🧭 Counselor licensure

Counselor Licensure in West Virginia: LPC Requirements, Hours and Exams

Founder, BehavioralHires
Last verified September 2026

West Virginia licenses professional counselors through the West Virginia Board of Examiners in Counseling.

The rung before the LPC is a provisional license, and the default sequence is strict: pass the NCE or NCMHCE, obtain the provisional license, and only then do supervised hours count toward the 3,000 the rule requires.

The statute requires at least two years of supervised experience after the master's, and credit is capped at 1,500 hours per twelve months — subject to limited exceptions the rule itself names.

The Counseling Compact is enacted but not live as of September 2026.

Licensing rules change by statute and board rule, and this page is career information, not legal advice. Confirm every requirement with the state board before you apply, register for an exam or count supervised hours. In West Virginia, that is the West Virginia Board of Examiners in Counseling.

At a glance

Independent license

Licensed Professional Counselor (LPC) — the single counseling license in W.

Va.

Code ch. 30 art. 31, defined at §30-31-3(d) as a person licensed to practice professional counseling, a practice that includes diagnosis of mental, emotional or addiction disorders (§30-31-3(j)).

Pre-licensure title

A provisional LICENSE, not a registration: required before any supervised hour may begin or continue (27CSR1 §7.1), valid 36 months and renewable once for 24 (§7.7).

An optional six-month, non-renewable temporary permit covers applicants while they take the exam (W.

Va.

Code §30-31-8(c)).

Degree

A master's in counseling or a closely related field (a doctorate needs one supervised year instead of two) from a program accredited by CACREP, CAEP, NCACS, SACS, CORE or a comparable accrediting body — CACREP is not required — with a minimum of 60 semester or 90 quarter graduate hours and 3 semester hours in each listed core area (27CSR1 §6.1).

Supervised experience

A minimum of 3000 hours of supervised counseling experience after the master's (1500 after a doctorate), at least fifty percent in the direct provision of counseling services to clients (27CSR1 §6.2).

Credit is capped at 1500 hours in any twelve-month period (§2.3.b), and up to 600 master's-internship hours may be credited (§6.2.a).

Exams

The NCE or the NCMHCE, or another counseling certification examination approved by the board (27CSR1 §5.2), passed before the provisional license issues (§7.2.b); a passing score is valid for five years (§6.3).

The sources read name no jurisprudence exam.

Supervisor requirement

No separate supervisor license — a board pre-approved professional supervisor: an LPC (or another supervisor the board finds qualified), licensed at least two years with five years of counseling experience and documented training in counseling supervision, capped at four applicants at a time (27CSR1 §6.2.c, §6.2.d).

Counseling Compact

Enacted in 2022 (Enrolled SB 213; W.

Va.

Code §30-31A-1 et seq.).

The commission's status for West Virginia on 2026-09-24: member, Compact Live = No — not issuing or accepting privileges as of September 2026.

Renewal & CE

Renew annually or biennially at a time the board determines, with continuing education required (W.

Va.

Code §30-31-10).

The active-renewal CE hour figure sits in the 27CSR3 Renewal Rule, which was not among the sources read; the 35-hour figure in 27CSR1 belongs to reactivation from inactive status only.

The West Virginia credential ladder

  1. Temporary permitPre-licensure

A permit, not a license: the optional supervised authorization of W.

    Va.

Code §30-31-8(c) for an applicant taking the required examination — valid no more than six months, non-renewable, $50, and its supervision hours count toward licensure.

  2. Provisional licensePre-licensure

The licensed rung on which the 3,000 hours accrue — issued only after the required examination is passed (27CSR1 §7.2.b), valid 36 months and renewable once for 24 (§7.7), and required before any supervisory experience may begin or continue (§7.1).

  3. Licensed Professional Counselor(LPC)Independent

The single counseling license of W.

    Va.

Code ch. 30 art. 31, held by a person licensed to practice professional counseling — which §30-31-3(j) defines to include assessment, diagnosis, treatment and prevention of mental, emotional or addiction disorders; there is no supervisor license above it, only a board pre-approval.

One counseling license, and a provisional license that must come first

📜 W. Va. Code §30-31-3(d); 27CSR1 §7.1, §7.2, §7.6, §7.7

West Virginia issues one counseling license, the Licensed Professional Counselor, defined at W.

Va.

Code §30-31-3(d) as a person licensed under the article to practice professional counseling.

The rung below it is not a registration but a provisional license, and the rule is strict about when it must exist: the applicant obtains it before beginning or continuing any supervisory experience, and hours obtained while unlicensed count for nothing in any setting.

Because the board issues the provisional license only after the academic requirements are met and the required examination is passed (27CSR1 §7.2), the exam precedes the first countable hour.

The license runs 36 months and may be renewed once for 24 months (§7.7).

While provisionally licensed, a counselor may not operate a private practice and may practice only as part of the licensure supervisory requirement (§7.6).

The temporary permit in §30-31-8(c) is the optional bridge during the examination itself: no more than six months, non-renewable, $50, supervised, and its supervision hours count.

Other states issue the same counselor licence under different letters — see LPC vs LMHC vs LPCC vs LCPC, mapped state by state.

“An applicant shall obtain a provisional license before the applicant begins his or her supervisory experience or continues a supervisory experience. Hours obtained by an unlicensed person in any setting shall not count toward the supervised experience requirements.”

60 graduate hours, and an accreditor list that does not start and end with CACREP

📜 W. Va. Code §30-31-8(a)(5); 27CSR1 §6.1.a, §6.1.b, §6.1.d

The statute asks for a master's in an accredited counseling program or a closely related field, or training the board judges equivalent; a doctorate also qualifies and cuts the supervised-experience minimum from two years to one (§30-31-8(a)(5)).

The rule then names the accreditors a program may carry: CACREP, CAEP, NCACS, SACS, CORE or a comparable accrediting body — CACREP is one route, not the only one.

Acceptable degree specializations run from clinical mental health counseling to marriage and family, pastoral, rehabilitation, school and addictions counseling, and a similar degree that includes the word counseling with the required core may be accepted.

The coursework floor is 60 semester hours or 90 quarter hours of graduate work, with at least 3 semester hours in each listed core area, from counseling theories and human growth and development through addictions counseling, group work, a supervised practicum and a supervised internship.

The board's Credentialing Committee, two counselor educators on the board, makes the final call on whether an applicant's education is sufficient.

For why boards write program accreditation into the degree rule, see CSWE vs CACREP vs COAMFTE accreditation.

3,000 hours after the degree, capped at 1,500 a year

📜 W. Va. Code §30-31-8(a)(5)(A)(ii); 27CSR1 §6.2, §6.2.a, §2.3.b, §7.1, §7.3

The rule requires a minimum of 3000 hours of supervised counseling experience after the master's; a doctoral applicant needs 1500 hours after the doctorate.

At least fifty percent of the hours must be in the direct provision of counseling services to clients.

The statute frames the same requirement as at least two years of supervised professional experience after the master's, one year after a doctorate — that statutory minimum is the two-year floor, not the credit cap.

The cap — the board may not credit more than 1500 hours of experience in any twelve-month period — paces accrual once the rule's exceptions are netted: up to 600 master's-internship hours may be credited, and post-degree hours supervised in another state may be considered where that state's supervisory requirements are equal to or greater than this board's (§7.3).

The rule states no total supervision-hours figure — the supervision rule sets a ratio, not a total.

By default the clock starts at the provisional license (§7.1); the temporary permit, the internship credit and §7.3 are exceptions the rule itself names.

For what counts as a supervised hour, and what changes at independent licensure, see associate vs. independently licensed therapists.

“The applicant shall have a minimum of 3000 hours of supervised counseling experience, after earning a master's degree in counseling or its equivalent as determined by the Board; or have earned a doctoral degree in counseling or its equivalent as determined by the Board and have a minimum of 1500 hours of supervised counseling experience after earning the degree. At least fifty percent (50%) of the supervised counseling experience shall be in the direct provision of counseling services to clients.”

Pass the exam before the clock starts: the NCE or the NCMHCE

📜 W. Va. Code §30-31-8(a)(6); 27CSR1 §5.2, §6.3, §7.2.b, §8.1, §8.2

The statute requires a standardized national certification examination in counseling approved by the board, and 27CSR1 §5.2 names the two: the National Counselor Examination (NCE) and the National Clinical Mental Health Counseling Examination (NCMHCE), plus any other counseling certification examination the board approves.

A passing score is valid for five years from the exam date, and the licensure packet may be filed before the score is in hand.

The sequencing is what catches graduates: the provisional license issues only to an applicant who has passed the required examination (§7.2.b), so the exam sits in front of the first countable hour, not the final paperwork.

Retakes run inside an eighteen-month window from the first failure with no new application and no added education or experience; an applicant who fails the initial exam and two subsequent attempts is disqualified from retaking until the board approves documentation of additional education and experience (§8.2).

The sources read name no West Virginia jurisprudence examination — the Counseling Compact commission's jurisprudence table shows no entry for the state.

For how the counselor, social work and MFT licensing exams compare, see ASWB vs NCE vs NCMHCE vs the MFT national exam.

Choosing a supervisor: 1 hour per 20, four applicants, and email counts

📜 27CSR1 §2.4, §6.2.c, §6.2.d

West Virginia has no separate supervisor license; the professional supervisor is a board pre-approval, not a credential.

At a minimum the supervisor is a Licensed Professional Counselor, or another supervisor the board finds qualified, who has been licensed at least two years, has five years of counseling experience, has documented training in counseling supervision, and has filed a statement of counseling and supervision philosophy (§6.2.d).

The dose is one hour of direct individual supervision for every twenty hours of practice, and when the supervisor is not a full-time employee of the same firm or agency, supervision must happen at least twice in each calendar month (§6.2.c).

An approved supervisor may carry no more than four applicants — a hard ceiling worth checking before you accept an agency job.

Supervision itself need not be in person: the rule's own definition reaches secured interactive contact by telephone, video or email, so supervision by technology is on the rule's face, not a gap to be negotiated.

For what it takes to become a supervisor yourself, see can an LPC supervise an associate?

“"Direct counselor supervision" means face to face or secured interactive contact such as telephone, video, email, or other contact that clearly addresses the required specialty areas as cited in subsection 6.1.b. of this rule.”

Diagnosis and assessment sit inside the license's own definition

📜 W. Va. Code §30-31-3(j), (c)

West Virginia writes its scope into the license's own definition: professional counseling is the assessment, diagnosis, treatment and prevention of mental, emotional or addiction disorders through the application of clinical counseling procedures, and it expressly includes psychotherapy, assessment instruments, counseling, consultation, treatment planning and supervision in services to individuals, couples, families and groups (§30-31-3(j)).

The companion definition of clinical counseling procedures names observing and analyzing background and current information, using assessment techniques that appraise aptitudes, abilities, achievements, interests or attitudes, diagnosing, and developing a treatment plan (§30-31-3(c)).

Diagnosis and assessment therefore sit inside the LPC license as the code defines it, not in a separate designation.

For a provisional licensee the same practice is confined to the supervisory requirement — no private practice, and practice only as part of licensure supervision (27CSR1 §7.6).

“"Professional counseling" means the assessment, diagnosis, treatment and prevention of mental, emotional or addiction disorders through the application of clinical counseling procedures.”

Moving to West Virginia: equal-or-greater requirements, and a five-of-seven waiver

📜 27CSR1 §5.1, §5.2, §5.3, §7.3; W. Va. Code §30-31-8(b)

A counselor licensed elsewhere reaches West Virginia by endorsement review, and the gate is a comparison the board itself makes: the endorsing state's licensing requirements must be greater than or equal to the requirements of 27CSR1 (§5.1).

The statute adds a parallel standard — a license from another state the board finds at least substantially equivalent makes the holder eligible (§30-31-8(b)).

Applicants must prove they passed the NCE or NCMHCE or another board-approved counseling exam, hold good standing in every jurisdiction where licensed, and carry no discipline for an act that would have been grounds in West Virginia (§5.2).

Two of the documentation requirements — graduate transcripts and professional recommendation forms — can be waived for an applicant who has actively practiced as an LPC with an ongoing caseload for at least five of the last seven years (§5.3).

The waiver trims paperwork; it does not touch the exam or good-standing requirements.

Hours supervised in the prior state can carry over: §7.3 lets the board consider them where that state's supervisory requirements are equal to or greater than this board's.

For how endorsement works when you move, see moving states as a therapist: license transfer and endorsement.

“The Board may waive the requirements as listed in paragraphs 5.2.a.2. and 5.2.a.4. of this rule if the endorsement applicant has actively practiced mental health counseling as a licensed professional counselor by maintaining an ongoing caseload for at least five of the last seven years in another jurisdiction, immediately preceding application.”

Counseling Compact: enacted in 2022, not live as of September 2026

📜 W. Va. Code §30-31A-1 et seq. (2022 Reg. Sess., Enrolled SB 213); Counseling Compact Commission website

West Virginia enacted the Counseling Compact in the 2022 Regular Session (Enrolled SB 213), codified at W.

Va.

Code §30-31A-1 et seq., and the commission's list counts the state as a member.

Enactment is not operation: the commission's status for West Virginia on 2026-09-24 records Compact Live = No, so the state is neither issuing privileges to its own licensees nor accepting privileges from elsewhere.

Until that changes, a West Virginia LPC cannot use the Compact to practice in the states where it is live, and a counselor licensed in one of those states cannot use it to practice here; the working routes are a West Virginia license by examination or by endorsement.

The sources read give no West Virginia go-live date, so treat any date in an older guide as unconfirmed and check the commission.

For how the compact’s privilege to practice works, see the Counseling Compact explained.

Annual or biennial renewal — and the CE figure was not in the sources read

📜 W. Va. Code §30-31-10; 27CSR1 §17.2.b

The statute requires each licensee to renew annually or biennially at a time determined by the board, by filing the board's form, paying the renewal fee and submitting whatever else the board requires, and it makes continuing education a condition of renewal (§30-31-10).

The active-renewal CE hour figure is not in the sources read for this page: it sits in 27CSR3, the board's Renewal Rule, which was not among the documents reviewed.

Treat any CE number from a secondary guide as unconfirmed and ask WVBEC.

One CE figure that is in the sources read belongs to a different event — reactivation, not renewal: an LPC returning from inactive status must complete 35 hours of continuing education in the two years preceding the application to return to active status, 3 of them in ethics under the ACA code (27CSR1 §17.2.b).

Keep the two apart: the 35 hours are not the active-renewal requirement.

“A licensed professional counselor and a licensed marriage and family therapist shall annually or biennially renew his or her license at a time determined by the board, by completing a form prescribed by the board, paying the renewal fee and submitting any other information required by the board.”

No licensing-rule change found since July 2022

📜 27CSR1 (eff. 2022-07-22); WVBEC website

The sources read record no amendment to West Virginia's counselor licensing rules between 2023 and 2026: 27CSR1 took effect July 22, 2022, and the compact statute dates to the same year.

Whether 27CSR1 has been amended since could not be confirmed from the sources read — the Secretary of State's administrative-code search is JavaScript-only — so this page states the rule as published.

What has moved is compact machinery, not state rules: the WVBEC home page carried Counseling Compact Commission rulemaking notices with public comment periods ending April 1, 2026 and September 13, 2026, and those are commission rules rather than West Virginia licensing rules.

A guide written any time after July 2022 will have the hours, exams and supervision right; its Compact status is the part that may be stale.

What This Page Does — and Doesn’t — Cover

This page summarizes the West Virginia statute, rules, board pages and other documents cited above, as read for this state-by-state counselor licensure series, current as of September 2026.

It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the West Virginia Board of Examiners in Counseling publishes.

Nor does it cover social work licensure in West Virginia, MFT licensure in West Virginia, or what therapists earn in West Virginia.

Hour totals, exams and supervision rules change by statute and by board rule; for how the counselor, social work and MFT licences differ, see LCSW vs. LPC vs. LMFT: which therapy licence to get.

Frequently Asked Questions

Can I count supervised hours in West Virginia before I pass the NCE?

No. 27CSR1 §7.2.b conditions the provisional license on having passed the required examination, and §7.1 provides that hours obtained by an unlicensed person in any setting do not count, so the exam-and-provisional sequence comes before the first countable hour.

The one bridge is the temporary permit of W.

Va.

Code §30-31-8(c): an applicant may elect it while taking the exam, and supervision hours completed under it count toward the licensure requirement — but it lasts no more than six months and cannot be renewed.

Confirm the paperwork order with WVBEC before your first day on the job.

Can supervision for West Virginia licensure be done by video or phone?

Yes.

27CSR1 §2.4 defines direct counselor supervision as face to face or secured interactive contact such as telephone, video, email, or other contact that clearly addresses the required specialty areas.

The minimum dose does not change with the medium: one hour of direct individual supervision for every twenty hours of practice, and at least twice in each calendar month when the supervisor is not a full-time employee of the same firm or agency.

Make sure the supervisor's board pre-approval is in place before the hours start accruing.

How long does the provisional license last, and what if I need more time?

A provisional license is valid for 36 months.

A licensee who has not finished the supervised counseling experience in that window may renew once for an additional 24 months by written request and payment of a fee equal to the current initial application fee (27CSR1 §7.7) — 60 months in all.

Supervision must be continuous: an interruption of more than six weeks must be reported to the board in writing within 30 days, and unreported interruptions can end the provisional license (§7.4).

The statute's two-year supervised-experience minimum is the planning floor, not the 1,500-hour cap; internship credit (§6.2.a) and out-of-state hours the board may consider (§7.3) can reduce what remains.

Is there a West Virginia jurisprudence or law exam for counselors?

Not in the sources read.

The statute requires a standardized national certification examination in counseling approved by the board (W.

Va.

Code §30-31-8(a)(6)), and 27CSR1 §5.2 names the NCE or the NCMHCE; the Counseling Compact commission's jurisprudence table shows no entry for West Virginia.

That is absence in the sources, not a promise about future requirements, so confirm with WVBEC before scheduling anything extra.

Mind the clock on the exam you do take: a passing score is valid for five years from the exam date (27CSR1 §6.3), so an old score will not carry an application.

Can I practice in West Virginia on Counseling Compact privileges today?

No, as of September 2026.

West Virginia enacted the Counseling Compact in 2022 (Enrolled SB 213, W.

Va.

Code §30-31A-1 et seq.) and appears on the commission's member list, but the commission's status for the state recorded Compact Live = No on 2026-09-24.

Until that changes, the ways into West Virginia are the standard ones: a license by examination or endorsement review through WVBEC.

The reverse is equally true — a West Virginia LPC cannot take a compact privilege into another member state while the home state is not live.
