Psychologist Licensure in Florida: Degree, Supervised Hours and the EPPP

Founder, BehavioralHires
Last verified September 2026

Florida licenses psychologists through the Florida Board of Psychology under chapter 490 of the Florida Statutes.

The full licence takes a doctoral degree from an American Psychological Association accredited program, at least 2 years or 4,000 hours of supervised experience β€” the internship satisfies 1 year or 2,000 of those hours, and at least 1 year or 2,000 must be postdoctoral β€” plus the national licensure examination (the EPPP) and Florida's laws and rules exam.

A provisional licence covers the supervised stage, school psychology is a separate specialist licence, and Florida is a PSYPACT member.

Verify before you rely on this

Licensing rules change by statute and board rule, and this page is career information, not legal advice. Confirm every requirement with the state board before you apply, register for an exam or count supervised hours. In Florida, that is the Florida Board of Psychology (DOH).

Prescriptive authority

None.

No prescriptive authority for psychologists appears in the sources read.

Renewal & CE

Biennial renewal (F.S. Β§ 490.007(1)).

The Florida credential ladder

  1. Provisional psychologistPre-licensure

A doctoral graduate the board certifies for a provisional licence under F.S. Β§ 490.0051.

The provisional licensee works under a licensed psychologist's supervision until fully licensed, and the licence expires 24 months after the date it is issued and may not be renewed or reissued.

  2. School psychologistOther

A separate, specialist-level licence under F.S. Β§ 490.005(2): a doctorate, specialist or equivalent degree with 60 semester hours or 90 quarter hours of graduate study, a minimum of 3 years of school psychology experience (2 supervised) and the department's examination.

  3. PsychologistIndependent

The full licence under F.S. Β§ 490.005: a doctoral degree from an American Psychological Association accredited program (or the statute's equivalent route), at least 2 years or 4,000 hours of supervised experience including the postdoctoral year, and the examinations.

Three licences, and a title the rule requires of applicants

πŸ“œ F.S. §§ 490.005, 490.0051; F.A.C. 64B19-11.005(1)(d)

Chapter 490 provides for three licences: psychologist, issued under Β§ 490.005; provisional psychologist, issued under Β§ 490.0051; and school psychologist, issued under Β§ 490.005(2) as a separate licence.

A provisional licensee must work under the supervision of a licensed psychologist until they hold the licence or the department's letter stating they are licensed, and the provisional licence expires 24 months after the date it is issued and may not be renewed or reissued.

The supervised-experience rule also fixes what applicants call themselves before licensure.

For how master’s-level psychology licences work where they exist, see the master’s-level psychology practitioner.

β€œAll applicants for licensure shall use the title psychology resident or post-doctoral fellow until licensed as a psychologist.”

A doctoral degree from an APA-accredited program, or the equivalent route

πŸ“œ F.S. Β§ 490.005(1)(c); F.S. Β§ 490.0051(1)(c)

The statute's first academic requirement is a doctoral degree from an American Psychological Association accredited program.

Its second branch admits the equivalent of such a degree from a school or university located outside the United States that the government of its home country officially recognized as an institution or program to train students to practise professional psychology β€” and the statute puts the burden of establishing that equivalence on the applicant.

The provisional licence applies the same accreditation standard: its statutory criteria include having earned a doctoral degree from an APA accredited program.

For how the PhD and PsyD routes to this degree differ, see PhD vs. PsyD.

β€œA doctoral degree from an American Psychological Association accredited program”

4,000 hours in 2 years, and the postdoctoral year is not optional

πŸ“œ F.S. Β§ 490.005(1)(d), (3)(a); F.A.C. 64B19-11.005(2)

The statute requires at least 2 years or 4,000 hours of experience in the field of psychology in association with or under the supervision of a licensed psychologist.

The board rule's preamble credits the internship with 1 year or 2,000 of those hours and addresses the remaining 1 year or 2,000: all applicants must complete the post doctoral experience described below.

The sources read contain no provision letting internship or practicum hours stand in for that postdoctoral year.

The board closes the application file of an applicant who fails to pass both the psychology licensure examination and the Florida law and rules portion of the examination, or who fails to submit evidence of completing the postdoctoral, supervised experience within a timeframe no longer than 24 months; a procedure for applying for an extension beyond that timeframe also exists.

For the whole path from degree to licence, see how to become a clinical psychologist.

β€œAll applicants for licensure must complete at least 1 year or 2,000 hours of post doctoral experience”

The national EPPP, the Florida law and rules portion, and no Part 2

πŸ“œ F.S. Β§ 490.005(1)(e)

Licensure requires that the applicant passed the examination.

The statute then limits what an applicant who already holds a passing score, as established by the board by rule, on the national licensure examination must sit again: only the Florida law and rules portion.

The board rule setting that passing score was not among the sources read, so the score itself: Not stated in the sources read.

No EPPP Part 2 requirement appears in the statute and rule read.

The question is time-limited regardless: ASPPB's integrated EPPP replaces the two-part exam for first-time takers from fall 2027 and is the only version from April 1, 2028.

β€œPassed the examination. However, an applicant who has obtained a passing score, as established by the board by rule, on the psychology licensure examination designated by the board as the national licensure examination need only pass the Florida law and rules portion of the examination.”

Who may supervise β€” including E.Passport and registered telehealth providers

πŸ“œ F.A.C. 64B19-11.005(1)(c), (2)(c), (2)(d)

The rule's general list names four kinds: a licensed Florida psychologist in good standing with the Board; a PSYPACT E.Passport holder practising in Florida; a Florida-registered telehealth provider under s.

456.47, F.S.; or a doctoral-level psychologist licensed in good standing in another state, a U.S. territory or Canada, when supervising for licensure in that jurisdiction.

Off the supervisor's premises, the supervisor must be licensed where the resident works; independent private practice needs a separate psychologist rendering services on the premises.

For residents on active duty or full-time U.S. employees (the armed services, a veterans administration facility or the Federal Bureau of Prisons), the supervisor may be a doctoral-level psychologist licensed in good standing in any state or territory, wherever supervision is conducted.

Remote E.Passport or registered-telehealth supervision requires an additional Florida psychologist, immediately accessible for emergencies.

Post-doctoral training must average at least 20 hours weekly over two years, or 40 for one year, include at least 900 direct-client-contact hours and at least 2 weekly supervision hours (1 individual, face-to-face; HIPAA video allowed); no asynchronous technology for the 900.

β€œA supervisor is either a licensed Florida psychologist in good standing with the Board, a psychologist practicing in Florida under an E-passport pursuant to the Psychology Interjurisdictional Compact puruant to section 490.0075, F.S., a telehealth provider registered in Florida pursuant to section 456.47, F.S., or a doctoral-level psychologist licensed in good standing in another state or United States territory or Canada providing supervision for licensure in that state or territory.”

No master's-level psychology licence; a specialist licence for school psychology

πŸ“œ F.S. Β§ 490.005(2)(c)

No master's-level psychology licence appears in the sources read.

The separate school psychologist licence runs on a doctorate, specialist or equivalent degree from a program primarily psychological in nature with 60 semester hours or 90 quarter hours of graduate study in areas related to school psychology, plus a minimum of 3 years of experience in school psychology, 2 of them supervised by a licensed school psychologist or another supervisor qualified as rule defines β€” a doctoral internship may be applied toward that supervision requirement β€” and an examination provided by the department.

On prescribing: no prescriptive authority for psychologists appears in the sources read.

For which states let specially trained psychologists prescribe, and on what terms, see prescriptive authority for psychologists.

β€œa doctorate, specialist, or equivalent degree from a program primarily psychological in nature and has completed 60 semester hours or 90 quarter hours of graduate study”

PSYPACT: in effect since July 1, 2023

πŸ“œ F.S. Β§ 490.0075 (s. 1, ch. 2023-140); PSYPACT Commission map

Florida enacted PSYPACT through ch. 2023-140, which added the compact as Β§ 490.0075.

The PSYPACT Commission map, as read in September 2026, lists Florida as a member in effect: FL H 33, enacted May 25, 2023, effective July 1, 2023.

The compact defines a psychologist as an individual licensed to independently practice psychology, so the supervised provisional licence and the separate school psychologist licence do not match the definition the compact's pathway turns on.

A psychologist from another member state practises in Florida under the compact's telepsychology or temporary in-person authorization β€” temporary in-person practice is capped at 30 days within a calendar year, on notification β€” and Β§ 490.005(4) exempts compact practitioners from Florida's licensure requirements within the compact's scope.

For how PSYPACT’s telepsychology and temporary-practice authorizations work, see PSYPACT explained.

β€œ(20) β€œPsychologist” means an individual who is licensed by a state psychology regulatory authority to independently practice psychology in that state.”

Biennial renewal, and the 25-hour annual ceiling the statute sets

πŸ“œ F.S. Β§ 490.007(1), (2); F.A.C. 64B19-13

The board prescribes biennial renewal of a psychologist licence by rule, at a fee set by rule not to exceed $500.

Renewal applicants must present evidence of completing the continuing education requirements set by board rule, and the statute caps what can be required: not more than 25 hours of continuing education per year.

The board's CE rule, 64B19-13, was not among the sources read, so the actual hour total and any topic mandates: Not stated in the sources read.

Check the board's CE page for your renewal period before your licence comes due.

β€œNot more than 25 hours of continuing education per year shall be required.”

Changes 2023–2026

πŸ“œ ch. 2023-140 (ss. 1, 5); F.A.C. 64B19-11.005 (am. 2023-06-04, 2024-10-31); ss. 34–35, ch. 2024-243

Three changes shape current applicants.

Ch. 2023-140 enacted PSYPACT as Β§ 490.0075, effective July 1, 2023; its s.

5 also amended Β§ 490.005.

Rule 64B19-11.005 was amended twice, effective June 4, 2023 and October 31, 2024 β€” the amendments the research ties to telehealth and E.Passport supervisors.

Ch. 2024-243's s.

34 amended Β§ 490.005 and its s.

35 amended Β§ 490.0051; the sources save no earlier text, so what those amendments changed is not stated.

As Β§ 490.0051 now reads, a provisional licence expires 24 months after the date it is issued and may not be renewed or reissued.

β€œA provisional license expires 24 months after the date it is issued and may not be renewed or reissued.”

Frequently Asked Questions

Do you need a postdoc to become a licensed psychologist in Florida?

Yes.

After the internship, which the board rule credits with 1 year or 2,000 of the 4,000 required hours, every applicant must complete at least 1 year or 2,000 hours of post doctoral experience under a qualifying supervisor.

The application file closes on either trigger: failing to pass both the psychology licensure examination and the Florida law and rules portion, or failing to submit that supervised-experience evidence within 24 months.

An extension procedure exists under F.S. Β§ 490.005(3)(b).

Plan the sequence before you graduate, because the provisional licence cannot be renewed.

Can a master's-level therapist become a licensed psychologist in Florida?

Not through any licence chapter 490 provides.

Florida licenses psychologists, provisional psychologists and school psychologists, and no master's-level psychology licence appears in the sources read.

The closest separate track is the school psychologist licence, which accepts a doctorate, specialist or equivalent degree with 60 semester hours or 90 quarter hours of graduate study β€” specialist level, not a master's β€” plus 3 years of school psychology experience, 2 of them supervised.

What exams does Florida require for psychologist licensure?

Applicants must pass the examination.

An applicant who already holds a passing score, as set by board rule, on the national licensure examination (the EPPP) need only pass the Florida law and rules portion.

No EPPP Part 2 requirement appears in the statute or rule read.

The board rule setting that passing score was not among the sources read.

Timing note: ASPPB's integrated EPPP replaces the two-part exam for first-time takers from fall 2027, and from April 1, 2028 it is the only version.

Can an out-of-state psychologist practise in Florida through PSYPACT?

Yes, since July 1, 2023, when Florida's PSYPACT law took effect.

A psychologist authorized to practise independently in another member state works in Florida under the compact's telepsychology or temporary in-person authorization; temporary in-person practice is limited to 30 days within a calendar year and requires notification.

Section 490.005(4) exempts compact practitioners from Florida's licensure requirements within the compact's scope.

The compact covers psychologists licensed to practise independently, so provisional and school psychologist licence holders sit outside it.

How long does a Florida provisional psychologist licence last?

It expires 24 months after the date it is issued and may not be renewed or reissued, as currently in force (last amended by s.

35, ch. 2024-243).

While it is active, the provisional licensee must work under the supervision of a licensed psychologist until they receive the licence or the department's letter stating they are licensed.

Treat the 24 months as the outer limit, since the application file closes under Β§ 490.005(3)(a) on either trigger: failing to pass both the psychology licensure examination and the Florida law and rules portion, or leaving the supervised-experience evidence unsubmitted within the 24-month window.
