Social Work Licensure in Oregon: LCSW Requirements, Hours and Exams

Founder, BehavioralHires
Last verified September 2026

Oregon authorizes social workers at four levels: the Registered Baccalaureate Social Worker registration, the Licensed Master's Social Worker, the Clinical Social Work Associate certificate and the Licensed Clinical Social Worker.

Only a licensed LCSW or a certified CSWA may practise clinical social work.

The LCSW builds on CSWA certification: 3,500 practice hours with at least 2,000 direct client contact, 100 supervision hours over 24 to 60 months, the ASWB Clinical exam and Oregon's statutes-and-rules exam at 90 per cent.

There is no licensure by reciprocity; the compact is not enacted.

Verify before you rely on this

Licensing rules change by statute and board rule, and this page is career information, not legal advice. Confirm every requirement with the state board before you apply, register for an exam or count supervised hours. In Oregon, that is the Oregon Board of Licensed Social Workers (BLSW).

At a glance

Clinical license

Licensed Clinical Social Worker (LCSW).

Only a licensed LCSW or a certified clinical social work associate may practise clinical social work in Oregon (ORS 675.523).

Other license levels

Licensed Master's Social Worker (LMSW), the Registered Baccalaureate Social Worker (RBSW) registration, and the Clinical Social Work Associate (CSWA) certificate β€” the authorization under which the LCSW's supervised hours are earned.

Degree

CSWA and LCSW: a master's in social work from a program accredited by, or in candidacy with, CSWE or CASWE β€” the CSWA rule's requirement, which the LCSW applicant satisfactorily completes; the LCSW statute itself asks for a program accredited by a board-recognized body.

LMSW: a master's accredited by an accrediting organization recognized by the board.

RBSW: a bachelor's in social work.

Supervised experience

A CSWA plan requires a minimum of 3,500 practice hours, of which at least 2,000 must be direct contact with a client of the agency, plus 100 supervision hours over not less than 24 nor more than 60 consecutive months, at least 50 of them individual.

The statute calls this the equivalent of two years of full-time clinical social work experience.

ASWB exam

LCSW: the ASWB clinical-level examination plus the board's Oregon statutes-and-rules exam, passed with a score of not less than 90 per cent.

LMSW: ASWB Masters.

RBSW: ASWB Bachelors β€” each also passing the Oregon laws and rules exam.

Supervisor requirement

An Oregon LCSW the board approves as plan supervisor: two years of licensed practice, 15 hours of initial CE in techniques of supervision plus 6 hours every five years, and the Oregon rules exam passed within the five years before supervising.

The board may authorize an out-of-state LCSW or an Oregon psychologist or psychiatrist, but at least 50 of the 100 supervision hours must be with an LCSW (OAR 877-020-0010(3)(c)).

Social Work Compact

Not enacted.

As of September 2026 Oregon is not on the Social Work Licensure Compact commission's list of member jurisdictions, and the commission is not yet issuing multistate licenses.

Renewal & CE

CE reported every two years by the birthday renewal month: LCSW 40 hours including 6 ethics and 6 cultural competence; LMSW 30 (4 and 4); RBSW 20 (3 and 3); up to 10 hours carry over.

A CSWA reports no CE.

The Oregon credential ladder

  1. Registered Baccalaureate Social Worker(RBSW)Other

A registration, not a license, for the practice of baccalaureate social work: a BSW from an accredited program, ASWB Bachelors exam scores and the Oregon laws and rules exam (ORS 675.532; BLSW License Descriptions page).

  2. Licensed Master's Social Worker(LMSW)Other

A full license for the practice of master's social work, which the board lists among its non-clinical licenses: an MSW, ASWB Masters exam scores and the Oregon laws and rules exam (ORS 675.533; BLSW License Descriptions page).

  3. Clinical Social Work Associate(CSWA)Pre-licensure

A certificate, not a license (ORS 675.537), yet alongside the LCSW one of just two authorizations to practise clinical social work in Oregon (ORS 675.523): an MSW holder who practises under a board-approved plan of practice and supervision while earning the LCSW's hours.

  4. Licensed Clinical Social Worker(LCSW)Independent

The clinical license under ORS 675.530: a master's in social work, completed CSWA certification, the equivalent of two years of full-time clinical social work experience per board rules, and the examinations required under ORS 675.535.

  5. Board-approved plan supervisorSupervisor

An approval, not a license: an Oregon LCSW with two years of licensed practice, supervision-techniques continuing education and a recent Oregon rules exam, named in an approved plan β€” only a plan supervisor's supervision counts under a CSWA plan (OAR 877-020-0012).

Two licenses, one registration, one certificate β€” and only two practise clinically

πŸ“œ ORS 675.520; 675.523; 675.530; 675.532; 675.533; 675.537; BLSW License Descriptions page

Oregon issues four authorizations, and the split to notice is clinical versus non-clinical, not license versus certificate β€” under ORS 675.510(7) holders of all four are regulated social workers.

The RBSW is a registration for baccalaureate-level generalist practice (ORS 675.532); the LMSW is a license for master's social work, which the board lists among its non-clinical licenses (ORS 675.533).

Clinical social work β€” assessment, diagnosis, treatment, psychotherapy, clinical supervision β€” may be practised only by an LCSW licensed under ORS 675.530 or a CSWA certified under ORS 675.537.

The CSWA is a certificate issued on an approved plan, not a license, and it exists for MSW holders who do not yet have the post-MSW hours the LCSW needs.

Titles are protected: no one who is not a regulated social worker may use a title indicating an authorization to practise regulated social work, including the title social worker (ORS 675.520).

Application fees on the board's page run $150 RBSW, $200 LMSW, $260 CSWA and $460 LCSW.

For how pre-licensure titles line up across states, see the LMSW, LPC-A and AMFT title alphabet.

β€œA person may not use any title, words or abbreviations, including the title "social worker," that indicate that the person has an authorization to practice regulated social work unless the person is a regulated social worker.”

One master's rule for the LMSW, the CSWA and the LCSW

πŸ“œ ORS 675.530(2)(b); 675.533(2)(b); OAR 877-020-0009(2); BLSW License Descriptions page

The LCSW statute asks for a master's degree in social work from a college or university accredited by an accrediting organization recognized by the board (ORS 675.530(2)(b)); the CSWA rule names the recognized bodies β€” the Council on Social Work Education and the Canadian Association for Social Work Education β€” and accepts programs in candidacy status (OAR 877-020-0009(2)).

A foreign degree qualifies through CSWE's International Social Work Degree Recognition and Evaluation Service, with the proof and the cost the applicant's to carry.

The LMSW statute sets its own terms: a master's degree in social work from a college or university accredited by an accrediting organization recognized by the board (ORS 675.533(2)(b)).

The RBSW instead needs a bachelor's degree in social work from an accredited program.

Nothing in the LCSW rule adds coursework beyond the master's β€” what separates the LCSW from the CSWA is the completed plan of practice and supervision and the exams, not more school.

For why boards write program accreditation into the degree rule, see CSWE vs CACREP vs COAMFTE accreditation.

3,500 practice hours, 2,000 direct client contact, and a 24-to-60-month window

πŸ“œ ORS 675.530(2)(c), (d); OAR 877-020-0009(4)(b); OAR 877-020-0010(3)(b)

The statute requires the equivalent of two years of full-time experience in the field of clinical social work and satisfactory completion of the CSWA requirements (ORS 675.530(2)(c), (d)); the rules define both through the approved plan of practice and supervision.

The plan requires a minimum of 3,500 practice hours, of which at least 2,000 must involve direct contact with a client of the agency (OAR 877-020-0009(4)(b)), and 100 supervision hours over not less than 24 consecutive months nor more than 60 consecutive months, at least 50 of them individual, with meetings at least twice each month for a minimum of one hour (OAR 877-020-0010(3)(b)).

The setting matters too: the plan is worked in an agency that screens its patients, gives the associate support to progress toward licensure, and is licensed by the Oregon Department of Human Services or otherwise compliant with Oregon business requirements (OAR 877-020-0009(4)(a)).

For what counts as a supervised hour, and what changes at independent licensure, see associate vs. independently licensed therapists.

β€œFor a total of 100 hours over a period of not less than 24 consecutive months nor more than 60 consecutive months, of which a minimum of 50 hours must be individual supervision. The board may, at their discretion, approve a written request to extend a plan of supervision beyond the 60 month period.”

Two exams for the LCSW: one national, one Oregon's, at 90 per cent

πŸ“œ ORS 675.530(2)(e); 675.535(5); OAR 877-020-0008(4); BLSW License Descriptions page

The LCSW applicant must pass the Association of Social Work Boards' clinical-level examination and the board's own examination on BLSW Oregon statutes and rules β€” covering ORS 675.510 to 675.600, OAR chapter 877, and Oregon statutes on mental health practice relevant to clinical work β€” with a score of not less than 90 per cent (OAR 877-020-0008(4)).

The statute phrases its exam clause as 'if required under ORS 675.535', and the board's rule is what requires both.

The LMSW submits ASWB Masters exam scores and passes the Oregon laws and rules exam; the RBSW submits ASWB Bachelors scores and the same Oregon exam (BLSW License Descriptions page).

A failed exam can be retaken once; after a second failure the board's special permission is needed to try again (ORS 675.535(5)).

For how the counselor, social work and MFT licensing exams compare, see ASWB vs NCE vs NCMHCE vs the MFT national exam.

β€œAny applicant who fails to attain a passing grade on the examination shall be allowed to take the examination a second time. Any applicant who fails the examination a second time must obtain special permission from the board to take the examination again.”

Choosing a supervisor: an Oregon LCSW the board approves by name

πŸ“œ OAR 877-020-0010(3)(b), (3)(c), (3)(d), (3)(e); OAR 877-020-0012(1), (2), (3), (4), (6), (9)

The plan supervisor must be an Oregon licensed clinical social worker, approved by the board when the plan is submitted (OAR 877-020-0012(1)): two years of licensed practice, supervision CE of 15 initial hours plus 6 every five years, and the Oregon rules exam within the five years before supervising (877-020-0012(2)).

On request the board may authorize an out-of-state LCSW whose requirements were substantially equivalent, or an Oregon-licensed clinical psychologist or psychiatrist, subject to the same rules exam and supervision CE (877-020-0012(3), (4)).

At least 50 of the 100 supervision hours must be with the Oregon LCSW plan supervisor or the out-of-state LCSW (877-020-0010(3)(c)), and no more than 50 with any other authorized supervisor (877-020-0010(3)(d)) β€” a psychologist or psychiatrist can cover at most half.

One supervisor may cover individual supervision and another group, and the supervisor must have authority to review and consult on the associate's caseload and treatment plans (877-020-0012(6)).

Sessions can be in person in a professional setting or by video-conference or telephone, with written client consent and secure transmission when records are discussed electronically (877-020-0012(9)).

Whether you or your employer pays for that supervision is covered in who pays for clinical supervision.

β€œSupervision required in this rule must be accomplished: (A) In person, in a professional setting; or (B) By electronic video-conferencing media or telephone.”

What a CSWA may do β€” and where Oregon's practice protection stops

πŸ“œ ORS 675.520; 675.523; OAR 877-020-0009(4); OAR 877-020-0016(2)

Oregon protects the practice and the title together.

The exemptions are specific: a person state-licensed or state-certified to provide mental health or alcohol and drug services is exempt while acting within the lawful scope of that authorization and not representing that they are a regulated social worker, as is recognized clergy acting in a ministerial capacity (ORS 675.523(1), (2), (4)).

Employees or contractors of state-certified or state-licensed entities under ORS 430.610 to 430.695 providing mental health treatment or addiction services are exempt while practising within the lawful scope of the employment or contract (675.523(3)); a social work graduate student in a program that meets board rules needs no further condition (675.523(5)).

Separately, ORS 675.520 bars anyone who is not a regulated social worker from using a title implying authorization.

A CSWA practises inside that frame β€” all its clinical work is supervised under the approved plan, in a qualifying agency β€” and the rule reaches movers: an LCSW applicant intending to practise clinical social work before licensure must first be issued a CSWA certificate (OAR 877-020-0016(2)).

β€œA person may not practice clinical social work unless the person is a clinical social worker licensed under ORS 675.530 or a clinical social work associate certified under ORS 675.537”

Moving to Oregon: no reciprocity, and the same hours either way

πŸ“œ OAR 877-020-0016; BLSW License Descriptions page

The board states it plainly: Oregon statutes and rules do not allow licensure through reciprocity.

A person licensed in another jurisdiction is eligible to be licensed or certified here if they meet the education requirement, are fit to practise, and their home jurisdiction required them to meet standards substantially equivalent to Oregon's β€” and they must still pass both the Oregon statutes-and-rules exam and the national exam for the credential (OAR 877-020-0016(1)).

The board's License Descriptions page addresses its LCSW route to anyone who already holds an LCSW in another state, and lists the same package Oregon associates complete: 3,500 total work hours, 2,000 of the 3,500 as direct client hours, 100 total supervision hours, 50 of the 100 individual, and a minimum of 24 months.

If you intend to practise clinical social work while the Oregon LCSW is pending, a CSWA certificate comes first (OAR 877-020-0016(2)).

For how endorsement works when you move, see moving states as a therapist: license transfer and endorsement.

β€œOregon statutes and rules do not allow licensure through reciprocity.”

Social Work Licensure Compact: not enacted in Oregon

πŸ“œ Social Work Licensure Compact commission website (swcompact.org)

As of September 2026, Oregon is not on the Social Work Licensure Compact commission's list of member jurisdictions: the compact is not enacted here.

There is no multistate-license route into or out of Oregon, so practising takes an Oregon authorization β€” by the standard route or the substantially-equivalency route above.

Nationally, the compact has reached activation status, but the commission says multistate licenses are not yet being issued anywhere, and it estimates its data system will be complete in spring 2027 rather than giving a launch date.

Check the commission's jurisdiction list and the board before relying on either status.

For the compact’s status nationally and what it will allow, see the Social Work Licensure Compact.

Renewal: CE every two years, keyed to your birthday month

πŸ“œ OAR 877-025-0001; OAR 877-025-0011(1), (2), (3), (4); OAR 877-025-0021; ORS 675.560(4)

Regulated social workers report continuing education every two years, submitted with the renewal application before the end of the birthday renewal month; hours earned after that month count toward the next period (OAR 877-025-0021(1)).

The clock starts at the first renewal: the initial registration or license period is exempt (OAR 877-025-0011(1)), and CE then falls due each reporting period unless the holder is on inactive status (877-025-0011(2)).

Per two-year report: a licensed clinical social worker needs a minimum of 40 hours including 6 in ethics and 6 in cultural competence; a master's social worker 30 hours (4 and 4); a registered baccalaureate social worker 20 hours (3 and 3) (OAR 877-025-0011(3)).

Up to 10 hours above the requirement carry into the next period (877-025-0011(4)).

The associate is the exception β€” a certified social work associate reports no CE (OAR 877-025-0001), renewing by fee and a sworn statement of satisfactory progress on the supervisory plan (ORS 675.560(4)).

The board runs random audits, and completion records must be kept at least 24 months after reporting (877-025-0021(3)).

β€œA certified social work associate is not required to complete or report continuing education.”

The rule people miss: supervision continues after the hours are done

πŸ“œ OAR 877-020-0010(3)(b), (3)(h), (4); ORS 675.531

Finishing the 3,500 practice hours and the 100 supervision hours does not end the plan.

Once those requirements are complete, the associate must continue to meet at least once each month with a plan supervisor for a minimum of one hour (OAR 877-020-0010(3)(b)(B)) β€” so the calendar between your last hour and LCSW issuance still needs standing supervision.

Two pressure valves exist inside the window: the board may approve a written extension beyond the 60-month ceiling, and an associate may ask to drop from two monthly meetings to one, with the board weighing circumstances such as reduced work hours, illness or family responsibilities and the estimated time needed (877-020-0010(3)(b)(A); 877-020-0010(4)).

A plan also expects the associate to work with each named supervisor for at least six months unless a change is forced by circumstances outside their control (877-020-0010(3)(h)).

The statute separately lets the board adopt rules for temporary authorizations at every level (ORS 675.531); what the board currently issues under it is a question to ask the board.

β€œAfter the associate has completed the plan requirements regarding supervision contained in paragraph (A) of this sub-section and the requirements regarding practice hours and direct client contact hours contained in OAR 877-020-0009 (4) , the associate must continue to meet at least once each month with a plan supervisor for a minimum of one hour.”

What This Page Does β€” and Doesn’t β€” Cover

This page summarizes the Oregon statute, rules, board pages and other documents cited above, as read for this state-by-state social work licensure series, current as of September 2026.

It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the Oregon Board of Licensed Social Workers (BLSW) publishes.

Nor does it cover counselor licensure in Oregon, MFT licensure in Oregon, or what therapists earn in Oregon.

Hour totals, exams and supervision rules change by statute and by board rule; for how the counselor, social work and MFT licences differ, see LCSW vs. LPC vs. LMFT: which therapy licence to get.

Confirm every requirement with the Oregon Board of Licensed Social Workers (BLSW) before you count hours, register for an exam or apply β€” and before you take one of the licensed clinical social worker jobs in Oregon that asks for it.

Frequently Asked Questions

Can I earn Oregon LCSW hours on my LMSW?

No. The LCSW's experience requirement is satisfied by completing the CSWA: a board-approved plan with a minimum of 3,500 practice hours including at least 2,000 direct client contact hours, plus 100 supervision hours over 24 to 60 consecutive months (ORS 675.530(2)(d); OAR 877-020-0009(4); OAR 877-020-0010(3)(b)).

The board lists the LMSW among its non-clinical licenses, so clinical hours are earned on the CSWA certificate, not the LMSW.

Confirm that your agency qualifies under OAR 877-020-0009(4)(a) before you start.

Can my CSWA supervision happen by video or phone?

Yes.

OAR 877-020-0010(3)(e) says the supervision must be accomplished in person in a professional setting or by electronic video-conferencing media or telephone.

When records may be discussed electronically, OAR 877-020-0012(9) adds three safeguards: clients give written consent to transmitting confidential information, the call happens in a setting that protects both parties' privacy, and the transmission uses secure methods such as encryption.

The supervisor still has to be an Oregon LCSW approved by the board as a plan supervisor (877-020-0012(1)).

I hold an LCSW in another state. What does Oregon require of me?

Oregon does not license through reciprocity, so you apply under OAR 877-020-0016: education, fitness, requirements from your home jurisdiction substantially equivalent to Oregon's, and both the Oregon statutes-and-rules exam and the national exam.

The board's License Descriptions page points out-of-state LCSW holders at the same hour package Oregon associates complete β€” 3,500 total work hours, 2,000 direct client hours, 100 supervision hours with 50 individual, over at least 24 months.

If you will practise clinically while your application is pending, you must first be issued a CSWA certificate (877-020-0016(2)).

How long can a CSWA plan take in Oregon?

The 100 supervision hours must be completed over not less than 24 consecutive months nor more than 60 consecutive months, and the board may approve a written request to extend a plan beyond the 60-month period (OAR 877-020-0010(3)(b)(A)).

You meet a plan supervisor at least twice each month for at least one hour, though you can ask the board to reduce that to once a month (877-020-0010(4)).

After the hour requirements are done, keep meeting a plan supervisor at least monthly until the LCSW issues (877-020-0010(3)(b)(B)).

Does the CSWA have continuing education obligations in Oregon?

No. Under OAR 877-025-0001, a certified social work associate is not required to complete or report continuing education.

CE attaches to the regulated licenses instead: per two-year report, an LMSW needs 30 hours including 4 in ethics and 4 in cultural competence, an LCSW 40 hours (6 and 6), and an RBSW 20 hours (3 and 3), with up to 10 hours carried over (OAR 877-025-0011(3), (4)).

Reports are due with renewal before the end of your birthday renewal month (OAR 877-025-0021(1)).
