Oregon licenses counselors at a single rung: the Licensed Professional Counselor (LPC).
Before it you hold a registered associate registration, approved by the Board together with an associate registration plan.
The route is a graduate degree from a CACREP- or CORE-approved program or a qualifying regionally accredited one, at least three years (defined as 36 months) of supervised clinical experience including 1,900 hours of supervised direct client contact, supervision measured in monthly minimums that can void a thin month, and a competency examination plus an Oregon law and rules examination.

At a glance
Licensed Professional Counselor (LPC), the single counseling licence the Oregon rules issue; supervision credentials are Registry statuses, not licences above it.
Registered Associate β a registration under a Board-approved associate registration plan, not a licence; approved registrants have five years to complete the required hours, extendable by one year for good cause.
A graduate degree from a CACREP- or CORE-accredited counseling program (with at least 2 semester or 3 quarter credits in the diagnosis of mental disorders), or a regionally accredited or evaluated foreign program with at least 60 semester or 90 quarter credit hours, nine named content areas, and a practicum or internship including at least 280 direct client contact hours.
At least three years, defined as 36 months, of supervised clinical experience including no less than 1,900 hours of supervised direct client contact; up to one year of full-time experience and 400 hours may come from a graduate internship.
A competency examination β the National Counselor Examination, the National Clinical Mental Health Counselor Examination or the Certified Rehabilitation Counselor Examination β plus an Oregon law and rules examination.
A Board Supervisor Registry: Supervisor Candidate (30 clock hours of post-master's supervision training plus the law and rules exam), then Approved Supervisor (licensed at least 2 years, or AAMFT/NBCC Approved Supervisor standing, or a CACREP-accredited Counselor Education and Supervision doctorate, plus 6 supervision-of-supervision hours and 100 hours supervising associates or interns).
Not enacted: Oregon is not on the commission's member list as of September 2026.
40 continuing education clock hours per 24-month reporting period, reported to the Board biennially, including 6 hours on ethics and/or Oregon law, 4 on cultural competency, 2 on suicide risk, and 3 supervision hours for licensees who supervise registered associates.
A registration, not a licence: the Board-approved associate registration plan takes effect on approval, approved registrants have five years to complete the required hours (extendable by one year on petition for good cause), and practice stays under supervision until the LPC is issued.
The single counseling licence the Oregon rules issue; supervisor credentials are Board Supervisor Registry statuses, not licences above it.
A Registry-track qualification: an active Oregon LPC or LMFT with 30 clock hours of post-master's degree supervision training who has passed the law and rules exam.
The Supervisor Registry placement: the Supervisor Candidate requirements plus at least 2 years actively licensed, AAMFT or NBCC Center for Credentialing and Education Approved Supervisor standing, or a CACREP-accredited doctorate in Counselor Education and Supervision; then 6 hours of post-licensure supervision of the licensee's clinical supervision and 100 hours supervising registered associates (or equivalent out-of-state pre-licensed supervisees) or student interns from regionally accredited programs.
Oregon's counseling rules issue a single licence: the Licensed Professional Counselor.
The person accruing hours first is a registered associate β the experience rule still notes the position was formerly the registered intern β whose associate registration plan becomes effective on Board approval and whose plan changes need fresh approval.
The plan is load-bearing: direct client contact hours must be received, documented and reported at the places of practice listed in it, and one approved plan may cover up to three separate practices.
The registration also runs on a clock: approved registrants get five years to complete the supervised direct client contact hours licensure requires, and missing the deadline expires the registration and closes the application file, with a one-year extension available by petition for good cause.
The rule is explicit that the registration is a bridge, not a destination.
Other states issue the same counselor licence under different letters β see LPC vs LMHC vs LPCC vs LCPC, mapped state by state.
βA registered associate must practice under supervision until all license requirements are met and the license is issued.β
The degree rule runs on accreditation.
A CACREP-accredited or CORE-accredited counseling program qualifies as of the date the degree was conferred, and either must have included the diagnosis-of-mental-disorders coursework quoted below β check the transcript before applying.
The regionally accredited and foreign-program routes share one numeric standard: graduate coursework in a mental-health-counseling or related behavioral-science field, at least 60 semester or 90 quarter credit hours, at least two semester or three quarter credit hours in each of nine named content areas, 16 semester or 24 quarter hours of supporting coursework, and a supervised practicum or internship including at least 280 direct client contact clock hours.
Credit-hour deficiencies are remedied by graduate-level coursework only β continuing education does not qualify β while a practicum deficiency can be made up hour-for-hour through a Board-approved associate registration or five years of active out-of-state licensure.
For reciprocity applicants only, three years or more of active licensure in another U.S. state substitutes for the coursework and practicum sections.
For why boards write program accreditation into the degree rule, see CSWE vs CACREP vs COAMFTE accreditation.
βA graduate degree under sections (1) or (2) must have included at least two semester credit hours or three credit quarter hours of coursework in the diagnosis of mental disorders.β
For registered associates the rule states two numbers: 36 months of supervised clinical experience and 1,900 hours of supervised direct client contact.
Hours acquired outside the associate registration plan count only in three categories: up to one year of full-time supervised clinical experience and 400 direct client contact hours from the qualifying graduate internship, post-graduate hours completed in Oregon before June 30, 2002, and post-graduate hours completed in another jurisdiction under that jurisdiction's rules.
Direct client contact is defined to include contact via electronic communication, so the 1,900 hours do not require an in-person caseload by the rule's text.
Two cautions for anyone counting hours.
The rule states no total supervision-hour figure β supervision is policed through monthly minimums instead, covered in the next section β so track direct client contact and monthly supervision as separate columns.
And the plan-approved, plan-reported mechanics of the registration decide where the rest count.
For what counts as a supervised hour, and what changes at independent licensure, see associate vs. independently licensed therapists.
βRegistered associates must complete at least three years, defined as 36 months, of supervised clinical experience which must include no less than 1,900 hours of supervised direct client contact to qualify for licensure.β
Every applicant must pass a competency examination and an Oregon law and rules examination.
The board prescribes exactly three acceptable competency exams: the National Counselor Examination, the National Clinical Mental Health Counselor Examination, or the Certified Rehabilitation Counselor Examination.
A competency exam passed within 10 years before applying stands; reciprocity applicants with older scores retake it or document division-80 continuing education completed within the 24 months before applying, and an applicant who has maintained a comparable license for at least two years may substitute that continuing education for exam verification entirely.
The retake rule is permissive in the current text: a candidate who fails is allowed to retake the examination a second time, and only after a second failure may the Board require a written study plan, approved in advance, before each subsequent re-examination.
For how the counselor, social work and MFT licensing exams compare, see ASWB vs NCE vs NCMHCE vs the MFT national exam.
βAll applicants for licensure as a professional counselor must pass a competency examination and an Oregon law and rules examination pursuant to OAR 833-020-0081 before the Board may issue a license.β
Oregon writes its supervision rule per month, and the month is the enforcement unit.
Supervision must take place within the same calendar month as the direct client contact hours it covers, at least twice per month and in different weeks, each meeting at least one hour.
The monthly total is two hours in months with 45 or fewer direct client contact hours and three hours in months with 46 or more, at least 50 percent of it one-on-one; group meetings cap at six supervisees and may not double as staff meetings, trainings or case consultations.
Meetings happen in person in a professional setting or through live, synchronous confidential electronic communications, and a single-practice plan may name no more than two supervisors.
The enforcement clause is the quirk: fall short in any month and none of that month's client contact hours count.
For what it takes to become a supervisor yourself, see can an LPC supervise an associate?
βIf in any month a registered associate does not receive the minimum supervision hours required, no client contact hours shall be credited for that month.β
The route for a counselor already licensed elsewhere is the reciprocity method: a current, active license from another state whose requirements the Board judges equivalent to the standards required for Oregon licensure, with Oregon's education, experience and examination standards applied and primary-source verification of the documentation.
The experience rule's concessions are scoped to reciprocity applicants: up to two years of post-license clinical experience may substitute for a maximum of 200 supervised direct client contact hours, credited at 100 hours per full year, and an applicant who has held the active license for three or more years in any U.S. state is presumed to have met the experience requirements with no further documentation.
The same three-year licensure history substitutes for the education rule's coursework and practicum sections.
Since August 6, 2025, a separate servicemember portability method has covered servicemembers and their spouses or domestic partners relocating to Oregon on military orders, licensing applicants who hold a current license in good standing in another state.
For how endorsement works when you move, see moving states as a therapist: license transfer and endorsement.
βApplicants who have held an active license as described in OAR 833-020-0051(2) for three or more years in any U.S. state are presumed to have met the experience requirements and no further documentation is required.β
Oregon has not enacted the Counseling Compact: as of September 2026 the state is not on the commission's member list.
Nothing Compact-related applies in either direction β an Oregon LPC cannot practice in another state under the Compact, and a counselor licensed in a member state cannot practice in Oregon under it.
The working routes into Oregon remain the examination-based methods and the reciprocity method of OAR 833-020-0051.
If the Legislature adopts the Compact later, this page's status line is the first thing to re-check.
For how the compactβs privilege to practice works, see the Counseling Compact explained.
The rule, rewritten effective August 12, 2026, ties continuing education to license renewal on a biennial cycle: licensees must complete approved continuing education and report the hours to the Board biennially as a condition of license renewal, and a reporting period is defined as the 24-month period between license renewals.
Each period carries at least 40 continuing education clock hours, with topic minimums inside it: six clock hours of training in professional ethics and/or Oregon State laws and regulations, four on cultural competency, two on suicide risk assessment, treatment and management, and three supervision-related hours for licensees who supervise registered associates, including every licensee on the Supervisor Registry.
The reporting exceptions are inactive status and new licensees who have been licensed 12 months or less on their first renewal date β the earlier 20-hour tier for licensees partway through their first period no longer appears in the text.
βLicensees must complete approved continuing education and report the hours to the Board biennially as a condition of license renewal.β
Five orders touching the rules this page covers postdate the materials many older Oregon summaries rely on.
BLPCT 5-2025, effective August 6, 2025, adopted the servicemember portability method.
BLPCT 6-2025, also effective August 6, 2025, added the CACREP Counselor Education and Supervision doctorate as a third Approved Supervisor route, let supervision-of-supervision and the 100 supervising hours count from out-of-state equivalents, and amended 833-130-0070, the rule under which other mental health professionals may serve as supervisors of registered associates without Registry placement.
BLPCT 1-2026, effective February 9, 2026, rewrote the education rule to a single 60-semester-or-90-quarter-hour standard with a 280-hour practicum for the regionally accredited and foreign routes.
BLPCT 2-2026, effective June 9, 2026, replaced the examination rule's deny-after-three-failures structure with a retake-and-study-plan rule.
BLPCT 3-2026, effective August 12, 2026, rewrote continuing education to a biennial cycle and reorganized the associate registration plan rules, with 833-050-0061 becoming Remedial Action.
The direct-contact rule (833-050-0071) and the monthly supervision rule (833-050-0081) carry no amendment later than 2024 and 2021 respectively.
This page summarizes the Oregon statute, rules, board pages and other documents cited above, as read for this state-by-state counselor licensure series, current as of September 2026.
It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the Oregon Board of Licensed Professional Counselors and Therapists (Mental Health Regulatory Agency) publishes.
Nor does it cover social work licensure in Oregon, MFT licensure in Oregon, or what therapists earn in Oregon.
Hour totals, exams and supervision rules change by statute and by board rule; for how the counselor, social work and MFT licences differ, see LCSW vs. LPC vs. LMFT: which therapy licence to get.

Three categories count outside the plan.
Up to one year of full-time supervised clinical experience and 400 direct client contact hours may come from the qualifying graduate internship; post-graduate hours completed in Oregon before June 30, 2002 count; and post-graduate hours completed in another jurisdiction count if they meet that jurisdiction's rules for the direct application method.
Everything else must be accrued, documented and reported inside the Board-approved plan, at the places of practice the plan lists.
Register before the first client, and note the registration itself runs on a five-year clock, extendable by one year for good cause.
The month's client hours are void.
OAR 833-050-0081(8) states that if in any month a registered associate does not receive the minimum supervision hours required, no client contact hours shall be credited for that month, and (1) requires supervision to take place within the same calendar month as the completed direct client contact hours it covers.
The minimum is two hours in months of 45 or fewer direct client contact hours, three hours at 46 or more, across at least two meetings in different weeks.
If an employer's supervision coverage lapses, raise it that month rather than at renewal.
Both are allowed by the rule text.
Monthly supervision may be conducted in person in a professional setting or through live, synchronous confidential electronic communications under 833-050-0081(5), and direct client contact is defined to include contact via electronic communication under 833-050-0071(5).
The structure around the meetings does not flex: supervision at least twice per month in different weeks, each meeting at least one hour, at least 50 percent of the monthly total one-on-one, group meetings of no more than six supervisees, and all of it inside the same calendar month as the client hours it covers.
No. OAR 833-030-0011 lists four qualifying routes: a CACREP-accredited counseling program, a CORE-accredited counseling program, a regionally accredited program, or a foreign program evaluated by a Board-recognized credentialing body.
The two accreditation-named routes carry one extra condition β at least two semester or three quarter credit hours in the diagnosis of mental disorders.
The regionally accredited and foreign routes require at least 60 semester or 90 quarter credit hours, nine named content areas, and a practicum or internship with at least 280 direct client contact hours.
Credit-hour deficiencies can be remedied by graduate-level coursework; continuing education courses do not qualify.
Not as of September 2026.
Oregon has not enacted the Counseling Compact and is not on the commission's member list, so no Compact privilege applies in either direction.
A counselor licensed elsewhere applies through Oregon's reciprocity method instead: an active license from a state whose requirements the Board finds equivalent to Oregon's, with Oregon's education, experience and examination standards applied, and primary-source verification of the documentation.
Holding that active license for three or more years carries a presumption that the experience requirements are met.
Confirm current Compact status with the Board before relying on any portability route.
