Counselor Licensure in Georgia: LPC Requirements, Hours and Exams

Founder, BehavioralHires
Last verified September 2026

Georgia licenses counselors at two rungs: the Associate Professional Counselor (APC), a supervised license capped at five years, and the Licensed Professional Counselor (LPC).

Experience is counted in years, not one total β€” three years of post-master's directed experience at a minimum of 1,000 hours each, or four years without the graduate practicum, each year with at least 35 hours of supervision.

The exam is the board's competency examination, unnamed in rule.

The quirk: an APC's work site needs a director as well as a clinical supervisor, and the experience contract must be registered with the Board.

Verify before you rely on this

Licensing rules change by statute and board rule, and this page is career information, not legal advice. Confirm every requirement with the state board before you apply, register for an exam or count supervised hours. In Georgia, that is the Georgia Composite Board of Professional Counselors, Social Workers, and Marriage & Family Therapists.

At a glance

Independent license

Licensed Professional Counselor (LPC) β€” the independent counseling license, and the only rung above the associate tier.

Pre-licensure title

Associate Professional Counselor (APC) β€” a license, not a registration or permit.

It allows the practice of professional counseling only under direction and supervision, for a period not to exceed five years while obtaining the post-master's experience and supervision required for the LPC.

Degree

A master's or higher from a regionally accredited program in clinical counseling or counseling psychology of at least 60 semester hours or 90 quarter hours, with a counseling-content practicum or internship in the degree (statute, since July 1, 2024).

The rules add: a program primarily counseling in content or applied psychology, accredited by CACREP or CORE (or CHEA-recognized and substantially similar) after September 30, 2018, with 600 practicum or internship hours.

Supervised experience

Four years of post-master's directed experience under supervision, or three years plus the graduate practicum/internship.

After September 30, 2018, one year of directed experience means a minimum of 1,000 hours acquired in not less than twelve months, and one year of supervision a minimum of 35 hours; all of it within the 60 months before application.

Exams

The board's required competency examination β€” the rules read do not name the exam (NCE or NCMHCE).

APC holders do not retake it when applying for the LPC, and the commission's table lists no Georgia jurisprudence exam.

Supervisor requirement

No state-issued supervisor credential, but after September 30, 2018 an LPC supervisor must hold an NBCC Approved Clinical Supervisor or LPCAGA Certified Professional Counselor Supervisor credential, with post-licensure experience of 3 years (master's), 2 (specialist) or 1 (doctorate).

At least two years of the master's route's supervision must come from an LPC supervisor.

Counseling Compact

Member and LIVE: the commission lists Georgia among the nine states issuing and accepting privileges as of September 2026.

The privilege-eligible license is the LPC; the listed privilege fee is $100 plus a $30 administrative fee, with no jurisprudence exam.

Renewal & CE

Biennial (October 1 of an even year through September 30 of the next even year), with 35 continuing-education hours: at least 5 ethics, obtained synchronously only, and at least 15 core.

No more than 10 hours may be asynchronous.

Associate level licenses renew under the same rule.

The Georgia credential ladder

  1. Associate Professional Counselor(APC)Pre-licensure

A license, not a registration: it permits the practice of professional counseling only under direction and supervision, and only for a period not to exceed five years while obtaining the post-master's experience and supervision required for licensure as a Professional Counselor.

  2. Licensed Professional Counselor(LPC)Independent

The independent license, and the only rung above the APC; the rules create no separate clinical or supervisor license above it.

  3. Qualified LPC supervisor (NBCC ACS or LPCAGA CPCS credential)Supervisor

Not a license the Board issues: for supervision entered into after September 30, 2018, a supervisor who is a Licensed Professional Counselor must hold either the NBCC Approved Clinical Supervisor credential or the LPCAGA Certified Professional Counselor Supervisor credential, on top of the post-licensure experience the rule sets by degree level.

Two licenses, and the APC's five-year clock

πŸ“œ Ga. Comp. R. & Regs. 135-5-.01(c)

Georgia's counseling chapter issues two licenses: the Associate Professional Counselor (APC) and the Licensed Professional Counselor (LPC).

The APC is a license, not a registration or permit, and it carries three standing restrictions: an APC may use only the title Associate Professional Counselor, may practice only under direction and supervision, and may do so only for a period not to exceed five years while obtaining the post-master's experience and supervision required for the LPC.

What the rule does not describe is any way to keep practicing at the APC level once the five years run out, so plan the route to the LPC against that clock and confirm your timeline with the board.

The LPC is the only independent rung; there is no clinical or supervisor tier above it.

Other states issue the same counselor licence under different letters β€” see LPC vs LMHC vs LPCC vs LCPC, mapped state by state.

β€œA person who holds a license as an Associate Professional Counselor may engage in the practice of Professional Counseling, but only under direction and supervision, and only for a period not to exceed five years while obtaining the post-master's experience and supervision required for licensure as a Professional Counselor.”

A counseling-content degree: the 2024 credit floor and the 2018 gate

πŸ“œ Ga. Comp. R. & Regs. 135-5-.02(a)(11), (b)(3); 135-5-.01(a)(8), (b)(1); Georgia SB 373 (eff. 2024-07-01)

The credit floor now sits in statute: since July 1, 2024, O.C.G.A.

43-10A-11, as rewritten by SB 373, requires an earned master's or higher from a regionally accredited program in clinical counseling or counseling psychology of at least 60 semester hours or 90 quarter hours β€” the quarter figure rose from 80 β€” including an approved supervised practicum or internship, primarily counseling in content, as part of the degree.

The 2024 act also struck the LPC statute's separate doctoral-only route.

The board's rules layer their own gate on top: a program primarily counseling in content or in applied psychology, whose practicum or internship needed at least 300 hours before September 30, 2018 and 600 after; accreditation by CACREP or CORE, or a CHEA-recognized regionally accredited program substantially similar in coursework and content; and all nine defined content areas after September 30, 2018, from human growth and development to psychopathology, where six of nine sufficed before.

For why boards write program accreditation into the degree rule, see CSWE vs CACREP vs COAMFTE accreditation.

Years, not a single hour total: three years of 1,000 hours

πŸ“œ Ga. Comp. R. & Regs. 135-5-.02(b)(3); 135-5-.02(a)(7)-(8)

The master's route asks for four years of post-master's directed experience under supervision, or three years plus the supervised counseling practicum or internship that was part of the graduate degree program.

The rules never state a total-hours figure; the quantity comes from the definition of a year.

After September 30, 2018, one year of directed experience means a minimum of 1,000 hours acquired in not less than a twelve-month period, and one year of supervision means a minimum of 35 hours obtained during that twelve-month period of directed experience.

Two pacing rules do real work: each year needs its own twelve months, and all directed experience and supervision must be obtained within the sixty months before the date of application, so hours age out.

At least two years of the supervision must be provided by a supervisor who is a licensed Professional Counselor.

The rules state no direct-client minimum; on the specialist, doctoral and CRC tracks the required number of years drops, keyed to the degree.

For what counts as a supervised hour, and what changes at independent licensure, see associate vs. independently licensed therapists.

β€œAfter September 30, 2018 "One year of Directed Experience" means a minimum of 1000 hours of directed experience acquired in not less than a twelve (12) month period.”

A competency examination the rules never name

πŸ“œ Ga. Comp. R. & Regs. 135-5-.02(b)(4); 135-3-.03(2)

Both licenses gate on what the rule calls the required competency examination for licensure prescribed by the Board β€” and that is all the rule says.

Neither the NCE nor the NCMHCE is named anywhere in the rules read, so ask the board in writing which examination it currently requires before you register for one.

The process runs through the board: you file the application for licensure by examination, the board approves you to sit for it, and you instruct the testing authority to report your score.

The APC applicant takes the examination for the associate license.

After that the route has a built-in economy: a current APC does not re-take the examination when applying for the LPC.

The commission's fees table lists no Georgia jurisprudence exam.

For how the counselor, social work and MFT licensing exams compare, see ASWB vs NCE vs NCMHCE vs the MFT national exam.

β€œApplicants who hold a current license as an Associate Professional Counselor are not required to re-take the examination in Professional Counseling when applying for licensure as a Professional Counselor.”

Choosing a supervisor: the credential gate and the two-year LPC rule

πŸ“œ Ga. Comp. R. & Regs. 135-5-.02(a)(4)-(5); 135-5-.02(b)(3)

A qualified supervisor is a licensed Professional Counselor, Clinical Social Worker, Marriage and Family Therapist, Psychologist, or Psychiatrist with post-licensure experience set by degree: 3 years for a supervisor holding a master's, 2 for a specialist, 1 for a doctorate.

Since September 30, 2018 an LPC supervisor must also hold either the NBCC Approved Clinical Supervisor credential or the LPCAGA Certified Professional Counselor Supervisor credential for supervision entered into after that date β€” check the letters before signing a job offer.

The board may also approve, at its discretion, a supervisor whose experience is substantially similar.

The format is defined narrowly: individual supervision means one supervisor with no more than two supervisees, group supervision no more than six.

The rule is relaxed about location β€” supervision may include reviewing case presentations, audiotapes, videotapes and direct observation, and the supervisor need not be present at the work site β€” but no explicit video-supervision provision was located in the rules read, so confirm any distance arrangement with the board first.

Both supervisor and supervisee must keep contemporaneous records of every session.

For what it takes to become a supervisor yourself, see can an LPC supervise an associate?

β€œSupervision does not require the supervisor to be present at the work site with the supervisee.”

Direction, not just supervision: where an APC may work

πŸ“œ Ga. Comp. R. & Regs. 135-5-.01(a)(2), (a)(6), (b)(2); 135-5-.02(a)(9)

Georgia's rules put two people over an APC's work, and they are different by definition.

A director provides ongoing administrative oversight β€” the employer or the superior in the chain of command, responsible for the quality of services and for ensuring qualified supervision or intervention when a case exceeds the practitioner's expertise β€” while the supervisor provides the direct clinical review.

Practice without direction is not a work setting acceptable to the Board.

Acceptable sites carry measurable documentation for every candidate, including a signed contractual agreement outlining the job description, office hours, performance review procedures and dismissal policies, and the arrangement should be akin to employment; non-compensated experience is reviewed case by case.

The practical consequence for a new graduate: a solo private practice with no organizational director fails the direction test no matter who supervises clinically.

Before accepting an APC-level job, confirm the site can support the Directed Experience Under Supervision Contract registered with the Board, and that it will re-file within fourteen days if the arrangement changes.

β€œPractice without direction is not a work setting acceptable to the Board.”

Moving to Georgia: licensure by endorsement without examination

πŸ“œ Ga. Comp. R. & Regs. 135-3-.04

A counselor licensed in another state can be licensed without examination so long as the other jurisdiction's requirements for the license are substantially equal to or greater than those in Georgia.

The mechanics sit on the board's forms: a written application with the non-refundable fee, and Form N completed by the licensing entity of the state where you hold the license, showing it is in effect and in good standing.

What the board compares is the two jurisdictions' requirements β€” the rule does not restate Georgia's hour equivalence for endorsement applicants.

One dated wrinkle cuts in your favor if your hours are old: the sixty-month lookback on directed experience and supervision is relaxed for endorsement applications, which are considered case by case at the discretion of the Board.

And because the Counseling Compact is live in Georgia, an LPC from another live member state has a second route β€” a Compact privilege to practice, which is a different instrument from a Georgia license.

For how endorsement works when you move, see moving states as a therapist: license transfer and endorsement.

β€œThe Board may license without examination any Professional Counselor or Marriage and Family Therapist currently licensed in another state or jurisdiction, so long as that other state or jurisdiction's requirements for the license in question are substantially equal to or greater than those in Georgia.”

Counseling Compact: live in Georgia as of September 2026

πŸ“œ Counseling Compact Commission homepage; commission fees table

Georgia is not merely a member of the Counseling Compact β€” it is one of the nine states where the Compact is live, issuing and accepting privileges, as of September 2026.

A Georgia LPC who lives in Georgia can apply for a privilege to practice in the other eight live states, and a counselor licensed in any of them can apply for a privilege to practice in Georgia.

The privilege-eligible license is the LPC: the commission's fees table lists no associate tier, so an APC has no Compact route.

The table prices the Georgia privilege at a $100 state fee plus a $30 administrative fee, and lists no jurisprudence exam.

The O.C.G.A. enacting citation and date were not located in the sources read; Georgia's status here is recorded from the commission's own pages.

For how the compact’s privilege to practice works, see the Counseling Compact explained.

Renewal: 35 CE hours every two years, ethics synchronous only

πŸ“œ Ga. Comp. R. & Regs. 135-9-.01(2)

Every license, including associate level licenses, renews on a two-year biennial cycle running from October 1 of an even-numbered year to September 30 of the next even-numbered year, and each renewal requires 35 hours of continuing education.

At least 5 of the 35 must be professional ethics, obtained through synchronous activities only; of the remaining 30, at least 15 must be core hours in the specialty and no more than 15 related.

A maximum of 10 hours may be asynchronous each cycle, independent study is capped at 5, and no more than 20 hours may come from any single course, workshop or presentation β€” conferences excepted.

There is a first-renewal grace: a license initially issued on or after October 1 of an odd-numbered year, the second year of the cycle, owes no CE at its first renewal.

That grace disappears when an APC license is superseded by the LPC β€” the licensee then owes the full requirement.

Keep certificates for four years; the board audits a fixed percentage of renewals each cycle.

β€œThirty-five (35) hours of continuing education are required to be obtained within the two (2) year biennial licensure cycle to renew each license, including associate level licenses.”

What changed from 2023 to 2026: a 2024 statute and the Compact

πŸ“œ Georgia SB 373 (eff. 2024-07-01); Ga. Comp. R. & Regs. 135-5-.01, 135-5-.02 (LII amendment notes); Counseling Compact Commission homepage

The 2024 change is statutory: SB 373, effective July 1, 2024, rewrote O.C.G.A.

43-10A-11, the requirements statute for both the APC and the LPC.

It set a credit floor β€” at least 60 semester hours or 90 quarter hours, the quarter figure up from 80 β€” for a regionally accredited master's or higher in clinical counseling or counseling psychology, and it struck the LPC statute's separate doctoral-only route.

Its Section 1 also rewrote the definition of "Supervisor" in 43-10A-3(20).

The board's own rules, by contrast, did not move in the window: the research found no amendment to 135-5-.01 or 135-5-.02 dated in 2023–2026, and both were last amended effective February 28, 2016.

The other change that matters is the Counseling Compact going live in Georgia β€” the commission lists Georgia among the live states as of September 2026.

Re-check the board's rules page before relying on any date-sensitive item.

What This Page Does β€” and Doesn’t β€” Cover

This page summarizes the Georgia statute, rules, board pages and other documents cited above, as read for this state-by-state counselor licensure series, current as of September 2026.

It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the Georgia Composite Board of Professional Counselors, Social Workers, and Marriage & Family Therapists publishes.

Nor does it cover social work licensure in Georgia, MFT licensure in Georgia, or what therapists earn in Georgia.

Hour totals, exams and supervision rules change by statute and by board rule; for how the counselor, social work and MFT licences differ, see LCSW vs. LPC vs. LMFT: which therapy licence to get.

Confirm every requirement with the Georgia Composite Board of Professional Counselors, Social Workers, and Marriage & Family Therapists before you count hours, register for an exam or apply β€” and before you take one of the mental health counselor jobs in Georgia that asks for it.

Frequently Asked Questions

How many supervised hours do you need for an LPC in Georgia?

Georgia states the requirement in years, not one total: four years of post-master's directed experience under supervision, or three years plus the graduate practicum or internship.

Since September 30, 2018, one year means a minimum of 1,000 hours of directed experience acquired in not less than twelve months, plus a minimum of 35 hours of supervision during that period β€” so the three-year track means 1,000 directed hours and 35 supervision hours in each of three years.

All of it must fall within the sixty months before you apply.

Does Georgia require the NCE or the NCMHCE for counselors?

The rules read for this page never name an exam.

Ga.

Comp.

R. & Regs.

135-5-.02 says only that an applicant must pass the required competency examination for licensure prescribed by the Board, and the board's current choice among national examinations is not stated in the sources.

Ask the Georgia Composite Board in writing before you register for any exam.

One relief: an APC holder is not required to re-take the examination when applying for licensure as a Professional Counselor.

Can an APC in Georgia count hours from a private practice?

Only if the practice has direction.

The rules define direction as ongoing administrative oversight by an employer or superior, and state that practice without direction is not a work setting acceptable to the Board.

Acceptable sites carry a signed contractual agreement covering the job description, office hours, performance review procedures and dismissal policies, and the arrangement should be akin to employment.

A solo practice with no director fails the test; confirm the site will support a board-registered Directed Experience Under Supervision Contract before you start.

Can I practice in Georgia under the Counseling Compact with an out-of-state license?

If you hold an LPC from one of the nine live Compact states, you can apply for a privilege to practice in Georgia rather than a Georgia license β€” the commission's home page lists Georgia among the states issuing and accepting privileges as of September 2026.

The listed privilege fee is a $100 state fee plus a $30 administrative fee, with no jurisprudence exam.

The route is for LPCs; an associate-level licensee from another state has no Compact privilege.

How long do you have to use your supervised hours in Georgia?

Sixty months.

After September 30, 2018, all directed experience must be obtained within the sixty months prior to the date of application, and the same window applies to supervision.

Each year of directed experience also requires at least twelve months by definition, so the three-year track cannot be compressed below three calendar years.

Endorsement applications are the exception β€” the board considers them case by case at its discretion.

Check your timeline against the application date, not the date you began accruing.
