Georgia's social work rules license two tiers: the Licensed Master Social Worker (LMSW) and the Licensed Clinical Social Worker (LCSW) β no bachelor-level license in them.
The LCSW takes 3,000 hours of post-master's supervised experience over no less than 36 or more than 108 months, 120 hours of supervision at least half from a qualified LCSW, and the clinical licensing exam.
Quirks: the first two years of LMSW practice run under direction and supervision, and an LMSW in private practice must apply for the LCSW within 60 days of qualifying.

Licensed Clinical Social Worker (LCSW).
An LMSW whose practice includes counseling or psychotherapeutic techniques may only do that work under supervision (135-5-.03(1)(c)).
Licensed Master Social Worker (LMSW).
No bachelor-level license appears in the rules read; the rules reference supervisors of bachelor-level social workers only, under O.C.G.A.
43-10A-7(b)(14).
Both tiers: a master's degree in Social Work from a program accredited by the Council on Social Work Education; candidacy, conditional or accreditation status must have been in effect at the school when the degree was awarded (135-5-.03(2)(a); 135-5-.04(2)(a)).
3,000 hours of post-master's supervised experience over no less than 36 months or more than 108 months; the first 2,000 hours under supervision and direction in clinical social work; 120 hours of supervision, no more than 50% group and at least 50% from a qualified LCSW (135-5-.04(2)(b)1).
The rules name "the master's social work licensing examination" and "the Clinical Social Work licensing examination"; the rule text read does not name ASWB.
LMSW applicants must pass before applying (135-3-.03(2)(c)1); the exam may be taken three times.
An LCSW, LPC, LMFT, psychologist or psychiatrist who has practiced in their specialty for at least 2000 clock hours over a minimum of 2 years following licensure; individual supervision means one supervisor with at most two supervisees, group at most six (135-5-.04(5)).
At least 50% of the 120 supervision hours must come from an LCSW.
Enacted (SB 195, 2024-05-02, per the commission's news post) but not operational: as of September 2026 the commission is not issuing multistate licenses.
35 hours each two-year biennial cycle (Oct 1 of an even year through Sept 30), including at least 5 in ethics by synchronous activities only; no more than 10 hours asynchronous (135-9-.01(2)).
The only license below the LCSW in these rules: a full master's-level license whose first two years of practice are under direction and supervision, and under which counseling or psychotherapeutic techniques may be performed only under supervision (135-5-.03(1)(b)-(c)).
The clinical license: all authorized LMSW services plus supervision, direction, psychosocial evaluation, counseling and psychotherapy, reached after 3,000 hours of supervised experience over no less than 36 or more than 108 months and the Clinical Social Work licensing examination.
Georgia's Chapter 135-5 rules issue exactly two social work licenses.
The Licensed Master Social Worker (LMSW) provides evaluation, prevention and intervention services β community organization, counseling techniques, and supportive services such as administration, consultation, research or education β and may supervise bachelor-level social workers, whose own supervisors the statute addresses separately at O.C.G.A.
43-10A-7(b)(14).
The Licensed Clinical Social Worker (LCSW) is the clinical tier: every authorized LMSW service plus supervision, direction, psychosocial evaluation, counseling and psychotherapy, in settings from private practice to health care facilities.
For a new MSW graduate the sequence is fixed: the LMSW comes first, and the LCSW is earned on top of it, not instead of it.
For how pre-licensure titles line up across states, see the LMSW, LPC-A and AMFT title alphabet.
Both licenses require the same degree: a master's in Social Work from a program accredited by the Council on Social Work Education, and the school must have held candidacy, conditional or accreditation status when the degree was awarded β a program that was still a candidate at graduation qualifies.
The timing rules bind a new graduate quickly.
Practicing social work under direction and supervision while preparing for the master's examination is allowed for up to one year following the degree, and within one year of graduating, an individual practicing social work in Georgia must apply to take the licensing examination.
The LCSW rule repeats the same degree requirement and adds no coursework, so what separates the licenses is supervised experience and the clinical exam, not more school.
For why boards write program accreditation into the degree rule, see CSWE vs CACREP vs COAMFTE accreditation.
The master's-degree route starts from three years' full-time supervised experience after the MSW, of which only the first two must be under direction.
Inside that, the rule counts exactly: 3,000 hours of clinical social work over no less than 36 months or more than 108 months, the first 2,000 hours under supervision and direction, and 120 hours of supervision with no more than half in group and at least half from a duly qualified LCSW.
An MSW who also holds a doctorate in a listed field with a supervised clinical internship may substitute: 2,000 hours under direction in no less than 24 or more than 72 months, with 80 hours of supervision, half of which may be group and half of which must come from an LCSW.
If hardship or good cause threatens the window, the Board may extend the period in its sole discretion β ask before the clock runs out.
For what counts as a supervised hour, and what changes at independent licensure, see associate vs. independently licensed therapists.
βThe applicant must present evidence of having practiced clinical social work for a minimum of 3000 hours post social work master's degree supervised experience acquired over a period of no less than 36 months or more than 108 months, the first 2000 hours of experience must be under supervision and direction in the practice of clinical social work. Applicant must submit documentation of having acquired 120 hours of supervision during this time, no more than 50% of which may be group supervision and at least 50% must be provided by a licensed clinical social worker who meets requirements to be a duly qualified supervisor.β
The rules speak of "the master's social work licensing examination" and "the Clinical Social Work licensing examination"; the rule text read does not name ASWB, so no exam level is stated here.
The order of operations differs by tier.
An LMSW applicant must pass the required examination before applying for the license, while an LCSW applicant applies first and, on Board approval, schedules the exam directly with the testing authority.
Each exam may be taken a total of three times.
A master's graduate who fails three times may not continue practicing social work in Georgia until they pass, absent a statutory exemption; the clinical rule bars private practice of counseling or psychotherapy after three failures until the exam is passed.
For how the counselor, social work and MFT licensing exams compare, see ASWB vs NCE vs NCMHCE vs the MFT national exam.
βApplicants for licensure as a Master's Social Worker must pass the required licensure examination prior to applying for licensure.β
A qualified supervisor is an LCSW, Professional Counselor, Marriage and Family Therapist, psychologist or psychiatrist who has practiced in their specialty for at least 2000 clock hours over a minimum of 2 years following licensure.
Individual supervision means one supervisor with at most two supervisees; group supervision means at most six.
The hours rule then narrows the mix for LCSW candidates: at least half of the 120 supervision hours must come from a licensed clinical social worker who meets that definition.
An associate whose employer's supervisor is a counselor or psychologist should line up an LCSW for the other half before the hours start.
Both supervisor and supervisee keep a contemporaneous record of each session β date, duration, type and a brief summary β to submit to the Board on request.
Whether you or your employer pays for that supervision is covered in who pays for clinical supervision.
βSupervisor means a person who is licensed as a Clinical Social Worker, Professional Counselor, Marriage and Family Therapist, Psychologist, or Psychiatrist and must have practiced in their specialty for at least 2000 clock hours over a minimum of 2 years following licensure.β
The LMSW license does not start independent.
The first two years of practice after it is issued run under direction and supervision β direction being administrative oversight, supervision the direct clinical review of your client work.
After two years the licensee may engage in private practice, but a master's licensee whose practice includes counseling or psychotherapeutic techniques may do that work only under supervision, and only for the period prescribed to qualify for the clinical exam.
In practice, the counseling and psychotherapy lane is not open to a standalone LMSW in Georgia, and the 60-day rule later on this page sets how quickly the clinical application must follow.
βThe first two years of practice after the issuance of the Master of Social Work license shall be under direction and supervision.β
The Board's Licensure by Endorsement rule licenses without examination any Professional Counselor or Marriage and Family Therapist currently licensed in another state whose own requirements are substantially equal to or greater than Georgia's.
Social workers are not named, and the sources read located no social-work endorsement rule.
That is a statement about what these rules contain, not a finding that no route exists: an out-of-state clinician should ask the Composite Board directly how it handles an applicant already licensed elsewhere, and what verification it wants.
What the rules do describe for social workers is the standard examination route above, with the degree, hours and exam requirements applied.
For how endorsement works when you move, see moving states as a therapist: license transfer and endorsement.
βThe Board may license without examination any Professional Counselor or Marriage and Family Therapist currently licensed in another state or jurisdiction, so long as that other state or jurisdiction's requirements for the license in question are substantially equal to or greater than those in Georgia.β
Georgia has enacted the Social Work Licensure Compact: SB 195, 2024-05-02, recorded in the commission's news post β no primary enactment document was read.
Georgia appears on the commission's list of member jurisdictions.
The compact is not operational: as of September 2026 the commission is not issuing multistate licenses anywhere, and it estimates its data system will be complete in spring 2027 rather than giving a launch date.
Practicing in Georgia therefore still takes a Georgia license by the routes above, and both the statute's status and the multistate license are worth rechecking with the commission and the Board before you rely on them.
For the compactβs status nationally and what it will allow, see the Social Work Licensure Compact.
Renewal runs on a two-year cycle beginning October 1 of each even-numbered year and ending September 30, and each license needs 35 hours of continuing education.
At least 5 hours are ethics, obtained through synchronous activities only; of the remaining 30, at least 15 must be core hours in your specialty and no more than 15 related hours; a maximum of 10 hours may be asynchronous.
Independent study is capped at 5 hours and never counts as ethics or core, and no single course, workshop or presentation may supply more than 20 hours unless it is a conference.
A license first issued in the second year of the cycle owes no CE at its first renewal β but the rule says that break ends when a master social worker license is superseded by a clinical social worker license, so newly upgraded LCSWs owe the full 35.
Keep documentation for four years.
βThirty-five (35) hours of continuing education are required to be obtained within the two (2) year biennial licensure cycle to renew each license, including associate level licenses.β
Qualifying for the LCSW while working as an LMSW in private practice starts a clock.
Within 60 days of meeting the experience and supervision requirements, the licensee must apply for the Clinical Social Work license to continue that private practice, then sit the first scheduled examination for which they qualify unless the Board approves a postponement for good cause.
Failing the exam keeps the work supervised until it is passed.
The exam may be taken three times in total, and a licensee who fails three times may not engage in the private practice of counseling or psychotherapy in Georgia until they pass, absent a statutory exemption.
For an LMSW counting hours toward the LCSW, the application date belongs in the plan next to the 108-month deadline.
βIn order to continue in the private practice of social work that includes counseling or psychotherapy, a licensed master's social worker must apply for a Clinical Social Work license within 60 days of meeting the experience and supervision requirements for that license.β

It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the Georgia Composite Board of Professional Counselors, Social Workers and Marriage and Family Therapists publishes.
Nor does it cover counselor licensure in Georgia, MFT licensure in Georgia, or what therapists earn in Georgia.
Hour totals, exams and supervision rules change by statute and by board rule; for how the counselor, social work and MFT licences differ, see LCSW vs. LPC vs. LMFT: which therapy licence to get.

Browse 21 jobs βThe rule sets the window at no less than 36 months or more than 108 months from the master's degree, and the first 2,000 hours must be under supervision and direction in clinical social work.
Within that time you document 120 hours of supervision, no more than half in group and at least half from a qualified LCSW.
If hardship or good cause pushes you past 108 months, the Board may extend the period in its sole discretion β ask before you assume the window has closed.
Partly.
Rule 135-5-.04(5) lets a Licensed Clinical Social Worker, Professional Counselor, Marriage and Family Therapist, psychologist or psychiatrist supervise, each with at least 2000 clock hours of practice over a minimum of 2 years following licensure.
But the hours rule requires at least 50% of your 120 supervision hours to come from a licensed clinical social worker who meets the supervisor definition.
If your employer's supervisor is not an LCSW, line up an LCSW for the other half before the hours start.
Three.
The exam may be taken a total of three times under both the master's and the clinical rules.
An LMSW applicant must pass before applying for the license; an LCSW applicant applies first and schedules the exam after Board approval.
A master's graduate who fails three times may not continue practicing social work in Georgia until they pass, absent a statutory exemption, and the clinical rule bars private practice of counseling or psychotherapy after three failures until the exam is passed.
The sources read locate no social-work endorsement rule.
The Board's licensure-by-endorsement rule, 135-3-.04, names only the Professional Counselor and Marriage and Family Therapist licenses.
That is a statement about what the rules read contain, not a promise that no route exists β ask the Georgia Composite Board directly how it processes an applicant already licensed elsewhere and what verification it wants, before you schedule a move or a job start.
Not yet.
Georgia enacted the compact (SB 195, 2024-05-02, per the commission's news post) and appears on the commission's member list, but as of September 2026 the commission is not issuing multistate licenses anywhere.
Earning the LCSW under Georgia's own rules is the working route.
Check the commission's jurisdiction list and the Board for current status before relying on the compact.
