Social Work Licensure in Massachusetts: LCSW Requirements, Hours and Exams

Founder, BehavioralHires
Last verified September 2026

Massachusetts licenses social workers at four levels: the Licensed Social Work Associate (LSWA), the Licensed Social Worker (LSW), the Licensed Certified Social Worker (LCSW) and the Licensed Independent Clinical Social Worker (LICSW).

The independent clinical license is the LICSW, not the LCSW, which is the certified, non-independent tier and may not provide clinical services as an independent practitioner.

The LICSW requires a CSWE-accredited master's or doctorate, at least 3,500 hours of clinical work over no less than two years from LCSW licensure, 100 hours of individual face-to-face supervision, and the ASWB Clinical exam.

Verify before you rely on this

Licensing rules change by statute and board rule, and this page is career information, not legal advice. Confirm every requirement with the state board before you apply, register for an exam or count supervised hours. In Massachusetts, that is the Board of Registration of Social Workers (Division of Occupational Licensure).

At a glance

Clinical license

Licensed Independent Clinical Social Worker (LICSW), which may practice social work autonomously in any clinical or non-clinical setting (258 CMR 12.01(1)).

The Massachusetts LCSW is not it: a Licensed Certified Social Worker shall not provide clinical social work services as an independent practitioner (258 CMR 12.02(1)).

Other license levels

Licensed Social Work Associate (LSWA) and Licensed Social Worker (LSW), plus the Licensed Certified Social Worker (LCSW) β€” the post-master's, non-independent tier under which LICSW hours are earned.

No supervisor credential beyond the LICSW appears in the rules read.

Degree

LCSW and LICSW: a master's or doctoral degree in social work from a CSWE-accredited graduate school, or a foreign degree CSWE determines equivalent.

LSW: a CSWE-accredited BSW, or less education paired with supervised work experience.

LSWA: an associate degree or 60 credit hours in a human-services field, any bachelor's, or 1,000 hours of board-approved education.

Supervised experience

LICSW: at least 3,500 hours of clinical social work services under 258 CMR 12.02(1) or (2), over not less than two years from the date of LCSW licensure, plus a minimum of 100 hours of individual face-to-face clinical supervision (258 CMR 9.03(3), (4)).

On the LCSW: at least one hour a week of face-to-face individual clinical supervision, prorated at not less than one hour per 35 hours worked.

ASWB exam

LICSW: Clinical.

LCSW: the level the rule calls Intermediate, ASWB's former name for Masters.

LSW: Basic, the former name for Bachelors.

LSWA: the Associate level passing score on the Basic exam.

Each exam must have been passed not more than two years before the application date.

Supervisor requirement

The rule text read names two LICSW supervisor categories: an LICSW licensed by the Board, or an individual who meets the LICSW requirements but is exempt (258 CMR 9.03(4)); the saved list ends with 'or' and no third item, so it may not be exhaustive.

An LCSW's clinical supervision must come from a social worker licensed or eligible for licensure as an LICSW (258 CMR 12.02(1)).

Whether face-to-face supervision may be by video is not stated in the sources read.

Social Work Compact

Not enacted.

As of September 2026 Massachusetts is not on the Social Work Licensure Compact commission's list of member jurisdictions, and the commission is not yet issuing multistate licenses.

Its compact bill, H.5272, was reported favorably and referred to House Ways and Means on March 25, 2026.

Renewal & CE

Every two years, expiring on the licensee's birthday (258 CMR 9.08).

Per licensure period: LICSW 30 continuing education hours, LCSW 20, LSW 15, LSWA 10 (258 CMR 31.03(1)); social workers employed exclusively by state, county or municipal government are exempt (31.03(2)).

One domestic violence and sexual violence training is a condition of licensure and renewal (31.03(4)).

The Massachusetts credential ladder

  1. Licensed Social Work Associate(LSWA)Other

The associate-level entry license, granted on an associate degree or 60 credit hours in a human-services field, any bachelor's degree, or 1,000 hours of board-approved social work education, plus the Associate level passing score on the exam the rule calls the Basic (258 CMR 9.06).

  2. Licensed Social Worker(LSW)Other

The bachelor's-level license: a CSWE-accredited BSW, or less education paired with more supervised work experience across five alternative ladders, down to a high school diploma plus 17,500 hours over ten years, plus the exam the rule calls the Basic, ASWB's former name for Bachelors (258 CMR 9.05).

  3. Licensed Certified Social Worker(LCSW)Pre-licensure

A full post-master's license in its own right and the license under which LICSW hours are earned, but the C is Certified, not clinical: clinical social work services only as an employee under LICSW clinical supervision, never as an independent practitioner (258 CMR 9.04; 12.02(1)).

  4. Licensed Independent Clinical Social Worker(LICSW)Independent

The independent clinical license, reached after 3,500 hours of clinical social work services over not less than two years from LCSW licensure, 100 hours of individual face-to-face clinical supervision, and the ASWB Clinical exam; it may practice social work autonomously in any clinical or non-clinical setting (258 CMR 9.03; 12.01(1)).

Four licenses, and LCSW does not mean independent here

πŸ“œ 258 CMR 9.03; 9.04; 9.05; 9.06; 12.01(1); 12.02(1), (7)

Massachusetts issues four social work licenses.

The Licensed Social Work Associate (LSWA) is the associate-level entry license (258 CMR 9.06), the Licensed Social Worker (LSW) is the bachelor's level (258 CMR 9.05), the Licensed Certified Social Worker (LCSW) is the post-master's tier, and the Licensed Independent Clinical Social Worker (LICSW) is the independent clinical tier.

The trap is the LCSW's initials: in Massachusetts the C stands for Certified, not clinical.

An LCSW provides clinical social work services as an employee of an agency, health care facility or unrelated individual, under LICSW clinical supervision, and the rule says outright that an LCSW shall not provide those services as an independent practitioner (258 CMR 12.02(1)).

An LCSW also may not provide clinical supervision to any other mental health practitioner (12.02(7)).

The letters do not carry across state lines, so a clinician licensed elsewhere should compare their license to the LICSW, not the LCSW.

For how pre-licensure titles line up across states, see the LMSW, LPC-A and AMFT title alphabet.

β€œAn individual who holds a license as a Licensed Certified Social Worker shall not provide clinical social work services as an independent practitioner”

One master's rule for the LCSW and LICSW

πŸ“œ 258 CMR 9.03(1); 9.04(1); 9.05(1); 9.06(1)

The LCSW and LICSW share the same degree requirement: a master's or doctoral degree in social work from a graduate school accredited by the Council on Social Work Education, or a foreign degree CSWE determines equivalent.

What separates the two licenses is supervised experience and the exam, not more school.

The LSW takes a CSWE-accredited BSW, or less education paired with more supervised work experience across five alternative ladders, from a non-social-work bachelor's plus 3,500 hours over two years down to a high school diploma plus 17,500 hours over ten years.

The LSWA requires an associate degree or at least 60 credit hours in social work, psychology, counseling or a similar human-services field, any bachelor's degree, or 1,000 hours of board-approved social work education.

Because the LSW ladders substitute supervised work experience for school, a career changer without a social work degree still has an LSW route.

For why boards write program accreditation into the degree rule, see CSWE vs CACREP vs COAMFTE accreditation.

3,500 hours, 100 supervision hours, and a clock that starts at LCSW licensure

πŸ“œ 258 CMR 9.03(3), (4); 12.02(1), (2)

The LICSW requires at least 3,500 hours of clinical social work services provided in accordance with 258 CMR 12.02(1) or (2) β€” that is, as an employee of an agency, health care facility or unrelated individual, under LICSW clinical supervision β€” over a period of not less than two years.

The clock is explicit: it runs from the date the Board licensed you as an LCSW, so the hours that count are hours worked on that license.

The rule adds and/or in compliance with the exemptions detailed in 258 CMR 9.02, an exemption section that was not among the sources read.

Alongside the hours, applicants need a minimum of 100 hours of individual face-to-face clinical supervision received during that experience.

The hours are themselves supervised as they are earned: an LCSW providing clinical services needs at least one hour of face-to-face individual clinical supervision a week, prorated to not less than one hour per 35 hours worked.

For what counts as a supervised hour, and what changes at independent licensure, see associate vs. independently licensed therapists.

β€œat least 3500 hours of clinical social work services in accordance with the requirements of 258 CMR 12.02(1) or (2) over a period of not less than two years from the date on which he or she was licensed by the Board as an LCSW”

The ASWB exam: the rule still says Basic, Intermediate and Clinical

πŸ“œ 258 CMR 9.03(5); 9.04(2); 9.05(3); 9.06(2)

Each license maps to an ASWB exam, but the rule uses ASWB's pre-2018 exam names.

The LICSW takes the Clinical licensure examination.

The LCSW requires what the rule calls the Intermediate examination; Intermediate is ASWB's former name for the Masters exam, so that is the exam to register for.

The LSW takes the Basic examination, today's Bachelors, and the LSWA needs the Associate level passing score on the Basic examination.

Every tier adds the same deadline: the exam must have been passed not more than two years prior to the date of application.

That makes exam timing part of application timing, since a candidate who passes and then delays the application past two years has to sit it again.

The rule also lets the Board accept an equivalent examination in place of the ASWB exam.

For how the counselor, social work and MFT licensing exams compare, see ASWB vs NCE vs NCMHCE vs the MFT national exam.

β€œhe or she has passed the Clinical licensure examination administered by the Association of Social Work Boards, or its successor agency, or an equivalent examination as determined by the Board, not more than two years prior to the date of his or her application”

Choosing a supervisor: the LICSW, the 35-hour proration, and a video gap

πŸ“œ 258 CMR 9.03(4), (6); 9.05(2); 12.02(1), (7)

The rule text read names two categories of LICSW supervisor: an individual who holds an LICSW issued by the Board, or who meets the LICSW requirements but is exempt from licensure under 258 CMR 9.02(1).

The saved text ends that list with 'or' and no third item, so it may not be exhaustive.

An LCSW's weekly clinical supervision must come from a social worker licensed or eligible for licensure as an LICSW, so a supervisor below that tier does not qualify an LCSW for clinical work.

For LSW applicants on the work-experience ladders, the acceptable-supervisor list is broader and includes LICSWs, LCSWs and any CSWE-trained BSW, with supervision at not less than one hour per 35 hours of work experience.

At least one professional reference on the LICSW application must come from the person who provided that clinical supervision (258 CMR 9.03(6)).

One question remains open: the rule does not state whether face-to-face supervision may be by video.

One rule is settled: an LCSW may not provide clinical supervision to any other mental health practitioner (258 CMR 12.02(7)).

Whether you or your employer pays for that supervision is covered in who pays for clinical supervision.

β€œA LCSW may not provide clinical supervision to any other mental health practitioner.”

Autonomous for the LICSW, employee-only for the LCSW's clinical work

πŸ“œ 258 CMR 12.01; 12.02

The LICSW may practice social work autonomously in any clinical or non-clinical setting: clinical social work services to individuals, couples, families and groups, clinical case management, clinical and non-clinical supervision, and consultation (258 CMR 12.01).

The LCSW keeps a meaningful scope but inside employment: clinical services and clinical case management only as an employee under LICSW clinical supervision, while non-clinical social work services and non-clinical supervision are autonomous (258 CMR 12.02(1)-(4)).

Even consultation on clinical issues must sit under that LICSW supervision (12.02(5)), and an LCSW may perform anything an LSW or LSWA may do (12.02(6)).

The scope sections for the LSW and LSWA themselves (258 CMR 12.03 and 12.04) were not among the sources read, so their day-to-day scope is not described here.

For a job search, the practical line is employment: clinical work on an LCSW requires an employer and an LICSW supervision relationship, and independent clinical practice requires the LICSW.

Moving to Massachusetts: endorsement without the exam, four conditions

πŸ“œ 258 CMR 9.07; 9.03(2)(b)

An applicant licensed or registered in another jurisdiction that is a member of ASWB may be granted a Massachusetts license without taking the licensing examination if four conditions hold: substantially equivalent education and experience for the level sought, substantially equivalent scope of practice, the ASWB exam for that level passed, and a license in good standing.

A license whose scope is narrower than the level sought fails that test, so this is the main route for a clinician whose independent clinical license matches the LICSW.

Separately, 258 CMR 9.03(2)(b) lets an applicant who never held a Massachusetts LCSW meet that prior-license element with a substantially equivalent out-of-state license β€” but that element only: the 3,500 hours under 258 CMR 9.03(3) still run from the date of Massachusetts LCSW licensure or from the 258 CMR 9.02 exemptions, a section not among the sources read, so how out-of-state hours are credited is not stated in the sources read.

Massachusetts has not enacted the Social Work Licensure Compact, so endorsement is the route.

For how endorsement works when you move, see moving states as a therapist: license transfer and endorsement.

β€œThe permissible scope of social work practice authorized by the license or registration held by that applicant in that other state, territory or political subdivision is substantially equivalent, in the opinion of the Board, to the permissible scope of practice for the level of licensure the applicant is seeking in Massachusetts, as set forth in the applicable provision of 258 CMR 12.01 through 12.04”

Social Work Licensure Compact: not enacted, bill pending

πŸ“œ Social Work Licensure Compact commission website (swcompact.org); Massachusetts legislature bill page for H.5272

As of September 2026 Massachusetts has not enacted the Social Work Licensure Compact and is not on the commission's list of member jurisdictions.

A compact bill is moving: H.380 was redrafted as H.5272, An Act to effectuate Massachusetts' participation in the social work licensure compact, which was reported favorably by committee and referred to the committee on House Ways and Means on March 25, 2026, its latest action as of retrieval.

A committee referral is not a law, so there is no multistate-license route into or out of Massachusetts, and no multistate license has been issued anywhere yet.

Practicing here takes a Massachusetts license, by the standard route or endorsement.

Check the commission's jurisdiction list and the legislature's bill page for the current status.

For the compact’s status nationally and what it will allow, see the Social Work Licensure Compact.

Renewal every two years on your birthday, with CE by tier

πŸ“œ 258 CMR 9.08; 31.03(1), (2), (3), (4)

Each licensee renews every two years, and the renewal date is the licensee's birthday: the original license runs at least 24 months and expires on the birthday following that period (258 CMR 9.08).

Continuing education is set per licensure period by tier, from 30 hours for the LICSW down to 10 for the LSWA (258 CMR 31.03(1)).

A social worker employed exclusively by a unit of Massachusetts state, county or municipal government is exempt, so long as they take no independent or private-agency work during the period (31.03(2)).

New licensees get a prorated first period, from 75 percent of the hours down to none if licensed in the last quarter (31.03(3)).

One more condition: at least one domestic violence and sexual violence training, in a program the Board identifies with the Department of Public Health, as a condition of licensure, renewal, revival or reinstatement (31.03(4)).

β€œ(a) Licensed Independent Clinical Social Workers (LICSWs) - 30 continuing education hours; (b) Licensed Certified Social Workers (LCSWs) - 20 continuing education hours; (c) Licensed Social Workers (LSWs) - 15 continuing education hours; and (d) Licensed Social Work Associates (LSWAs) - ten continuing education hours.”

What changed from 2023 to 2026

πŸ“œ 258 CMR 9.03; 9.09 (Mass Register Issues 1542 and 1546, eff. 2025-02-05)

The amendment histories on the saved rules show one 2025 change inside the window: 258 CMR 9.03, the LICSW qualification rule, and 258 CMR 9.09, the renewal rule, were each amended by an emergency filing and a compliance filing, both effective February 5, 2025.

What those amendments changed was not determined from the text read, so this page describes both sections as their current text reads rather than attributing provisions to the amendment.

The saved histories for the other sections read note no amendment newer than December 29, 2017, so the tier requirements, scope lines and CE numbers above are long-standing text.

The compact bill also moved inside the window, from H.380's 2025 referral to H.5272's favorable report in March 2026, but Massachusetts still had not enacted the compact as of September 2026.

Letting a license lapse: the reinstatement and relicensure ladder

πŸ“œ 258 CMR 9.09

The renewal rule builds a three-step ladder for a lapsed license, worth knowing before a move or a career pause.

Within one year after expiration, you may reinstate by filing the renewal application and paying the renewal fee plus a late fee.

The two relicensure steps beyond that share a threshold condition: each applies only to an individual who meets the applicable requirements for initial licensure set forth in 258 CMR 9.03 through 9.06.

Between one and two years, such an applicant may obtain relicensure at the same level by filing a re-licensure application, paying the fee, documenting compliance with the continuing education requirement and, if requested, appearing personally to explain the lapse.

After two years, relicensure at the same level additionally requires retaking and passing the ASWB examination for that level.

The rule is blunt about the gap itself: from the expiration date on, a licensee who has not renewed is considered unlicensed and may not practice social work in the Commonwealth until renewal or reinstatement.

What This Page Does β€” and Doesn’t β€” Cover

This page summarizes the Massachusetts statute, rules, board pages and other documents cited above, as read for this state-by-state social work licensure series, current as of September 2026.

It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the Board of Registration of Social Workers (Division of Occupational Licensure) publishes.

Nor does it cover counselor licensure in Massachusetts, MFT licensure in Massachusetts, or what therapists earn in Massachusetts.

Hour totals, exams and supervision rules change by statute and by board rule; for how the counselor, social work and MFT licences differ, see LCSW vs. LPC vs. LMFT: which therapy licence to get.

Confirm every requirement with the Board of Registration of Social Workers (Division of Occupational Licensure) before you count hours, register for an exam or apply β€” and before you take one of the licensed clinical social worker jobs in Massachusetts that asks for it.

Frequently Asked Questions

Is a Massachusetts LCSW the same clinical license I would hold elsewhere?

No. In Massachusetts LCSW means Licensed Certified Social Worker: the post-master's, non-independent tier that provides clinical services only as an employee under LICSW clinical supervision and shall not provide them as an independent practitioner (258 CMR 12.02(1)).

The independent clinical license, the one that may practice autonomously in any clinical or non-clinical setting, is the LICSW (258 CMR 12.01(1)).

Match an out-of-state license against the LICSW, not the LCSW, and confirm with the Board of Registration of Social Workers.

When can I start counting my 3,500 LICSW hours?

The clock starts when the Board licenses you as an LCSW.

258 CMR 9.03(3) counts at least 3,500 hours of clinical social work services provided under 258 CMR 12.02(1) or (2) over not less than two years from the date of LCSW licensure, and/or in compliance with the exemptions in 258 CMR 9.02.

Hours worked before that date are not what the rule describes.

Get the LCSW first, work under LICSW clinical supervision, log the weekly supervision hour, and confirm your timeline with the Board.

How old can my ASWB exam be when I apply?

Not more than two years.

Every license rule, LICSW included, requires the exam to have been passed not more than two years prior to the date of application (258 CMR 9.03(5) for the LICSW).

Pass the Clinical exam close to your application date: a passing score that sits for two years no longer works for application purposes and you would have to sit the exam again.

Confirm current scheduling and score rules with the Board before you register.

Can my supervision count if it happens by video?

The sources read do not answer that.

The LICSW rule requires 100 hours of individual face-to-face clinical supervision (258 CMR 9.03(4)), and an LCSW's weekly clinical supervision must be face-to-face as well (258 CMR 12.02(1)), but neither text read states whether face-to-face includes video.

Before your hours start, ask the Board of Registration of Social Workers how it treats video supervision, and write the agreed format into your supervision plan so your 3,500 hours are not put at risk.

I am licensed in another state. Which Massachusetts license should I apply for?

Start with 258 CMR 9.07 endorsement: if your jurisdiction belongs to ASWB, your education, experience, scope of practice and exam match the level you seek, and your license is in good standing, you are licensed without retesting.

For the LICSW without a Massachusetts LCSW, 258 CMR 9.03(2)(b) lets a substantially equivalent out-of-state license stand in for the LCSW β€” that element only.

The 3,500 hours still run from Massachusetts LCSW licensure or the 258 CMR 9.02 exemptions, and the sources read do not say how out-of-state hours are credited.

Massachusetts has not enacted the Social Work Licensure Compact.

Confirm with the Board.
