Psychologist Licensure in Iowa: Degree, Supervised Hours and the EPPP

Founder, BehavioralHires
Last verified September 2026

Iowa licenses psychologists under Iowa Code chapter 154B and Board of Behavioral Health Professionals rules in 481 Iowa Administrative Code chapter 880.

The licence takes a doctorate, a predoctoral internship, a 1,500-hour postdoctoral residency and the EPPP β€” the postdoctoral year is still required as the rule is written.

There is no master's-level psychology licence.

Iowa does grant fenced prescriptive authority through two certificates, and PSYPACT is enacted but does not take effect until July 1, 2027.

Verify before you rely on this

Licensing rules change by statute and board rule, and this page is career information, not legal advice. Confirm every requirement with the state board before you apply, register for an exam or count supervised hours. In Iowa, that is the Iowa Board of Behavioral Health Professionals (Dept. of Inspections, Appeals, and Licensing).

At a glance

Licence titles

Psychologist, provisional license in psychology, certified health service provider in psychology, conditional prescription certificate and prescription certificate.

Degree

A doctoral degree in psychology from a program accredited by the APA, accredited by the Canadian Psychological Association, or designated by the ASPPB/National Register; alternatives are current ABPP certification or an APA-accredited respecialization certificate (481β€”880.4(4)).

Internship

A predoctoral internship, completed before the postdoctoral residency (481β€”880.8(1)).

For the health service provider certification, internships accredited by the APA or CPA or holding APPIC membership are deemed approved (880.2(5)(b)).

Postdoctoral year

Required as written.

A postdoctoral residency of a minimum of 1,500 hours completed in no less than ten months, begun only after all academic requirements for the degree, including the internship, are complete (481β€”880.8(1)).

Exams

The EPPP, with the score sent directly from ASPPB; the EPPP passing score is utilized as the Iowa passing score.

No EPPP Part 2 requirement was found in the rules read (481β€”880.2(3)(c); 880.3(2)(b)).

Master's-level licence

None.

The psychology rules read cover the doctoral licence, the provisional license in psychology and the health service provider certification; no master's-level psychology licence was found in them.

PSYPACT

Enacted, not yet effective: Iowa H.F.

2676, enacted May 20, 2026, effective July 1, 2027, per the PSYPACT Commission map as read in September 2026.

Prescriptive authority

Yes, but only for psychologists who also hold an active health service provider certification in good standing: a conditional prescription certificate first, then a prescription certificate with a collaborative practice agreement (Iowa Code 154B.10–.11; 481β€”883.2(1)(a), 883.5(1)(a)).

Renewal & CE

Biennial renewal, July 1 of even years to June 30 of the next even year, with a minimum of 40 hours of board-approved continuing education per biennium; the second renewal adds 6 hours in Iowa mental health laws and regulations or risk management (481β€”880.12; 881.2(2), (11)).

The Iowa credential ladder

  1. Provisional license in psychologyPre-licensure

The supervised stage for a doctoral applicant completing a predoctoral internship or a postdoctoral residency.

It is effective two years from issuance, an internship provisional carries into the residency, and one renewal of two years is allowed (Iowa Code 154B.6(3)–(4); 481β€”880.2(4)).

  2. PsychologistIndependent

The doctoral licence required to practise psychology or to use titles like psychologist or psychotherapist in Iowa, unless an exemption such as the certified school psychologist title applies (Iowa Code 154B.3, 154B.4, 154B.6).

  3. Certified health service provider in psychologyOther

An add-on certification on the psychologist licence β€” and the gateway to prescriptive authority, since both prescribing certificates require it.

It takes one year in an organized health service training program (APA- or CPA-accredited or APPIC-member internships are deemed approved) plus one year of clinical experience meeting the postdoctoral residency rule, or current National Register registration.

It renews with the licence (Iowa Code 154B.7; 481β€”880.2(5)).

  4. Conditional prescription certificateOther

The training certificate on the way to prescriptive authority, open only to applicants who hold the licence and an active health service provider certification in good standing: the psychopharmacology degree and exam, supervised clinical experience and practicum, and prescribing under a licensed physician's supervision.

Valid four years (Iowa Code 154B.10; 481β€”883.2(1)(a)).

  5. Prescription certificateOther

Full prescriptive authority, standing on the licence, the health service provider certification and an active conditional prescription certificate, all in good standing: two years of supervised prescribing certified by the supervising physician, a collaborative practice agreement, and yearly psychopharmacology continuing education (Iowa Code 154B.11; 481β€”883.5(1)(a)).

One psychologist licence, one supervised stage, protected titles

πŸ“œ Iowa Code §§ 154B.3, 154B.4, 154B.6(3)–(4); 481β€”880.17

Chapter 154B requires a licence both to practise psychology and to use titles that imply it, so a job title built on psychology or psychotherapy needs the licence behind it unless an exemption applies.

Exemptions include school psychologists certified by the department of education who use the title certified school psychologist.

The provisional license in psychology is the supervised stage for interns and residents, and rule 880.17 pins the working titles: psychology intern before the doctorate, psychology resident or postdoctoral fellow only during a qualifying residency, with provisional licensees adding the provisional designation after their title.

For how master’s-level psychology licences work where they exist, see the master’s-level psychology practitioner.

β€œa person who is not licensed under this chapter shall not claim to be a licensed practicing psychologist”

A doctorate from a program that is accredited, designated or respecialized

πŸ“œ 481β€”880.4(4)

The rule asks for a doctoral degree in psychology from a program that at graduation was accredited by the APA, accredited by the Canadian Psychological Association, or designated by the ASPPB/National Register.

Two alternates stand in: current ABPP board certification, or a postdoctoral respecialization certificate from an APA-accredited program.

Foreign-trained applicants who miss those routes need an equivalency evaluation from the National Register or a member of the National Association of Credential Evaluation Services.

For a graduate choosing where to apply, the program's accreditation status at graduation is the fact that matters.

For how the PhD and PsyD routes to this degree differ, see PhD vs. PsyD.

β€œAn applicant for licensure to practice as a psychologist shall possess a doctoral degree in psychology.”

An internship, then a postdoctoral residency that Iowa still requires

πŸ“œ Iowa Code Β§ 154B.6(1)(a); 481β€”880.8(1)

The statute requires a doctoral degree plus at least one year of supervised professional experience under the supervision of a licensed psychologist.

The rule structures that experience in two blocks: a predoctoral internship first, then a postdoctoral residency of a minimum of 1,500 hours completed in no less than ten months.

The residency may begin only after all academic requirements for the doctoral degree, including completion of the predoctoral internship, have been completed β€” so the internship hours themselves cannot be the supervised year.

A graduate counting hours should plan the calendar around that sequencing and the ten-month floor before anything else.

For the whole path from degree to licence, see how to become a clinical psychologist.

β€œThe postdoctoral residency may begin after all academic requirements for the doctoral degree, including completion of the predoctoral internship, have been completed. The postdoctoral residency shall consist of a minimum of 1,500 hours that are completed in no less than ten months.”

The EPPP, scored the Iowa way, and no Part 2

πŸ“œ 481β€”880.2(3)(c), 880.3(2)(b)

Psychology applicants must pass the EPPP and have the score sent directly from ASPPB to the board, which uses the EPPP passing score as the Iowa passing score.

No EPPP Part 2 requirement appears in chapter 880, and no separate Iowa jurisprudence or oral exam for psychologists was found in the rules read.

The exam landscape shifts anyway: ASPPB's single integrated EPPP replaces the two-part exam for first-time takers from fall 2027 and becomes the only version from April 1, 2028; the chapter 880 text as read (IAC 9/2/26, amended through ARC 0556D effective October 7, 2026) still names only the EPPP.

β€œAn applicant shall successfully pass the national Examination for Professional Practice in Psychology (EPPP).”

Who supervises the residency, and how often you meet

πŸ“œ 481β€”880.8(2)

The residency runs under a licensed psychologist who is actively licensed where the supervision occurs, with a supervision plan on the board's form β€” filed with the board before the residency starts when the resident holds or is applying for a provisional license.

A supervisor takes no more than three concurrent full-time supervisees or the equivalent in part-time supervisees, with full-time defined as 40 hours per week, and meets the supervisee individually every week hours are accrued β€” in person or by videoconferencing β€” until the meetings total no less than 45 hours across the residency.

Group supervision does not count toward those 45 hours.

The supervisor must be readily available on site or electronically whenever the supervisee is providing services, and must name licensed providers to contact during times they are not.

An associate choosing a supervisor is choosing someone with that capacity, not just a licence.

β€œThe supervisee and supervisor will meet individually in person or via videoconferencing during each week in which postdoctoral residency hours are accrued, for no less than a total of 45 hours during the postdoctoral residency.”

Prescribing psychologists: two certificates under a physician's structure

πŸ“œ Iowa Code §§ 154B.9–.12; 481β€”883.2(1)(a), 883.3(2)–(4), 883.5(1), (3)

A psychologist shall not prescribe except under the conditional prescription certificate or the prescription certificate, and neither is open to a bare licence: the applicant must also hold an active health service provider certification in good standing.

The conditional certificate takes a postdoctoral master of science in clinical psychopharmacology, the Psychopharmacology Examination for Psychologists, a supervised clinical experience in clinical assessment techniques and pathophysiology, a practicum of a minimum of 400 hours β€” at least 100 in a psychiatric setting and at least 100 in a primary care or community mental health setting β€” and malpractice insurance, with prescribing under the supervision of a licensed physician; it is valid four years.

The prescription certificate adds two years of supervised prescribing and a collaborative practice agreement, plus a minimum of 20 hours of psychopharmacology continuing education each year, separate from the hours needed to renew the psychologist licence.

Prescriptions carry a board-assigned identification number naming the holder as a psychologist certified to prescribe.

For which states let specially trained psychologists prescribe, and on what terms, see prescriptive authority for psychologists.

PSYPACT: enacted, not yet in effect

πŸ“œ 2026 Iowa H.F. 2676; PSYPACT Commission map (read September 2026)

The PSYPACT Commission map, as read in September 2026, lists Iowa under its enacted-but-not-yet-effective heading: H.F.

2676 was enacted May 20, 2026 and takes effect July 1, 2027.

Until that date there is no PSYPACT route into Iowa, so an out-of-state psychologist's limited option is the chapter 154B.3 exemption: no more than ten consecutive business days or fifteen business days in any ninety-day period, for a psychologist whose residence and major practice are outside Iowa and who holds an equivalent home licence β€” or whom the board finds equivalent if they reside in a state that does not license psychologists.

Rule 880.2(6) requires the application, fee, summary of intent and licence verification sent from the home jurisdiction, and the exemption must be issued before any practice in Iowa.

Once the compact is live, it covers doctoral-level psychologists practising telepsychology or temporarily in person in other participating states.

Iowa's own rules already carry the pattern: chapter 880 closes with the Counseling Compact for counselors, not psychologists.

For how PSYPACT’s telepsychology and temporary-practice authorizations work, see PSYPACT explained.

Moving to Iowa: endorsement and licensure by verification

πŸ“œ 481β€”880.6

A psychologist licensed at the doctoral level in another jurisdiction files for endorsement with licence verification sent from that jurisdiction.

The cleanest routes: a current ASPPB Certificate of Professional Qualification, or a doctoral degree plus an independent licence for at least three years with no disciplinary history, which is deemed to meet the rule's underlying requirements β€” except that a foreign-trained applicant who does not meet the 880.4(4)(a) program routes still needs the equivalency evaluation.

Any other applicant supplies an official EPPP score β€” the ASPPB recommended passing score is considered passing β€” and shows substantial equivalence through transcripts and supervisor verification, National Register health service provider credentialing, or ABPP certification originally granted on or after January 1, 1983.

An applicant who cannot satisfy endorsement may apply for licensure by verification under rule 481β€”501.1.

β€œverification of a doctoral degree in psychology and an independent license to practice psychology in another jurisdiction for at least three years with no disciplinary history.”

Biennial renewal, 40 hours, and a six-hour Iowa-law requirement

πŸ“œ 481β€”880.12; 481β€”881.2(2), (4), (5), (11)

The licence renews on a biennial cycle running July 1 of even-numbered years to June 30 of the next even-numbered year, matching the continuing education compliance period of a minimum of 40 hours approved by the board.

A first renewal is exempt, no hours are required to renew a provisional license, and hours completed beyond the minimum can carry into the next biennium, up to 50 percent.

From the second renewal on, licensees owe six hours in Iowa mental health laws and regulations or risk management, and after that six hours in any of ethical issues, federal or Iowa mental health laws and regulations, or risk management.

Renewal also carries mandatory reporter training in child and dependent adult abuse identification for licensees who examine, attend, counsel or treat those groups in Iowa.

A new rule chapter, and an amendment landing October 7, 2026

πŸ“œ ARC 9401C–9410C (effective August 13, 2025); ARC 0556D (effective October 7, 2026); 2023 Iowa Acts ch. 19

Iowa moved these rules twice in recent years.

The psychology rules transferred from 645β€”chapters 240–244 to 481β€”chapters 885–889 in the 2024 IAC supplement, then were rescinded and consolidated into 481β€”chapters 880–884 effective August 13, 2025, which is the numbering this page cites.

The chapter 880 text this page was verified against (IAC 9/2/26) already incorporates ARC 0556D, which takes effect October 7, 2026, amending rules 880.1, 880.2, 880.4, 880.10, 880.14, 880.18 and 880.19.

On the statute side, 2023 Acts chapter 19 amended 154B.8, voluntary surrender of licence, so that the director of the Department of Inspections, Appeals, and Licensing may accept the surrender.

What This Page Does β€” and Doesn’t β€” Cover

This page summarizes the Iowa statute, rules, board pages and other documents cited above, as read for this state-by-state psychologist licensure series, current as of September 2026.

It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the Iowa Board of Behavioral Health Professionals (Dept. of Inspections, Appeals, and Licensing) publishes.

Hour totals, exams and supervision rules change by statute and by board rule; for how the two doctoral routes differ, see PhD vs. PsyD.

Confirm every requirement with the Iowa Board of Behavioral Health Professionals (Dept. of Inspections, Appeals, and Licensing) before you count hours, register for an exam or apply β€” and before you take one of the clinical psychologist jobs in Iowa that asks for it.

Frequently Asked Questions

Does Iowa require a postdoc year to become a psychologist?

Yes, as the rule is written.

The postdoctoral residency is a minimum of 1,500 hours completed in no less than ten months, and it may begin only after all academic requirements for the doctoral degree, including the predoctoral internship, are complete.

The rules read contain no route that lets internship or practicum hours stand in for the residency.

Confirm an hour plan with the board before you rely on it.

Can I practise telepsychology in Iowa under PSYPACT?

Not yet.

The PSYPACT Commission map, as read in September 2026, lists Iowa as enacted but not yet effective: H.F.

2676 was enacted May 20, 2026 and takes effect July 1, 2027.

Until then, the limited route for an out-of-state psychologist is the chapter 154B.3 exemption: no more than ten consecutive business days or fifteen business days in any ninety-day period, for a psychologist whose residence and major practice are outside Iowa, on an equivalent home licence or board-found equivalence.

Rule 880.2(6) requires the application and fee, and the exemption must be issued before any practice in Iowa.

Can psychologists prescribe medication in Iowa?

Yes, but only through the two certificates in Iowa Code 154B.10 and 154B.11, and only for psychologists who also hold an active health service provider certification in good standing.

The conditional prescription certificate takes a postdoctoral master of science in clinical psychopharmacology, the Psychopharmacology Examination for Psychologists, a 400-hour supervised practicum and malpractice insurance, with prescribing under a licensed physician's supervision.

The prescription certificate adds two years of supervised prescribing, a collaborative practice agreement and yearly psychopharmacology continuing education.

Is there a master's-level psychology licence in Iowa?

No. The psychology rules read cover the doctoral psychologist licence, the provisional license in psychology and the health service provider certification; no master's-level psychology licence was found in them.

A provisional license is not a master's credential either β€” it is the supervised stage for doctoral applicants completing a predoctoral internship or postdoctoral residency.
