Psychologist Licensure in Washington, DC: Degree, Supervised Hours and the EPPP

Founder, BehavioralHires
Last verified September 2026

DC licenses psychologists through the DC Board of Psychology under 17 DCMR chapter 69.

The licence takes a designated doctorate, 4,000 hours of psychological practice experience, the EPPP at half a standard deviation below the national mean, and the District's jurisprudence requirement.

At least 2,000 of the 4,000 hours must come after the degree.

A master's-level psychology associate registration covers supervised practice, and DC has been an effective PSYPACT member since April 2021.

Verify before you rely on this

Licensing rules change by statute and board rule, and this page is career information, not legal advice. Confirm every requirement with the state board before you apply, register for an exam or count supervised hours. In Washington, DC, that is the DC Board of Psychology (DC Health).

At a glance

Licence titles

Psychologist (licence, 17 DCMR ch. 69) and psychology associate (supervised registration, 17 DCMR ch. 86).

Degree

A doctorate from an institution accredited by a US Department of Education or COPA-recognised accrediting body, plus a psychology designation: ASPPB or National Register listing, APA accreditation when the degree was awarded, conferral before 1981, or an ABPP diploma (6902.1).

The designation gate is waived for applicants enrolled before April 15, 2011 (6902.8); foreign programs have a board route under 6903.

Internship

No standalone internship requirement: a pre-doctoral internship can supply up to 2,000 of the 4,000 hours whatever its accreditation; an APA-accredited or APPIC-member internship or postdoctoral program qualifies as-is, and any other experience qualifies under the 6902.5 supervision criteria (6902.2, 6902.4).

Postdoctoral year

Always, in hour terms: at least 2,000 of the 4,000 hours must come after conferral β€” either all 4,000 post-degree over two to three years, or up to 2,000 internship hours plus the remainder acquired within two years after the degree.

Exams

EPPP at a score not lower than 0.5 standard deviation below the national mean (or a successor exam the board accepts, or ABPP), plus the DC jurisprudence examination (6904.1, 6905.1).

No EPPP Part 2 requirement was found.

Master's-level licence

The psychology associate registration: a master's or doctoral degree focusing on psychology judged substantially equivalent, supervised practice only, a maximum of five associates per supervisor, and no independent practice (ch. 86).

PSYPACT

Member, in effect: DC B 145, enacted and effective April 2, 2021, per the PSYPACT Commission map as of September 2026.

Prescriptive authority

None.

DC psychologists do not prescribe.

Renewal & CE

Licences expire December 31 of odd-numbered years (6901.1); 30 CE hours per two-year period β€” at least 15 live, 3 ethics, 2 LGBTQ and 10 percent in DC public health priorities (6906.4).

The Washington, DC credential ladder

  1. Psychology associateOther

A registration, not a licence: supervised practice as a psychology associate on a master's or doctoral degree focusing on psychology judged substantially equivalent, with no independent practice and no fees from patients (17 DCMR ch. 86; Β§ 6911.7).

Doctoral graduates who are not enrolled students must hold it before accruing their practice hours in the District (Β§ 6911.3).

  2. PsychologistIndependent

The licence to practise psychology in the District, on the designated doctorate, 4,000 hours of psychological practice experience, the EPPP score and the District's jurisprudence requirement (17 DCMR ch. 69).

Two credentials: the psychologist licence and the psychology associate registration

πŸ“œ 17 DCMR §§ 6902.1, 6911.3, 8610; 17 DCMR ch. 86

DC issues one psychologist licence and one psychology associate registration, both under the DC Board of Psychology within DC Health.

The licence in chapter 69 is the independent credential; the registration in chapter 86 is the state's supervised master's-or-doctoral credential, and no supervisor may hold more than five associates at once.

The same registration is also the holding pen for doctoral trainees accruing hours in the District: a non-enrolled graduate must register as a psychology associate before accruing psychological practice experience in DC toward licensure, so a fresh PhD or PsyD relocating to DC to finish hours starts at the registration, not the licence.

The registration also has an inbound route: the board endorses a psychology associate who holds a valid, unrestricted registration in good standing from another US jurisdiction, on official proof of that registration and the Β§ 8602.1 degree proof (8610).

Chapter 86 dates to the 2011 rulemaking and was last amended in 2019 (64 DCR 8268 in 2017, 66 DCR 12988 in 2019); the research pass found no 2023-2026 amendments to either chapter.

For how master’s-level psychology licences work where they exist, see the master’s-level psychology practitioner.

β€œA person who is not an enrolled student meeting the requirements of Β§ 103(c) of the Act, D.C. Official Code Β§ 3-1201.03(c) (2016 Repl.) and seeks to accrue hours of Psychological Practice Experience in the District in order to qualify for licensure shall first obtain registration as a psychology associate pursuant to chapter 86 of this title.”

A doctorate with a designation, or the 2011 grandfather

πŸ“œ 17 DCMR §§ 6902.1(a)-(b), 6902.8, 6903

The degree rule has two gates.

The institution must have been accredited, at conferral, by a body recognised by the US Secretary of Education or the Council on Postsecondary Accreditation (6902.1(a)), and the program must also carry the year's psychology designation: listing in ASPPB's Doctoral Psychology Program Meeting Designation Criteria or the National Register's, APA accreditation at the time the degree was awarded, conferral before 1981, or an active ABPP diploma (6902.1(b)).

The designation gate, and only that gate, is waived for an applicant enrolled in the doctoral program before April 15, 2011 (6902.8).

A foreign program not accredited under Β§ 6902 has its own board route (6903.1): in lieu of the accreditation gate, the applicant submits proof of accreditation by a body recognised by the national government of the country where the institution sits, or a certification from a board-approved private evaluation service that the education is substantially equivalent (6903.2), with a possible board interview (6903.3) and certified translations of foreign-language documents (6903.4).

The checklist's World Education Services line is that evaluation route in practice.

For how the PhD and PsyD routes to this degree differ, see PhD vs. PsyD.

β€œThat the applicant's doctoral degree program is listed in the "Doctoral Psychology Program Meeting Designation Criteria" published annually by the Association of State and Provincial Psychology Boards or the Council for the National Register of Health Service Providers in Psychology (the National Register), applicable for the year in which the degree was conferred”

4,000 hours of PPE, and a post-degree floor of 2,000

πŸ“œ 17 DCMR §§ 6902.1(c), 6902.2, 6902.3, 6902.4

The licence requires at least 4,000 hours of psychological practice experience.

The rule names two ways to arrange them: all 4,000 after conferral, taken over not less than two and not more than three years beginning the day after the degree; or up to 2,000 hours during a pre-doctoral internship with the remaining hours acquired within two years after conferral.

Either way, at least 2,000 of the 4,000 hours come after the degree β€” a doctoral internship can cover half at most, and as written the internship is the only pre-degree source the rule names; practicum hours are not listed as a counting category.

The experience itself must come through an APA-accredited or APPIC-member internship, an APA-accredited or APPIC-member postdoctoral program, or practice meeting the supervision criteria in Β§ 6902.5, and the board may extend the two- and three-year limits for good cause.

For the whole path from degree to licence, see how to become a clinical psychologist.

β€œThe four thousand (4,000) hours of psychological practice experience required pursuant to Β§ 6902.1(c) may have been acquired after conferral of the doctoral degree; or up to two thousand (2,000) hours may have been acquired during a pre-doctoral internship with the remaining hours acquired within two years after conferral of the doctoral degree.”

The EPPP, the District examination, and a checklist attestation

πŸ“œ 17 DCMR §§ 6904.1, 6904.4, 6904.5, 6905.1, 6905.2, 6905.6; DC Health psychologist examination checklist

DC accepts a score not lower than one-half standard deviation below the national mean on the EPPP, a successor exam the board accepts, or a passing ABPP score (6904.1).

EPPP authorisation runs 120 days and closes the application if it lapses without a board extension (6904.4); two consecutive failed attempts cost a one-year wait, then a year per further failure (6904.5).

The checklist lets candidates sit the EPPP once the application is approved as meeting the education and training requirements, including the practice hours.

Rule 6905.1 also requires the board's jurisprudence examination on DC laws, rules and ethical standards, available only after every other requirement is met (6905.2), with a six-month wait after two failures, then a year each (6905.6); the board may also interview.

The current checklist, though, states no DC exam is being given and substitutes a signed attestation on the study material β€” confirm which step applies to your file.

No EPPP Part 2 requirement was found in the DC sources read; ASPPB's integrated EPPP replaces both parts for first-time takers from fall 2027.

β€œ(No DC exam at this time. Applicant must read the Study Material and sign the Attestation Statement Form).”

Register before you count, and mind the ten percent rule

πŸ“œ 17 DCMR §§ 6902.4, 6902.5, 6902.6, 6902.9, 6911.1, 6911.3, 6911.6

The route the hours take decides whose supervision counts.

An APA-accredited or APPIC-member internship or postdoctoral program qualifies wherever it was completed (6902.4(a), (b)); any other experience needs a primary supervisor licensed in a jurisdiction of the United States β€” not necessarily the District β€” who may delegate part of the supervision to another psychologist, a psychiatrist or an independent clinical social worker, with at least ten percent of total practice hours under the primary supervisor's immediate supervision and a rating of at least satisfactory from each supervisor (6902.5).

Hours accrued inside DC as a student or registered psychology associate are the stricter case: those sit under a District-licensed primary supervisor (6911.1), and a graduate who is no longer an enrolled student must hold the associate registration before the first countable hour (6911.3).

The board may waive specific 6902.5 requirements for experience begun before June 30, 2014 (6902.9).

Every supervisor signs an attestation setting out the supervision's details (6902.6), and the checklist routes the pre- and postdoctoral verification forms through the supervisors themselves.

β€œA minimum of ten percent (10%) of the total supervised practice hours shall be performed under immediate supervision of the primary supervisor.”

Supervised practice only for associates, and no prescribing

πŸ“œ 17 DCMR Β§ 6911.7; 17 DCMR §§ 6911.10, 6911.4

The psychology associate registration carries hard limits: no independent practice, no compensation of any nature from patients β€” an employer salary is the allowed channel β€” services documented and invoiced so the supervisee's work is never billed as the supervisor's, and identification as a student or associate to every client before services begin.

For a master's-level graduate choosing where to settle, that makes DC a supervised-practice jurisdiction with no master's route to independence in its rules as read.

The psychologist licence is the independent credential, and DC psychologists have no prescriptive authority.

For which states let specially trained psychologists prescribe, and on what terms, see prescriptive authority for psychologists.

β€œA psychology associate shall not receive compensation of any nature, directly or indirectly, from a patient but may receive a salary or other form of compensation from his or her employer based on hours worked in the training program.”

PSYPACT: an effective member since April 2021

πŸ“œ PSYPACT Commission map (retrieved 2026-09-24); DC B 145

The DC Health psychology page links a Psychology Interjurisdictional Compact PDF that the research pass did not read; the PSYPACT Commission map, retrieved September 2026, is the layer that places DC among the effective members, under DC B 145, enacted and effective April 2, 2021.

For a DC psychologist that means the compact's two authorizations β€” telepsychology through an APIT and temporary in-person practice capped at 30 days a year β€” are available in other participating states through ASPPB's E.Passport or Interjurisdictional Practice Certificate.

The compact is doctoral-only, so a psychology associate cannot practise under it.

For how PSYPACT’s telepsychology and temporary-practice authorizations work, see PSYPACT explained.

β€œAggregate (PSYPACT Commission map, retrieved 2026-09-24): member, effective β€” DC B 145, enacted and effective 2021-04-02.”

Moving to DC: two routes for experienced licensees

πŸ“œ 17 DCMR §§ 6902.7, 6904.2

A psychologist licensed in another US jurisdiction who falls short on the practice-hour documentation can still meet the 4,000-hour requirement with at least two years of licensed, unsupervised practice, evidenced by a licence in good standing and a statement of the practice's location, duration, total hours and nature (6902.7).

An applicant who passed the exam more than five years before the application date is not required to retake it β€” but only if they do not qualify for licensure by reciprocity or endorsement under the Act and section 4014 of title 17, and demonstrate to the board's satisfaction that they have been continuously licensed and practising as a psychologist in the United States since passing (6904.2).

Both routes sit inside chapter 69's own text; the endorsement provisions they cross-reference sit outside the sources read.

β€œAn applicant for a license who has been licensed in another jurisdiction in the United States but who does not qualify for licensure by endorsement due to a lack of psychological practice experience meeting requirements of this section may rely upon at least two (2) years of licensed, unsupervised practice to fulfill the requirement of Β§ 6902.1(c).”

Odd-year renewal, 30 CE hours and the FY25 fees

πŸ“œ 17 DCMR §§ 6901.1, 6906.2, 6906.4; DC Health Board of Psychology 2025 renewal requirements

Licences expire at midnight on December 31 of each odd-numbered year, and the first renewal after the initial grant is exempt from the CE rule.

Each two-year cycle takes thirty hours of continuing education: at least fifteen in live programs, ten percent in the public health priorities the Director publishes, three in ethics and two in LGBTQ continuing education.

The FY25 notice dated the CE window January 1, 2024 to December 31, 2025 and listed a $203 psychology renewal fee, $115 for associates, and an $85 late fee assessed from January 1, 2026.

Psychology associates owe the same thirty hours under chapter 86, and DC Health's CE page adds a 50 percent proration for licensees with less than two years on their cycle while describing the hours as APA-approved.

β€œThree (3) hours shall be in ethics and two (2) hours shall be LGBTQ continuing education.”

Applying: the checklist's fees, references and supervisor forms

πŸ“œ 17 DCMR Β§ 6902.6; DC Health psychologist and psychology associate examination checklists

The psychologist application checklist prices the application and licence fee at $322, with a $50 criminal background check paid online; the associate checklist lists $230 plus the same background check.

Every application carries three character references from people who are not relatives, instructors or employers and have known the applicant at least a year, an official transcript sent by the issuing institution, and, for foreign-language transcripts, a World Education Services evaluation.

Supervisors email the pre- and postdoctoral verification forms themselves, completed in every section, attesting to the 4,000 hours; the associate checklist asks for a transcript showing a master's degree in psychology.

Screening questions include DC's Clean Hands requirement, and any yes answer brings document uploads and an NPDB self-query report requested no more than thirty days before submission.

β€œ$322 (USD) for Application and License Fee.”

What This Page Does β€” and Doesn’t β€” Cover

This page summarizes the Washington, DC statute, rules, board pages and other documents cited above, as read for this state-by-state psychologist licensure series, current as of September 2026.

It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the DC Board of Psychology (DC Health) publishes.

Hour totals, exams and supervision rules change by statute and by board rule; for how the two doctoral routes differ, see PhD vs. PsyD.

Frequently Asked Questions

Does Washington, DC require a postdoctoral year to become a psychologist?

In hour terms, yes.

The rule requires 4,000 hours of psychological practice experience, and at least 2,000 of them must come after the doctorate is conferred: either all 4,000 post-degree, taken over two to three years, or up to 2,000 hours from a pre-doctoral internship with the rest acquired within two years of conferral.

An internship can therefore cover half the requirement at most.

The board may extend the two- and three-year limits for good cause (17 DCMR §§ 6902.2, 6902.3).

Can a master's-level graduate practise psychology in DC?

Only as a registered psychology associate, under supervision.

The registration takes a master's or doctoral degree focusing on psychology that the board judges substantially equivalent, the District examination, and a supervisor who may oversee at most five associates at one time.

Associates may not practise independently and may not take fees from patients β€” compensation comes as a salary from an employer.

PSYPACT is doctoral-only, so it does not cover the registration.

The rules as read give a master's associate no route to independent practice in DC.

What EPPP score does DC require?

A score not lower than one-half standard deviation below the national mean on the EPPP; a successor exam the board accepts, or a passing ABPP exam score, also qualify (17 DCMR 6904.1).

Authorisation to sit the EPPP is valid for 120 days, after which the application closes unless the board extends it.

No EPPP Part 2 requirement was found in the DC sources read, and ASPPB's integrated EPPP replaces both parts for first-time takers from fall 2027 β€” check the board for which version you will sit.

Is there a DC jurisprudence exam for psychologists?

The rules require a passing score on a board-developed jurisprudence examination on DC laws, rules and the ethical standards for practising psychology in the District (17 DCMR 6905.1), and the board may also interview applicants.

In practice, the board's current application checklist states that no DC exam is being given at this time and instead asks applicants to read the study material and sign an attestation form.

Ask the board which step applies to your application before you rely on either.

When does a DC psychology licence renew, and what CE is due?

Licences expire at midnight on December 31 of each odd-numbered year (17 DCMR 6901.1).

The 2025 cycle's renewal notice ran the window from October 1 to December 31, 2025, with a $203 psychology renewal fee, $115 for associates, and an $85 late fee assessed from January 1, 2026.

Each two-year period needs thirty CE hours, at least fifteen live, including three ethics hours, two LGBTQ hours and ten percent in DC public health priorities.

The first renewal after the initial licence is exempt from CE.
