Counselor Licensure in Maryland: LPC Requirements, Hours and Exams

Founder, BehavioralHires
Last verified September 2026

Maryland licenses counselors on two rungs.

The entry credential is the Licensed Graduate Professional Counselor (LGPC) — a licence, not a registration — that expires 2 years after it issues and is extendable to a maximum of 6.

The independent licence is the Licensed Clinical Professional Counselor (LCPC), reached with a minimum of 3 years and 3,000 hours of experience, at least 2,000 of them after the master's as an LGPC, 100 face-to-face supervision hours, a board-approved national exam and a Maryland law exam.

Verify before you rely on this

Licensing rules change by statute and board rule, and this page is career information, not legal advice. Confirm every requirement with the state board before you apply, register for an exam or count supervised hours. In Maryland, that is the Maryland Board of Professional Counselors and Therapists.

At a glance

Independent license

Licensed Clinical Professional Counselor (LCPC), the independent licence set out in COMAR 10.58.12.05.

Pre-licensure title

Licensed Graduate Professional Counselor (LGPC) — a licence, not a registration: it expires 2 years after the date issued, with 2-year extensions up to a maximum of 6 years and anything longer by written request the Board may grant in certain circumstances.

Degree

A master's in clinical professional counseling or a related field with a minimum of 60 graduate semester credit hours (90 quarter), 3 semester credit hours in each listed content area, and a supervised field experience including a minimum of 125 direct clinical counseling service hours.

CACREP not required in the text read.

Supervised experience

A minimum of 3 years and 3,000 hours: at least 1,500 direct clinical counseling services, at most 1,500 indirect, at least 2,000 after the master's as an LGPC under a Board-approved supervisor, at most 1,000 from supervised field experience, plus 100 face-to-face clinical supervision hours.

Doctoral route: 2,000 hours, 1,000 direct, 50 supervision hours.

Exams

A national certification exam approved by the Board plus an examination of Health Occupations Article, Title 17 and the subtitle — a jurisprudence exam.

The rule names neither exam; which national exam the Board approves was not established in the sources read.

Supervisor requirement

Board-approved supervisor status, not a separate licence: 2 years of active clinical practice experience plus 3 graduate semester credit hours or 18 CEUs in supervision, the NBCC Approved Clinical Supervisor credential, or board-defined supervision training.

At least half the supervised clinical experience hours must fall under a supervisor who is an LCPC.

Counseling Compact

Enacted, not live: Maryland is on the commission's member list, the enacting statute section and date not located, and the commission's table requires Maryland jurisprudence of privilege holders.

As of September 2026 the commission's homepage does not list Maryland as live.

Renewal & CE

A 2-year renewal period with a minimum of 40 CEUs, at least 30 in Category A and not more than 10 in Category B.

Excess hours do not carry over, and home study earns no credit at all.

The Maryland credential ladder

  1. Licensed Graduate Professional Counselor(LGPC)Pre-licensure

A licence, not a registration or permit: it authorises clinical professional counseling only under the supervision of a Board-approved supervisor, and it expires 2 years after the date issued, extendable in 2-year steps to a maximum of 6 years.

  2. Licensed Clinical Professional Counselor(LCPC)Independent

The independent licence in COMAR 10.58.12.05; holding it ends the supervision requirement, and it is also the base licence for Maryland's separately regulated advanced assessment.

  3. Board-approved supervisorSupervisor

A Board approval layered on a licence — not a separate licence — held by LCPCs, LCMFTs, LCPATs, LCADCs or other health professionals authorised to diagnose and treat who meet the experience and training rule.

Two licences, and the entry one runs on a clock

📜 COMAR 10.58.12.04D–F; 10.58.12.05

Maryland's entry credential is a licence — the licensed graduate professional counselor — not a registration or a permit.

It authorises clinical professional counseling only under the supervision of a Board-approved supervisor, and it carries its own clock: it expires 2 years after the date issued, 2-year extensions run up to a maximum of 6 years, and anything beyond 6 needs a written request the Board may grant in certain circumstances.

A first extension skips the continuing education requirement; later ones do not.

The independent tier above it is the licensed clinical professional counselor, and the gap between the two is written into the rule: an LGPC may not practise independent of supervision and may not provide supervision.

For a new graduate, that clock is the planning fact — the supervision arrangement should be in place when the LGPC issues, not after.

Other states issue the same counselor licence under different letters — see LPC vs LMHC vs LPCC vs LCPC, mapped state by state.

“A licensed graduate professional counselor shall practice clinical professional counseling under the supervision of a Board-approved supervisor.”

A 60-credit master's with fourteen named content areas

📜 COMAR 10.58.12.04A(1), (2)

The degree rule fixes both the credit count and the coursework.

A master's in clinical professional counseling or a related field needs a minimum of 60 graduate semester credit hours or 90 quarter hours; a program short of 60 can be topped up with additional graduate courses as approved by the Board, and a doctoral degree needs 90 semester or 135 quarter hours.

Coursework is 3 semester credit hours in each listed area — the list runs from human growth and personality development through appraisal, marriage and family therapy, alcohol and drug counseling, psychopathology, and diagnosis and treatment of mental and emotional disorders.

The supervised field experience inside the degree must include a minimum of 125 direct clinical counseling service hours.

CACREP accreditation is not required in the text read.

For why boards write program accreditation into the degree rule, see CSWE vs CACREP vs COAMFTE accreditation.

3 years and 3,000 hours, 2,000 of them after the master's

📜 COMAR 10.58.12.05A(2); 10.58.12.02B(4), (5)

The master's route requires a minimum of 3 years and 3,000 hours of experience in clinical professional counseling, and the split is fixed: at least 1,500 hours of direct clinical counseling services, a maximum of 1,500 indirect, at least 2,000 hours as an LGPC after the master's under a Board-approved supervisor, and a maximum of 1,000 hours from supervised field experience.

That last cap is the trap for a student: practicum and internship can never cover more than 1,000 of the 3,000, and at least 2,000 must be earned while holding the LGPC.

A client contact hour and a clinical supervision hour each mean at least 45 minutes.

The doctoral route is shorter — a minimum of 2,000 hours, at least 1,000 direct, with 1,000 acquired after the doctorate and 50 face-to-face supervision hours within 1 year.

For what counts as a supervised hour, and what changes at independent licensure, see associate vs. independently licensed therapists.

“100 hours of face-to-face clinical supervision hours shall be completed within 2 years of the awarding of the master's degree, of which: (i) A minimum of 50 hours shall be individual face-to-face clinical supervision; and (ii) A maximum of 50 hours may be face-to-face group clinical supervision.”

Two exams, and the rule names neither

📜 COMAR 10.58.12.04A(3), B; 10.58.12.05A(5), B; 10.58.12.03B(6)

Both licences require a passing score on a national certification exam approved by the Board and an examination of Health Occupations Article, Title 17 and the subtitle — Maryland's jurisprudence exam.

The rule text names no national exam, and which exam the Board currently approves was not established in the sources read, so ask the board before you register.

The Counseling Compact commission's fees table lists Maryland as requiring a jurisprudence exam and links a CCE Maryland module, which says something about the law exam's format but answers nothing about the national one.

The mechanics are set: once the Board sends the approval notice, you have 1 year to take the exams.

A failed exam may be retaken if it falls inside the testing authority's time frame, or if the Board approves a waiver extending the testing deadline upon proof of exceptional circumstances; anything else means a new application and fee.

For how the counselor, social work and MFT licensing exams compare, see ASWB vs NCE vs NCMHCE vs the MFT national exam.

“Achieved a passing score on: (a) A national certification exam approved by the Board; and (b) An examination of: (i) Health Occupations Article, Title 17, Annotated Code of Maryland; and (ii) This subtitle.”

Choosing a supervisor: the half rule and a video caveat

📜 COMAR 10.58.12.05A(2)(e)–(g); 10.58.12.08B; 10.58.12.02B(7); 10.58.12.07D

Supervision itself totals 100 hours of face-to-face clinical supervision completed "within 2 years of the awarding of the master's degree" — at least 50 individual, at most 50 group; the doctoral figures are 50, 25 and 25 within 1 year.

The supervisor needs Board approval, not a separate licence: 2 years of active clinical practice experience plus 3 graduate semester credit hours or 18 CEUs in supervision, the NBCC Approved Clinical Supervisor credential, or board-defined supervision training.

The half rule decides whose supervision you take: at least half the requisite direct and indirect hours must fall under a supervisor who is an LCPC, so a placement supervised only by an LCMFT or LCADC covers at most half.

Video is workable — the chapter's face-to-face includes synchronous video conferencing, and excludes telephone and non-synchronous internet.

A relative may not supervise, nor an employee supervising their own employer or a student their own teacher.

For what it takes to become a supervisor yourself, see can an LPC supervise an associate?

““Face-to-face” means in the physical presence of an individual or using video conferencing which allows individuals to hear and see each other in synchronous points of time.”

Advanced assessment: Maryland's testing carve-out

📜 COMAR 10.58.11.02B(1), (2); 10.58.11.03

Maryland does not leave psychological testing to a scope-of-practice footnote; it regulates "advanced assessment" in its own chapter, with its own qualifications.

An LCPC who wants it needs an active independent licence, a master's or doctorate carrying nine named graduate courses of at least 3 semester hours each — psychopathology, biological bases of behavior, research methods, advanced statistics, tests and measures, intellectual assessment, personality assessment, ethics, and a practicum in advanced assessment — plus 500 hours of supervised direct client-related advanced assessment testing completed in not less than 2 years after the master's, at least 100 hours of it under face-to-face supervision by a supervisor proficient in advanced assessment, and the NCE or an examination the Board finds comparable.

In this chapter, face-to-face supervision means physical presence only: video conferencing is expressly excluded.

An LGPC cannot engage in advanced assessment at all.

““Advanced assessment” means to use instruments that require specialized psychological training for administration and interpretation.”

Moving to Maryland: both exams, and waivers with conditions

📜 COMAR 10.58.12.06A–E; 10.58.12.05D

A counselor licensed as a clinical professional counselor or its equivalent in another state, territory, or jurisdiction is eligible if the licence is current and in good standing with no disciplinary history, both exams are passed, a criminal background check clears, and Maryland's education requirement is met or substituted.

The Board may waive the exams for an applicant licensed in a state or country that grants a similar endorsement to Maryland licensees and who passed a Board-approved exam.

Out-of-state hours count toward the 3,000 when the Board includes them, but must have been obtained under that jurisdiction's rules and include the coursework of Regulation .06D — diagnosis and psychopathology, psychotherapy and treatment of mental and emotional disorders, and professional, legal, and ethical responsibilities, which no course waiver touches.

An equivalent-experience route exists: a master's of at least 60 graduate credit hours needs not less than 3 years and 3,000 hours of supervised clinical experience, 2 years of which are completed after the award of the master's degree; one under 60 credit hours owes 3 years practising as an LCPC instead.

For how endorsement works when you move, see moving states as a therapist: license transfer and endorsement.

“The Board may include hours of clinical supervised experience obtained in another jurisdiction toward the total 3,000 required hours of supervised experience required for the licensed clinical professional counselor, if the clinical experience hours: (1) Were obtained in accordance with the rules and regulations of that jurisdiction; and (2) Included the course work requirements set forth under Regulation .06D of this chapter.”

Counseling Compact: enacted, not live, jurisprudence waiting

📜 Counseling Compact Commission website

Maryland is on the Counseling Compact commission's member list — it has enacted the Compact — but as of September 2026 it is not among the states issuing and accepting privileges, and no go-live date appears in the sources read.

The enacting statute's section and date were not located in the sources read either.

One detail is already fixed on the commission's own table: privilege holders in Maryland must pass a Maryland jurisprudence exam, linked to CCE's Maryland module.

Until the commission lists Maryland as live, an LCPC cannot use the Compact to practise elsewhere and a counselor licensed elsewhere cannot use it to practise here; the route in is a Maryland licence, by examination or endorsement under COMAR 10.58.12.06.

For how the compact’s privilege to practice works, see the Counseling Compact explained.

Renewal: 40 CEUs every 2 years, and home study counts for nothing

📜 COMAR 10.58.05.02B(12); 10.58.05.03A; 10.58.05.04; 10.58.12.04G; 10.58.12.05F

The renewal period is the 2-year period immediately before the renewal date, and each one requires a minimum of 40 CEUs — at least 30 in Category A activities, no more than 10 in Category B, or all 40 in Category A.

A CEU is 60 minutes of board-approved activity.

Excess hours do not carry over to the next period.

The excluded-activities list is blunt: home study — independent study without formal mastery evaluation or a verification of completion — earns no credit, and neither do business meetings or presentations for a lay audience.

Reinstatement within 5 calendar years — the same rule for the LGPC under .04G and the LCPC under .05F — requires the minimum of 20 CEUs required for each year, and attendance documentation must be retained for 4 years for possible board inspection.

““Renewal period” means the 2-year period immediately before the renewal date.”

What the sources date — and what they cannot

📜 COMAR 10.58.12; Counseling Compact Commission website

The COMAR pages read do not print effective dates on the section pages, so the sources establish no 2023–2026 amendment to the counselor rules — and a guide citing Regulation .04 or .05 cannot be dated from the rule text alone.

The one dated change in the sources is the Counseling Compact: Maryland appears on the commission's enacted-member list while the homepage does not list it as live, as of the 2026-09-24 retrieval.

For anything else that may have moved — fees, forms, exam policy — the board's own pages are the check before you rely on a figure.

What This Page Does — and Doesn’t — Cover

This page summarizes the Maryland statute, rules, board pages and other documents cited above, as read for this state-by-state counselor licensure series, current as of September 2026.

It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the Maryland Board of Professional Counselors and Therapists publishes.

Nor does it cover social work licensure in Maryland, MFT licensure in Maryland, or what therapists earn in Maryland.

Hour totals, exams and supervision rules change by statute and by board rule; for how the counselor, social work and MFT licences differ, see LCSW vs. LPC vs. LMFT: which therapy licence to get.

Confirm every requirement with the Maryland Board of Professional Counselors and Therapists before you count hours, register for an exam or apply — and before you take one of the mental health counselor jobs in Maryland that asks for it.

Frequently Asked Questions

Is the Maryland LGPC a licence, a registration, or a permit?

A licence.

COMAR 10.58.12.04 issues the licensed graduate professional counselor licence: it authorises clinical professional counseling under the supervision of a Board-approved supervisor, it expires 2 years after the date issued, and it is extendable in 2-year steps up to a maximum of 6 years, with anything longer requiring a written request to the Board.

An LGPC may not practise independent of supervision and may not provide supervision.

The distinction matters for your paperwork: Maryland's hours-counting rung is a licence you hold in your own name, and at least 2,000 of your 3,000 hours must be earned while holding it.

Can Maryland counseling supervision be done by video?

Yes, when it is synchronous.

The counseling chapter defines face-to-face as being in the physical presence of an individual or using video conferencing that lets people hear and see each other in synchronous points of time; telephone and internet communication without synchronous video are excluded.

Your 100 supervision hours can therefore include video meetings.

The exception is the advanced-assessment chapter, which defines face-to-face supervision as physical presence only and expressly excludes video conferencing — its 100 supervision hours must be in person.

The two definitions sit in different chapters, and which one applies depends on which hours you are counting.

Does Maryland require the NCE or the NCMHCE?

The rule names neither.

COMAR 10.58.12.04 and .05 require a passing score on a national certification exam approved by the Board plus the Maryland law exam on Title 17 and the subtitle, and which national exams the Board currently approves was not established in the sources read for this page.

If you are choosing an exam, ask the board in writing before you register.

The jurisprudence half is clearer: the commission's table marks Maryland "Yes" for a jurisprudence exam and links CCE's Maryland jurisprudence module, which Counseling Compact privilege holders must also take.

How many of my 3,000 Maryland hours can come from graduate school?

At most 1,000.

COMAR 10.58.12.05A(2)(d) caps supervised field experience — the practicum or internship placement that carries the degree's minimum of 125 direct clinical counseling service hours — at 1,000 of the 3,000.

At least 2,000 hours must be completed as a licensed graduate professional counselor, after the master's, under a Board-approved supervisor.

Two more limits shape the count: a minimum of 3 years, and at least half of the direct and indirect supervised hours under a supervisor who is an LCPC.

The LGPC licence itself expires after 2 years, extendable to 6, so plan the clock before you start.

Can I practise in Maryland under the Counseling Compact yet?

Not as of September 2026.

Maryland has enacted the Compact — it is on the commission's member list — but the commission's homepage does not list it among the states issuing and accepting privileges, and no go-live date was found in the sources read.

Until it goes live, the route to practising in Maryland is a Maryland licence: examination under COMAR 10.58.12.05 or endorsement under Regulation .06 for counselors licensed elsewhere.

When the Compact does go live for Maryland, plan on its jurisprudence exam — the commission's table already requires Maryland jurisprudence of privilege holders.
