Psychologist Licensure in Delaware: Degree, Supervised Hours and the EPPP

Founder, BehavioralHires
Last verified September 2026

Delaware licenses psychologists through the Board of Examiners of Psychologists, part of the Division of Professional Regulation.

The licence takes a doctorate from an APA, CPA or PCSAS-accredited program, a 1,500-hour predoctoral internship, 1,500 hours of supervised experience completed after the doctorate, and the EPPP.

A 2026 law adds a master's-level licensed psychology associate who may practise independently, with implementing regulations still pending.

Delaware is a PSYPACT member; psychologists do not prescribe.

Verify before you rely on this

Licensing rules change by statute and board rule, and this page is career information, not legal advice. Confirm every requirement with the state board before you apply, register for an exam or count supervised hours. In Delaware, that is the Delaware Board of Examiners of Psychologists (Division of Professional Regulation).

At a glance

Licence titles

Psychologist and licensed psychology associate (licences); doctoral-level psychological assistant and master's-level psychological assistant (registrations under the Board).

Degree

A doctorate from a program accredited by the APA, the CPA or PCSAS, or a board-approved equivalent, at an accredited institution; foreign degrees go through a NACES-member evaluation (24 Del. C. Β§ 3508(a)(1)).

Internship

A predoctoral internship complying with the Board's rules: a minimum of 1,500 hours of actual work experience completed in not less than 48 weeks nor more than 104 weeks, with at least half in clinical services (24 DE Admin Code 3500 Β§ 7.2).

Postdoctoral year

Required.

Section 3508(a)(3) asks for at least 1 year of supervised professional experience after the doctorate; rule 7.3 sets it at 1,500 hours under a licensed psychologist, completed in not less than 1 and not more than 3 calendar years.

The rules read contain no internship or practicum substitution for it.

Exams

The EPPP at the passing score ASPPB recommends; no state jurisprudence or oral exam was found.

No EPPP Part 2 requirement was found in the rules read; ASPPB's integrated EPPP replaces both parts for first-time takers from fall 2027.

Rule 5.1.3 requires candidates not licensed in any other state to have passed within 5 years, and the board's licensure-by-examination page tells examination-route applicants to retake a pass older than five years unless they hold the American Board of Examiners in Professional Psychology diploma; reciprocity applicants need only evidence of a passing score.

Master's-level licence

Yes: the licensed psychology associate (LPA), created by SS 1 for SB 208 (85 Del. Laws c.

317, signed June 24, 2026) β€” a master's in psychology, an internship, 2 years of post-master's supervised experience and the EPPP, practising independently at the master's level with statutory testing carve-outs.

As of the September 2026 retrieval it was enacted but not yet issuing: the implementing regulations, which also carry the LPA's EPPP passing score and supervision ratios, had not been adopted.

PSYPACT

Member, in effect: Delaware HB 172, enacted June 27, 2019, effective July 1, 2020, per the PSYPACT Commission map as of September 2026.

Prescriptive authority

None.

No prescriptive authority for psychologists appears in 24 Del. C. ch. 35 or the Board's rules.

Renewal & CE

Biennial, on proof of continuing education.

Psychologists: 40 CE hours per biennial period, at least 10 via face-to-face or live webinar, including 3 in ethics and 3 in cultural inclusion, equity, and diversity; registered assistants: 20 hours.

The period runs August 1 of odd-numbered years to July 31 of the next odd-numbered year.

The Delaware credential ladder

  1. Master's-level psychological assistantOther

A supervised registration, not a licence: a master's-trained applicant seeking further licensure under this chapter works from the supervising psychologist's or supervising licensed psychology associate's office (each with at least 3 years' practice), performs only the functions they delineate, and swears not to practise independently or hold out as licensed (24 Del. C. Β§ 3509B).

  2. Doctoral-level psychological assistantOther

A supervised registration for an applicant who has finished a qualifying doctorate and predoctoral internship: they work from the supervising psychologist's office (the supervisor needs at least 2 years' practice) and may not practise independently.

A postdoc accruing supervised hours in Delaware must hold this registration before the supervision starts (24 Del. C. Β§ 3509; 24 DE Admin Code 3500 Β§ 7.6).

  3. Licensed psychology associate(LPA)Independent

The master's-level licence created in 2026: independent practice at the master's level within the scope of training, with statutory carve-outs for neuropsychological, forensic and similar evaluations.

It was enacted but not yet issuing as of the September 2026 retrieval, pending the Board's implementing regulations (24 Del. C. Β§ 3508B).

  4. PsychologistIndependent

The doctoral licence required to engage in the practice of psychology in Delaware, or to represent to the public that you are qualified to (24 Del. C. §§ 3507, 3508).

Two licences and two registrations

πŸ“œ 24 Del. C. Β§ 3507(a), (c); Β§ 3509(e)

Delaware issues two psychology licences, psychologist and licensed psychology associate, and two registrations, doctoral-level psychological assistant and master's-level psychological assistant.

The licence requirement covers doing the work and representing that you are qualified to do it, and the registration requirement covers acting as either kind of psychological assistant.

Every applicant also submits fingerprints for state and federal criminal history checks, and the statute bars licensure for a conviction substantially related to the practice of psychology unless a waiver applies.

Registrants who held the former 'psychological assistant' registration are deemed doctoral-level psychological assistants.

For how master’s-level psychology licences work where they exist, see the master’s-level psychology practitioner.

β€œUnless an individual has been duly licensed under this chapter, the individual may not do any of the following:”

A doctorate from an accredited program

πŸ“œ 24 Del. C. Β§ 3508(a)(1); DPR Psychologist Licensure by Examination page; 24 DE Admin Code 3500 §§ 6.1.1.2.1–6.1.1.2.10.4

The doctorate must be psychological in content and specifically designed to train and prepare psychologists, from an accredited institution whose graduate program states that purpose, and based on studies accredited by the APA, the CPA, PCSAS or an equivalent program the Board approves.

A degree earned outside the United States goes through a credential evaluation by a NACES member.

The board's application page adds the paper route for other programs: an applicant from a non-APA or non-PCSAS program submits course descriptions and an Evaluation of Coursework form showing the program meets the criteria the rules list in sections 6.1.1.2.1 through 6.1.1.2.10.4, with the transcript sent directly from the university.

For how the PhD and PsyD routes to this degree differ, see PhD vs. PsyD.

β€œBased on a program of studies accredited as a professional psychology program by the American Psychological Association (APA), the Canadian Psychological Association (CPA), the Psychological Clinical Science Accreditation System (PCSAS), or an equivalent program approved by the Board.”

1,500 internship hours, then 1,500 more after the doctorate

πŸ“œ 24 Del. C. Β§ 3508(a)(2), (a)(3); 24 DE Admin Code 3500 §§ 7.2, 7.3

The statute requires a predoctoral internship complying with the Board's rules, and rule 7.2 sets it at a minimum of 1,500 hours of actual work experience completed in not less than 48 weeks nor more than 104 weeks, at least half in clinical services such as treatment, consultation, assessment and report writing, with at least a quarter of the clinical services face-to-face.

The postdoctoral half is not optional here: section 3508(a)(3) requires at least 1 year of supervised professional experience after the doctorate, and rule 7.3 quantifies it at 1,500 hours under the supervision of a licensed psychologist, at least a quarter in direct service.

The rules read contain no provision letting internship or practicum hours stand in for the postdoctoral hours.

For the whole path from degree to licence, see how to become a clinical psychologist.

β€œSupervised postdoctoral experience must consist of 1,500 hours of actual work experience under the supervision of a licensed psychologist. This experience must be completed in not less than 1 calendar year and not more than 3 calendar years.”

The EPPP, a five-year freshness rule, and no state exam

πŸ“œ 24 Del. C. Β§ 3508(a)(4); 24 DE Admin Code 3500 §§ 5.1.3, 5.2.1.3; DPR Psychologist Licensure by Examination page

Delaware requires the EPPP at the passing score ASPPB recommends for the administration taken, and no state jurisprudence or oral exam appears in the rules or board page read.

Rule 5.1.3 requires candidates not licensed in any other state to have passed within 5 years of application for licensure in Delaware.

The board's licensure-by-examination page applies the retake to examination-route applicants β€” a pass earned over five years ago must be retaken unless the applicant holds a Diploma of American Board of Examiners in Professional Psychology β€” and that route is wider than rule 5.1.3's group: it also takes applicants licensed elsewhere who fall short of the reciprocity criteria, and applicants upgrading to the psychologist licence.

Reciprocity asks only for evidence of a passing score, with no age limit (rule 5.2.1.3).

No EPPP Part 2 requirement was found in the rules read.

That question is time-limited: ASPPB's integrated EPPP takes the place of both parts for first-time takers from fall 2027.

β€œAchieved a passing score on the Examination for Professional Practice in Psychology (EPPP) developed by the Association of State and Provincial Psychology Boards (ASPPB), or its successor.”

Register before you count postdoctoral hours, and the ratios while you do

πŸ“œ 24 DE Admin Code 3500 §§ 7.3, 7.6, 9.2.1, 9.5, 9.6, 9.6.1

Because unlicensed practice is prohibited, a postdoc accruing supervised hours inside Delaware must obtain a psychological assistant registration before the supervision starts, and rule 9.5 bars an assistant from beginning work until the Board has approved the application, after reviewing the job description and supervisory arrangements.

Under rule 9.2.1 the supervising psychologist must have 2 years of post-licensure practice without disciplinary action (waivable for just cause), be employed or under contract where the clinical service takes place, and may not supervise more than 7 psychological assistants at any time.

For the postdoctoral experience itself, rule 7.3 requires at least 1 hour of face-to-face supervision for every 10 hours of clinical work and accepts group supervision with no more than 5 postdoctoral applicants meeting the psychologist at once, at 2 group hours per individual hour.

Assistants themselves fall under rule 9.6: weekly 1-on-1 face-to-face supervision at 1 hour minimum per 10 hours or fraction thereof of direct clinical work; group substitution needs a Board petition showing good cause, keeping at least 1 individual hour per week (rule 9.6.1).

β€œThe unlicensed practice of psychology is prohibited in Delaware; therefore, individuals accruing supervised postdoctoral professional experience in psychological work in Delaware must obtain a psychological assistant registration before commencing such supervision.”

The licensed psychology associate: independent, with the testing carve-outs spelled out

πŸ“œ 24 Del. C. Β§ 3508B(e), (f)

A licensed psychology associate practises independently at the master's level within the scope of their training, and may administer brief screening instruments of orientation and current mental status, repeated measures of symptoms related to psychopathology, general measures of aptitude and interest, and measures of intellectual ability.

The carve-outs are statutory and specific: no comprehensive specialty or subspecialty testing requiring doctoral-level education, no neuropsychological evaluations, no forensic evaluations including capacity, competency and security matters, no medical or health capacity evaluations such as pre-surgical screenings, no personality, performance or projective assessments whose conclusions stand as a final determination, no child custody or parental fitness evaluations, and no public safety employment evaluations.

An associate also may not use any title implying they are a licensed psychologist, including neuropsychologist or forensic psychologist.

The LPA's EPPP passing score and supervision ratios were left to implementing regulations that had not been adopted in the rules read.

For which states let specially trained psychologists prescribe, and on what terms, see prescriptive authority for psychologists.

β€œExcept as otherwise provided in paragraph (e)(2) of this section, a licensed psychology associate may independently engage in the practice of psychology at the master's-level of education and within the scope of the licensed psychology associate's training.”

PSYPACT: in effect since July 1, 2020

πŸ“œ PSYPACT Commission map, September 2026 (HB 172)

Delaware joined PSYPACT through HB 172, and the PSYPACT Commission map, as read in September 2026, lists the state as a member in effect: enacted June 27, 2019, effective July 1, 2020.

PSYPACT authorizations are doctoral-only, so a licensed psychology associate cannot practise under the compact.

A Delaware psychologist uses it to practise telepsychology or temporarily in person in another participating state, through ASPPB's E.Passport or Interjurisdictional Practice Certificate plus the matching PSYPACT authorization.

For how PSYPACT’s telepsychology and temporary-practice authorizations work, see PSYPACT explained.

Moving to Delaware: reciprocity, the ABPP route, and six days a year

πŸ“œ 24 Del. C. §§ 3510, 3511; 24 DE Admin Code 3500 Β§ 5.2.2; DPR Psychologist Licensure by Examination page

An applicant already licensed or certified as a doctoral-level psychologist, or as a licensed psychological associate, in another jurisdiction, with 2 years of continuous practice there, applies by reciprocity: proof of the current licence, evidence of the 2 years, an EPPP passing score, and degree evidence.

In lieu of that documentation, rule 5.2.2 lets an applicant currently licensed in another state qualify by holding a current CPQ or a National Register of Health Service Providers in Psychology credential.

The board's page adds the practical screen: an applicant licensed elsewhere who has not practised continuously for at least two years, and holds neither a CPQ nor a National Register credential, applies by examination instead.

An applicant certified by the American Board of Professional Psychology licenses without examination.

Section 3510(c) lets a visitor with an earned doctoral degree in psychology, licensed or certified as a psychologist in another jurisdiction, practise up to an aggregate of 6 days per calendar year; section 3510(d) bars conversion therapy with a child for anyone practising under it.

Reciprocity does not extend to the assistant registrations.

β€œIf an applicant is already licensed or certified as a doctoral-level psychologist or a licensed psychological associate in another jurisdiction and has practiced continually for 2 years in that jurisdiction, the Board shall require all of the following:”

Biennial renewal, 40 hours of CE, and a clock that starts in odd years

πŸ“œ 24 Del. C. Β§ 3513(b); 24 DE Admin Code 3500 §§ 10.1.1–10.1.3

Licences renew biennially on proof of continuing education, and the CE period runs from August 1 of each odd-numbered year through July 31 of the next odd-numbered year.

Psychologists need 40 hours per biennial period, at least 10 of them face-to-face or live webinar, including 3 hours in ethics and 3 in cultural inclusion, equity, and diversity; registered assistants need 20 hours with at least 5 live and the same 3-and-3 ethics and diversity hours.

The rules prorate the requirement for licensees first licensed or reactivating mid-period, on a sliding scale down to zero.

Confirm the current cycle on the board's CE page before renewal.

β€œPsychologists must obtain 40 hours of continuing education during each biennial licensing period in order to be eligible for renewal of license. A minimum of 10 hours of continuing education credit must be obtained via face-to-face or live webinar. All psychologists must complete 3 hours of continuing education in ethics and 3 hours in cultural inclusion, equity, and diversity.”

2026: two new credentials, and a renamed one

πŸ“œ 85 Del. Laws c. 317 (SS 1 for SB 208), signed June 24, 2026

Senate Substitute 1 for Senate Bill 208, signed June 24, 2026, created the licensed psychology associate licence and the master's-level psychological assistant registration, renamed the existing assistant registration doctoral-level, and added Canadian Psychological Association accreditation to the accepted degree list.

Substitute 1 also removed the 60-graduate-semester-hour minimum the original bill set for the associate's master's degree, and added cognitive rehabilitation and cognitive therapy to the practice definitions.

The act is effective on enactment, but implementation runs to the earlier of 12 months from enactment or the Board's notice, in the Register of Regulations, that final implementing regulations have been adopted.

As of the September 2026 retrieval those regulations had not been adopted.

β€œThis Act is effective on its enactment and is to be implemented the earlier of the following: 1. Twelve months from the date of enactment. 2. Notice by the Board of Examiners of Psychology published in the Register of Regulations that final regulations to implement this Act have been adopted.”

Applying through DELPROS, and a background check that has to be fresh

πŸ“œ DPR Psychologist Licensure by Examination page; 24 Del. C. Β§ 3508(b)

Applications go through the Division's DELPROS portal, and an application opened but not submitted within six months must be restarted.

The psychologist application assembles an official transcript sent directly from the university, a Supervisory Reference Form from each supervisor documenting the 1,500 postdoctoral hours, licence verifications from every jurisdiction of current or past licensure, and the ASPPB score report sent directly.

The criminal background check is its own gate: a Delaware state and FBI check through the Division's fingerprinting process, and the board's page is explicit that checks run for any other purpose do not carry over.

β€œCriminal background checks completed for any other purpose (e.g., employment, licensure in other states) will not meet this requirement.”

Frequently Asked Questions

Do you need a postdoc to become a licensed psychologist in Delaware?

Yes, as the rule is written.

Section 3508(a)(3) requires at least 1 year of supervised professional experience after the doctoral degree, and rule 7.3 of the Board's regulations sets it at 1,500 hours under the supervision of a licensed psychologist, completed in not less than 1 and not more than 3 calendar years.

The rules read contain no internship or practicum substitution.

If you will accrue the hours inside Delaware, register as a psychological assistant before the supervision starts, and confirm your plan with the board.

What is the licensed psychology associate licence Delaware created in 2026?

A master's-level licence created by Senate Substitute 1 for Senate Bill 208, signed June 24, 2026.

It requires a master's in psychology from an APA, CPA or PCSAS-accredited program or board-approved equivalent, an internship, at least 2 years of supervised professional experience after the master's, and a passing EPPP score.

Holders may practise independently at the master's level, but not perform neuropsychological, forensic, custody and similar evaluations.

Implementation runs to the earlier of 12 months from enactment or the Board's notice that final regulations are adopted, so check the Register of Regulations before applying.

What exams does Delaware require for psychologist licensure?

The EPPP, at the passing score ASPPB recommends, and nothing else in the record read: no Delaware jurisprudence exam and no oral exam appears in the rules or the board's pages.

No EPPP Part 2 requirement was found, but ASPPB's integrated EPPP replaces both parts for first-time takers from fall 2027, so check which version you will sit.

If you are applying by examination and passed more than five years ago, plan to re-take it unless you hold a Diploma of American Board of Examiners in Professional Psychology.

Applicants licensed elsewhere who qualify for reciprocity need only evidence of a passing score, with no age limit.

Can a Delaware psychologist use PSYPACT?

Yes.

The PSYPACT Commission map, as read in September 2026, lists Delaware as a member in effect since July 1, 2020 (HB 172, enacted June 27, 2019).

A Delaware psychologist practises telepsychology or temporary in-person care in another participating state through ASPPB's E.Passport or Interjurisdictional Practice Certificate plus the matching PSYPACT authorization.

The compact is doctoral-only, so a licensed psychology associate cannot use it.

How does an out-of-state psychologist transfer a licence to Delaware?

Through reciprocity under section 3511: a current licence as a doctoral-level psychologist, 2 years of continuous practice in the jurisdiction that issued it, an EPPP passing score, and degree evidence β€” or, in lieu of that documentation, a current Certificate of Professional Qualification or a National Register of Health Service Providers credential (rule 5.2.2).

The board's page says an applicant licensed elsewhere with none of the two years, a CPQ or a National Register credential applies by examination instead.

An applicant certified by the American Board of Professional Psychology licenses without examination.
