Virginia licenses social workers at three levels, the LBSW, LMSW and LCSW, and only the LCSW may practice at the autonomous level.
The LCSW takes a CSWE-accredited MSW with a clinical course of study and a 600-hour practicum, then 3,000 hours of post-master's supervision registered with the board in advance, over two to four consecutive years, including 1,380 face-to-face client-contact hours and at least 100 supervision hours, plus the ASWB Clinical exam.
Endorsement serves licensees moving in, and the compact is enacted but not yet issuing multistate licenses.

Licensed Clinical Social Worker (LCSW).
Only licensed clinical social workers may practice at the autonomous level (18VAC140-20-37).
LBSW and LMSW.
An LBSW practices social work under the supervision of a master's social worker; an LMSW provides clinical services only under the supervision of an LCSW (Va.
Code Β§54.1-3700).
During LCSW hours you are a board-registered Supervisee in Social Work, not a licensee.
LCSW: a CSWE-accredited MSW with a clinical course of study, or a nonclinical CSWE MSW plus the clinical coursework, with a clinical practicum of a minimum of 600 hours (Va.
Code Β§54.1-3707.1; 18VAC140-20-49).
LBSW and LMSW: a BSW or MSW from an accredited school of social work (18VAC140-20-60).
3,000 hours of supervised post-master's experience, including a minimum of 1,380 hours in face-to-face client contact, over no less than two nor more than four consecutive years, with at least 100 hours of face-to-face supervision (one to four hours per 40 worked; no more than 50 in groups) β registered with the board before the first hour (18VAC140-20-50).
The ASWB exam at the level of the license: bachelor's for the LBSW, master's for the LMSW, clinical for the LCSW (18VAC140-20-70).
Approval to sit runs two years; an LCSW applicant who has not passed within the second two-year approval period owes one additional year as a supervisee.
An active, unrestricted LCSW license with at least two years of post-licensure clinical social work experience, plus a three credit-hour graduate course in supervision or at least 14 hours of continuing education; no supervising a family member or dual relationship (18VAC140-20-50(B)).
Enacted: Va.
Code Β§54.1-3709.4 (2024 Acts cc.
690, 704).
As of September 2026 Virginia is on the commission's list of 32 member jurisdictions, and the commission reports multistate licenses are not yet being issued.
Renew every year on or before June 30 (18VAC140-20-100).
Continuing education is documented before renewal in even years: 30 contact hours including 6 in ethics for the LCSW; 15 hours including 3 in ethics for the LBSW and LMSW (18VAC140-20-105).
The baccalaureate license on a social work degree and the ASWB bachelor's-level exam; the statute defines the holder as engaging in the practice of social work under the supervision of a master's social worker, providing basic generalist services such as casework management, supportive services, consultation and education (Va.
Code Β§54.1-3700; 18VAC140-20-70).
A full license at the master's level whose holder provides non-clinical, generalist services, staff supervision and management, and clinical services under the supervision of a licensed clinical social worker β the standing a Virginia MSW works under while the LCSW hours are earned (Va.
Code Β§54.1-3700).
Not a license: a board-approved registration under which an individual who has submitted a supervisory contract provides clinical services in social work under supervision; the registered supervisee must use the title Supervisee in Social Work in written communications and may not bill directly (18VAC140-20-10; 18VAC140-20-50(D)).
The clinical license: only licensed clinical social workers may practice at the autonomous level, providing direct diagnostic, preventive and treatment services where functioning is threatened or affected by social and psychological stress or health impairment (18VAC140-20-37; Va.
Code Β§54.1-3700).
An approval status, not a separate license: an LCSW with an active, unrestricted license, at least two years of post-licensure clinical social work experience and training in supervision, whose name the board maintains on a public list; supervision toward the LCSW comes only from an approved supervisor (18VAC140-20-50(B); Va.
Code Β§54.1-3705).
Virginia's statute defines each tier by who supervises whom.
An LBSW engages in the practice of social work under the supervision of a master's social worker, providing basic generalist services such as casework management, supportive services, consultation and education.
The master's social worker provides non-clinical, generalist services, staff supervision and management, and clinical services under the supervision of a licensed clinical social worker.
Only the LCSW practices at the autonomous level, providing direct diagnostic, preventive and treatment services.
The rung between LMSW and LCSW is not a license: it is a board-approved supervisory registration under which you carry the title Supervisee in Social Work.
The board licenses baccalaureate, master's and clinical social workers and registers the supervisees (Va.
Code Β§54.1-3705(5), (6)).
For how pre-licensure titles line up across states, see the LMSW, LPC-A and AMFT title alphabet.
βOnly licensed clinical social workers may practice at the autonomous level.β
The LCSW education rule offers two routes: a CSWE-accredited MSW with a clinical course of study, or a nonclinical-concentration CSWE MSW plus the clinical course of study requirements through another CSWE graduate program.
The statute writes the clinical course of study out: advanced courses in human behavior and the social environment, social justice and policy, psychopathology and diversity issues, research, clinical practice with individuals, families and groups, and a clinical practicum focused on diagnostic, prevention and treatment services.
That practicum must run a minimum of 600 hours, supervised by an LCSW or a master's or doctoral social worker with three years of post-degree clinical experience.
A graduate who fell short of 600 hours can make up an equivalent number of supervised clinical hours on top of the 3,000 experience hours.
The LBSW and LMSW take a degree from an accredited school of social work; foreign graduates establish equivalency through CSWE's Foreign Equivalency Determination Service (18VAC140-20-60).
For why boards write program accreditation into the degree rule, see CSWE vs CACREP vs COAMFTE accreditation.
βThe requirement for a clinical practicum in a clinical course of study shall be a minimum of 600 hours, which shall be integrated with clinical course of study coursework and supervised by a person who is a licensed clinical social worker or who holds a master's or doctor's degree in social work and has a minimum of three years of experience in clinical social work services after earning the graduate degree.β
The LCSW experience rule is a minimum of 3,000 hours of supervised post-master's experience in the delivery of clinical social work services and ancillary services, over no less than two nor more than four consecutive years, including a minimum of 1,380 hours in face-to-face client contact.
Supervision runs at one to four hours per 40 hours worked, for at least 100 hours total; no more than 50 may be group supervision, and no group may exceed six people unless the board approves more.
The clock starts only once supervision is registered: hours accrued without prior written board approval are not accepted, unless obtained in another U.S. jurisdiction that accepted them under its own rules.
Education must be complete before you register, and the application is due within two years of completing the supervised experience.
A 12-month extension is available on showing extenuating circumstances.
The sources read do not state that the LMSW license must be held first β the rule requires the degree and a registered supervisory contract β so confirm sequencing with the board.
For what counts as a supervised hour, and what changes at independent licensure, see associate vs. independently licensed therapists.
βSupervised post-master's degree experience without prior written board approval will not be accepted toward licensure, except supervision obtained in another United States jurisdiction may be accepted if it met the requirements of that jurisdiction.β
Every Virginia license maps to an ASWB exam at its level: the bachelor's exam for the LBSW, the master's exam for the LMSW and the clinical exam for the LCSW.
Board approval to sit lasts two years from initial approval; an applicant who has not passed by the end of it reapplies under the rules in effect then for another two years.
For LCSW applicants the rule adds a practice consequence: failing to pass within the second two-year approval period costs one additional year as a registered supervisee before another window opens.
Plan the exam around your supervision timeline rather than after it, because each failed window has that cost.
An endorsement applicant who has not passed a board-approved national exam at the level sought can be approved by the board to sit for one (18VAC140-20-45).
For how the counselor, social work and MFT licensing exams compare, see ASWB vs NCE vs NCMHCE vs the MFT national exam.
βIf an applicant for clinical social work licensure has not passed the examination within the second two-year approval period, the applicant shall be required to register for supervision and complete one additional year as a supervisee before approval for another two-year period in which to re-take the examination may be granted.β
Supervision toward the LCSW must come from an LCSW holding an active, unrestricted license where the services are rendered, with at least two years of post-licensure clinical social work experience, who has completed a three credit-hour graduate course in supervision or at least 14 hours of continuing education.
After that initial training, the supervisor must add at least seven more supervision-CE hours within the five years before your registration is filed.
The rule bars a supervisor from taking a family member or anyone with a dual relationship.
The board keeps a list of approved supervisors on its website, and a supervisee may change or add a supervisor from that list without prior board approval (Va.
Code Β§54.1-3705(8), (9)).
Face-to-face supervision may include technology providing real-time, interactive contact (18VAC140-20-10), and the board may consider alternatives for undue burden from hardship, disability or geography β write the format into the supervisory contract before hours start.
Out-of-state supervisors with commensurate qualifications can be considered where geography or disability warrants, or where supervision was obtained in another U.S. jurisdiction.
Whether you or your employer pays for that supervision is covered in who pays for clinical supervision.
βAfter the initial graduate course or 14 hours of continuing education in supervision, at least seven hours of continuing education in supervision shall be obtained by a supervisor within five years immediately preceding registration of supervision.β
Virginia draws its scope line at autonomy: LBSWs and LMSWs may practice in exempt practice settings under appropriate supervision, the LBSW under a master's social worker, and only the LCSW autonomously.
For a supervisee the constraints are concrete.
No direct billing for services rendered, no representing yourself as an independent or autonomous practitioner or as a licensed clinical social worker, and written communications carry your name, your degree initials and the title Supervisee in Social Work.
Clients must be informed in writing of the supervisee's status and given the supervisor's name, professional address and telephone number.
A supervisee may not supervise anyone else's clinical social work and remains under board-approved supervision until licensed as an LCSW.
For a job seeker this shapes the offer: an unlicensed master's-level hire works under a registered supervisory contract, not a caseload billed under their own name.
βSupervisees may not directly bill for services rendered or in any way represent themselves as independent, autonomous practitioners, or licensed clinical social workers.β
An applicant licensed elsewhere files one package: the application and fee, verification of active social work licensure in good standing obtained by standards required in the other jurisdiction and of a comparable type to the license sought, verification of a passing score on a board-approved national exam at that level, any other health or mental health licenses, a National Practitioner Data Bank report, and certification that no board action or malpractice claim is pending.
The board may accept evidence that the other jurisdiction required no national exam when you were initially licensed, and if you have not passed a board-approved exam it may approve you to sit for one.
Supervision obtained in another U.S. jurisdiction can count toward the 3,000 hours if it met that jurisdiction's requirements.
Separately, an out-of-state clinical social worker in good standing may provide continuity-of-care telemedicine services to an established patient in Virginia for up to one year without a Virginia license (Va.
Code Β§54.1-3701).
For how endorsement works when you move, see moving states as a therapist: license transfer and endorsement.
βIf an applicant for licensure by endorsement has not passed a board-approved national examination at the level for which the applicant is seeking licensure in Virginia, the board may approve the applicant to sit for such examination.β
Virginia enacted the Social Work Licensure Compact in 2024 (2024 Acts cc.
690, 704), codified at Va.
Code Β§54.1-3709.4.
As of September 2026 Virginia is on the Social Work Licensure Compact commission's list of 32 member jurisdictions, and the commission states that multistate licenses are not yet being issued anywhere.
Until the commission begins issuing them, practice in Virginia still takes a Virginia license, by the standard route or endorsement, and a Virginia licensee still needs a license in every other state where they practice.
The compact itself has reached activation status, but no multistate license has been issued as of the research date.
Check the commission's jurisdiction list and the board before relying on either status.
For the compactβs status nationally and what it will allow, see the Social Work Licensure Compact.
βThe General Assembly hereby enacts, and the Commonwealth of Virginia hereby enters into, the Social Work Licensure Compact with any and all states legally joining therein according to its terms, in the form substantially as follows:β
Virginia renews social work licenses annually, on or before June 30, and newly licensed holders do not document continuing education on their first renewal date.
The CE requirement is documented prior to licensure renewal in even years: a minimum of 30 contact hours for licensed clinical social workers and 15 for LBSWs and LMSWs.
Hours break into two categories: formally organized learning, of which an LCSW must document at least 20 hours, and individual professional activities, capped at 10 of the LCSW's 30 and 5 of the LBSW/LMSW 15.
Up to two hours can be earned through unpaid social work services for low-income clients of a local health department or free clinic, at three volunteer hours per one CE hour.
An extension for good cause runs up to one year and does not lift the requirement; an exemption covers all or part of it for circumstances beyond the licensee's control β both must be requested in writing before the renewal date (18VAC140-20-105).
Documentation is kept for three years after renewal (18VAC140-20-106).
βA minimum of six of those hours for licensed clinical social workers and a minimum of three of those hours for licensed social workers must pertain to ethics or the standards of practice for the behavioral health professions or to laws governing the practice of social work in Virginia.β
Three dated changes matter.
The experience rule, 18VAC140-20-50, was last amended effective July 17, 2024 (Virginia Register Volume 40, Issue 22); the sources read do not isolate what that amendment changed, so read the current rule text rather than any summary of it.
In 2026, c.
628 added Β§54.1-3707.2, requiring each applicant for the baccalaureate, master's or clinical social worker license to submit fingerprints for an FBI criminal history record check, with the cost of fingerprinting and the search paid by the applicant.
And the compact: Virginia enacted the Social Work Licensure Compact in 2024 (cc.
690, 704), which as of September 2026 has not yet produced multistate licenses anywhere.
βThe Board shall require each applicant for licensure as a baccalaureate social worker, master's social worker, or clinical social worker to submit fingerprints and provide personal descriptive information to be forwarded along with his fingerprints through the Central Criminal Records Exchange to the Federal Bureau of Investigation for the purpose of obtaining criminal history record information regarding the applicant.β
This page summarizes the Virginia statute, rules, board pages and other documents cited above, as read for this state-by-state social work licensure series, current as of September 2026.
It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the Virginia Board of Social Work (Board of Social Work, Va.
Code Β§54.1-3703) publishes.
Nor does it cover counselor licensure in Virginia, MFT licensure in Virginia, or what therapists earn in Virginia.
Hour totals, exams and supervision rules change by statute and by board rule; for how the counselor, social work and MFT licences differ, see LCSW vs. LPC vs. LMFT: which therapy licence to get.
Confirm every requirement with the Virginia Board of Social Work (Board of Social Work, Va.
Code Β§54.1-3703) before you count hours, register for an exam or apply β and before you take one of the licensed clinical social worker jobs in Virginia that asks for it.
No. 18VAC140-20-50 says supervised post-master's experience without prior written board approval will not be accepted toward licensure.
Before the first hour you register on the board's form, file the supervisory contract, submit your transcript and pay the registration fee.
The exception is supervision obtained in another U.S. jurisdiction, which may be accepted if it met that jurisdiction's requirements.
If hours have already started unregistered, contact the board before assuming any of them count.
Yes.
The definition of face-to-face in 18VAC140-20-10 includes the use of technology that provides real-time, interactive contact among the people involved, in individual or group supervision.
Group sessions still count for no more than 50 of the 100 hours, and no group may have more than six supervisees unless the board approves more in advance.
The board may also consider alternatives to face-to-face supervision for undue burden from hardship, disability or geography.
Confirm your format before hours begin.
Through endorsement under 18VAC140-20-45.
You document active licensure in good standing of a comparable type in the other jurisdiction, verify a passing score on a board-approved national exam at the level you seek, and add a National Practitioner Data Bank report plus certification that no board action or malpractice claim is pending.
The board may accept evidence that no exam was required when you were first licensed.
Supervised hours earned in another U.S. jurisdiction count if they met that jurisdiction's requirements.
The rule fixes the outer structure: 3,000 hours of post-master's supervised experience over no less than two nor more than four consecutive years, including 1,380 hours of face-to-face client contact and at least 100 hours of supervision, at one to four hours per 40 worked.
The degree must be complete before you register, and the application is due within two years of completing the supervised experience.
A 12-month extension beyond the fourth year is possible on extenuating circumstances.
Plan exam timing against the two-year approval windows in 18VAC140-20-70.
The sources read provide none: the rules offer the LBSW, LMSW and LCSW licenses and the board-registered Supervisee in Social Work status, with no provisional or temporary credential.
The nearest provision serves patients rather than applicants β an out-of-state clinical social worker in good standing may provide continuity-of-care telemedicine services to an established patient in Virginia for up to one year without a Virginia license (Va.
Code Β§54.1-3701).
Ask the board what is current before you plan a start date around one.
