What to Look for When Hiring a Clinical Psychologist

Decide what the licence is for before you write the posting.

A clinical psychologist holds a licence from a state board of psychology, and in most states the qualification is a doctorate — PhD or PsyD.

What the role adds beyond the therapy licences is the scope other clinicians do not have: formal psychological and neuropsychological testing, scored into a written report that physicians, schools, courts and other clinicians act on.

Testing is gated three ways at once — by the state psychology act, by test-publisher qualification policies, and by payer rules — so an assessment role needs the licence level your state's rules trust with it.

Diagnosis vs. psychological testing sets out the gates, and assessment work carries its own billing identity in the dedicated CPT family 96130–96139.

Decide which half of the role you are staffing.

A therapy-forward posting is specified like a therapist role with the doctorate attached; an assessment-forward posting names the populations and settings — hospitals, forensic work, school contracts — where a scored, defensible report is the product.

Do not assume "psychologist" means doctoral — read the level of the licence.

Most states license the title at the doctoral level, but not all of them do: per the September 2026 research behind this site's licensure pages, 19 jurisdictions issue a psychology-board licence for master's-trained practitioners under that research's definition (Delaware has enacted one but is not yet issuing), and Kansas (LMLP), Michigan (LLP), Vermont ("psychologist-master") and West Virginia (a master's plus five years' subsequent experience) all place master's-level licensees inside a "psychologist" title.

APA's own count — "nineteen states" licensing master's-level health service psychology professionals, per its July 2026 Monitor — uses a different definition and publishes no list, so never treat the two nineteens as the same set.

The practical step is the same either way: the board lookup shows the level, and the master's-tier guide shows how those licences are named.

PhD or PsyD matters less than the licence behind it.

For most employer purposes the two doctorates are interchangeable — the difference is training emphasis, not scope of practice — and the check that counts is the program accreditation your state board accepts; PhD vs. PsyD compares them.

Plan around a narrow pipeline, too: APA's accreditor counted 440 doctoral programs in September 2026, and the 2026 APPIC Match listed 3,996 predoctoral internship positions, 3,687 of them APA-accredited — a long training track, so build the search timeline accordingly.

If you need prescribing, the licence alone does not get you there.

Nine states have enacted prescriptive authority for specially trained doctoral psychologists — the count APA affirmed in July 2026 — and seven have operative pathways today: Colorado, Idaho, Illinois, Iowa, Louisiana, New Mexico and Utah (Vermont's starts July 2029; Hawaii's is a three-year pilot at federally qualified health centers in two counties, under physician or psychiatrist supervision).

A prescribing psychologist is an add-on credential on top of the licence, never a substitute for a psychiatrist.

The RxP state pages cover the pathways, the role guide the whole role, and therapist vs. psychologist vs. psychiatrist sorts out which one your caseload actually needs.

Credential Verification Checklist

Look the licence up at the state board of psychology, every time.

A certificate the candidate provides is not verification — the primary-source lookup with the issuing board is, and running and recording it is the employer's responsibility.

Record the date, who checked, what was checked and the result.

Check the level of the licence (doctoral or one of the master's tiers), that it is active and unrestricted, and — for a master's-tier hire in a state that supervises that tier — the supervision arrangement.

Our psychologist licensure requirements by state pages give the degree, supervised-experience, postdoc and exam rules for each state and link each board.

  • Multistate practice: a psychologist practising in your state under PSYPACT holds an ASPPB E.Passport plus the PSYPACT Authority to Practice Interjurisdictional Telepsychology (APIT) for telepsychology, or a Temporary Authorization to Practice (TAP) for in-person work — capped at 30 calendar days per year. PSYPACT is doctoral-only under its own rules, so a master's-tier licensee cannot use it whatever the title, and it does not override scope: practice follows the rules of the state where each client is located. As of the September 2026 map, 43 of the 51 jurisdictions tracked here are effective members. The PSYPACT guide has the credentials, the fees and the enacted-versus-effective map.
  • Exclusion screening: if the work is paid by Medicare or Medicaid, search the OIG exclusion list before hire — see hiring compliance: license verification and exclusion checks.
  • The exam is the board's check, not yours. You do not verify EPPP scores: every ASPPB jurisdiction requires a passed Part 1 (score 500), and the licence itself is the state's attestation that the degree, supervised experience and exam gates cleared. The exam system is mid-transition through 2027–2028 (see the FAQ below) in case a candidate raises it.

What to Pay: Clinical Psychologist Salary Benchmarks

Budget from SOC 19-3033, clinical and counseling psychologists — the exact federal series for this role, and a combined one: it covers counseling psychologists too, so no clinical-only figure exists.

National, all industries, BLS OEWS May 2025: median $100,580, middle 50 percent $73,210–$135,200, 10th percentile $55,170, 90th $180,960, across 75,990 jobs.

Three caveats keep the number honest.

It is a cross-industry estimate covering all employers, not only behavioral health employers.

The combined definition means a counseling psychologist's wage sits inside the same figure.

And BLS published no state median at all for Connecticut, Maine or Maryland, so any national-to-state comparison starts from 48 of the 51 jurisdictions.

Our clinical psychologist salary guide carries the state-by-state figures.

One neighbouring series should never be blended in: "psychologists, all other" (SOC 19-3039) is a different occupation, not a clinical-psychology figure — name 19-3033 whenever you quote a number.

Pay structure has a legal edge as well: physicians are exempt from the federal salary-basis test (29 CFR 541.304), but psychologists are not, so a W-2 clinical psychologist must be paid a salary of at least $684 a week to be exempt — the floor DOL restored in May 2026.

Pure per-session or per-hour pay risks making the role non-exempt and owed overtime; a salary plus per-session incentives is the structure the rules allow.

Writing the Job Description

Name the licence level and the scope in the posting.

"Psychologist" reaches a doctoral licence in most states but a master's tier in a few, so state exactly what you require — "licensed clinical psychologist (doctoral)" or, where your state's master's tier fits the role, the tier and the supervision you provide.

If the role includes testing, say so and name the populations and settings the assessments serve.

If it is therapy-only, say that too — titling a therapy role "psychologist" misleads candidates in both directions.

State the multistate expectation.

If telehealth reaches clients in other states, say which: PSYPACT covers 43 of the 51 jurisdictions as of September 2026, but not California, Hawaii, Massachusetts, New Mexico, New York or Oregon, and practice follows each client's state's rules regardless of where you are.

A candidate holding the APIT can start faster in PSYPACT states; where the state has not joined, a separate licence is the only route.

Be plain about pay and classification.

Salary or salary plus productivity, the expectation behind any bonus, and the classification: because psychologists must meet the FLSA salary-basis test ($684 a week) to be exempt, a posting offering hourly session pay only is advertising a non-exempt role — state the overtime treatment either way.

Our clinical psychologist job board shows how comparable roles are being posted right now.

Onboarding Your New Clinical Psychologist

Start payer enrolment before the start date.

A clinical psychologist enrolls with Medicare in their own right: an NPI first, then enrolment through PECOS or the paper CMS-855I, with a separate enrolment in each state where services are rendered.

CMS instructs its contractors to process 95 percent of PECOS applications without development within 15 calendar days — and, where a site visit, development or fingerprinting is needed, 95 percent within 50 days and all within 85 — but those are contractor performance standards, not a promise to any applicant, so do not build a start date on them.

One cushion exists in the federal rules: a new enrollee can retroactively bill for up to 30 days before the billing-privileges effective date where circumstances precluded enrolling in advance (42 CFR 424.521(a)(1)(i)).

The hire changes what your other staff can bill.

Behavioral health services may be furnished under general supervision — since January 1, 2023 (42 CFR 410.26(b)(5), the CY2023 physician fee schedule) — as auxiliary personnel, but only a physician, clinical psychologist, nurse practitioner, clinical nurse specialist, physician assistant or nurse-midwife can bill that work incident-to their own services.

A practice with a clinical psychologist can therefore bill supervised auxiliary staff's services to Medicare; an LCSW-, LPC- or LMFT-owned practice cannot.

Among the conditions: the supervising practitioner personally provided the initial service to which the auxiliary work is incidental and remains actively involved in the patient's treatment (MLN1986542, March 2026), the services are an expense to the billing practitioner, the setting is noninstitutional, auxiliary personnel meet state licensure law, supervision is direct where state law is silent, and only the supervising practitioner bills.

Commercial credentialing has no published clock.

No source publishes how long commercial credentialing takes for a behavioral clinician, so ask each panel and plan for a revenue gap rather than trusting a number.

On the candidate's side, a CAQH ProView profile is free and must be re-attested every 120 days (180 in Illinois), and CAQH credentials no one — it is a data repository payers draw on.

Some states put the deadline on the payer instead: Arizona requires insurers to conclude credentialing within 60 days of a complete application (A.R.S. § 20-3453), and Colorado sets a 60-day deadline for physician applications and requires that behavioral health applications be no more burdensome (per the Colorado Division of Insurance).

In Medicaid managed care, credentialing standards are state-set and uniform (42 CFR 438.214), and a plan may grant provisional credentialing pending state enrolment for at most 120 days (42 CFR 438.602(b)(2)).

In the first month, put the supervision structure in writing if any staff will bill under the psychologist incident-to, walk through documentation, testing-report templates and productivity expectations, and ramp the caseload rather than filling it on day one.

Frequently Asked Questions

Can I hire a master's-level psychologist instead of a doctoral one?

It depends on your state and the scope.

Most states license the title at the doctoral level, but under the September 2026 research behind this site, 19 jurisdictions issue a psychology-board licence for master's-trained practitioners (Delaware has enacted one but is not yet issuing) — and in states such as Kansas, Michigan, Vermont and West Virginia the word "psychologist" itself covers a master's tier.

Formal psychological and neuropsychological testing is largely doctoral scope, though some master's-tier licences — psychological examiners, for example — include testing under their own limits.

Verify the licence level on the board's lookup and check what the board allows at that level.

Can I hire a clinical psychologist to see clients in several states?

Often, through PSYPACT — with caveats.

As of the September 2026 map, 43 of the 51 jurisdictions tracked here are effective members (42 states plus Washington, DC; Alaska the newest, effective September 20, 2026).

Iowa takes effect in July 2027 and Louisiana in January 2028; California, Hawaii, Massachusetts, New Mexico, New York and Oregon have not enacted it.

Telepsychology runs on the APIT credential, temporary in-person work is capped at 30 calendar days a year, the compact is doctoral-only, and practice follows the client's state's scope.

What should I pay a clinical psychologist?

Name the series: BLS OEWS May 2025, SOC 19-3033 — clinical and counseling psychologists combined — a median of $100,580 with the middle 50 percent at $73,210–$135,200, national and cross-industry.

There is no clinical-only split, and BLS published no state median for Connecticut, Maine or Maryland.

Budget the structure too: to keep a W-2 psychologist exempt under federal overtime rules, pay must be a salary of at least $684 a week.

Can our clinical psychologist bill Medicare for supervised staff?

Yes, if the incident-to conditions are met.

Behavioral health services may be billed incident-to under general supervision (since January 1, 2023), and only when billed by a physician, clinical psychologist, nurse practitioner, clinical nurse specialist, physician assistant or nurse-midwife.

Among the conditions: the supervising practitioner personally provided the initial service and remains actively involved in treatment, the services are an expense to the billing practitioner, the setting is noninstitutional, the auxiliary personnel meet state law, and only the supervising practitioner bills.

An LCSW-, LPC- or LMFT-owned practice cannot bill that way.

A candidate mentioned the EPPP is changing — does that affect hiring?

Only indirectly, because you verify the licence, not the exam.

Every ASPPB jurisdiction requires a passed EPPP Part 1 (score 500); Part 2 is jurisdiction-optional.

ASPPB's integrated EPPP runs in beta in March–April 2027, becomes the exam for first-time takers in Fall 2027, and from April 1, 2028 replaces Parts 1 and 2 entirely.

Anyone already licensed cleared whatever their state required when they sat it — the board lookup is still the only check you owe.
