Washington licenses counselors on a ladder of licenses — LMHCA, LMHC, and a one-year probationary license for counselors moving in from out of state.
The Licensed Mental Health Counselor Associate (LMHCA) requires no supervised postgraduate hours before it issues; the Licensed Mental Health Counselor (LMHC) is the independent license.
Between them: a minimum of 36 months full-time counseling or 3,000 postgraduate hours — 100 in immediate supervision, 1,200 in direct counseling — plus the NCE or NCMHCE and annual renewal.
The quirk: one year of licensed practice in another state is deemed to meet the whole experience requirement.

Licensed Mental Health Counselor (LMHC), issued under RCW 18.225.090 and WAC 246-809-210 through 246-809-240.
The counseling chapter creates no tier above it.
Licensed Mental Health Counselor Associate (LMHCA) — a license, not a registration.
It requires no supervised postgraduate experience before it issues, the applicant must declare they are working toward full licensure, and it is valid for one year.
A master's or doctoral counseling program of at least 60 semester hours or 90 quarter hours (or including that much graduate coursework) across nine named topic areas, or a related-discipline program that is not Compact-eligible unless it also carries the 60/90 hours.
CACREP is not required: CACREP graduates are credited 50 supervision and 500 experience hours, and NBCC's NCC or CCMHC holders are deemed to meet the education requirement.
A minimum of 36 months full-time counseling or 3,000 hours of postgraduate mental health counseling in an approved setting, including at least 100 hours of immediate supervision and at least 1,200 hours of direct counseling.
Reduced to 2,700 hours for applicants who practiced as a substance use disorder professional for at least three years within the last 10.
The National Certification Examination (NCE) or the National Clinical Mental Health Counselor Examination (NCMHCE), as administered by NBCC; the Department of Health must receive passing results directly from NBCC.
No jurisprudence exam.
No separate supervisor credential.
An approved supervisor is a qualified LMHC or equally qualified licensed mental health practitioner licensed without restrictions for at least two years, with at least fifteen clock hours of clinical-supervision training and twenty-five hours of experience supervising clinical practice.
Enacted, not live: chapter 18.17 RCW (2023 c 58).
As of September 2026 the commission counts Washington as a member and Compact Live = No, so no privileges are being issued or accepted.
The LMHC and the associate renew every year — the LMHC on the practitioner's birthday, the associate on the date of issuance; the out-of-state probationary license is the rule's one exception.
LMHCs complete 32 CE hours every two years (at least six in ethics and law, two in roles and boundaries, two in health equity every four years) plus six hours of suicide training every six years; associates complete 16 CE hours every year.
A license, not a registration: it lets the holder practice under an approved supervisor while accruing hours, requires no supervised postgraduate experience before it issues, and is valid for one year with renewal every year on the date of issuance.
The full counseling license under RCW 18.225.090 and WAC 246-809, earned with the degree, the 36-month or 3,000-hour supervised experience requirement, and the NCE or NCMHCE; the chapter creates no counseling tier above it.
A one-year license the department issues to out-of-state applicants under the reciprocity program of RCW 18.225.140 and WAC 246-809-095; renewable a single time for one more year, with continuing education applying once the licensee transitions to a full license.
Washington's counseling ladder is all licenses — the associate, the LMHC, and a probationary license for out-of-state applicants (WAC 246-809-095) — no rung on it is a registration or permit.
The Licensed Mental Health Counselor Associate meets the same graduate education rule as the LMHC, because WAC 246-809-220(1) applies to applicants for either license, but no hours: an associate applicant is not required to have supervised postgraduate experience prior to becoming an associate, and must declare they are working toward full licensure.
The associate license runs one year at a time, renewed every year on the date of issuance, so the renewal clock starts with the license itself.
Practice standards follow the associate onto the caseload: each client must receive a disclosure form identifying you as an associate under the supervision of an approved supervisor, and you may not independently provide mental health counseling for a fee.
The probationary route is covered under Endorsement.
Other states issue the same counselor licence under different letters — see LPC vs LMHC vs LPCC vs LCPC, mapped state by state.
“An associate license is valid for one year and must be renewed every year on the date of issuance.”
The statute names two education routes.
Route A is graduation from a master's or doctoral program in counseling that consists of at least 60 semester hours or 90 quarter hours, or includes at least that much graduate coursework, across nine topic areas — from counseling orientation and ethical practice through diagnosis and treatment, assessment and testing, and research and program evaluation.
Route B is a related-discipline degree: the rule recognizes counseling, psychology, social work, nursing, education, pastoral counseling, rehabilitation counseling and social sciences, with an equivalency core of seven content areas, five of them from the eight listed first.
Two escape hatches matter in practice.
NBCC's Nationally Certified Counselors and Certified Clinical Mental Health Counselors are deemed to meet the education requirement outright, and a related-field graduate can fill missing equivalencies with supplemental coursework — hours earned concurrently still count toward supervised experience.
CACREP accreditation is not required, and a related-discipline degree without the 60/90 hours carries a Compact consequence covered below.
For why boards write program accreditation into the degree rule, see CSWE vs CACREP vs COAMFTE accreditation.
“An applicant who has completed a master's or doctoral program accredited by the Council for Accreditation of Counseling and Related Educational Programs (CACREP) will be credited with 50 hours of postgraduate supervision and 500 hours of postgraduate experience.”
The rule sets one bar two ways, and you can aim at either: a minimum of 36 months full-time counseling or 3,000 hours of postgraduate mental health counseling, under a qualified licensed mental health counselor or equally qualified licensed mental health practitioner, in an approved setting — a definition that reaches facilities, agencies and private practice.
Inside the 3,000 sit two floors: at least 100 hours in immediate supervision and at least 1,200 hours of direct counseling with individuals, couples, families or groups.
Applicants who practiced as a substance use disorder professional for at least three years within the 10 years before applying get the total reduced to 2,700 hours — the 100-hour and 1,200-hour floors still apply.
While those hours accrue, WAC 246-809-020(2)(b) sets a floor on supervision itself: regular supervision meeting at least one hour for every 80 hours of the licensure candidate's clinical practice time, plus a running review of services, caseloads, treatment plans and Washington laws and rules.
Ask the Department of Health how it wants months versus hours evidenced before committing to a tracking method.
For what counts as a supervised hour, and what changes at independent licensure, see associate vs. independently licensed therapists.
“The experience requirement consists of a minimum of 36 months full-time counseling or 3,000 hours of postgraduate mental health counseling under the supervision of a qualified licensed mental health counselor or equally qualified licensed mental health practitioner in an approved setting.”
Washington accepts either NBCC examination: the National Certification Examination (NCE) or the National Clinical Mental Health Counselor Examination (NCMHCE).
There is no separate Washington jurisprudence exam on the commission's fees-and-jurisprudence table.
Two mechanics are worth building into your timeline.
The Department of Health must receive your passing results directly from NBCC before the license can be granted, so arrange the score report when you register, not after.
And the department accepts the passing score NBCC establishes — there is no separate state-set cut score to clear.
For how the counselor, social work and MFT licensing exams compare, see ASWB vs NCE vs NCMHCE vs the MFT national exam.
“Applicants who pass the National Certification Examination (NCE) or the National Clinical Mental Health Counselor Examination (NCMHCE), as administered by the NBCC, meet the examination requirements to be licensed as mental health counselors.”
Washington qualifies approved supervisors by standing and training.
Your supervisor must be licensed without restrictions and in good standing for the previous two years, hold a qualifying license — a qualified LMHC or an equally qualified licensed marriage and family therapist, licensed clinical social worker, licensed psychologist, licensed physician practicing as a psychiatrist, or licensed psychiatric nurse practitioner — and have completed fifteen clock hours of clinical-supervision training plus twenty-five hours of experience supervising clinical practice.
The supervisor must not be your blood or legal relative or cohabitant, your peer — a co-worker who is not your employer or supervisor — or someone who has provided psychological services to you within the past two years, and before supervision begins they must hand you a department-form declaration that they qualify.
Immediate supervision — where your 100 hours are earned — pairs one supervisor with at most two licensure candidates; group supervision, at most six.
Group supervision is defined as face-to-face or virtual; immediate supervision's modality is unspecified, so confirm any video arrangement with the department before the hours accrue.
For what it takes to become a supervisor yourself, see can an LPC supervise an associate?
“"Immediate supervision" means a meeting with an approved supervisor, involving one supervisor and no more than two licensure candidates.”
Washington gives moving counselors two doors.
The deemed-met rule turns on a single licensed year: an applicant who has held an active mental health counselor license for the past year in another state, the District of Columbia, or a territory, without a disciplinary record or disqualifying criminal history, is deemed to have met the supervised experience requirements for Washington licensure — and that is all it waives, since the degree rule and the NBCC exam still apply.
The second door is the probationary license of WAC 246-809-095, issued under the reciprocity program of RCW 18.225.140 to applicants whose out-of-state license is from a state the department lists as reciprocity-eligible: an initial license valid for one year, renewable a single time for one more year after completing the WAC 246-809-615(1) suicide training.
Continuing education applies once a probationary licensee transitions to a full license, and if the department determines supervised hours are still owed, they are completed under an approved supervisor.
Confirm your situation with the Department of Health in writing.
For how endorsement works when you move, see moving states as a therapist: license transfer and endorsement.
“An applicant who has held an active mental health counselor license for the past year in another state, the District of Columbia, or territory, without a disciplinary record or disqualifying criminal history, is deemed to have met the supervised experience requirements for Washington state licensure in subsection (3) of this section.”
Washington enacted the Counseling Compact in 2023 as chapter 18.17 RCW, and the commission's status for Washington as of September 2026 is member, Compact Live = No. Enactment is not operation: a Washington LMHC cannot yet use the Compact to practice in a live member state, and a counselor licensed in a live state cannot use it to practice in Washington — until the commission lists Washington as live, the route in each direction is a Washington license: the deemed-met rule of WAC 246-809-230(1), the standard requirements, or the probationary license of WAC 246-809-095 for an eligible out-of-state licensee.
The statute also ties Compact eligibility to your degree route: a licensee who qualified under the related-discipline route without the 60 semester or 90 quarter hours is not qualified to exercise the Compact privilege even once Washington goes live.
The effective date of the 2023 enactment was not stated in the sources read.
For how the compact’s privilege to practice works, see the Counseling Compact explained.
“An applicant who satisfies the educational requirements for licensure under this subsection (1)(b)(i)(B) is not qualified to exercise the privilege to practice under the counseling compact established in chapter 18.17 RCW unless the master's or doctoral level educational program in a related discipline consists of at least 60 semester hours or 90 quarter hours, or includes at least 60 semester hours or 90 quarter hours of graduate coursework that includes the topic areas specified in (b)(i)(A)(I) through (IX) of this subsection;”
Counseling licenses renew every year, with one named exception.
The rule renews a license every year on the practitioner's birthday except for a probationary license as described in WAC 246-809-095; the associate renews on the date of issuance.
The CE load for LMHCs runs on a two-year clock: 32 hours of continuing education, of which at least six must be in professional ethics and law and at least two in professional roles and boundaries, taken separately, plus a minimum of two hours of health equity training every four years.
Suicide training bookends the license: at least six hours of suicide assessment, treatment and management once every six years, from the department's model list, counting inside the 32.
Associates carry their own schedule: 16 CE hours every year, six hours of ethics and law every two years, two hours of roles and boundaries, and the same two-hour health equity requirement every four years.
Budget for both rhythms — a yearly renewal deadline and a two-year CE clock — or the birthday renewal will find you short.
“A licensed counselor shall complete 32 hours of continuing education (CE) every two years.”
Four filings anchor the window.
The Counseling Compact was enacted as chapter 18.17 RCW (2023 c 58) — enacted, not live, as of September 2026.
WSR 23-23-150 (filed 11/20/23, effective 1/1/24) amended the probationary license rule WAC 246-809-095 and the continuing-education sections WAC 246-809-610, 246-809-630 and 246-809-632.
WSR 25-11-019 re-amended the definitions, education, program-equivalency and supervised-experience sections effective June 12, 2025, and WAC 246-809-630 and 246-809-632 again effective October 1, 2025.
WSR 26-01-042 re-amended WAC 246-809-990, fees and the renewal cycle, effective April 1, 2026 — the same section that excepts the probationary license from the birthday renewal.
RCW 18.225.090 was last amended by 2025 c 58, dated October 1, 2025 in the statute's note.
The refiles left the hour totals and the two-exam choice in place.
This page summarizes the Washington statute, rules, board pages and other documents cited above, as read for this state-by-state counselor licensure series, current as of September 2026.
It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the Washington State Department of Health (Secretary of Health, with the Mental Health Counselors, Marriage and Family Therapists, and Social Workers Advisory Committee) publishes.
Nor does it cover social work licensure in Washington, MFT licensure in Washington, or what therapists earn in Washington.
Hour totals, exams and supervision rules change by statute and by board rule; for how the counselor, social work and MFT licences differ, see LCSW vs. LPC vs. LMFT: which therapy licence to get.

WAC 246-809-230(5) says an applicant for the associate license is not required to have supervised postgraduate experience prior to becoming an associate, and WAC 246-809-230(6) requires the applicant to declare they are working toward full licensure.
The associate must still meet the education requirement in WAC 246-809-220, hold the license while accruing hours, and give every client a disclosure form identifying them as an associate under an approved supervisor.
Either, because the rule states alternatives: a minimum of 36 months full-time counseling or 3,000 hours of postgraduate mental health counseling (RCW 18.225.090(1)(b)(iii); WAC 246-809-230(3)).
Whichever threshold you use, the 3,000 hours must include at least 100 hours of immediate supervision and at least 1,200 hours of direct counseling.
If you practiced as a substance use disorder professional for at least three of the last ten years, the total drops to 2,700 hours, with the same floors.
Partly clear, partly not.
The rule's definition of group supervision expressly includes virtual supervision alongside face-to-face, with one supervisor and no more than six licensure candidates.
For immediate supervision — the category your 100 hours come from, one supervisor and no more than two candidates — the rule text does not specify a modality.
Whether immediate supervision may be virtual was not stated in the sources read for this page; get the Department of Health's answer in writing before counting video hours.
Not the hours, but the rest stands.
WAC 246-809-230(1) deems the supervised experience requirement met for an applicant who has held an active mental health counselor license for the past year in another state, the District of Columbia, or a territory, without a disciplinary record or disqualifying criminal history.
The degree and exam requirements still apply.
If your license lapsed or your record includes discipline or disqualifying history, the deemed-met rule does not fit; the probationary license of WAC 246-809-095 — one year, renewable once after the suicide training — or the standard requirements may still fit.
Ask the Department of Health which applies.
Not as of September 2026.
Washington enacted the Compact as chapter 18.17 RCW in 2023, and the commission lists Washington as a member, but its status line marks Compact Live = No, so no privileges flow in either direction yet.
Two things to watch: your own eligibility depends on your degree route — a related-discipline degree without the 60 semester or 90 quarter hours is not Compact-qualified under RCW 18.225.090(1)(b)(i)(B) — and the route until then is a Washington license.
Check the commission before relying on it.
