Which BCBAs Can Supervise? Supervisor Training and the Consulting Supervisor Rule

Who can supervise RBTs, BCaBAs and fieldwork trainees, the 8-hour supervisor training, the first-year consulting supervisor rule, supervision CEUs, remote formats, and how to assign supervisors across a team.

Updated October 7, 2026

Match the credential to the supervisee and the rest follows.

BCBAs can supervise RBTs, BCaBAs and fieldwork trainees; BCaBAs can supervise RBTs but not trainees.

Since January 1, 2026, every RBT Supervisor must hold BCBA or BCaBA certification, and every BACB supervisor must finish an 8-hour supervision training before supervising anyone.

The one extra gate — the consulting supervisor — applies only to first-year BCBAs supervising fieldwork trainees, not to supervising RBTs or BCaBAs.

Rules vary by state and change

This guide explains federal rules and the state rules it names, as of the date above.

Licensure, supervision, payer and employment rules differ by state and are revised often, so confirm current requirements with your state board, Medicaid agency, labor department or employment counsel before you act on them.

It is general information, not legal advice.

Supervisor qualifications the BACB sets

The BACB publishes a qualifications table for each supervision target, and a staffing plan should mirror it.

Three targets matter in an ABA practice: RBTs, BCaBAs, and trainees accruing BCBA or BCaBA fieldwork.

RBTs.

Since January 1, 2026, RBT Supervisors must hold BCaBA or BCBA certification — the BACB eliminated the noncertified RBT Supervisor role.

The handbook's table draws one further line: an RBT Requirements Coordinator must be BCBA certified, while an RBT Supervisor may be BCBA or BCaBA certified.

BCaBAs.

The BCaBA supervisor is responsible for all services the BCaBA provides, which makes supervising a BCaBA a clinical-accountability assignment, not just a scheduling one.

Fieldwork trainees.

Only a BCBA qualifies — BCaBAs are not on the fieldwork supervisor list, so a practice that wants to grow its own BCBAs needs at least one BCBA with the bandwidth to supervise.

The arithmetic under the table is tight: as of October 1, 2026, the BACB counted 88,013 BCBAs, 4,931 BCaBAs and 259,577 RBTs holding certification.

BCaBAs are the scarce credential, so a plan that leans on them to supervise RBTs draws from a small pool — hiring a BCBA widens supervision capacity from a pool many times larger.

The 8-hour supervision training

One training gates every supervision role: 8 hours, based on the BACB's Supervisor Training Curriculum Outline (2.0), finished before any supervision happens.

It applies to supervisors of fieldwork trainees, RBTs and BCaBAs alike.

RBT Supervisors and RBT Requirements Coordinators must complete it and upload it to their BACB portal account before they start.

The logistics are flexible.

Any BACB Authorized Continuing Education (ACE) Provider can offer the training, in person or online, in units as short as 1 hour, and it can even be completed up to 180 days before a person's original BACB certification date.

What is not flexible is the sequence: supervising can begin only after the certificate has been uploaded to and approved in the person's BACB account and the other eligibility requirements are met.

Build that approval step into onboarding — a hire whose certificate is already approved can take a supervision caseload as soon as the rest of their eligibility requirements are met, and one who plans to do the training next month cannot supervise until it clears.

The BACB's current outline is version 2.0, document version 05/2026.

If a vendor's course page names a different outline version, check it against the BACB's current document before you pay for the course.

The 8-hour requirement reaches further than supervision.

Under the BACB's 2026 RBT requirements, the 40-hour RBT training must be delivered by active BCBAs or BCaBAs who have completed the 8-hour supervision training — they may be assisted by people holding RBT certification or higher — and RBT Initial Competency Assessment assistant assessors must hold RBT certification or higher.

Whoever delivers your RBTs' 40-hour training therefore needs the supervision training too — the requirement reaches into RBT onboarding, not just supervision staffing.

New certificants and the consulting supervisor requirement

The consulting supervisor rule is narrower than the rumor version of it: it attaches to supervising fieldwork trainees, not to supervising RBTs or BCaBAs.

Since January 1, 2022, a BCBA in their first year of certification who supervises trainees accruing BCBA or BCaBA fieldwork must have a qualified consulting supervisor meet with them every month.

A newly certified BCBA can start supervising RBTs and BCaBAs as soon as they are certified and have met the other supervision requirements, such as the supervisor training.

That distinction matters when you staff a new clinician: a first-year hire can carry RBT supervision and BCaBA supervision right away, and can take fieldwork trainees only if you also arrange the consulting relationship.

Who can consult.

A qualified consulting supervisor is an active BCBA with no disciplinary sanctions who has been certified for at least five years, meets the ongoing supervision CEU requirement, and has completed the 8-hour supervision training.

They need not work at your organization — and they may, provided they are not employed by or subordinate to the new BCBA.

They may not be related to, subordinate to, or employed by the new supervisor.

A senior BCBA on your own staff can fill the role, but not one who reports to the new hire.

The mechanics.

At least 1 hour per month, synchronous and one-on-one — online meetings are permitted — until the new BCBA has been certified for one year.

Months with no trainee supervision need no consultation.

A BCaBA who becomes a BCBA starts the clock fresh: they need a consulting supervisor for their first 12 months as a BCBA if they supervise trainees, however long they held the BCaBA.

Paper and stakes.

The monthly documentation must be signed by the last day of the month after the consultation, and both the new supervisor and the consulting supervisor keep it for seven years.

A missed month does not cancel the trainee's fieldwork hours, but a Notice of Alleged Violation may be filed against the new BCBA or the consulting supervisor.

The trainee-side numbers — the 5% (Supervised Fieldwork) or 10% (Concentrated) of hours supervised each month, the supervision contracts and the monthly verification forms — belong to the fieldwork system, and our BCBA supervised fieldwork guide covers them from the trainee's side.

From January 1, 2027 the numbers shift: Concentrated supervision drops from 10% to 7.5%, the monthly maximum rises to 160 hours, and observations become 60 or 90 cumulative minutes per month on new 2027 forms, with the 2,000 and 1,500 hour totals unchanged.

Supervision CEUs for renewal

Supervision CEUs are owed by a BCBA who supervised at any point in the cycle — not just full-time supervisors.

BCBAs need 32 CEUs per 2-year recertification cycle, including 4 in ethics and 3 in supervision for those who supervise.

The trigger is broad: a BCBA who supervised RBTs or BCaBAs on record, or BCBA or BCaBA fieldwork trainees, at any point during the recertification cycle must earn the 3 supervision CEUs to recertify.

For staffing, that means a BCBA who picks up supervision in month 20 of a cycle still owes the supervision CEUs at renewal — build the continuing-education budget around who supervises, not around how much they supervise.

The BACB's role table ties the system together: supervising RBTs, BCaBAs or fieldwork trainees requires the 8-hour supervision training and ongoing supervision CEUs, while the consulting supervisor attaches only to first-year trainee supervision.

The requirement is also about to rise.

Under the BACB's 2027 BCBA requirements, the supervision CE requirement goes from 3 to 4 CEUs per 2-year cycle — the total stays 32, with 4 in ethics.

Confirm the mechanics against the BACB's 2027 requirements page as your clinicians' renewal dates approach.

Remote supervision

The BACB allows remote observations for RBTs and fieldwork trainees, but it treats watching and supervising as different things — and your documentation has to keep them apart.

For RBTs, the required observation can be done by web camera or video-conferencing instead of in person — in-person is preferred.

The BACB cautions that video monitoring on its own, without real-time interaction or feedback, may not count as supervision, and that internet-based supervision needs to comply with all applicable laws.

For fieldwork trainees, the observation may be in person (preferred), by live video, or by recorded video.

Recorded video without real-time feedback counts as the observation, but not as a supervision contact and not as supervised hours — a camera roll cannot substitute for the monthly contacts.

The consulting-supervisor meeting is remote-friendly too: online meetings are permitted as long as the hour is synchronous and one-on-one.

Two habits follow for a hybrid clinic.

Record the format of every contact and observation, so an audit can tell a live video session from passive monitoring.

And where supervisors work remotely, remember the BACB's own condition — internet-based supervision must comply with applicable laws — and that states and payers can add supervision requirements of their own on top.

Assigning supervisors across a team

The BACB sets no maximum number of supervisees per BCBA, and it names no target caseload either — treat any ratio you hear as unproven.

What the BACB gives instead is a factors list: when determining how many supervisees you can supervise, weigh the number of clients on your caseload, how many hours each supervisee currently works, the amount of time their supervision requires, the clients' needs and the program settings.

Caps do exist, but they come from specific payers and states, not from the BACB.

States and payers may impose their own ABA supervision requirements on caseloads, supervision-to-treatment ratios, or the minimum or maximum number of RBTs a supervisor oversees.

Nebraska is a concrete example: Nebraska Medicaid caps an ABA supervisor's caseload at 24 technicians, and requires licensed assistant behavior analysts to be supervised by licensed behavior analysts.

Before you fix ratios in a staffing plan, read your state Medicaid ABA provider manual and your payer contracts — the number that binds you lives there.

Budget the non-billable share.

Whether a supervision activity is billable depends on each state's Medicaid ABA provider manual: direct, medically necessary, client-specific oversight — often under CPT 97153, 97155 or 97156 — is typically billable, while training, employment supervision and administrative activities are not.

The hours your senior BCBAs spend on consultation meetings, onboarding and records are real costs; staff for them deliberately instead of discovering them in the schedule.

Mind the relationship bars when you assign.

A BCBA fieldwork supervisor may not be related to, subordinate to, employed by, or in a multiple relationship with the trainee — payment from the trainee to the supervisor for supervision is not treated as employment.

In practice: your employed BCBA supervising an employee-trainee is fine; a trainee who manages or employs the BCBA is not.

Plan the exits.

The BACB warns supervisors to plan for transitions before discontinuing supervision, because abruptly ending supervision — particularly for ongoing cases involving RBTs and BCaBAs — can harm services.

When a supervisor gives notice, map the handover before their last day, not after.

And when the assignment audit comes up short, our behavioral health hiring hub is the place to plan the next supervisory hire.

Before you assign a supervisor

  • Match the credential to the target: RBT Supervisor = BCaBA or BCBA since January 1, 2026; RBT Requirements Coordinator = BCBA; BCaBA supervisor = BCBA, with a psychologist exception that ends December 31, 2026 (see the table above); fieldwork supervisor = BCBA with no current disciplinary sanctions.
  • Confirm the 8-hour supervision training certificate is uploaded to and approved in the supervisor's BACB account before their first supervised hour.
  • First-year BCBA taking fieldwork trainees? Appoint a consulting supervisor — an active BCBA certified at least 5 years, current on supervision CEUs — and calendar the monthly synchronous one-on-one hour.
  • Count the supervision CEUs owed at the next renewal: 3 per 2-year cycle now, rising to 4 under the BACB's 2027 requirements, for a BCBA who supervised at any point in the cycle.
  • Read your state Medicaid ABA provider manual and payer contracts for caseload caps and billable-supervision rules before you fix ratios in the schedule.
  • Keep fieldwork observations distinct from passive video monitoring in your records — recorded video without real-time feedback counts as the observation, not as a contact or supervised hours.
  • When a supervisor resigns, map the transition before their last day — the BACB warns that abruptly ending supervision can harm services.

Questions employers ask

How long does the BCBA 8-hour supervision training take?

The requirement is 8 hours of training based on the Supervisor Training Curriculum Outline (2.0).

Any BACB Authorized Continuing Education (ACE) Provider can offer it, in person or online, and it can be split into units as short as 1 hour.

It can even be completed up to 180 days before a certificant's original certification date.

The real constraint is approval: supervising can start only after the certificate is uploaded to and approved in the person's BACB account and their other eligibility requirements are met.

Can a first-year BCBA supervise RBTs?

Yes.

A newly certified BCBA may start supervising RBTs and BCaBAs as soon as they are certified and have met the other supervision requirements, such as the supervisor training.

The consulting supervisor requirement is separate and narrower: it applies only when a first-year BCBA supervises trainees accruing BCBA or BCaBA fieldwork.

If your new hire will take trainees, arrange the consulting relationship; if they will only supervise RBTs and BCaBAs, none is needed.

Can a consulting supervisor work at the same clinic as the new BCBA?

Yes, with conditions.

The consulting supervisor does not have to be at the same organization, but they may be, provided they are not employed by or subordinate to the new BCBA — and they may not be related to, subordinate to, or employed by the new supervisor.

They must also be an active BCBA with no disciplinary sanctions, certified for at least five years, current on supervision CEUs, and trained in the 8-hour supervision training.

A senior BCBA who reports to the new hire does not qualify.

Is ABA supervision billable to Medicaid?

It depends on your state's Medicaid ABA provider manual — that is the document CMS points to.

The general guideline: direct, medically necessary, client-specific supervision is typically billable, often under CPT codes 97153, 97155 and 97156, while supervision related to training, employment or administration is not.

Because states and payers can add their own rules on caseloads and ratios, confirm both billability and any supervision caps in your own manual before building a supervision schedule around billed hours.

What happens if a new BCBA misses a month with the consulting supervisor?

The trainee's supervised fieldwork hours are not affected — the BACB says a missed monthly meeting and missing documentation do not cancel them.

But a Notice of Alleged Violation may be filed against the new BCBA or the consulting supervisor, and the monthly documentation must still be signed by the last day of the month after the consultation and kept for seven years.

Treat the monthly hour as a hard calendar item for the first year of certification.
