) lets a candidate apply to take the exam once the supervised work experience is complete.
