Social Work Licensure in Arizona: LCSW Requirements, Hours and Exams

Founder, BehavioralHires
Last verified September 2026

Arizona licenses social workers at three levels β€” LBSW, LMSW and LCSW β€” and clinical practice below the LCSW is limited to direct supervision as prescribed by the board.

The LCSW requires a CSWE-accredited master's or higher, at least twenty-four months of post-master's supervised experience including 1,600 direct client contact hours and 100 hours of clinical supervision (3200 hours in the rule text that could be verified), a supervisor's attestation, and the ASWB clinical exam.

Arizona has enacted the Social Work Licensure Compact, which issues no multistate licenses yet.

Licensing rules change by statute and board rule, and this page is career information, not legal advice. Confirm every requirement with the state board before you apply, register for an exam or count supervised hours. In Arizona, that is the Arizona Board of Behavioral Health Examiners.

At a glance

Clinical license

Licensed Clinical Social Worker (LCSW), under A.R.S.

32-3293.

An LBSW or LMSW may engage in clinical practice only under direct supervision as prescribed by the board (A.R.S.

32-3291(B), 32-3292(B)).

Other license levels

Licensed Baccalaureate Social Worker (LBSW) and Licensed Master Social Worker (LMSW), under A.R.S.

32-3291 and 32-3292.

The sources read name no other social-work license tier and no separate supervisor credential.

Degree

LBSW: a baccalaureate degree in social work.

LMSW and LCSW: a master's or higher degree in social work.

All from a regionally accredited college or university in a program accredited by the Council on Social Work Education; a foreign degree qualifies on a substantial-equivalence finding, which the rule routes through the CSWE Foreign Equivalency Determination Service (A.R.S.

32-3291(A)(1); A.A.C.

R4-6-401).

Supervised experience

Statute: at least twenty-four months of post-master's experience including at least 1,600 hours of direct client contact (no more than 400 in psychoeducation) plus at least 100 hours of clinical supervision.

Rule: at least 3200 hours of supervised work experience in no less than 24 months β€” per the last rule text that could be verified; the board lists rules effective November 2, 2025 whose text was not readable.

Confirm the operative figure with the board.

ASWB exam

LBSW: the bachelors, masters, advanced generalist or clinical exam.

LMSW: the masters, advanced generalist or clinical exam.

LCSW: the clinical exam (advanced generalist only for endorsement applicants licensed as a clinical social worker before July 1, 2004).

Pass within 12 months of the board's written authorization; no more than three attempts.

Supervisor requirement

At least 50 of the 100 clinical supervision hours from a clinical social worker licensed by the Arizona board, and clinical supervision of an applicant shall be provided by a clinical social worker licensed in Arizona (A.A.C.

R4-6-404); a social work credentialing committee exemption caps supervision by an alternative behavioral health professional at 75 hours, with at least 25 from an independent-level social worker.

Social Work Compact

Enacted, codified as A.R.S.

32-3295, Social work licensure compact (Article 5.1); the azleg page shows no enactment date.

Arizona is on the commission's list of member jurisdictions, and as of September 2026 the commission is not yet issuing multistate licenses.

Renewal & CE

Renewable every two years, with 30 clock hours of continuing education per period, including at least 3 hours in behavioral health ethics or mental-health law, at least 3 in cultural competency and diversity, and the three-clock-hour Arizona Statutes/Regulations Tutorial (A.A.C.

R4-6-801, R4-6-802).

Excess hours do not carry over.

The Arizona credential ladder

  1. Licensed Baccalaureate Social Worker(LBSW)Other

The baccalaureate license, granted on a CSWE-accredited bachelor's degree in social work and a board-approved ASWB exam; the holder may engage in clinical practice only under direct supervision as prescribed by the board (A.R.S.

    32-3291(B)).

  2. Licensed Master Social Worker(LMSW)Pre-licensure

A full license at the master's level, but its holders may engage in clinical practice only under direct supervision as prescribed by the board (A.R.S.

32-3292(B)), so independent clinical work waits for the LCSW.

  3. Licensed Clinical Social Worker(LCSW)Independent

The clinical license: a CSWE-accredited master's or higher, at least twenty-four months of post-master's supervised experience with at least 1,600 direct client contact hours and 100 hours of clinical supervision, a supervisor's competency attestation, and a board-approved examination (A.R.S.

    32-3293).

Three licenses, and clinical practice waits for the LCSW

πŸ“œ A.R.S. 32-3291; 32-3292; 32-3293

Arizona issues three social work licenses: the Licensed Baccalaureate Social Worker, the Licensed Master Social Worker and the Licensed Clinical Social Worker.

The two lower licenses carry an identical limit written into their statutes: each may engage in clinical practice only under direct supervision as prescribed by the board (A.R.S.

32-3291(B), 32-3292(B)).

The LCSW statute, by contrast, is written for a licensee who has already completed supervised clinical experience, passed the examination and secured a supervisor's attestation.

For a job search the distinction is practical: a posting for independent clinical work in Arizona is an LCSW job, while an LMSW hire is a supervised-clinical hire.

The sources read name no registration, permit or associate tier below these licenses and no separate supervisor credential.

For how pre-licensure titles line up across states, see the LMSW, LPC-A and AMFT title alphabet.

β€œA licensed master social worker shall only engage in clinical practice under direct supervision as prescribed by the board.”

One degree rule: regionally accredited and CSWE-accredited

πŸ“œ A.R.S. 32-3291(A)(1); 32-3292(A)(1); 32-3293(1)(a); A.A.C. R4-6-401

Every Arizona social work license rests on a degree from a regionally accredited college or university in a program accredited by the Council on Social Work Education.

The LBSW requires a baccalaureate degree in social work; the LMSW and LCSW require a master's or higher degree in social work.

Foreign-educated applicants have two named doors: the statutes let the board find a foreign program substantially equivalent, and the rule states the equivalent foreign degree as determined by the Foreign Equivalency Determination Service of the CSWE.

The sources read state no coursework, practicum-hour or transcript requirements beyond the degree itself.

For why boards write program accreditation into the degree rule, see CSWE vs CACREP vs COAMFTE accreditation.

Two hour totals: the statute's and the rule's

πŸ“œ A.R.S. 32-3293(1)(b); A.A.C. R4-6-403

Arizona states the requirement twice, with different totals.

The statute, text retrieved 2026-09-24, requires at least twenty-four months of post-master's experience in the practice of clinical social work under supervision, including at least 1,600 hours of direct client contact, of which no more than 400 may be in psychoeducation, plus at least 100 hours of clinical supervision as prescribed by rule.

The rule, in the last rule text that could be verified (its amendment notes end November 1, 2016), requires at least 3200 hours of supervised work experience in no less than 24 months, with at least 1,600 direct hours (no more than 400 psychoeducation), no more than 1,600 indirect hours, the 100 supervision hours, and at least one hour of supervision in any month with direct client contact.

The 3200 total lives only in the rule, and the board's Rules and Laws page lists rules effective November 2, 2025 whose text was not readable for this page.

Plan around both and confirm the operative figure with the board.

For what counts as a supervised hour, and what changes at independent licensure, see associate vs. independently licensed therapists.

β€œReceived at least twenty-four months of post-master's degree experience in the practice of clinical social work under supervision that includes at least one thousand six hundred hours of direct client contact that meets the requirements prescribed by the board by rule. For clinical supervision, at least one hundred hours of experience must be as prescribed by the board by rule. For direct client contact hours, not more than four hundred hours may be in psychoeducation.”

Flexible exam levels, a 12-month clock, three attempts

πŸ“œ A.A.C. R4-6-402; A.R.S. 32-3293(3)

Each license maps to the ASWB examination ladder, but Arizona's lower rungs are flexible: a baccalaureate applicant may pass the bachelors, masters, advanced generalist or clinical examination, and a master's applicant the masters, advanced generalist or clinical.

The clinical social worker takes the clinical examination β€” the one exception is an endorsement applicant who was licensed as a clinical social worker before July 1, 2004 and may use the advanced generalist exam.

Two clocks apply to everyone: a passing score must arrive within 12 months of the board's written examination authorization, and an applicant may not sit an approved exam more than three times in that testing period.

Miss either and the board closes the file with no recourse to appeal; continuing requires a new application and fee.

A one-time 90-day extension is available for good cause.

For how the counselor, social work and MFT licensing exams compare, see ASWB vs NCE vs NCMHCE vs the MFT national exam.

β€œAn applicant shall not take an approved licensure examination more than three times during the 12-month testing period.”

At least 50 of the 100 supervision hours from an Arizona LCSW

πŸ“œ A.A.C. R4-6-404; A.R.S. 32-3293(2)

The 100 supervision hours have a composition rule: at least 50 must be supervised by a clinical social worker licensed by the board, and the remaining hours by an individual qualified under R4-6-212(A) or covered by an exemption under R4-6-212.01 β€” rules whose texts are not among the sources read.

An applicant may ask the social work credentialing committee to exempt a different clinical supervisor: the committee accepts a maximum of 75 hours from an alternative behavioral health professional, and the applicant must still obtain a minimum of 25 hours from a social worker certified or licensed at the independent level.

When availability is questioned the committee weighs the size and location of the practice setting, and the board will not accept supervision hours provided by a substance abuse counselor.

The statute adds the supervisor's attestation: satisfactory observed competency in clinical documentation, consultation, collaboration and coordination of care, and an overall rating of at least satisfactory.

Whether you or your employer pays for that supervision is covered in who pays for clinical supervision.

β€œClinical supervision of an applicant for clinical social worker licensure shall be provided by a clinical social worker licensed in Arizona.”

What the direct-supervision limit means below the LCSW

πŸ“œ A.R.S. 32-3291(B); 32-3292(B); A.A.C. R4-6-403(D)

Of the three licenses, the LCSW is the only one the sources read describe as the practice of clinical social work; below it, clinical practice runs under direct supervision as prescribed by the board.

The supervision rule adds a condition for the hours period itself: during the required supervised work experience, an applicant for clinical social worker licensure practices behavioral health under the limitations specified in R4-6-210, a rule whose text is not among the sources read.

In hiring terms, an LMSW offer in Arizona is a supervised-clinical position even for a candidate with years of experience elsewhere; independent clinical work waits for the LCSW β€” or, for a mover, the endorsement route below.

Moving to Arizona: substantially equivalent or higher, one year licensed

πŸ“œ A.R.S. 32-3274(A); A.A.C. R4-6-402(G)

Movers apply under A.R.S.

32-3274.

The board may endorse a person licensed or certified by another jurisdiction's behavioral health regulator at a substantially equivalent or higher practice level, as the board determines, who is currently licensed and in good standing and has held that license for at least one year at the discipline and practice level sought.

An LCSW endorsement applicant must also hold a master's or higher degree in the field, and endorsement licenses below the listed practice levels may practice only under the direct supervision of a licensee.

The exam requirement follows the applicant: the clinical examination, or the advanced generalist for an applicant licensed as a clinical social worker before July 1, 2004 who met the qualifying jurisdiction's exam requirement and has been licensed continuously since.

The statute also requires meeting the basic requirements of A.R.S.

32-3275, whose text is not among the sources read.

For how endorsement works when you move, see moving states as a therapist: license transfer and endorsement.

β€œHas been licensed or certified for at least one year in one or more other states or federal jurisdictions in the discipline and practice level for which an application is submitted.”

Enacted in Arizona, but no multistate license exists yet

πŸ“œ A.R.S. 32-3295; Social Work Licensure Compact commission website (swcompact.org)

Arizona has enacted the Social Work Licensure Compact: it is codified as A.R.S.

32-3295, Social work licensure compact (Article 5.1), though the azleg page shows no enactment date.

The Social Work Licensure Compact commission's list of member jurisdictions includes Arizona as of the September 2026 retrieval.

That does not create a multistate license yet: the commission reports the compact has reached activation status but that multistate licenses are not being issued, and it estimates its data system will be complete in spring 2027.

Until then an Arizona licensee practices elsewhere by that jurisdiction's endorsement, and a mover into Arizona still applies under A.R.S.

32-3274.

For the compact’s status nationally and what it will allow, see the Social Work Licensure Compact.

β€œThe purpose of this compact is to facilitate interstate practice of regulated social workers by improving public access to competent social work services.”

30 clock hours every two years, three of them Arizona law

πŸ“œ A.A.C. R4-6-801; R4-6-802

An Arizona license under this article renews every two years, and each period takes 30 clock hours of continuing education completed between renewals.

Hours are pinned in three places: at least 3 in behavioral health ethics or mental-health law and at least 3 in cultural competency and diversity, each sponsored, approved or offered by an entity the rule lists, plus the board's three-clock-hour Arizona Statutes/Regulations Tutorial.

The rule caps credit for special activities β€” a maximum of 10 clock hours for first-time presentations, 6 for board-meeting attendance where the licensee is not a member, and 10 for service as a Board or ARC member β€” and a licensee holding more than one license may apply the same hours to each when the content relates to each license's scope.

Documentation must be kept for 24 months following the date of the license renewal, and the board may audit it.

β€œA licensee may not carry excess continuing education hours from one license period to the next.”

The rule texts that could be verified predate 2023

πŸ“œ A.A.C. R4-6-401–404, R4-6-801–802 (LII amendment notes); Arizona Board of Behavioral Health Examiners Rules and Laws page

The rule texts that could be verified predate 2023: the LII history notes date the qualifications rule R4-6-403 to an amendment effective November 1, 2016, the supervision rule R4-6-404 to November 1, 2015, and the examination rule R4-6-402 and continuing-education rule R4-6-802 to final rulemakings effective January 3, 2021.

The board's own Rules and Laws page, though, lists current Board Rules effective November 2, 2025 and current Board Statutes effective September 26, 2025, and the contents of that 2025 rules compilation are not established here β€” the Secretary of State PDF could not be read.

The window's documented change on the statute side is the compact: it sits in Arizona law as A.R.S.

32-3295 and Arizona appears on the commission's member-jurisdiction list as of September 2026, while the azleg page shows no enactment date.

Because the hour figures on this page come from rule texts that may pre-date the board's 2025 compilation, confirm the operative rule with the board before relying on a number.

Entering at the LBSW or LMSW: degree and exam, no hours

πŸ“œ A.A.C. R4-6-402(A), (B); R4-6-403(E)

Entry at the lower two rungs has no experience gate: degree plus exam are the whole test, which is why an MSW graduate can hold an Arizona LMSW immediately after the degree and examination, with the LCSW's supervised-experience requirement still ahead of them.

The exam flexibility cuts the same way β€” a baccalaureate applicant may pass any of the four ASWB examinations and a master's applicant any of three, even though the license's clinical practice remains limited to direct supervision.

For an associate weighing a first Arizona job, that makes the LMSW the working license and the LCSW application the project to plan around from the first month of clinical work.

β€œThere is no supervised work experience requirement for licensure as a baccalaureate or master social worker.”

What This Page Does β€” and Doesn’t β€” Cover

This page summarizes the Arizona statute, rules, board pages and other documents cited above, as read for this state-by-state social work licensure series, current as of September 2026.

It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the Arizona Board of Behavioral Health Examiners publishes.

Nor does it cover counselor licensure in Arizona, MFT licensure in Arizona, or what therapists earn in Arizona.

Hour totals, exams and supervision rules change by statute and by board rule; for how the counselor, social work and MFT licences differ, see LCSW vs. LPC vs. LMFT: which therapy licence to get.

Confirm every requirement with the Arizona Board of Behavioral Health Examiners before you count hours, register for an exam or apply β€” and before you take one of the licensed clinical social worker jobs in Arizona that asks for it.

Frequently Asked Questions

How many supervised hours does the Arizona LCSW actually require?

Two totals are on the books.

The statute requires at least twenty-four months of post-master's supervised experience including at least 1,600 hours of direct client contact, with no more than 400 in psychoeducation, plus at least 100 hours of clinical supervision.

The 3200-hour total comes from the last rule text that could be verified, whose amendment notes end November 1, 2016; the board lists rules effective November 2, 2025 whose text was not readable for this page.

Confirm the operative figure with the board before you plan an application.

Can psychoeducation count toward my 1,600 direct client contact hours?

Yes, within a cap both sources set: not more than four hundred of the direct client contact hours may be in psychoeducation (A.R.S.

32-3293(1)(b); A.A.C.

R4-6-403(A)(2)).

Hours beyond that cap do not count toward the 1,600, and the rule separately limits indirect client contact related to psychotherapy services to no more than 1,600 hours within the 3200-hour total.

Track the categories in your supervision log from the first month, and confirm how the board wants them documented.

Does my supervisor in Arizona have to be an LCSW?

By default, yes: the rule says clinical supervision shall be provided by a clinical social worker licensed in Arizona, and at least 50 of the 100 hours must be supervised by one.

The social work credentialing committee can exempt a different supervisor: alternative behavioral health professionals are capped at 75 hours, and at least 25 hours must come from a social worker certified or licensed at the independent level.

Hours from a substance abuse counselor are not accepted.

Confirm an exemption with the board before the hours start.

I am licensed in another jurisdiction. Can I get an Arizona license by endorsement?

The statute provides the route: the board may endorse a person licensed by another jurisdiction's behavioral health regulator at a substantially equivalent or higher practice level who is currently licensed and in good standing and has been licensed for at least one year at the discipline and practice level sought.

LCSW endorsement also requires a master's or higher degree, and the exam is the ASWB clinical examination β€” or the advanced generalist for applicants licensed as clinical social workers before July 1, 2004.

Ask the board to confirm your practice level matches before applying.

Does the Social Work Licensure Compact let me practice in Arizona on my home-state license yet?

Not yet.

Arizona has enacted the compact (A.R.S.

32-3295) and sits on the commission's list of member jurisdictions as of September 2026, but the commission reports multistate licenses are not being issued and estimates its data system will be complete in spring 2027.

Until multistate licenses begin, practice in Arizona runs through a standard Arizona license or licensure by endorsement under A.R.S.

32-3274.
