Substance Abuse Counselor Salary: What the $59,350 Can't See

Median for the combined counselor occupation Β· SOC 21-1018 Β· BLS OEWS, May 2025

Bureau of Labor Statistics, Occupational Employment and Wage Statistics, May 2025 release.

SOC 21-1018 is a combined occupation β€” substance abuse, behavioral disorder, and mental health counselors β€” and there is no separate federal wage series for substance abuse counselors.

Two wage tables, two lines the wage table can't see

The first two cards are published wage tables from the same May 2025 release.

The last two are credential lines, not wages β€” the tier structure that decides who sits where in the first table, and that no wage table in the release can separate:

Counselors β€” the combined occupation

SOC 21-1018 Β· median $59,350 Β· 10th pct $38,940, 90th $97,590 β€” substance abuse, behavioral disorder AND mental health counselors pooled; the only series covering this role

Mental health & substance abuse social workers

SOC 21-1023 Β· median $60,280 Β· the master's-level, SUD-named occupation next door β€” social workers, not counselors

$47,070–$79,730

IC&RC ADC supervised-experience floor by degree: 2,000 hours with a master's, 6,000 with a high-school diploma β€” a minimum boards may add to, and one entry route spans it inside the same wage table

What Affects Substance Abuse Counselor Salary?

The median for substance abuse counselors in the May 2025 federal wage data is $59,350, on a distribution running from $38,940 at the 10th percentile to $97,590 at the 90th.

One caveat comes first because it never goes away: the figure comes from SOC 21-1018, one combined occupation β€” substance abuse, behavioral disorder, and mental health counselors β€” and it is the only table that covers this role at all.

Why the occupation is combined, and how the same table gets republished under two different occupation names, is explained on the mental health counselor salary page.

This page takes that as read and looks at the blind spot specific to SUD work: the table cannot see the credential tier.

Tier matters in this field because the credential range inside one job title is wide.

On the IC&RC floor β€” a minimum that state boards may add to, not any state's full requirement β€” a high-school entrant needs 6,000 hours of supervised experience and a master's graduate 2,000.

State ladders follow the same logic: Louisiana's is the pattern in its sharpest form, where the no-degree registered tier needs 6,000 hours, the bachelor's certified tier 4,000, and the master's licensed tier β€” the only tier licensed for autonomous practice in general (the certified tier may work alone only in prisons and other custodial settings) β€” 2,000.

So the pooled distribution mixes counselors who entered on a high-school diploma with independently practising master's-level licence holders, and nothing in the release says who is who.

The full map of which states issue licences, state certificates, or no state credential at all is in what does a substance abuse counselor do?

The sharpest sourced line runs through Medicare.

The counselor enrolment standard took effect 1 January 2024 in 42 CFR 410.54(a): a qualifying master's or doctorate, two years or 3,000 hours of post-master's supervised clinical experience, and state licensure or certification as a counselor.

The CY2024 Physician Fee Schedule final rule (88 FR 78818) is blunt about where the tier line sits: addiction counselors enrol only by meeting every one of those requirements, and while some states certify addiction counselors with a bachelor's degree, "these individuals would not meet the education requirements."

Two counselors can sit inside the same $47,100–$76,530 band doing indistinguishable work while one can enrol in Medicare and the other cannot β€” and no amount of supervised hours substitutes for the degree.

The same credentialing logic runs through commercial insurance, where most payers will not credential a clinician who cannot practise independently, so the work bills under someone who can.

That mechanism is set out in can an associate bill insurance?

One comparison in the same release is graduate-level, and it is the closest thing the data offers to a master's read of SUD clinical work.

Mental health and substance abuse social workers (SOC 21-1023) β€” social workers, a different profession with its own licence, but an occupation with substance abuse in its name and the same treatment settings β€” reported a median of $60,280, just $930 above the counselors' figure.

The separation opens above the middle: the 75th percentile is $79,730 against $76,530, and the 90th is $104,170 against $97,590 β€” $6,580 higher at the top decile.

It is an imperfect comparison, and it is not a statement about master's-level counselors, who stay pooled in 21-1018.

It only shows that in this release, the distribution whose entry ticket is a graduate licence pulls apart at the top, not the middle.

What nobody can tell you from this release β€” or from any federal source β€” is what a certified counselor earns against an independently licensed one.

The wage table has no credential field and no licence stage: the lower percentiles of the pooled table certainly contain high-school-entry counselors and the upper percentiles contain master's-level clinicians, but the release cannot say who is who, or what any tier actually earns.

A page quoting a precise "CADC salary" is either re-quoting this same pooled table or citing an aggregator's self-reported sample β€” neither measures the tier.

This page does not estimate the gap instead.

A plausible band is not evidence, and publishing one would recreate the exact problem the pooled table invites.

State-level figures exist in the same release, and per-state pages for this role will be added here as they are built β€” listed when real, not estimated in the meantime.

If you are weighing the credential route itself, the licence-certificate-certification map and the degree-and-hours arithmetic are in what does a substance abuse counselor do?

This page is career information, not legal or clinical advice, and it is not guidance for anyone seeking treatment. Wage figures are from the BLS OEWS May 2025 release; credential requirements and payer rules are set by state bodies and payers respectively and change β€” confirm the current position with the issuing body or the payer before relying on any of it.
