Counselor Licensure in Arizona: LPC Requirements, Hours and Exams

Founder, BehavioralHires
Last verified September 2026

Arizona licenses counselors on two rungs: the Licensed Associate Counselor (LAC), an entry licence issued on the degree and an exam, and the Licensed Professional Counselor (LPC), the independent licence.

Between them sit at least 3,200 hours of supervised work experience in no less than 24 months, including 1,600 hours of direct client contact with psychoeducation capped at 400, plus 100 hours of clinical supervision.

The quirk: the LAC itself requires no supervised work experience — the hours belong entirely to the climb to the LPC.

Verify before you rely on this

Licensing rules change by statute and board rule, and this page is career information, not legal advice. Confirm every requirement with the state board before you apply, register for an exam or count supervised hours. In Arizona, that is the Arizona Board of Behavioral Health Examiners (AZBBHE).

At a glance

Independent license

Licensed Professional Counselor (LPC), the independent licence, granted under A.R.S. §32-3301 on the degree, the supervised hours and a board-approved exam.

Pre-licensure title

Licensed Associate Counselor (LAC) — a licence, not a registration, with no supervised work experience requirement (R4-6-503(E)); it is valid only for practice under direct supervision (A.R.S. §32-3303(B)).

Degree

A master's or higher with a major emphasis in counseling including at least sixty semester or ninety quarter credit hours — via CACREP/CORE accreditation, a board-approved curriculum, or a board-rule program.

A non-CACREP/CORE program must require 700 supervised clinical hours and 24 semester (32 quarter) hours in eight core areas; the practicum must be at least 700 clock hours with at least 240 direct client contact.

Supervised experience

At least 3,200 hours of supervised work experience in no less than 24 months (R4-6-503(A)), including at least 1,600 hours of direct client contact with no more than 400 in psychoeducation, at least 100 hours of clinical supervision, and no more than 1,600 hours of indirect client contact.

Exams

The NCE, the NCMHCE, or the Certified Rehabilitation Counselor Examination — any one qualifies, passed within 12 months of authorization with at most three attempts in that window.

The Counseling Compact jurisprudence requirement is the Arizona Tutorial.

Supervisor requirement

No separate supervisor credential.

A qualifying clinical supervisor is an LPC, LCSW, LMFT, licensed psychologist or exempted individual with 12 hours of supervision training (or an NBCC/CCE ACS, IC&RC or AAMFT approved-supervisor certification) plus the three-clock-hour Clinical Supervision Tutorial; supervision by a substance abuse counselor is not accepted.

Counseling Compact

Member and live as of September 2026: an LPC licensed by Arizona and living in Arizona may apply for privileges in the other live states.

Arizona's enacting citation was not located in the sources read.

Renewal & CE

Renewable every two years on 30 clock hours of continuing education: at least 3 in behavioral health ethics or mental health law, at least 3 in cultural competency and diversity, plus the three-clock-hour Arizona Statutes/Regulations Tutorial; excess hours do not carry over.

The Arizona credential ladder

  1. Licensed Associate Counselor(LAC)Pre-licensure

A licence, not a registration: granted on the education, the supervisor attestations and an exam with no supervised work experience requirement (R4-6-503(E)), and its holder shall only practice under direct supervision as prescribed by the board (A.R.S. §32-3303(B)).

  2. Licensed Professional Counselor(LPC)Independent

The independent counseling licence under A.R.S. §32-3301: the degree, at least 3,200 supervised hours in no less than 24 months including at least 100 hours of clinical supervision, and a passing score on a board-approved exam.

Two licences, and the entry one is a licence, not a registration

📜 A.R.S. §32-3303(A), (B); A.A.C. R4-6-503(E); R4-6-501(H); R4-6-502(E)

Arizona issues two counseling licences and nothing between them.

The Licensed Associate Counselor (LAC) is the entry rung — a licence in its own right, granted on the education, the supervisor attestations and an exam, with no supervised work experience behind it: the rule states plainly that there is no supervised work experience requirement for licensure as an associate counselor.

What the LAC cannot do is practise unsupervised; the statute confines it to direct supervision as prescribed by the board.

The Licensed Professional Counselor (LPC) is the independent licence under §32-3301.

For a new graduate the carry-over is conditional: the board deems the curriculum met for an LPC applicant who holds an active associate licence in good standing and met the curriculum with a master's degree in a behavioral health field from a regionally accredited university when the associate licence was issued (R4-6-501(H)), and deems the exam met for an associate licence issued according to A.R.S. §32-3274 or §32-4302 (R4-6-502(E)).

Other states issue the same counselor licence under different letters — see LPC vs LMHC vs LPCC vs LCPC, mapped state by state.

“A licensed associate counselor shall only practice under direct supervision as prescribed by the board.”

Sixty hours on three routes, and a 700-hour practicum off the accredited path

📜 A.R.S. §32-3301(B), (C), (I); A.A.C. R4-6-501(A), (C), (E)

Every counseling route starts from a master's or higher degree with a major emphasis in counseling that includes at least sixty semester credit hours or ninety quarter credit hours.

The program qualifies three ways: CACREP or CORE accreditation, a curriculum the board has approved, or a regionally accredited program whose curriculum meets the board's rule.

The third route is where applicants get caught: a program outside CACREP/CORE must require seven hundred hours of supervised clinical hours and twenty-four semester hours or thirty-two quarter hours across eight core content areas, from professional orientation and ethical practice to research and program evaluation, at three semester or four quarter hours each.

The supervised counseling practicum must run at least 700 clock hours and include at least 240 hours of direct client contact, with faculty oversight and onsite supervision.

An applicant deficient in coursework hours can repair the gap with post-master's coursework (§32-3301(I)).

For why boards write program accreditation into the degree rule, see CSWE vs CACREP vs COAMFTE accreditation.

“A program that is not accredited by the council for the accreditation of counseling and related educations programs or the national council on rehabilitation education must require seven hundred hours of supervised clinical hours and twenty-four semester hours or thirty-two quarter hours in courses in the following eight core content areas as prescribed by the board by rule:”

3,200 hours in no less than 24 months, with a 400-hour psychoeducation cap

📜 A.R.S. §32-3301(F), (G); A.A.C. R4-6-503(A), (B)

The LPC hour rule is R4-6-503(A): at least 3200 hours of supervised work experience in the practice of professional counseling, in no less than 24 months.

Inside that total sit at least 1,600 hours of direct client contact involving the use of psychotherapy, of which no more than 400 may be psychoeducation; at least 100 hours of clinical supervision; and no more than 1,600 hours of indirect client contact.

The statute frames the same floor as twenty-four months of post-master's work experience under supervision with the 1,600 direct hours (§32-3301(F)), plus the 100 supervision hours (§32-3301(G)).

A doctoral-clinical internship may substitute for one year of the work experience.

A monthly rule polices the pacing: for any month in which you provide direct client contact you must obtain at least one hour of clinical supervision, so set the supervision cadence before the caseload grows, not after.

For what counts as a supervised hour, and what changes at independent licensure, see associate vs. independently licensed therapists.

“An applicant for professional counselor licensure shall demonstrate completion of at least 3200 hours of supervised work experience in the practice of professional counseling in no less than 24 months.”

One exam of three, inside a 12-month authorization window

📜 A.A.C. R4-6-502(A), (B), (D); Counseling Compact commission fees table

Arizona approves three examinations: the National Counselor Examination for Licensure and Certification, the National Clinical Mental Health Counseling Examination, and the Certified Rehabilitation Counselor Examination.

A passing score on any of them serves both licences, so an LAC applicant and an LPC applicant choose from the same list.

The clock matters: pass within 12 months of written examination authorization, with no more than three attempts in that window, and a file that misses the deadline closes with no recourse to appeal — a new application and fee are required, though the board may grant a one-time 90-day extension for good cause.

The jurisprudence layer is a tutorial rather than a proctored exam: the Counseling Compact commission's fees table lists Arizona's jurisprudence requirement as the Arizona Tutorial, and the same three-clock-hour Arizona Statutes/Regulations Tutorial reappears in every renewal cycle (R4-6-802(C)).

For how the counselor, social work and MFT licensing exams compare, see ASWB vs NCE vs NCMHCE vs the MFT national exam.

“An applicant for counselor licensure shall receive a passing score on an approved licensure examination.”

Choosing a supervisor: the training rule, the same-entity default, and video caps

📜 A.A.C. R4-6-212(B), (D), (E), (F), (G); R4-6-214(A), (C); R4-6-504(B), (C)

Arizona has no supervisor licence; qualification is a licence plus training.

A qualifying clinical supervisor is an LPC, licensed clinical social worker, licensed marriage and family therapist, licensed psychologist, or an individually exempted professional, who has completed 12 hours of clinical-supervision training — or holds an approved supervisor certification from NBCC/CCE, IC&RC or AAMFT — plus the three-clock-hour Clinical Supervision Tutorial, and then at least nine hours of continuing supervision training every three years.

Two exclusions shape the job search: the board will not accept hours of clinical supervision provided by a substance abuse counselor, and unless an exemption is obtained the supervisor must be employed by the same behavioral health entity as the supervisee (R4-6-212(B), R4-6-212.01) — usually meaning your supervisor is your employer's clinician.

Of the 100 supervision hours, at least 25 must be individual; up to 75 may be in a group of two and up to 50 in groups of three to six; at least 10 must involve the supervisor observing you providing treatment; and at most six supervisors may contribute to your record.

For what it takes to become a supervisor yourself, see can an LPC supervise an associate?

“1. At least two hours of the clinical supervision were provided in a face-to-face setting during each six-month period; 2. No more than 90 hours of the clinical supervision were provided by videoconference and telephone. 3. No more than 15 of the 90 hours of clinical supervision provided by videoconference and telephone were provided by telephone; and 4. Each clinical supervision session was at least 30 minutes long.”

Diagnosis sits inside the statutory scope; psychoeducation is the capped activity

📜 A.R.S. §32-3251(11)(e), (13); §32-3301(G)

Arizona writes diagnosis into the definition of professional counseling itself: §32-3251(11)(e) names assessing, appraising, evaluating, diagnosing and treating individuals, couples, families and groups through the use of psychotherapy as part of the practice.

The limit an associate actually feels is on psychoeducation — defined as educating a client as part of the treatment process about mental health, emotional disorders or behavioral health — which may fill no more than 400 of the 1,600 direct client contact hours (§32-3301(G)).

Direct client contact itself is defined as therapeutic or clinical functions involving diagnosis, assessment and treatment that may include psychoeducation.

Practically, psychotherapy hours are the currency of the 1,600: track the psychoeducation share from the first month rather than reconciling at application time, because hours over the cap do not count toward it.

“Assess, appraise, evaluate, diagnose and treat individuals, couples, families and groups through the use of psychotherapy.”

Moving to Arizona: a year licensed at a substantially equivalent level

📜 A.R.S. §32-3274(A), (B), (C); §32-4302

A counselor licensed elsewhere can be licensed by endorsement if they hold a current, in-good-standing licence from another jurisdiction's regulatory agency at a substantially equivalent or higher practice level as determined by the board, and have been licensed for at least one year in the discipline and practice level of the application.

An LPC endorsement additionally requires a master's or higher degree in the field from a regionally accredited institution (§32-3274(B)).

The paperwork is heavy: a listing of every jurisdiction of behavioral health licensure with any disciplinary history, plus verification from each one.

And note the supervision catch in §32-3274(C): endorsement licences outside the LPC, clinical social worker, marriage and family therapist and independent addiction counselor levels may practise behavioral health only under the direct supervision of a licensee — an associate-level licensee relocating in should expect supervision conditions to follow them.

Arizona's universal recognition law (§32-4302) is also referenced by rule.

For how endorsement works when you move, see moving states as a therapist: license transfer and endorsement.

“Has been licensed or certified for at least one year in one or more other states or federal jurisdictions in the discipline and practice level for which an application is submitted. The practice level of the jurisdictions must be substantially equivalent, as determined by the board, to the practice level for which the application is submitted.”

Counseling Compact: live in Arizona as of September 2026

📜 Counseling Compact Commission homepage and fees table

Arizona is a Counseling Compact member and, as of September 2026, the Compact is live here: the commission's homepage lists Arizona among the states issuing and accepting privileges.

The fees table prices the Arizona LPC privilege at $250 plus a $30 administrative fee, $280 total.

Two limits matter.

The privilege attaches to the independent licence — the privilege-eligible home licence in Arizona is the LPC — and the commission states that recent graduates completing hours under supervision are not eligible for privileges regardless of their licence title, so an LAC has no Compact route.

Arizona's enacting session law citation was not located in the sources read.

For how the compact’s privilege to practice works, see the Counseling Compact explained.

Renewal: 30 clock hours every two years

📜 A.R.S. §32-3273(A), (C); A.A.C. R4-6-801(B), (E); R4-6-802(B), (C)

Licences under the chapter renew every two years on 30 clock hours of continuing education completed during the preceding licence period, and excess hours do not carry over.

The rule sets topic minimums inside the 30: at least three clock hours in behavioral health ethics or mental health law, at least three in cultural competency and diversity, and completion of the three-clock-hour Arizona Statutes/Regulations Tutorial.

Caps apply to self-generated credit: 10 clock hours for first-time presentations, 6 for attending a board meeting as a non-member, 10 for service as a board or ARC member, and one semester-credit hour of behavioral health coursework equals 15 clock hours.

Keep the documentation — the board may audit compliance, and the recordkeeping rule it points to is R4-6-803.

“A licensee holding an active license to practice behavioral health in this state shall complete 30 clock hours of continuing education as prescribed under R4-6-802 between the date the Board received the licensee's last renewal application and the next license expiration date.”

What changed in 2025, and what this page could not confirm

📜 AZBBHE Rules and Laws page; A.A.C. R4-6-212 (2021 text)

The board's own Rules and Laws page lists current statutes effective September 26, 2025 and current rules effective November 2, 2025 — but the official rule PDF was not readable in the sources read, so the contents of the 2025 rulemaking are not established on this page.

The hour figures quoted here come from the LII text of R4-6-501 through R4-6-504 and the telesupervision caps from R4-6-212: the amendment notes of R4-6-212, -214, -501, -502 and -504 end with a final rulemaking effective 1/3/2021, while R4-6-503's notes end at 11/1/2016.

Treat those details as the last text that could be verified, and ask the board to confirm any cap your application turns on — especially the 90-hour ceiling on supervision by videoconference and telephone — before relying on it.

The statutory layer (§32-3301, §32-3303, §32-3273, §32-3274) is the current text.

What This Page Does — and Doesn’t — Cover

This page summarizes the Arizona statute, rules, board pages and other documents cited above, as read for this state-by-state counselor licensure series, current as of September 2026.

It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the Arizona Board of Behavioral Health Examiners (AZBBHE) publishes.

Nor does it cover social work licensure in Arizona, MFT licensure in Arizona, or what therapists earn in Arizona.

Hour totals, exams and supervision rules change by statute and by board rule; for how the counselor, social work and MFT licences differ, see LCSW vs. LPC vs. LMFT: which therapy licence to get.

Frequently Asked Questions

How long does it take to go from LAC to LPC in Arizona?

The floor is set in months as well as hours: at least 3,200 hours of supervised work experience completed in no less than 24 months, including at least 1,600 hours of direct client contact (no more than 400 in psychoeducation) and at least 100 hours of clinical supervision.

And the paperwork does not carry over automatically: R4-6-501(H) deems the curriculum met for an active, in-good-standing associate licence whose holder met it with a behavioral-health master's at issuance, and R4-6-502(E) deems the exam met only for associate licences issued via endorsement or universal recognition (A.R.S. §32-3274, §32-4302).

Does psychoeducation count toward direct client contact hours in Arizona?

Up to a point.

Psychoeducation — educating a client as part of the treatment process about mental health, emotional disorders or behavioral health — is inside the definition of direct client contact, but A.R.S. §32-3301(G) and A.A.C.

R4-6-503(A)(2) cap it at no more than 400 of the 1,600 required direct client contact hours.

Psychotherapy hours count without that limit.

Track the split as you go, because hours over the cap do not count toward the 1,600.

Can counseling supervision hours in Arizona be done by video?

Within tight caps, in the rule text this page could verify (last amended effective 1/3/2021).

At least two hours of clinical supervision must be face-to-face in each six-month period; no more than 90 of the 100 hours may be by videoconference and telephone, no more than 15 of those by telephone, and each session must run at least 30 minutes.

The board lists rules effective November 2, 2025 whose text was not readable for this page — confirm the caps with the board before structuring supervision around video.

Which exam does Arizona accept for counselor licensure?

Arizona approves three and requires a passing score on any one: the National Counselor Examination (NCE), the National Clinical Mental Health Counseling Examination (NCMHCE), and the Certified Rehabilitation Counselor Examination.

The same list serves the associate and professional licences.

After written authorization you have 12 months to pass, with no more than three attempts in that window; a file that misses the deadline closes and requires a new application and fee.

The state's jurisprudence layer is the Arizona Tutorial rather than a proctored exam.

Can an Arizona LAC use the Counseling Compact?

No. The Compact's privilege attaches to the independent licence: the commission lists the LPC as the privilege-eligible home licence for Arizona, and its guidance says recent graduates completing hours under supervision are not eligible for privileges regardless of their licence title.

An LAC practises only under direct supervision within Arizona.

Once you hold the LPC and live in Arizona, you can apply for privileges in the other live Compact states as of September 2026.
