Counselor Licensure in Hawaii: LPC Requirements, Hours and Exams

Founder, BehavioralHires
Last verified September 2026

Hawaii licenses mental health counselors under chapter 453D of the Hawaii Revised Statutes, run by the Director of Commerce and Consumer Affairs — there is no counseling board.

The independent licence is the Licensed Mental Health Counselor (LMHC): a master's or doctorate with at least 48 semester hours of counseling coursework and a 300-client-contact practicum, 3,000 post-graduate hours with 100 face-to-face supervision hours over two to four years, and the National Counselor Examination.

Since July 1, 2026 a provisional Licensed Associate Mental Health Counselor licence covers the hour-accrual years.

Licensing rules change by statute and board rule, and this page is career information, not legal advice. Confirm every requirement with the state board before you apply, register for an exam or count supervised hours. In Hawaii, that is the Mental Health Counselors Licensing Program, administered by the Director of Commerce and Consumer Affairs, Professional and Vocational Licensing Division.

At a glance

Independent license

Licensed Mental Health Counselor (LMHC), issued under HRS §453D-7.

Its defined practice includes the assessment, diagnosis, and treatment of mental and emotional disorders (§453D-1).

Pre-licensure title

Licensed Associate Mental Health Counselor — a provisional licence, not a registration: issued under HRS §453D-7.5 (effective July 1, 2026), valid one year and renewable for one additional year, under direct supervision.

Degree

A master's or doctoral degree from an accredited educational institution (WASC or a comparable regional body) in counseling or an allied field, including or supplemented by at least 48 semester hours (72 quarter hours) of graduate counseling coursework across ten areas, at least 3 semester hours (5 quarter hours) each, plus a practicum of at least two academic terms, 6 semester hours and 300 hours of supervised client contact.

CACREP is not required.

Supervised experience

Not less than 3,000 hours of post-graduate experience in the practice of mental health counseling, with 100 hours of face-to-face clinical supervision, completed in no less than two years and no more than four years (HRS §453D-7(a)(2)).

No direct-client minimum is stated in the statute.

Exams

Passage of the National Counselor Examination for Licensure and Certification (HRS §453D-7(a)(3)), administered by the department under NBCC standards (§453D-9(b)).

The NCMHCE is not named for current applicants.

Supervisor requirement

No separate supervisor credential.

A licensed clinical supervisor is a licensed mental health counselor, psychologist, clinical social worker, advanced practice registered nurse with a specialty in mental health, marriage and family therapist, or physician with a specialty in psychiatry (§453D-7.5(e)).

Counseling Compact

Not a member; not live.

Hawaii does not appear on the Counseling Compact Commission's member list as of September 2026 (retrieved 2026-09-24).

Renewal & CE

Licences renew triennially, not earlier than ninety days before June 30 (HRS §453D-11); a licence is valid three years and a provisional licence one year (§453D-10).

Continuing education: Not stated in the sources read — no CE requirement appears in the HRS 453D sections read and the administrative rules were not read.

The Hawaii credential ladder

  1. Licensed Associate Mental Health CounselorPre-licensure

A provisional licence issued under HRS §453D-7.5 to a graduate who holds the qualifying degree and practicum of §453D-7.5(a)(1) and is earning supervised clinical experience; valid one year and renewable for one additional year, with practise allowed only under the named licensed clinical supervisor's direct supervision.

  2. Licensed Mental Health Counselor(LMHC)Independent

The independent licence under HRS §453D-7; engaging in the practice of mental health counseling or using a counselor title without it is a prohibited act under HRS §453D-5.

Two licences: the LMHC and, since July 2026, a provisional associate licence

📜 HRS §453D-7.5; §453D-5; §453D-10

Hawaii's chapter issues two counseling licences as of July 1, 2026.

The Licensed Mental Health Counselor is the independent licence; using a counselor title without a licence is a prohibited act carrying a fine of no more than $1,000 for each separate offense, each day of violation counting separately.

Beneath it sits the Licensed Associate Mental Health Counselor, a provisional licence for graduates who hold the qualifying degree and practicum under §453D-7.5(a)(1) and are accruing the supervised experience.

It is a licence, not a registration: the department issues it, the licence itself names the supervising licensed clinical supervisor, and practise is confined to that supervisor's direct oversight.

Other states issue the same counselor licence under different letters — see LPC vs LMHC vs LPCC vs LCPC, mapped state by state.

“A licensed associate mental health counselor shall practice mental health counseling only under the direct supervision of the licensed clinical supervisor.”

48 semester hours across ten areas, plus a 300-hour practicum

📜 HRS §453D-7(a)(1); §453D-1

The degree must be a master's or doctorate from an accredited educational institution — one accredited by the Western Association of Schools and Colleges or a comparable regional body — in counseling or an allied field related to the practice of mental health counseling.

The graduate counseling coursework, whether included in the degree or supplementing it, must total at least 48 semester hours or 72 quarter hours across ten named course areas, with a minimum of 3 semester hours or 5 quarter hours in each, running from human growth and development to appraisal of human behavior with an emphasis on DSM categories and on to professional orientation and ethics.

Area (J) is the practicum: at least two academic terms for at least 6 semester hours of graduate credit, with 300 hours of supervised client contact under an approved supervisor.

The statute names institutional accreditation only; CACREP accreditation is not a condition.

For why boards write program accreditation into the degree rule, see CSWE vs CACREP vs COAMFTE accreditation.

3,000 post-graduate hours and 100 supervision hours, within two to four years

📜 HRS §453D-7(a)(2)

The experience requirement is stated in one sentence, and its terms matter for planning.

The 3,000 hours are post-graduate — the statute does not credit pre-degree hours — and they must be in the practice of mental health counseling; no direct-client minimum appears in the sections read, so confirm with the program what counts toward the total before you book the work.

The 100 hours of face-to-face clinical supervision carry their own clock, and both figures must be completed in no less than two years and no more than four years.

Supervision must come from the six approved licence types, the same list that qualifies a clinical supervisor for an associate's provisional licence.

For what counts as a supervised hour, and what changes at independent licensure, see associate vs. independently licensed therapists.

“Completion of not less than three thousand hours of post-graduate experience in the practice of mental health counseling, with one hundred hours of face-to-face clinical supervision that shall be completed in no less than two years and in no more than four years.”

One exam: the National Counselor Examination

📜 HRS §453D-7(a)(3); §453D-9

Licensure requires passage of the National Counselor Examination for Licensure and Certification, which the department administers at least once a year under NBCC standards; the examining fee is paid by the applicant directly to the National Board for Certified Counselors, and the director sets the passing score.

The NCMHCE is not named for current applicants.

The chapter's transition provisions show the exam menu was once wider: a grandfathering route under §453D-7(b) deemed qualified an individual who held current national certified counselor or national certified rehabilitation counselor certification before the chapter took effect, passed the NCE, the NCMHCE, or the CRCC examination between January 1, 2000 and July 1, 2005, and applied within one year of the chapter's July 1, 2005 effective date.

That route is long closed, and today's applicants sit the NCE.

For how the counselor, social work and MFT licensing exams compare, see ASWB vs NCE vs NCMHCE vs the MFT national exam.

“The department shall administer the National Counselor Examination for Licensure and Certification in compliance with the standards of the National Board for Certified Counselors.”

Choosing a supervisor: six licence types, video by election

📜 HRS §453D-7.5(e); §453D-7(a)(2)

Hawaii issues no supervisor credential; qualification is a licence type, and the same six-type list covers the practicum, the 3,000 hours, and an associate's clinical supervision.

For an associate the stakes are structural: the provisional licence names the supervising licensed clinical supervisor on its face, and practise is allowed only under that person's direct supervision, so the job offer and the supervisor choice are one decision.

The 100 supervision hours must be face-to-face, but the statute lets the applicant, in collaboration with the supervisor, elect to fulfil some or all of them by videoconference that complies with federal and state privacy, security, and confidentiality laws, including HIPAA.

The statute attaches a warning to that election: review other jurisdictions' laws first, because electronic supervision can affect licensure by endorsement or reciprocity elsewhere.

For what it takes to become a supervisor yourself, see can an LPC supervise an associate?

Diagnosis sits inside the licence, defined by statute

📜 HRS §453D-1

The practice of mental health counseling is defined to include the assessment, diagnosis, and treatment of, and counseling for, mental and emotional disorders, and of substance abuse and conduct disorders defined in the approved diagnostic and statistical manual, along with preventive educational techniques and consultative services.

For an LMHC that means diagnostic authority is part of the licence itself; the sections read name no separate diagnostic privilege and no testing restriction layered on top.

The licence's sharpest edge is the title: exemptions preserve room for clergy, students, counselors employed by government agencies, and qualified members of other licensed professions — social workers, registered nurses, psychologists, marriage and family therapists, physicians — to do overlapping work, provided they do not present themselves as mental health counselors.

Moving to Hawaii: a reciprocity mechanism, with no agreement on record

📜 HRS §453D-8

The chapter's only route for an out-of-state counselor is reciprocity by agreement, and it is discretionary twice over.

The director may enter into an agreement with any state that licenses mental health counselors, and only after finding that state's requirements substantially the same or higher than Hawaii's; the agreement must then provide that a currently licensed resident of that state is licensed in Hawaii on meeting or exceeding this chapter's requirements.

No endorsement-by-credentials section exists in the chapter, and whether any reciprocity agreement is in force was not located in the sources read.

A counselor moving to Hawaii should plan on the standard application under §453D-7 and ask the program directly whether an agreement covers their state.

For how endorsement works when you move, see moving states as a therapist: license transfer and endorsement.

“The director may enter into a reciprocity agreement with any state that licenses mental health counselors if the director finds that the state has substantially the same or higher requirements as this chapter.”

Counseling Compact: not enacted, not live

📜 Counseling Compact Commission website

Hawaii has not enacted the Counseling Compact: it does not appear on the commission's member list as of September 2026, and it is not among the states issuing or accepting compact privileges.

There is therefore no compact privilege in either direction — a Hawaii LMHC cannot carry one to another state, and a counselor licensed in a compact state cannot use it to practise in Hawaii.

The routes in remain Hawaii's own: the examination licence under §453D-7, or a reciprocity agreement under §453D-8 if one exists.

Because the commission's list is the source of record here, check it for movement before relying on this page.

For how the compact’s privilege to practice works, see the Counseling Compact explained.

Renewal every three years — and no CE figure in the statute

📜 HRS §453D-11; §453D-10

Licences renew triennially, and the renewal window opens no earlier than ninety days before June 30.

Letting a licence lapse forfeits it; a forfeited licence can be restored within one year on payment of renewal and restoration fees, after which it terminates and the person may be required to reapply as a new applicant.

On continuing education the honest position is a gap: no CE requirement appears in the HRS 453D sections read, and the program's administrative rules were not read, so this page states neither a CE figure nor a claim that Hawaii requires none.

Confirm CE expectations with the Mental Health Counselors Licensing Program before your first renewal.

“Except as otherwise provided in section 453D-7.5, licenses shall be renewed, upon the payment of a renewal fee, triennially not earlier than ninety days before June 30, with the first renewal deadline occurring on June 30, 2008.”

What Act 93 changed on July 1, 2026 — and what it left alone

📜 L 2024, c 93; HRS §453D-7.5; §453D-10

Act 93 of the 2024 legislature took effect July 1, 2026 and rebuilt the chapter's entry path.

It created the provisional associate licence in §453D-7.5, extended title protection under §453D-5 and the director's powers under §453D-3 to the associate titles, and set licence terms at three years with provisional licences at one.

Videoconference supervision was already in §453D-7(a)(2) before Act 93, which did not amend that section.

What did not change is the LMHC core: the 48 semester hours, the 300-hour practicum, the 3,000 post-graduate hours with 100 face-to-face supervision hours, and the NCE all read as before.

The program announced in its June 2, 2026 release that applications for the new provisional licences were open.

“A license shall be issued to a person deemed to be qualified under sections 453D-7.5 or 453D-7 upon the payment of a license fee to be determined by the department and shall be valid for three years; provided that provisional licenses shall be valid for one year.”

What This Page Does — and Doesn’t — Cover

This page summarizes the Hawaii statute, rules, board pages and other documents cited above, as read for this state-by-state counselor licensure series, current as of September 2026.

It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the Mental Health Counselors Licensing Program, administered by the Director of Commerce and Consumer Affairs, Professional and Vocational Licensing Division publishes.

Nor does it cover social work licensure in Hawaii, MFT licensure in Hawaii, or what therapists earn in Hawaii.

Hour totals, exams and supervision rules change by statute and by board rule; for how the counselor, social work and MFT licences differ, see LCSW vs. LPC vs. LMFT: which therapy licence to get.

Confirm every requirement with the Mental Health Counselors Licensing Program, administered by the Director of Commerce and Consumer Affairs, Professional and Vocational Licensing Division before you count hours, register for an exam or apply — and before you take one of the mental health counselor jobs in Hawaii that asks for it.

Frequently Asked Questions

Does Hawaii have an associate-level counselor license?

Yes — as of July 1, 2026.

HRS §453D-7.5 creates the Licensed Associate Mental Health Counselor, a provisional licence issued for one year and renewable for one additional year.

It is a licence, not a registration: the document names your licensed clinical supervisor, and you may practise only under their direct supervision.

Its purpose is the supervised-experience window before the LMHC.

The department's Professional and Vocational Licensing Division announced in its June 2, 2026 release that applications were open.

Can supervision hours count if they happen by video?

Yes, by election.

HRS §453D-7(a)(2) requires 100 hours of face-to-face clinical supervision but lets the applicant, in collaboration with the supervisor, fulfil some or all of them through a videoconference service that complies with federal and state privacy, security, and confidentiality laws, including HIPAA.

The statute adds a caution: before electing electronic supervision, review the laws and rules of other jurisdictions, because it can affect licensure by endorsement or reciprocity elsewhere.

Confirm current practice with the Mental Health Counselors Licensing Program before relying on video hours.

How many supervised hours does Hawaii require for the LMHC?

Not less than 3,000 hours of post-graduate experience in the practice of mental health counseling, with 100 hours of face-to-face clinical supervision, completed in no less than two years and no more than four years (HRS §453D-7(a)(2)).

The statute sets no direct-client minimum within the 3,000, so confirm with the program how it treats non-counseling time before you count it.

The associate licence under §453D-7.5 is the vehicle for accruing these hours after graduation.

Does Hawaii accept the NCMHCE?

For current applicants the statute names one qualifying exam: passage of the National Counselor Examination for Licensure and Certification (HRS §453D-7(a)(3)).

The NCMHCE appears only in the chapter's transition rule, which covered the NCE, the NCMHCE, or the CRCC examination passed between January 1, 2000 and July 1, 2005.

If you hold the NCMHCE and are applying today, plan to sit the NCE and confirm with the Mental Health Counselors Licensing Program before you register.

Can I practise in Hawaii with a Counseling Compact privilege?

No. Hawaii has not enacted the Counseling Compact and does not appear on the commission's member list as of September 2026, so no compact privilege reaches Hawaii in either direction.

The chapter's reciprocity statute (HRS §453D-8) lets the director sign agreements with states whose requirements are substantially the same or higher, but no agreement in force was located in the sources read.

Apply as a Hawaii applicant and ask the program whether your state has an agreement.
