Psychologist Licensure in Texas: Degree, Supervised Hours and the EPPP

Founder, BehavioralHires
Last verified September 2026

Texas licenses psychologists through the Texas State Board of Examiners of Psychologists, part of the Behavioral Health Executive Council.

The full licence takes a doctorate in psychology, 3,500 supervised hours (half in a doctoral internship, half as a provisionally licensed psychologist), the EPPP and a Texas jurisprudence exam.

Graduates of accredited programs can meet the second half with doctoral hours.

Texas also licenses a master's-level psychological associate who can practise independently, and it is a PSYPACT member.

Verify before you rely on this

Licensing rules change by statute and board rule, and this page is career information, not legal advice. Confirm every requirement with the state board before you apply, register for an exam or count supervised hours. In Texas, that is the Texas State Board of Examiners of Psychologists (Behavioral Health Executive Council).

The Texas credential ladder

  1. Provisionally licensed psychologistPre-licensure

A provisional licence for a doctoral applicant who has not yet passed the exams or finished the supervised experience; it allows practice under a licensed psychologist's supervision for not more than two years (22 TAC § 463.10(f)).

  2. Licensed psychological associate(LPA)Other

A master's-level licence: it practises under a licensed psychologist's supervision, or independently once the licensee shows 3,000 hours of supervised post-graduate experience under the rule's conditions (22 TAC § 463.8(c)).

  3. Licensed specialist in school psychology(LSSP)Other

The school psychology licence, issued on 60 graduate hours, an internship of at least 1,200 hours (600 in a public school) and the school psychology exam plus the jurisprudence exam (Occ.

    Code § 501.260; 22 TAC § 463.9).

  4. Licensed psychologistIndependent

The doctoral licence required to practise psychology, or to represent that you do, unless an exemption applies (Occ.

    Code §§ 501.251, 501.2525).

Four licences, and the practice of psychology is licensed

📜 Tex. Occ. Code §§ 501.251, 501.259, 501.260; 22 TAC § 463.10(f)

Texas issues four psychology licences: licensed psychologist, provisionally licensed psychologist, licensed psychological associate and licensed specialist in school psychology.

The provisional licence is the doctoral applicant's supervised stage, capped at two years.

The LPA is a genuine master's-level licence, and the LSSP is the school licence.

The statute's licence requirement covers both doing the work and holding yourself out as doing it, so a job title that implies psychology practice needs the matching licence unless an exemption in § 501.004 applies.

For how master’s-level psychology licences work where they exist, see the master’s-level psychology practitioner.

“may practice under the supervision of a licensed psychologist as a provisionally licensed psychologist for not more than two years”

A doctorate in psychology, and a transcript that says so

📜 Tex. Occ. Code § 501.2525(a)(1)(A); 22 TAC § 463.10(b), (c)

The statute requires a doctoral degree in psychology from a regionally accredited institution, and the rule adds a paper test: for degrees conferred on or after January 1, 1979, the transcript itself must designate a major in psychology.

A doctorate in a neighbouring field with psychology coursework does not meet that line.

The rule does not require APA accreditation for the degree, but accreditation matters later, because it decides whether internship and practicum hours can stand in for post-degree supervision.

An applicant who holds ASPPB's Certificate of Professional Qualification is treated as meeting every requirement except the jurisprudence exam.

For how the PhD and PsyD routes to this degree differ, see PhD vs. PsyD.

“a doctoral degree in psychology from a regionally accredited educational institution conferred on or after January 1, 1979.”

3,500 supervised hours, and when the second half can come early

📜 Tex. Occ. Code § 501.2525(a)(2)(A), (d); 22 TAC § 463.11(a), (b)

The rule asks for at least 3,500 hours of supervised experience: at least 1,750 through a formal internship within the doctoral program and at least 1,750 received as a provisionally licensed psychologist.

The statute frames the same idea as two years, one of which may be inside the doctoral program.

The twist is § 463.11(b): graduates of APA-, CPA- or PCSAS-accredited programs may count internship hours above 1,750, and qualifying practicum hours, toward the post-doctoral half.

For those graduates the postdoc year can be met before the degree is conferred.

Graduates of other programs should plan on the full 1,750 post-degree hours.

For the whole path from degree to licence, see how to become a clinical psychologist.

“a minimum of 3,500 hours of supervised experience, at least 1,750 of which must have been obtained through a formal internship … and at least 1,750 of which must have been received as a provisionally licensed psychologist.”

The EPPP, a Texas jurisprudence exam, and no Part 2

📜 22 TAC §§ 463.30(c), 463.31(a), (c); Tex. Occ. Code § 501.256(d)

Every applicant for the psychologist or psychological associate licence must pass the EPPP, with 500 as the passing score on the computer-based exam, and the Texas jurisprudence exam, where the pass mark is 85%.

No requirement for EPPP Part 2 (Skills) was found in the rules read.

That question is time-limited anyway: ASPPB is replacing the two-part EPPP with one integrated exam for first-time takers from fall 2027, the only version from April 1, 2028, and the Texas rules read had not yet been amended for it.

“each applicant must pass the jurisprudence examination before the executive council may issue a license”

The LPA's route to independent practice, and no prescribing

📜 Tex. Occ. Code § 501.259; 22 TAC § 463.8(c), (e)

A licensed psychological associate must practise under a licensed psychologist's supervision and may not practise independently, unless they show at least 3,000 hours of post-graduate-degree experience under one or more licensed psychologists.

Those hours must fall within not less than 24 and not more than 48 consecutive months, in no more than three placements, so hours from a fourth placement, or spread over more than 48 months, fall outside the rule.

An independent LPA must tell every client whether they hold a master's, specialist or doctoral degree.

Texas psychologists at any level have no prescriptive authority.

For which states let specially trained psychologists prescribe, and on what terms, see prescriptive authority for psychologists.

“must practice under the supervision of a licensed psychologist and may not practice independently.”

PSYPACT: in effect since July 1, 2020

📜 Tex. Occ. Code §§ 501.601–.603 (H.B. 1501, 2019); PSYPACT Commission map

Texas joined PSYPACT through H.B.

1501, which added the compact to chapter 501.

The PSYPACT Commission map, as read in September 2026, lists Texas as a member in effect: enacted June 10, 2019, effective July 1, 2020.

PSYPACT is doctoral-only, so a Texas LPA or LSSP cannot use it.

A Texas psychologist uses it to practise telepsychology or temporarily in person in another participating state, through ASPPB's E.Passport or Interjurisdictional Practice Certificate plus the PSYPACT authorization.

For how PSYPACT’s telepsychology and temporary-practice authorizations work, see PSYPACT explained.

Moving to Texas: three shortcuts in the rule

📜 22 TAC § 463.10(c), (d), (e)

The psychologist rule gives experienced out-of-state applicants three routes past parts of the file.

A current ASPPB Certificate of Professional Qualification counts for everything except the jurisprudence exam.

An active ABPP specialist certification counts for everything except the EPPP and the jurisprudence exam.

And a doctoral-level psychologist licensed in good standing who has practised in another jurisdiction for at least five years does not have to document supervised experience.

In each case the credential or licence verification must reach the Council directly from the issuing body, or as agency staff direct.

“The requirement for documentation of supervised experience under this rule is waived for an applicant who is actively licensed as a doctoral-level psychologist in good standing and has been practicing psychology in another jurisdiction for at least five years.”

Renewal, and the CE figure the sources did not give

📜 Tex. Occ. Code § 501.301; 22 TAC § 882.50; BHEC continuing education page

The statute requires the executive council to renew licences annually or biennially and leaves the cycle to rule.

The council's CE rule obliges every licensee to complete continuing education each renewal period but hands the amount to each member board, and the psychology board's hour figure was not located in the sources read.

BHEC requires licensees to report CE through CE Broker from January 1, 2026.

Check the board's CE page for your renewal period before your licence comes due.

Rule changes 2023–2026

📜 22 TAC §§ 463.8, 463.10, 463.11, 463.31; Tex. Occ. Code § 501.260 (2025 HB 2598)

The LPA rule, § 463.8, was amended effective September 21, 2023.

The psychologist and supervised-experience rules, §§ 463.10 and 463.11, were amended effective March 7, 2023, and § 463.10 again effective March 17, 2025, the same date as the exam rule § 463.31.

The LSSP statute, § 501.260, was amended by 2025 HB 2598, effective September 1, 2025.

CE Broker reporting became mandatory on January 1, 2026.

Frequently Asked Questions

Do you need a postdoc to become a licensed psychologist in Texas?

Not always.

The rule requires 1,750 hours as a provisionally licensed psychologist on top of a 1,750-hour internship, but graduates of APA-, CPA- or PCSAS-accredited programs may count extra internship hours and qualifying practicum hours toward that second half.

If your program is not accredited by one of those bodies, plan on the post-degree hours.

Confirm how your hours will be counted with the board before you rely on them.

Can a master's-level psychological associate practise independently in Texas?

Yes, once they qualify.

An LPA practises under a licensed psychologist's supervision until they can show at least 3,000 hours of post-graduate-degree supervised experience, gathered over 24 to 48 consecutive months in no more than three placements.

An independent LPA must tell clients which degree they hold.

The board's rule, 22 TAC § 463.8, sets the details.

What exams does Texas require for psychologist licensure?

The EPPP, with a passing score of 500 on the computer-based exam, and the Texas jurisprudence exam, which takes 85% to pass.

No EPPP Part 2 requirement was found.

ASPPB's single integrated EPPP replaces both parts for first-time takers from fall 2027, so check the board's exam page for which version you will sit.

Can a Texas psychologist use PSYPACT?

Yes.

Texas has been an effective PSYPACT member since July 1, 2020, per the PSYPACT Commission map as read in September 2026.

The compact covers doctoral-level psychologists only, so LPAs and LSSPs cannot use it.

A psychologist needs ASPPB's E.Passport or Interjurisdictional Practice Certificate plus the matching PSYPACT authorization before practising in another participating state.
