Substance Abuse Counselor Requirements in South Dakota: Credentials, Hours and Exams

Founder, BehavioralHires
Last verified September 2026

South Dakota credentials substance abuse counselors through the Board of Addiction and Prevention Professionals: an Addiction Counselor Trainee recognition, a Certified Addiction Counselor (CAC) certification, and a Licensed Addiction Counselor (LAC) licence.

Hours trade off against a behavioral-science degree, from 8,000 hours at a high school diploma down to 2,000 with a master's.

Both credentials require a written exam, and failing it three times sends you back to trainee status.

Private independent practice needs an active LAC plus two years of supervised work counted from initial certification or licensure, not necessarily post-LAC years.

Verify before you rely on this

Licensing rules change by statute and board rule, and this page is career information, not legal advice. Confirm every requirement with the state board before you apply, register for an exam or count supervised hours. In South Dakota, that is the South Dakota Board of Addiction and Prevention Professionals (within the Department of Social Services).

At a glance

Credential tiers

Addiction Counselor Trainee (ACT, a recognition) leading to the Certified Addiction Counselor (CAC) or the Licensed Addiction Counselor (LAC); SL 2026 ch 163 also added statutory 'supervisee' titles the rules do not yet implement.

Type and issuing body

A state certification (CAC) and a state licence (LAC), both issued by the Board of Addiction and Prevention Professionals (BAPP) under SDCL ch. 36-34 and ARSD art. 20:80.

BAPP is also South Dakota's IC&RC member board.

Degree floor

ACT and CAC: a high school diploma or GED, plus 3 semester hours in each of 9 named courses for the CAC.

LAC: a minimum of a master's degree in a behavioral science field, plus 3 semester hours in each of 7 named courses.

Supervised hours

CAC: 8,000 hours with a HS/GED, 6,000 with an associate degree, 4,000 with a bachelor's, or 2,000 with a master's or above (the degree must be in a behavioral science field, from an accredited post secondary institution), including 300 hours across the 12 core functions.

LAC: 2,000 hours, including the same 300-hour core-function minimum.

Exams

A written examination approved by the board is required for CAC or LAC; ARSD 20:80:07 does not name it.

IC&RC's own reciprocal-credential table for BAPP maps the CAC to the IC&RC ADC exam and the LAC to that same ADC exam, or, if the AADC exam is taken instead, to the higher AADC reciprocal credential β€” a reciprocity mapping, not a statement of which exam the state rule itself requires.

An applicant who fails to pass after three attempts must reapply as a trainee under the current standards in effect at reapplication.

Scope and diagnosis

Private independent practice requires an active LAC credential plus two years of qualifying supervised work after initial certification or licensure.

Whether a CAC or LAC may diagnose: Not stated in the sources read.

Other licensees

No exemption for other licensed professionals (e.g., LPC, LCSW) was located.

ARSD 20:80:05:11 and 20:80:05:12 do exempt certain pre-April-2014 CCDC I/II/III holders from the CAC or LAC academic and work requirements, but that is a grandfather clause, not an other-licensee carve-out.

IC&RC reciprocity

A CAC, LAC or CPS may apply for reciprocity through the IC&RC, and the board may grant reciprocity at the matching level to a practitioner certified by another IC&RC member board holding a reciprocal-level credential (ARSD 20:80:01:02).

Renewal & CE

A licensee completes 40 hours of continuing education each two-year cycle (December 1 of an odd year through November 30 of the next odd year), including at least 4 hours on counseling ethics; missing the November 30 deadline automatically suspends the certificate or licence, though the board may still renew it if the holder applies and shows CE compliance within 30 days after expiration.

The South Dakota credential ladder

  1. Addiction Counselor Trainee(ACT)Pre-licensure

A recognition, not a certification or licence, valid one year and renewable up to four times: an applicant must be employed by or volunteer for an agency working the 12 core functions, be supervised throughout by a qualified CAC or LAC, and complete all CAC or LAC academic and work requirements plus the board exam before the recognition period ends (ARSD 20:80:05:06; 20:80:01:04; SDCL 36-34-13.10).

  2. Certified Addiction Counselor(CAC)Other

A state certification built on a sliding hours-for-degree scale from 8,000 hours down to 2,000 hours, tied to a behavioral-science degree from an accredited post secondary institution, plus a written exam; it is not the tier the rule recognizes for independent private practice (ARSD 20:80:05:09; 20:80:05:14).

  3. Licensed Addiction Counselor(LAC)Independent

The master's-level licence, built on 2,000 supervised hours and a written exam; a practitioner qualifies to run a private independent practice by holding an active LAC credential plus a minimum of two years of qualifying supervised work completed following initial certification or licensure β€” years that can start accruing during an earlier CAC certification, not only after becoming an LAC (ARSD 20:80:05:10; 20:80:05:14(1)-(2)).

A trainee recognition, a certification, and a licence β€” plus titles the rules don't cover yet

πŸ“œ SDCL 36-34-13.1; 36-34-1(2); SL 2026 ch 163; ARSD 20:80:01:04

South Dakota protects the titles addiction counselor, addiction counselor trainee and addiction counselor supervisee (along with the prevention and peer support equivalents) so that only a person recognized, certified, or licensed under the chapter may use them.

The Addiction Counselor Trainee (ACT) is a recognition, not a credential, issued on application and fee; the Certified Addiction Counselor (CAC) and Licensed Addiction Counselor (LAC) both require an application, fee, and passing the board's written exam.

SL 2026 ch 163 added statutory "supervisee" titles to that protected list, but the ARSD 20:80 rules read do not yet build out a supervisee credential to match them.

No practice ban was located in SDCL 36-34: the statute protects the titles, not a stand-alone bar on unlicensed practice.

The same letters mean different tiers in different states; see CADC vs LADC vs LCDC vs CAC.

β€œNo person may represent oneself as a licensed or certified addiction counselor, addiction counselor trainee, addiction counselor supervisee, certified prevention specialist, prevention specialist trainee, prevention specialist supervisee, peer support specialist, peer support specialist trainee, or peer support specialist supervisee, or any other title that includes those words unless the person is recognized, certified, or licensed under this chapter.”

High school diploma for the trainee and CAC; a master's for the LAC

πŸ“œ ARSD 20:80:05:06(1); 20:80:05:09(1)-(2); 20:80:05:10(1)-(2)

The ACT recognition starts at a high school diploma or GED.

The CAC needs the same HS/GED floor plus 3 semester hours, grade of "C" or higher, in each of 9 named subject areas.

The LAC sets a higher floor: a minimum of a master's degree in a behavioral science field, plus 3 semester hours in each of 7 named courses, at least 5 of which must be at the graduate level (addiction counseling theories and techniques; psychopharmacology or psychopathology; legal, ethical and professional standards; case management and assessment of co-occurring disorders; treatment planning; clinical supervision; and multicultural competency).

So the degree floor moves from a high school credential at the trainee and CAC tiers to a master's degree specifically for the LAC.

For which entry tiers take no degree at all, see can you be an addiction counselor without a degree?

β€œa minimum of a master's degree in a behavioral science field”

A sliding scale from 8,000 hours down to 2,000, and a flat 2,000 for the LAC

πŸ“œ ARSD 20:80:05:09(3); 20:80:05:10(3)

For the CAC, the required hours of supervised work experience drop as the applicant's degree rises: 8,000 hours with a high school diploma or GED, 6,000 with an associate's degree, 4,000 with a bachelor's degree, or 2,000 with a master's degree or above β€” and that degree must be in a behavioral science field and from an accredited post secondary institution.

Within whichever total applies, at least 300 of those hours must be documented supervised work experience across the 12 core functions, with a minimum of 10 hours in each function.

The LAC's hours do not slide with degree: it is a flat 2,000 hours of supervised work experience, with its own 300-hour core-function minimum documented as supervised practical training experience rather than the CAC's supervised work experience.

A CAC applicant with a bachelor's and a LAC applicant both land on hour totals within the same range, but they are counted under different rule subsections and different credentials.

For the whole path from coursework to credential, see how to become a substance abuse counselor.

β€œ8,000 hours of work experience and a high school diploma or general education diploma; 6,000 hours of work experience and an associate's degree; 4,000 hours of work experience and a bachelor's degree; 2,000 hours of work experience and a master's degree or above. The degree must be in a behavioral science field and from an accredited post secondary institution.”

A board-approved written exam, three attempts before you reapply as a trainee

πŸ“œ ARSD 20:80:07:01; 20:80:07:03

Both the CAC and the LAC require passing a written examination approved by the board; ARSD 20:80:07 itself does not name the specific exam.

IC&RC's own reciprocal-credential table for BAPP fills part of that gap: it maps the CAC to the IC&RC ADC exam (ICADC reciprocal credential), and the LAC β€” who must have a master's degree and additional specific courses β€” to that same ADC exam (ICADC), or, if the practitioner instead takes the IC&RC AADC exam, to the higher ICAADC reciprocal credential.

That table describes IC&RC's own reciprocal-certification mapping, not which exam ARSD 20:80:07 itself requires.

An applicant who fails to pass after three attempts cannot simply keep retesting: the rule requires reapplying for trainee status and meeting the education, supervision, and work requirements for the credential that are current at the time of reapplication, not the ones in effect at first application.

β€œAn applicant who does not successfully pass the examination after three attempts must apply for trainee status and meet the current educational standards, and supervision and work requirements for the license or certificate at the time of reapplication”

One hour of supervision per ten hours of client contact, capped on remote methods

πŸ“œ ARSD 20:80:06:01; 20:80:06:03; 20:80:06:04

Supervision must include a minimum of one hour for every ten hours of client contact, and no more than half of the required supervision hours may be delivered by email, internet, video-conferencing, audio-conferencing or teleconferencing.

A trainee's supervisor must be a qualified CAC or LAC and must provide at least eight contact hours of supervision each month; a trainee may not be supervised by a relative.

The supervisor of a prevention specialist trainee must generally be a qualified CPS, though the rule allows a CAC or LAC to fill in when no CPS is available, subject to agency approval.

β€œSupervision must include a minimum of one hour of supervision for every ten hours of client contact.”

Independent practice needs the LAC plus two more years β€” and diagnosis isn't addressed

πŸ“œ ARSD 20:80:05:14

Holding the LAC by itself does not open the door to a private independent practice.

The rule sets two conditions together: an active LAC credential, and a minimum of two years of qualifying supervised work experience in addiction counseling completed after the initial certification or licensure.

A practitioner already in independent practice before April 1, 2014 is not subject to this requirement.

Whether a CAC or LAC may diagnose a substance use disorder is not addressed in the text read.

For what an addiction credential does and does not let you diagnose or bill, see can a certified addiction counselor diagnose or bill insurance?

β€œIn order for a practitioner to qualify as a private independent addiction counselor, a practitioner shall meet the following requirements: (1) Hold an active LAC credential with the board; and (2) Have completed a minimum of two years of qualifying supervised work experience in the field of addiction counseling following initial certification or licensure.”

IC&RC reciprocity runs through BAPP itself, and out-of-state credentials can substitute

πŸ“œ ARSD 20:80:01:02; SDCL 36-34-13.5

BAPP is South Dakota's own IC&RC member board, so a CAC, LAC, or CPS may apply for reciprocity through the IC&RC, and the board may grant reciprocity at the matching certified or licensed level to a practitioner who is IC&RC-certified by another member board holding a reciprocal-level credential.

Separately, SDCL 36-34-13.5 lets the board grant a certificate or licence to anyone currently certified or licensed in another state or U.S. territory whose requirements are substantially the same as South Dakota's, provided that person has passed a similar examination.

For what IC&RC reciprocity transfers, and why NAADAC credentials do not, see IC&RC vs NAADAC.

β€œThe board may grant reciprocity at a certified addiction counselor, certified prevention specialist, or licensed addiction counselor level for any practitioner who is certified by another IC&RC member and who holds a reciprocal level credential.”

A two-year CE cycle, 40 hours including 4 on ethics, and automatic suspension for late renewal

πŸ“œ ARSD 20:80:08:14; 20:80:08:15; SDCL 36-34-13.3

The continuing education cycle is a two-year period running from December 1 of an odd-numbered year through November 30 of the next odd-numbered year.

A licensee must complete 40 hours of qualified continuing education in each cycle, at least 4 of which must be on counseling ethics; a licensee self-verifies completion under penalty of perjury.

Renewal on time requires an application, the renewal fee, and proof of CE compliance, all submitted before the certificate or licence expires; missing the November 30 deadline automatically suspends it.

Separately, if the practitioner did not submit a renewal application before expiration, the board must notify the holder that they may not practice addiction counseling or prevention services β€” but the board may still renew the certificate or licence if, within 30 days after the expiration date, the holder submits a renewal application and proof of CE compliance.

β€œIf a practitioner fails to renew a certificate or license on or before November thirtieth in an odd-numbered year, the certificate or license is automatically suspended.”

SL 2026 ch 163 reaches well beyond the supervisee titles

πŸ“œ SL 2026 ch 163; 50 SDR 12, eff. 2023-08-08; SL 2023 ch 140

SL 2026 ch 163 did more than add "addiction counselor supervisee," "prevention specialist supervisee," and "peer support specialist supervisee" to the protected-titles list in SDCL 36-34-13.1: it also amended the definitions statute (36-34-1), the board's general-duties statute (adding new 36-34-2.1), the board's specific-duties statute (36-34-12), and the fee statute (36-34-13, adding one shared trainee-or-supervisee recognition, renewal, and reinstatement fee, not a supervisee-only fee), and it enacted 36-34-13.10, the general recognition-renewal statute already relied on above for the ACT's one-year, four-renewal limits.

The ARSD 20:80 rules read do not yet define or implement a matching supervisee credential, so a supervisee cannot yet be recognized under the rules even though the statutes now reference one.

Separately, ARSD 20:80:07:03's three-attempts-then-reapply-as-trainee retest rule carries an effective date of August 8, 2023 (50 SDR 12); the text read does not show what the rule said before, so no prior-version comparison can be verified.

SL 2023 ch 140 separately amended chapter 36-34, including the renewal statute, 36-34-13.3.

What This Page Does β€” and Doesn’t β€” Cover

This page summarizes the South Dakota statute, rules, board pages and other documents cited above, as read for this state-by-state substance abuse counselor requirements series, current as of September 2026.

It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the South Dakota Board of Addiction and Prevention Professionals (within the Department of Social Services) publishes.

Nor does it cover peer specialist certification in South Dakota.

Hour totals, exams and supervision rules change by statute and by board rule; for why the same letters mean different tiers from state to state, see CADC vs LADC vs LCDC vs CAC.

Frequently Asked Questions

Do you need a license to be a substance abuse counselor in South Dakota?

South Dakota protects the titles "licensed addiction counselor," "certified addiction counselor," and "addiction counselor trainee": SDCL 36-34-13.1 says no one may use those titles, or the prevention or peer support equivalents, without being recognized, certified, or licensed under the chapter.

No stand-alone practice ban was located in the SDCL 36-34 text read, separate from that title-protection rule.

How many supervised hours does South Dakota require for the CAC?

It depends on your degree: 8,000 hours with a high school diploma or GED, 6,000 with an associate's degree, 4,000 with a bachelor's degree, or 2,000 with a master's degree or higher (ARSD 20:80:05:09(3)) β€” and the degree must be in a behavioral science field, from an accredited post secondary institution.

Within any of those totals, at least 300 hours must be documented supervised work experience spread across the 12 core functions, with a minimum of 10 hours in each function.

Can a Licensed Addiction Counselor open a private practice in South Dakota?

Only after meeting two conditions together: holding an active LAC credential, and completing at least two years of qualifying supervised work experience in addiction counseling after initial certification or licensure (ARSD 20:80:05:14).

The LAC credential alone does not qualify a practitioner for private independent practice; practitioners already in independent practice before April 1, 2014 are not subject to this rule.

What happens if you fail the South Dakota addiction counselor exam three times?

You cannot keep retesting.

ARSD 20:80:07:03 requires an applicant who has not passed after three attempts to apply for trainee status again and meet the education, supervision, and work requirements for the licence or certificate that are current at the time of reapplication, not the ones that were in effect originally.
