Substance Abuse Counselor Requirements in Kansas: Credentials, Hours and Exams

Founder, BehavioralHires
Last verified September 2026

Kansas licenses substance abuse counselors at three levels — Licensed Addiction Counselor (LAC), Licensed Master's Addiction Counselor (LMAC) and Licensed Clinical Addiction Counselor (LCAC) — and every rung is a BSRB licence: practising or holding out as an addiction counselor without one is a class B misdemeanor.

The bachelor's LAC practises inside a state-licensed or certified AOD program; only the LCAC may practise independently and diagnose.

The LCAC's supervised-experience route needs not less than 3,000 postgraduate hours including at least 1,500 of direct client contact, though current holders of qualifying Kansas clinical licences can qualify by attestation instead.

Licensing rules change by statute and board rule, and this page is career information, not legal advice. Confirm every requirement with the state board before you apply, register for an exam or count supervised hours. In Kansas, that is the Kansas Behavioral Sciences Regulatory Board (BSRB).

Credential tiers

Licensed Addiction Counselor (LAC), Licensed Master's Addiction Counselor (LMAC) and Licensed Clinical Addiction Counselor (LCAC), with a student temporary licence, temporary LAC/LMAC licences and a 12-month provisional licence beneath them.

Type and issuing body

State licences issued by the Kansas Behavioral Sciences Regulatory Board (BSRB) under the addiction counselor licensure act (K.S.A.

65-6607).

Practising or holding out as an addiction counselor without a licence is a class B misdemeanor (65-6609(d)).

Degree floor

LAC: at least a baccalaureate — an addiction counseling program, another degree plus SUD coursework, a current Kansas LBSW licence plus coursework, or a Kansas master's-level BSRB licence (65-6610(a)(2)).

LMAC and LCAC: a master's — or, for current holders of listed Kansas licences, the licence itself (LMAC) or the licence plus an attestation (LCAC) (65-6610(b)(1)(B)(iii), (c)(2)(D)).

Supervised hours

LCAC via the experience routes (65-6610(c)(2)(A)–(C)): not less than two years of postgraduate supervised experience totalling not less than 3,000 hours, with at least 1,500 hours of direct client contact and 100 face-to-face clinical supervision hours including 50 individual; half may be waived for a doctorate.

A current Kansas psychologist, LSCSW, LCPC, clinical psychotherapist or LCMFT qualifies by attestation with no hour total (65-6610(c)(2)(D)).

LAC and LMAC: no post-degree hours in statute.

Exams

Each tier requires that the applicant has passed an examination approved by the board (65-6610); the exam is not named in the statute read.

Scope and diagnosis

Only the LCAC has independent practice and the diagnosis and treatment of substance use disorders.

The LMAC may diagnose only under the direction of an LCAC, psychologist, physician or qualifying independent licensee; the LAC practises in a state-licensed or certified AOD treatment program.

Other licensees

Other BSRB-licensed professions, registered nurses and social workers sit outside the act so long as they do not represent themselves as being an addiction counselor (65-6616(d)).

IC&RC reciprocity

No IC&RC counselor-level member board sits in Kansas, so member-board reciprocity has no landing point; out-of-state counselors qualify through K.S.A.

65-6613, and clinical-level independent licensees from elsewhere may practise not more than 30 days per year on a temporary permit that expires one year after issuance (65-6612).

Renewal & CE

Licences expire 24 months from issuance (65-6614(b)); 30 CE hours per two-year renewal period including three ethics hours (K.A.R.

102-7-9(a)); LMAC/LCAC diagnosis-and-treatment CE is three hours on and after July 1, 2025 — the rule still says six.

The Kansas credential ladder

  1. Student temporary addiction counselor licencePre-licensure

A licence for a person still completing the education toward the LAC: entry requires at least 60 credit hours with an addiction counseling or related-field emphasis, a 48-month plan to finish the education, an education plan signed by the institution, a prospective employer's attestation, and age 20; it runs 24 months and is renewable once, and practice is limited to a licensed or certified alcohol and other drug program, a certified community behavioral health clinic or a community mental health center under board-licensed supervision (K.S.A.

    65-6611(g)–(i)).

  2. Temporary addiction counselor licence / temporary master's addiction counselor licence(temporary LAC / temporary LMAC)Pre-licensure

A 24-month, non-renewable licence for an applicant who has met the education requirements and is waiting to take the examination; practice is limited to a licensed or certified alcohol and other drug abuse program under the direction of a clinical-level licensee or a physician (K.S.A.

    65-6611(a)–(e)).

  3. Provisional licence as an addiction counselorPre-licensure

A 12-month, non-renewable licence for an applicant completing remedial requirements the board prescribes; the holder may not use LAC, LMAC or LCAC independently and may say licensed only when preceded by the word provisional (K.S.A.

    65-6621(b)–(c)).

  4. Licensed Addiction Counselor(LAC)Other

The bachelor's-level licence: practice limited to substance use disorders, and the holder must practise in a state-licensed or certified alcohol and other drug treatment program (K.S.A.

    65-6608(d)).

  5. Licensed Master's Addiction Counselor(LMAC)Other

The master's-level licence: practice limited to substance use disorders, with diagnosis allowed only under the direction of an LCAC, a licensed psychologist, a physician or a qualifying independent mental-health licensee (K.S.A.

    65-6608(f)).

  6. Licensed Clinical Addiction Counselor(LCAC)Independent

The clinical licence: independent practice and the diagnosis and treatment of substance use disorders, keyed to the DSM edition the board designates by rule (K.S.A.

    65-6608(a), (e)).

Three licence tiers — and every rung below them is also a licence

📜 K.S.A. 65-6607, 65-6609(a), (d); 65-6611; 65-6621

Kansas regulates addiction counseling through the addiction counselor licensure act, and the board issues every rung as a licence — there is no registration or certificate track below the three full tiers.

The practice-protection line is broad: it covers not just the licensed titles but anyone who represents that they are an addiction counselor, a substance abuse counselor or an alcohol and drug counselor, and a violation is a class B misdemeanor.

Below the LAC sit three pre-licensure licences: the student temporary licence for a person still completing the education, the temporary licence for an applicant waiting to sit the examination, and a 12-month provisional licence for an applicant completing board-prescribed remedial requirements.

The temporary and student licences expire after 24 months and the temporary licence is not renewed or issued again at the same level, so the calendar matters when you plan an exam date.

The same letters mean different tiers in different states; see CADC vs LADC vs LCDC vs CAC.

“No person shall engage in the practice of addiction counseling or represent that such person is a licensed addiction counselor or is an addiction counselor, a substance abuse counselor or an alcohol and drug counselor without having first obtained a license as an addiction counselor under the addiction counselor licensure act.”

A bachelor's for the LAC, a master's for the LMAC and the LCAC

📜 K.S.A. 65-6610(a)(2), (b)(1)(B)(iii); K.A.R. 102-7-3(b), (c), (d), (e), (f)(8)

The statute opens four doors to the LAC: a baccalaureate from an addiction counseling program approved by the board; any approved baccalaureate plus board-approved coursework on substance use disorders; a current Kansas licensed baccalaureate social worker licence plus that coursework; or a current Kansas licence from the board at the master's level, who may then take the LAC examination (65-6610(a)(2)).

Every LAC applicant without a NASAC-accredited degree completes the content areas and a practicum of at least six semester credits including at least 400 clock-hours of practice with one supervision hour per 10 practice hours (K.A.R.

102-7-3(c)); the LBSW route completes only (c)(1), (4) and (9) (K.A.R.

102-7-3(d)).

The LMAC and LCAC need a master's: an addiction counseling program or a NASAC-accredited program; without NASAC accreditation the master's coursework standard applies, including its practicum of at least 300 hours of client contact (K.A.R.

102-7-3(e), (f)(8)); another master's needs at least 30 graduate semester credit hours supporting diagnosis and treatment (102-7-3(e)(2)).

A current Kansas LMSW, LPC, LMFT or master's-level psychologist may take the LMAC examination instead (65-6610(b)(1)(B)(iii)).

“at least 30 semester hours, or the academic equivalent, in coursework on substance use disorders”

3,000 postgraduate hours on the LCAC's experience routes — none required for the LAC or LMAC

📜 K.S.A. 65-6610(c)(2)(A)–(D)

Under 65-6610(c)(2)(A)–(C) the LCAC applicant completes not less than two years of postgraduate supervised professional experience under a board-approved clinical supervision plan totalling not less than 3,000 hours, including at least 1,500 hours of direct client contact conducting substance abuse assessments and treatment, plus not less than 100 face-to-face clinical supervision hours including 50 individual; the board may waive the face-to-face requirement on a finding of extenuating circumstances.

The board may waive half the hours for an applicant with a board-approved doctoral degree in addiction counseling or a related field, completing the remaining half in not less than one year.

Route (D) skips the hours: an applicant currently licensed in Kansas as a psychologist, specialist clinical social worker, clinical professional counselor, clinical psychotherapist or clinical marriage and family therapist qualifies by an attestation of competence to diagnose and treat substance use disorders, signed by a professional licensed in independent practice to diagnose and treat mental disorders, substance use disorders, or both, or licensed to practice medicine and surgery.

The LAC and LMAC have no statutory post-degree hour total.

For the whole path from coursework to credential, see how to become a substance abuse counselor.

“not less than two years of postgraduate supervised professional experience in accordance with a clinical supervision plan approved by the board of not less than 3,000 hours of supervised professional experience, including at least 1,500 hours of direct client contact conducting substance abuse assessments and treatment”

A board-approved examination the sources do not name

📜 K.S.A. 65-6610(a)(3)

Each tier's requirement list includes that the applicant has passed an examination approved by the board (65-6610(a)(3) for the LAC, with parallel clauses for the LMAC and LCAC).

Neither the statute read nor the rules read name the examination, so the one thing this page cannot supply is the exam's name — ask the BSRB which examination currently applies before you schedule.

The temporary licence exists precisely for the gap: an applicant who has satisfied the education requirements but is waiting to take the examination may hold a temporary LAC or temporary LMAC licence while the exam date approaches.

“has passed an examination approved by the board”

Board-approved supervision plans, and a monthly floor for students

📜 K.S.A. 65-6610(c)(2); 65-6611(e), (g)(5), (i)

Where supervision is spelled out, it is a plan rather than a weekly ratio.

The LCAC's hours must follow a clinical supervision plan approved by the board, and the 100 face-to-face supervision hours include not less than 50 hours of individual supervision.

The student temporary licence carries the most concrete monthly floor: a supervision plan signed by the prospective employer's supervisor with not less than four hours of supervision per month and not fewer than two supervision meetings per month, of which a maximum of two hours per month may be group supervision (65-6611(g)(5)).

A temporary licence holder may practise only in a licensed or certified alcohol and other drug abuse program, under the direction of a person licensed by the board at the clinical level or a person licensed to practice medicine and surgery (65-6611(e)) — worth confirming before accepting a placement that is supposed to bridge you to the exam.

“not less than four hours of supervision per month and not fewer than two supervision meetings per month”

Only the LCAC may diagnose and practise independently

📜 K.S.A. 65-6608(a), (d), (e), (f); 65-6616(d)

Independent clinical authority starts at the top rung: at the clinical level of licensure, addiction counseling includes independent practice and the diagnosis and treatment of substance use disorders, under the DSM edition the board designates by rule (65-6608(a), (e)).

The LAC's practice is limited to substance use disorders and must occur in a state-licensed or certified alcohol and other drug treatment program — a statutory setting, not a preference — or in completing a Kansas domestic violence offender assessment for participants in a certified batterer intervention program (65-6608(d)).

The LMAC sits between: it may diagnose substance use disorders only under the direction of an LCAC, a licensed psychologist, a physician, or an independent mental-health licensee whose licensure allows diagnosing and treating substance abuse disorders or mental disorders (65-6608(f)).

The act leaves out other BSRB-licensed professions, registered nurses and social workers performing services within their training and ethics, so long as they do not represent themselves as being an addiction counselor (65-6616(d)) — those professionals need no addiction licence unless they hold out under those titles.

“at the clinical level of licensure, addiction counseling includes independent practice and the diagnosis and treatment of substance use disorders”

Moving to Kansas: substantial equivalence, a 12-month route, or a 30-day permit

📜 K.S.A. 65-6613(a)–(c); 65-6612(a), (c)

Substantial equivalence alone qualifies an out-of-state counselor at the LAC (65-6613); at the master's and clinical levels the equivalence route also requires completion of at least a master's degree (65-6613(b)(1), (c)(1)).

The alternative route, at every level, requires at least 12 months of similar-scope practice immediately before applying, no serious disciplinary actions, and the degree — baccalaureate for the LAC, master's for the LMAC and LCAC; the clinical level adds two of: board-approved coursework or a national clinical exam, three years of clinical practice with diagnosing or treating experience, or an attestation of competence.

There is no IC&RC counselor-level member board in Kansas (directory, retrieved 2026-09-24), so an IC&RC credential is simply a credential for the board to evaluate.

The 65-6612 temporary permit covers only licensees authorised for independent clinical practice at the clinical level in another jurisdiction, in good standing with two years of practice: not more than 30 days per year, on a permit expiring one year after issuance, extendable once for one more year under emergency circumstances.

For what IC&RC reciprocity transfers, and why NAADAC credentials do not, see IC&RC vs NAADAC.

“The standards for registration, certification or licensure to practice addiction counseling in the other jurisdiction are substantially the equivalent of the requirements of the addiction counselor licensure act and rules and regulations of the board”

Two-year licences, 30 CE hours — and one figure the statute cut

📜 K.S.A. 65-6614(b)–(c); K.A.R. 102-7-9(a), (b)

Every licence expires 24 months from the date of issuance (65-6614(b)).

For renewal the rule requires 30 hours of documented and approved continuing education during each two-year renewal period, including three hours of professional ethics, and hours accumulated in excess of the requirement do not carry over (K.A.R.

102-7-9(a)).

The diagnosis-and-treatment requirement is where the sources disagree: the rule still requires each LCAC to complete six related hours, but the statute says on and after July 1, 2025 an LMAC or LCAC needs not less than three — the statute (2023 amendment) post-dates the rule (2012 base), so plan around three and confirm with the board.

A licensee who falls short may request up to three additional months on a request made at least 30 calendar days before expiration, but the request must show extenuating circumstances and a plan to complete the remaining hours, and the board may deny it; it is not available in consecutive licence periods (65-6614(c)).

“On and after July 1, 2025, as part of such continuing education, a master's addiction counselor applicant or clinical addiction counselor applicant shall complete not less than three continuing education hours relating to diagnosis and treatment of substance use disorders.”

The 2023 amendments, and a 2025 CE cut to cite from the statute

📜 L. 2023, ch. 90 (eff. July 1, 2023); K.S.A. 65-6614(b)

L.

2023, ch. 90 amended six sections of the act — K.S.A.

65-6608, 65-6610, 65-6611, 65-6613, 65-6614 and 65-6618 — effective July 1, 2023, so the definitions, education routes, temporary licences, reciprocity terms and renewal rules on this page carry that amendment.

The change with a dated future effect is the continuing-education cut: diagnosis-and-treatment CE for the LMAC and LCAC drops from six hours to not less than three on and after July 1, 2025 (65-6614(b)).

K.A.R.

102-7-9(b) has not been amended to match, so a guide that quotes the rule's six hours is quoting the superseded figure.

Frequently Asked Questions

Do you need a license to be a substance abuse counselor in Kansas?

Yes.

The act says no person shall engage in the practice of addiction counseling — or represent that they are an addiction counselor, a substance abuse counselor or an alcohol and drug counselor — without having first obtained a license, and a violation is a class B misdemeanor (K.S.A.

65-6609).

The BSRB issues every rung, including the student temporary licence.

Members of other BSRB-licensed professions, registered nurses and social workers are outside the act so long as they do not represent themselves as addiction counselors (65-6616(d)).

What is the difference between the LAC, LMAC and LCAC in Kansas?

The LAC is the bachelor's-level licence: practice limited to substance use disorders, in a state-licensed or certified AOD treatment program.

The LMAC is the master's-level licence and may diagnose substance use disorders only under the direction of an LCAC, psychologist, physician or qualifying independent licensee.

The LCAC adds independent practice and the diagnosis and treatment of substance use disorders, plus — on its supervised-experience routes — the 3,000-hour postgraduate requirement, which a current Kansas psychologist, LSCSW, LCPC, clinical psychotherapist or LCMFT may bypass by attestation (K.S.A.

65-6608; 65-6610(c)).

Can you become an addiction counselor in Kansas without a bachelor's degree?

Not as a full licensee: every tier of the full ladder starts at least at a baccalaureate.

The student temporary addiction counselor licence is the pre-degree vehicle, and it has its own floor: at least 60 credit hours with an addiction counseling or related-field emphasis, a plan to finish the education within 48 months, an institution-signed education plan, a prospective employer's attestation, and age 20 (65-6611(g)).

It allows work in a licensed or certified AOD program, a certified community behavioral health clinic or a community mental health center, for 24 months with one 24-month renewal.

Can an LCAC diagnose in Kansas?

Yes.

At the clinical level of licensure, addiction counseling includes independent practice and the diagnosis and treatment of substance use disorders, under the DSM edition the board designates by rule (K.S.A.

65-6608(a), (e)).

The LMAC may diagnose only under the direction of an LCAC, licensed psychologist, physician or independent licensee whose licensure covers such diagnosis, and the LAC's definition carries no diagnosis line.

Confirm the designated DSM edition and any rule updates with the BSRB.

Can I transfer an out-of-state addiction counselor credential to Kansas?

You may qualify if your jurisdiction's standards are substantially equivalent to Kansas's — by itself at the LAC, and with a master's degree at the LMAC and LCAC — or through the 12-month route: a year of practice with a similar scope, no serious disciplinary actions, and the degree (K.S.A.

65-6613).

The clinical level's alternative adds two of: coursework or a national clinical exam, three years of clinical practice with diagnosing or treating experience, or an attestation.

Kansas has no IC&RC counselor-level member board; a clinical-level independent licensee from elsewhere can practise not more than 30 days per year on a one-year temporary permit (65-6612).
