Psychologist Licensure in Ohio: Degree, Supervised Hours and the EPPP

Founder, BehavioralHires
Last verified September 2026

Ohio licenses psychologists through the State Board of Psychology of Ohio.

The psychologist licence takes a doctorate from a program accredited by the APA, the Canadian Psychological Association, ASPPB/National Register designation or NASP, two years (3,600 hours) of supervised experience with at least one year as a predoctoral internship, the EPPP and a board-administered law and ethics exam.

Accredited-program graduates do not need a postdoctoral year; non-accredited and foreign-degree graduates do.

Master's-level licensure exists in school psychology only.

At a glance

Licence titles

Psychologist, independent school psychologist and school psychologist (ORC 4732.10(B)–(D)).

Degree

An earned doctorate from a program accredited by the APA, the Canadian Psychological Association's accreditation office, the ASPPB/National Register designation committee, or the National Association of School Psychologists; non-accredited and foreign doctorates are also eligible on other routes.

Internship

At least one supervised year must be a predoctoral internship (ORC 4732.10(B)(3)).

An internship without APA or CPA accreditation or APPIC membership can qualify as equivalent if it runs a minimum of 1,500 and a maximum of 2,000 hours over no less than 12 months (or nine months for school psychology internships) and no more than 24 months (OAC 4732-9-01(B)(1)).

Postdoctoral year

Not for accredited-program graduates: the second sequence can be post-internship training, qualifying doctoral program placements, or a combination (OAC 4732-9-01(B)(2)).

Applicants on the non-accredited and foreign-degree routes must complete at least one year postdoctorally (ORC 4732.10(B)(4)).

Exams

The EPPP, with the passing score on the board's website β€” not stated in the sources read β€” plus a board-administered exam on chapter 4732, board rules, ethics and standards of care (OAC 4732-11-01(A), (E)).

No EPPP Part 2 requirement was found.

Master's-level licence

School psychology only: school psychologist and independent school psychologist, both on at least a master's degree in school psychology; the independent licence also takes four years of school psychology experience under OAC 4732-9-02.

No general master's-level clinical psychology licence was found in the sources read.

PSYPACT

Member, in effect: OH S 2, enacted April 27, 2021, effective July 26, 2021, per the PSYPACT Commission map as of September 2026.

Prescriptive authority

None.

The sources read record no RxP for Ohio psychologists.

Renewal & CE

Not less than 23 hours of continuing education in psychology in each two-year period, due by August 31 of each even-numbered year, including not less than 4 hours on professional conduct, ethics or culture (ORC 4732.141(A)(1)(a)).

The Ohio credential ladder

  1. School psychologistOther

The school-setting licence: at least a master's degree in school psychology, age twenty-one, and a nine-month, full-time internship in an approved school setting (ORC 4732.10(D)).

  2. Independent school psychologistOther

The master's-level school psychology licence for independent practice: at least a master's degree in school psychology with graduate course work in the field β€” at least 60 quarter hours by the statute (ORC 4732.10(C)(3)), at least 90 quarter or 60 semester hours by rule (OAC 4732-9-02) β€” an approved internship or a year of other acceptable training (ORC 4732.10(C)(4)), the Praxis exam and the board-administered exam (OAC 4732-11-01(C), (E)), and experience stated on both measures: at least 27 months, exclusive of internship, of full-time experience as a certificated school psychologist (ORC 4732.10(C)(5)), and four years of school psychology experience, at least two of them employed by a board of education or a private school meeting prescribed standards (OAC 4732-9-02(C)).

  3. PsychologistIndependent

The doctoral licence: an earned doctorate on the statute's degree routes (accredited, non-accredited, or foreign; a fourth route admits a ten-year Canadian licence holder), two years (3,600 hours total) of supervised experience with at least one year as a predoctoral internship β€” and at least one year postdoctorally on the non-accredited and foreign routes (ORC 4732.10(B)(4)) β€” the EPPP, and a board-administered state exam (ORC 4732.10(B); OAC 4732-9-01, 4732-11-01).

Three licences, each with its own admission requirements

πŸ“œ ORC 4732.10(B)–(D)

Ohio issues three licences under chapter 4732: psychologist, independent school psychologist and school psychologist.

The psychologist licence is the doctoral credential; the other two are the school psychology track, issued on at least a master's degree in school psychology.

An applicant for any of them must be at least twenty-one years of age.

The statute sets separate admission-to-examination requirements for each licence, so a school psychology licence is not a step toward the psychologist licence β€” each track is admitted to its own examination.

For how master’s-level psychology licences work where they exist, see the master’s-level psychology practitioner.

β€œHas completed a nine month, full-time internship in an approved school setting as described in rules adopted by the board.”

A doctorate from a program one of four bodies accredited

πŸ“œ ORC 4732.10(B)(2)(a) (eff 2023-12-29)

The default route is an earned doctorate from an accredited institution whose program was accredited by the American Psychological Association, the Canadian Psychological Association's accreditation office, the ASPPB/National Register designation committee, or the National Association of School Psychologists.

Non-accredited doctorates in psychology or school psychology (B)(2)(b) and foreign equivalents (B)(2)(c) are also eligible, but a postdoctoral year attaches to those routes.

Two safety valves widen the accredited route: a program accredited within two years of the degree being awarded counts as accredited, and a doctorate in a non-applied branch can qualify through a specialty retraining certificate from an APA- or CPA-accredited clinical, counseling or school psychology program.

For how the PhD and PsyD routes to this degree differ, see PhD vs. PsyD.

β€œReceived an earned doctoral degree from an institution accredited or recognized by a national or regional accrediting agency and a program accredited by any of the following: (i) The American psychological association, office of program consultation and accreditation; (ii) The accreditation office of the Canadian psychological association; (iii) A program listed by the association of state and provincial psychology boards/national register designation committee; (iv) The national association of school psychologists.”

Two years, 3,600 hours β€” and the second sequence can be doctoral placements

πŸ“œ ORC 4732.10(B)(3), (B)(4); OAC 4732-9-01, (B)(2)

Every applicant needs at least two years (3,600 hours total) of supervised professional experience, and at least one year must be a predoctoral internship.

For graduates of accredited programs, the second sequence can be full-time or part-time post-internship (including post-doctoral) training, a combination of qualifying doctoral program placements, or a mix of the two β€” so no postdoctoral year is required.

The placement route asks for a minimum 1,600-hour sequence, taken after at least 48 semester hours of coursework and a 400-hour introductory practicum.

An internship without APA or CPA accreditation or APPIC membership can still qualify if pre-approved and judged equivalent, running at least 1,500 and at most 2,000 hours over no less than 12 months (or nine months for school psychology internships) and no more than 24 months.

Applicants on the non-accredited and foreign routes must instead complete at least one year of the two postdoctorally (ORC 4732.10(B)(4)).

For the whole path from degree to licence, see how to become a clinical psychologist.

β€œIn addition, all applicants shall have had at least two years (thirty-six hundred hours total) of supervised professional experience in psychological work of a type satisfactory to the board.”

The EPPP and a board-administered state exam

πŸ“œ OAC 4732-11-01(A), (E) (eff 2025-01-01)

Applicants must demonstrate a passing score on the EPPP, received directly from ASPPB; the score itself is published on the board's website and was not stated in the sources read.

No EPPP Part 2 requirement was found in the rules read.

The exam question is time-limited anyway: ASPPB's integrated EPPP replaces the two-part exam for first-time takers from fall 2027 and is the only version from April 1, 2028, so confirm with the board which version you will sit.

Separately, after passing the national exam, each candidate must pass an examination administered under the direction of the board; the exam may include, but is not limited to, chapter 4732, the board's rules, related Revised Code provisions, professional ethics and standards of care.

β€œAfter successfully completing the appropriate national examination, and pursuant to division (A)(2) and division (B)(2) of section 4721.11 of the Revised Code, each applicant for a psychologist or independent school psychologist license must pass an examination administered under the direction of the board.”

Who can supervise, and what a qualifying placement looks like

πŸ“œ OAC 4732-9-01(B)(1)(a)–(b), (B)(2)

The detailed internship criteria are the equivalent route's, not every internship's.

An APA- or CPA-accredited or APPIC-member internship qualifies under (B)(1)(a) by documentation alone; an internship similar in structure and substance must be pre-approved by the doctoral program's director of training and judged by the board to satisfy (B)(1)(b)(i)–(x): face-to-face services on no less than 25 per cent of the intern's time, weekly individual face-to-face supervision of at least one hour per twenty internship hours, and two hours per week of didactic activities.

No less than 75 per cent of that supervision must come from a psychologist or school psychologist licensed by this board, or licensed in another jurisdiction when the experience took place there or when practising legally in Ohio, or from a post-doctoral trainee supervising under an umbrella arrangement with one; allied mental health professionals may provide no more than 25 per cent.

Of the post-internship second-sequence options, only a (B)(2)(b) experience subsequent to the internship must meet the internship criteria; an APA-accredited or APPIC-member postdoctoral program qualifies by documentation alone under (B)(2)(a).

The master's route is school psychology only, and no prescribing

πŸ“œ ORC 4732.10(C), (D); OAC 4732-9-02; OAC 4732-11-01(C), (E)

Ohio's master's-level credentials are the school psychology licences, both on at least a master's degree in school psychology; no general master's-level clinical psychology licence was found in the sources read.

For the independent school psychologist licence, the statute and rule state the experience requirement differently: ORC 4732.10(C)(5) asks for at least twenty-seven months, exclusive of internship, of full-time certificated school psychology experience, while OAC 4732-9-02 (eff 2025-01-01) asks for at least four years of school psychology experience β€” one year of school psychology internship of no less than 1,200 hours, or other training experience acceptable to the board, credited toward at most one year, and at least two years practising school psychology employed by a board of education or a private school meeting prescribed standards.

The rule lifts the course work to at least 90 graduate quarter hours or 60 semester hours, and the OAC 4732-11-01(E) board exam applies to independent school psychologist applicants too.

A master's-trained clinician who wants a psychologist licence must complete the doctorate, and the sources read record no prescriptive authority for Ohio psychologists.

For which states let specially trained psychologists prescribe, and on what terms, see prescriptive authority for psychologists.

β€œAt least one-half (two years) of said experience shall occur while practicing school psychology within the scope of employment by a board of education or by a private school meeting standards prescribed by the relevant state or provincial department or board of education.”

PSYPACT: in effect since July 26, 2021

πŸ“œ PSYPACT Commission map (OH S 2, enacted 2021-04-27, effective 2021-07-26)

Ohio is a PSYPACT member in effect: the commission's map, as read in September 2026, records OH S 2, enacted April 27, 2021, effective July 26, 2021.

An Ohio-licensed psychologist uses PSYPACT to practise telepsychology, or practise temporarily in person, in other participating states, through ASPPB's E.Passport or Interjurisdictional Practice Certificate plus the matching PSYPACT authorization.

PSYPACT is doctoral-only β€” it covers psychologists licensed on a doctoral degree β€” so Ohio's master's-level school psychology licences cannot use it.

For how PSYPACT’s telepsychology and temporary-practice authorizations work, see PSYPACT explained.

23 CE hours every two years, four of them in ethics-related topics

πŸ“œ ORC 4732.141(A)(1)(a), (A)(1)(b), (A)(2)

By August 31 of each even-numbered year, a psychologist or independent school psychologist must have completed, in the preceding two-year period, not less than 23 hours of continuing education in psychology, including not less than 4 hours in professional conduct, ethics, or the role of culture or ethnic identity in practice.

The school psychologist licence runs its own cycle: 50 hours per five-year period, due by August 31 of each year ending in zero or five, including not less than four hours of continuing education in one or more of the same topics.

The board shall adopt rules reducing the hours for licensees in their first registration period, and it may excuse holders in cases of unusual circumstance, emergency or special hardship.

β€œEach license holder shall certify to the board, at the time of biennial or quinquennial registration pursuant to section 4732.14 of the Revised Code and on the registration form prescribed by the board under that section, that in the preceding two or five-year period, as applicable, the license holder has completed continuing psychology education in compliance with this section.”

Rule changes 2023–2026

πŸ“œ ORC 4732.10 (HB 509, eff 2023-04-06; HB 33, eff 2023-10-03 and 2023-12-29); OAC 4732-9-01 (eff 2023-12-31); OAC 4732-9-02, 4732-11-01 (both eff 2025-01-01)

The admission statute, ORC 4732.10, was amended by HB 509 of the 134th General Assembly effective April 6, 2023, and by HB 33 of the 135th effective October 3 and December 29, 2023.

The supervised-experience rule, OAC 4732-9-01, took effect December 31, 2023 β€” that is the rule as read; the date the predoctoral-placement option for the second sequence was first introduced could not be isolated.

The examination rule, OAC 4732-11-01, and the independent school psychologist admission rule, OAC 4732-9-02, both took effect January 1, 2025.

The CE statute, ORC 4732.141, was amended by HB 509 effective April 6, 2023.

Internationally trained applicants

πŸ“œ OAC 4732-9-01.2; ORC 4732.10(B)(2)(c), (d)

A doctoral degree from an institution outside the United States is evaluated for equivalence to a US doctoral degree in psychology or school psychology: the institution must appear in the International Handbook of Universities or the Commonwealth Universities Yearbook, and a NACES-member credential evaluation service must judge the transcript equivalent, at the applicant's expense.

The board waives that credential evaluation for degrees from programs accredited by the Canadian Psychological Association's accreditation panel.

Separately, ORC 4732.10(B)(2)(d) admits an applicant who has held a psychologist license, certificate, or registration required for practice in a Canadian jurisdiction for a minimum of ten years, on educational, experience and professional requirements the board sets by rule.

The postdoctoral year does not reach that route: ORC 4732.10(B)(4) attaches it to applicants under divisions (B)(2)(b) and (c) only.

Frequently Asked Questions

Do you need a postdoc to become a psychologist in Ohio?

Not if you graduated from an accredited program.

Ohio requires two years (3,600 hours total) of supervised professional experience with at least one year as a predoctoral internship, and accredited-program graduates may fill the second sequence with post-internship training, qualifying doctoral program placements, or a combination of the two.

Graduates of non-accredited or foreign programs must complete at least one year postdoctorally.

Confirm how your hours will count with the State Board of Psychology before you rely on them.

Can doctoral practicum hours count toward Ohio's 3,600 hours?

Yes, within limits.

A sequence of qualifying doctoral program training placements can complete the 3,600 hours, but the placements must form a minimum 1,600-hour sequence and follow at least 48 semester hours of coursework plus a 400-hour introductory practicum, with placements planned and approved by the doctoral program's director of training (OAC 4732-9-01(B)(2)(c)).

A combination of doctoral placements and post-internship experiences also qualifies.

Ask the board to pre-clear an unusual sequence.

What exams does Ohio require for psychologist licensure?

Two.

First the EPPP, with the board receiving your passing score directly from ASPPB β€” the score is on the board's website and is not stated in the sources read.

Second, an examination administered under the board's direction that may include, but is not limited to, chapter 4732 of the Revised Code, the board's rules, professional ethics and standards of care (OAC 4732-11-01(A), (E)).

No EPPP Part 2 requirement appears in the rules read; ASPPB's integrated EPPP replaces both parts for first-time takers from fall 2027.

Can a master's-level psychologist practise independently in Ohio?

Ohio issues no general master's-level clinical licence; the master's-level credentials are the school psychologist and independent school psychologist licences.

The independent licence takes at least a master's degree in school psychology (60 graduate quarter hours by statute; 90 quarter or 60 semester by rule), an approved internship or a year of other acceptable training, the Praxis exam and the board-administered exam, and experience two ways: at least 27 months, exclusive of internship, of full-time certificated school psychology experience, and four years of school psychology experience, at least two employed by a school board or qualifying private school.

How many continuing education hours do Ohio psychologists need?

Twenty-three hours of continuing education in psychology in each two-year period, due by August 31 of each even-numbered year, including at least four hours on professional conduct, ethics, or the role of culture or ethnic identity in practice (ORC 4732.141(A)(1)(a)).

School psychologists renew on a five-year cycle with 50 hours β€” including not less than four hours in one or more of the same topics β€” due by August 31 of each year ending in zero or five.

The board can reduce the requirement for a first registration period by rule.
