Running RBT Training In-House: The 40-Hour Course and Competency Assessment

You can deliver the RBT 40-hour course and the Initial Competency Assessment inside your own organization — who qualifies to run each step, what the 2026 rules changed, and how to pay and document it.

Updated October 7, 2026

Yes.

The BACB's handbook lets an RBT applicant's employer provide the 40-hour training, and since January 1, 2026 the Initial Competency Assessment must run inside the applicant's own organization or one contracted with it — so in-house is not just allowed, it is where the assessment lives.

A BCaBA, BCBA or BCBA-D with the 8-hour supervision training designs and oversees the course; a BCaBA or BCBA with that training oversees the assessment.

This guide covers who may train, who may assess, what the 2026 rules changed, how to pay trainees, and the records to keep.

Rules vary by state and change

This guide explains federal rules and the state rules it names, as of the date above.

Licensure, supervision, payer and employment rules differ by state and are revised often, so confirm current requirements with your state board, Medicaid agency, labor department or employment counsel before you act on them.

It is general information, not legal advice.

Who may provide the training

The BACB's handbook is direct: the 40-hour training may be offered by the applicant's employer, a university, or an online training program.

The BACB itself provides no training, no certificates of completion and no training program recommendations — no recommended-provider list to buy from and no BACB-issued certificate to look for.

What qualifies someone is certification, not job title: since January 1, 2026, the course must be designed and overseen by a Responsible Trainer who holds BCaBA, BCBA or BCBA-D certification and has completed the 8-hour supervision training.

The Responsible Trainer can delegate some or all of the teaching to Assistant Trainers who hold RBT certification or higher — RBTs can carry modules under a qualified certificant's oversight.

The relationship rule reads stricter than it is: trainers may not be related to, subordinate to, or employed by the trainee.

The bar points from the trainee's side — a BCBA you employ training the technicians you hire is not a violation.

What it blocks is a trainee being trained by their own employee, a subordinate or a relative.

Two more conditions: the provider must be within BACB jurisdiction, and the training — in person, online, or both — must use behavioral skills training components such as modeling, role-play with feedback and quizzes.

Assigned readings do not count toward the 40 hours.

You control the calendar inside a fixed window: no fewer than 5 days and no more than 180, with the start and end dates both counting.

Section minimums add up to 38 hours, leaving 2 to add to any section.

Behavior-change interventions dominates at 20 of the 38 minimum hours, and sections may be taught in any order — sequence the course around your onboarding calendar rather than the list order.

Who may conduct the Initial Competency Assessment

The assessment is where in-house matters most, because the 2026 rules anchor it to your organization.

The Initial Competency Assessment, effective January 1, 2026, is overseen by a Responsible Assessor who must be a BCaBA or BCBA and has completed the 8-hour supervision training.

Then the structural rule: the responsible assessor, any assistant assessors, the applicant and the client(s) used in the assessment must all be employed by the same organization — or contracted with it — and that organization must be the one providing services to the client.

A qualified BCBA at another company cannot assess your applicant.

The contrast with the course is deliberate: the 40 hours can come from any qualified provider — your organization, a university or an outside online training program — but the assessment happens inside the applicant's organization or one contracted with it — practically, one of your certificants or a contractor working with your clients.

Delegation is allowed: the Responsible Assessor may hand some or all of the assessment to Assistant Assessors holding an active RBT certification or higher who have demonstrated proficiency through direct observation.

The BACB also states that the assessor may be the same person who delivered the 40-hour training — one person can own both steps of your onboarding when they meet each role's definition.

Timing has two fixed points: the assessment must come after the training is complete and no more than 90 days before the application is submitted.

Order onboarding so training finishes, the assessment follows, and the application goes in inside that window.

Logistics flex around your schedule: one or more sessions, in person, live over the internet, or through videos recorded for the assessment, with tasks scored by observation with a client, role-play, or a live interview.

All 19 tasks must be completed, and three of tasks 6 through 14 must be demonstrated with a client — schedule sessions when appropriate clients are available under your usual consent policies.

Plan for a second session rather than a single pass.

If the applicant does not show competence on a task, the assessor may give corrective feedback and reassess on another day, repeating until competence is shown — and corrective feedback may not be delivered on the final assessment of a task.

The last scoring of each task stands on what the applicant did, not on in-the-moment coaching.

2026 BACB changes

January 1, 2026 reset the RBT requirements.

Four of the changes matter for an in-house program.

  • The curriculum is new. Every applicant must complete a 40-hour training that meets the RBT 2026 40-Hour Training Requirements and Curriculum Outline — the eight-section outline above — inside the 5-to-180-day window.
  • There is no bridge course. Anyone applying on or after January 1, 2026 who trained under the old requirements — the 2nd edition RBT Task List — must complete the full new training; the BACB's transition guidance says it directly: "you will need to complete the full training again." Treat an old certificate as a reason to schedule the course, not a credential that shortens it.
  • The noncertified RBT Supervisor role is gone. In 2026 the BACB eliminated it, so RBT Supervisors must hold BCaBA or BCBA certification — narrowing who on your bench can take the duties once a trainee certifies.
  • Recertification moved to a two-year cycle with PDUs. RBTs earn 12 professional development units (PDUs) per 2-year cycle instead of an annual competency assessment, with the first PDU-based recertifications in 2028. In-service training provided by the RBT's own organization counts — your internal program keeps earning its keep after certification.

The certificate is also your screening tool: a compliant RBT 2026 40-Hour Training Certificate shows the trainee's name and BACB ID, start and end dates, time spent in training, the trainer's name and certification number, and the statement that the program is designed to meet the 2026 requirement and is offered independent of the BACB.

A certificate missing the 2026 statement is the one to question.

Paying staff during training

The 40 hours are work, and the wage rules treat them that way.

Under the FLSA regulations, training time can be excluded from hours worked only when all four criteria hold: it is outside regular working hours, truly voluntary, not directly related to the employee's job, and free of productive work.

An RBT course your practice requires a hired technician to complete fails that test.

Attendance is not voluntary if the employer requires it — or if the employee is led to believe that not attending would hurt their job.

And under 29 CFR 785.29, training designed to make an employee handle their current job more effectively, given by the employer or under its auspices, is hours worked.

For a non-exempt employee on payroll, an employer-required 40-hour course is therefore likely hours worked: paid time, counted when you calculate overtime.

Our research found no Department of Labor opinion letter on RBT training specifically, so the "likely" carries weight — have employment counsel review your setup before you rely on it.

Two boundaries help you plan.

First, run the course inside paid onboarding time rather than before the first paid day; pre-hire unpaid training raises separate questions counsel should clear.

Second, time an employee spends on their own initiative at an independent school or college after hours is not hours worked for you, even when the course relates to the job — that fits self-initiated outside coursework, not a required in-house program.

And pairing training with any agreement to recover its cost from staff who leave is its own legal topic with state-law variations.

From hire to certified: the sequence

Everything above feeds a fixed BACB sequence: create a BACB account, meet eligibility, submit the application, pass the exam, then get listed as a supervisee before beginning services.

Certification applications stay active for 90 days, and the BACB suggests allowing about two weeks for processing — the clock your onboarding plan runs on.

The sequence assumes you have hired first — the advantage of in-house training is that you hire for fit and train for the credential.

If the bench is empty, start with our guide to recruiting RBTs, or the behavioral health hiring hub for every staffing step.

  1. Confirm eligibility at hire. RBT applicants must be at least 18, have at least a high school education or equivalent, and pass a criminal background check and an abuse registry check no more than 180 days before the certification application fee is paid. The BACB does not require fingerprinting, though states or organizations may.
  2. Complete the training, then the assessment. In that order — the assessment must follow the finished training and land no more than 90 days before the application is submitted.
  3. Collect the attestation. An Attesting Certificant signs the RBT Certification Application Attestation form no more than 90 days before the applicant pays for the application, and may not be related to, subordinate to, or employed by the applicant — the same employment direction as the trainer rule: the signer cannot be the applicant's employee or subordinate.
  4. Submit the application and pay the fees. The application processing fee is $65, paid to the BACB; each exam appointment is $45, paid to Pearson VUE.
  5. Exam day. The RBT exam is 90 minutes with 85 multiple-choice questions — 75 scored and 10 unscored.
  6. Activate the certification. For the certification to be active — to practice, bill, or use the RBT title — an RBT Supervisor or Requirements Coordinator must list the person as a supervisee in their BACB portal account. Make that listing a pre-first-shift checklist item.

Certification starts the ongoing obligations rather than ending onboarding.

RBT Supervisors and RBT Requirements Coordinators must be BCBA or BCaBA certified and must complete training based on the BACB's Supervisor Training Curriculum Outline (2.0) before supervising, and each RBT must receive ongoing supervision for at least 5% of the hours they spend providing behavior-analytic services each calendar month.

Running that month after month is its own operation — see our guide to RBT supervision.

Records

Four documentation duties attach to an in-house program, and three of them run on seven-year clocks.

  • Certificates out. The Responsible Trainer must give each trainee a completed RBT 2026 40-Hour Training Certificate showing the trainee's name and BACB ID, start and end dates, time spent in training, the trainer's name and certification number, and the required statement that the program is designed to meet the 2026 requirement and is offered independent of the BACB.
  • Training records kept. The Responsible Trainer must maintain documentation of each training — including attendees and trainees who completed only part — for at least 7 years, and the BACB reserves the right to audit training materials.
  • Assessment records kept, on the BACB's form. The Responsible Assessor must keep documentation of each assessment for at least seven years, and only the BACB's own form is accepted with the application — an internal competency checklist does not substitute.
  • Supervision records kept. RBT Supervisors and Requirements Coordinators must maintain supervision documentation for 7 years, including for former RBTs.

Because the same person may serve as trainer and assessor, one organized file per trainee can hold both sets.

What matters is that the organization can produce it — a departure or an audit years later should not break the chain.

Records to keep for each RBT trainee

  • The completed RBT 2026 40-Hour Training Certificate, including the 2026 requirement and independence statements.
  • Training documentation: attendees, completions and partial completions, kept at least 7 years.
  • The Initial Competency Assessment on the BACB's own form, kept at least seven years.
  • The Attesting Certificant's signed attestation, dated no more than 90 days before the application payment.
  • Background check and abuse registry check dates, completed no more than 180 days before the application payment.
  • The supervisee listing that activated the certification, and the supervision documentation from then on — kept 7 years even after the RBT leaves.

Questions employers ask

Does the BACB approve or recommend 40-hour training providers?

No. The BACB's handbook says the training may be offered by the applicant's employer, a university or an online training program, and that the BACB does not provide the training, certificates of completion, or training program recommendations.

Compliance comes from the course itself — the 2026 curriculum, the 5-to-180-day window and a qualified Responsible Trainer — not from a provider seal of approval.

Can one BCBA run both our training and the competency assessment?

Yes.

The BACB says it is permissible for the assessor to be the same person who delivered the 40-hour training.

They need to meet both role definitions: BCaBA, BCBA or BCBA-D with the 8-hour supervision training to design and oversee the course, and BCaBA or BCBA with the 8-hour supervision training to oversee the assessment, inside the same organization as the applicant and the assessment clients.

Does the BACB require fingerprinting for RBT applicants?

No. The BACB requires a criminal background check and an abuse registry check completed no more than 180 days before the application fee is paid, and states that fingerprinting is not required by the BACB.

States or organizations may impose their own fingerprinting requirement, so check what applies where your clinic operates and with the payers you contract with.

Who pays the RBT application and exam fees?

The BACB's fee schedule lists a $65 certification application processing fee paid to the BACB and $45 per exam appointment paid to Pearson VUE, and the process runs through the applicant.

Whether your practice covers or reimburses those costs is a business decision — settle it in the offer letter so the certification timeline never stalls on a payment question.

How soon can a new hire go from training to a billable RBT?

The BACB's fixed points set the shape: training spread over at least 5 days, the competency assessment after training and within 90 days of the application, roughly two weeks of application processing, then the exam and the supervisee listing that activates the certification.

There is no single timeline — the variables you control are scheduling training and assessment promptly and submitting the application inside the 90-day window.
