Social Work Licensure in Utah: LCSW Requirements, Hours and Exams

Founder, BehavioralHires
Last verified September 2026

Utah licenses social workers at three levels: social service worker (SSW), certified social worker (CSW) and clinical social worker (LCSW).

The LCSW is the independent clinical tier: a CSWE- or CASWE-accredited master's, 1,200 post-degree direct client care hours with at least 100 hours of direct clinical supervision, and the ASWB Clinical exam or a statutory alternative after one failed attempt.

The quirks: the current statute (eff.

2025-05-07) keeps the 3,000 hours only in a Medicare clause, while the rule still prints the older 3,000-hour structure; and the compact enacted in 2024 is not yet issuing multistate licenses.

Verify before you rely on this

Licensing rules change by statute and board rule, and this page is career information, not legal advice. Confirm every requirement with the state board before you apply, register for an exam or count supervised hours. In Utah, that is the Utah Division of Professional Licensing (DOPL), Social Worker Licensing Board.

At a glance

Clinical license

Clinical social worker (LCSW).

The statute authorizes all acts and practices of clinical social work without supervision, in private and independent practice or as an employee (58-60-207).

Other license levels

Social service worker (SSW) and certified social worker (CSW).

A CSW practises mental health therapy under supervision and as an employee; an SSW provides general entry-level services and neither diagnoses, treats nor practises psychotherapy.

Degree

LCSW and CSW: a master's in a social work program accredited by CSWE or the Canadian Association of Schools of Social Work, or an approved clinical doctorate (LCSW).

SSW: an accredited BSW, an approved master's field, any bachelor's with three named courses and 2,000 supervised hours, or the first year of an MSW.

Supervised experience

Statute, eff.

2025-05-07: not less than 1,200 direct client care hours after the degree, including not less than 100 direct clinical supervision hours, not less than 25 direct observation hours and not more than 25 group supervision hours.

Rule R156-60a-302c (eff.

2024-01-25) still reads 3,000 hours including 1,000 direct therapy hours and 75 under direct supervision.

ASWB exam

The rule accepts the ASWB Clinical Licensing Exam or the Clinical Social Workers Examination of the State of California (R156-60a-302d).

The statute offers an alternative after one failed attempt: 500 additional direct client care hours plus two recommendation letters.

No examination appears in the CSW or SSW statute.

Supervisor requirement

Supervision hours must be under the supervision of a clinical supervisor (58-60-205(1)(e)(ii)); the rule points to Section R156-60a-305a for supervisor qualifications, whose text was not among the sources read.

Under the rule, hours are earned while licensed as a CSW and as a W-2 employee, in not less than 18 months.

Social Work Compact

Enacted: the Title 58 chapter index lists Chapter 60b, Social Work Licensure Compact, effective 2024-05-01, and commission news of 2024-04-16 counted Utah among the first states to enact.

Not operational as of September 2026: no multistate licenses have been issued.

Renewal & CE

Two-year renewal cycle; CE per cycle beginning October 1 of even-numbered years: 40 hours for the LCSW, 20 for the CSW, 20 for the SSW, each including six hours of ethics, law or technology and two hours of suicide prevention (R156-60a-304).

The Utah credential ladder

  1. Social service worker(SSW)Other

A terminal entry-level license to provide general social services under the supervision of a mental health therapist; the statute excludes diagnosing or treating mental illness and providing psychotherapeutic services.

  2. Certified social worker(CSW)Pre-licensure

A full master's-level license β€” mental health therapy only under supervision and as an employee of another person, with a private lane for non-therapy social work β€” and the license the rule requires before LCSW hours start counting.

  3. Clinical social worker(LCSW)Independent

The independent clinical license: all acts and practices of clinical social work without supervision, in private and independent practice or as an employee, limited only by the licensee's education, training and competence.

Three licenses: SSW, CSW and the clinical LCSW

πŸ“œ Utah Code 58-60-205; 58-60-202

The Social Worker Licensing Act issues three licenses: social service worker (SSW), certified social worker (CSW) and clinical social worker (LCSW).

The LCSW is the only tier authorized for unsupervised clinical work; the CSW practises mental health therapy under supervision, and the SSW works under the supervision of a mental health therapist without diagnosing, treating or practising psychotherapy.

The sources read show no trainee or associate permit between the degree and these licenses: the CSW is a full license in its own right, and under the rule it is also the license under which LCSW hours are earned.

Moving up means applying to the next license category, so check what each Utah title authorizes rather than reading the acronym.

For how pre-licensure titles line up across states, see the LMSW, LPC-A and AMFT title alphabet.

One master's rule for the CSW and LCSW; four SSW routes

πŸ“œ Utah Code 58-60-205(1)(c), (1)(g), (2)(c), (3)(c)

The CSW and LCSW share the same degree rule: a master's degree in a social work program accredited by the Council on Social Work Education or by the Canadian Association of Schools of Social Work, or a doctoral degree with a clinical social work concentration and practicum approved by the division.

A program that was in candidacy for CSWE accreditation on the day the applicant completed it counts as accredited (58-60-202(4)).

LCSW applicants also complete a case work, group work, or family treatment course sequence with a clinical practicum, with content defined by rule.

The SSW has four routes: a CSWE- or CASWE-accredited BSW; a master's in a field approved by the division (the rule names social work, psychology, marriage and family therapy, or mental health counseling); a bachelor's in any field with three named courses plus 2,000 supervised hours; or the first academic year of a CSWE-approved MSW curriculum and practicum.

For why boards write program accreditation into the degree rule, see CSWE vs CACREP vs COAMFTE accreditation.

1,200 direct client care hours after the degree, and a Medicare-only 3,000-hour clause

πŸ“œ Utah Code 58-60-205(1)(d)-(f); R156-60a-302c

The statute, effective 2025-05-07, requires not less than 1,200 direct client care hours obtained after completing the education requirement, including not less than 100 direct clinical supervision hours under a clinical supervisor, not less than 25 direct observation hours and not more than 25 group supervision hours, plus two hours of post-degree suicide-prevention training.

The 3,000-hour figure survives only in a Medicare clause: if federal law requires it for a licensee as a clinical social worker to qualify as an eligible professional under CMS rules for Medicare payment, the applicant documents not less than 3,000 hours of clinical supervision or not less than two years of clinical supervision (58-60-205(1)(d)).

The rule still reads the older structure: a minimum 3,000 hours of clinical social work experience including 1,000 hours providing clinical mental health therapy directly to clients and 75 hours performed under direct supervision.

The statute post-dates the rule, so confirm with DOPL which figures your application will be measured against.

For what counts as a supervised hour, and what changes at independent licensure, see associate vs. independently licensed therapists.

β€œ(e) document successful completion of not less than 1,200 direct client care hours: (i) obtained after completion of the education requirements under Subsection (1)(c); (ii) subject to Subsection (1)(e)(iii), not less than 100 of which are direct clinical supervision hours under the supervision of a clinical supervisor; (iii) not less than 25 of which are direct observation hours; and (iv) not more than 25 of which are group supervision hours accrued concurrently with more than one other applicant for licensure;”

ASWB Clinical or California's exam, plus a statutory failed-exam alternative

πŸ“œ Utah Code 58-60-205(1)(h); R156-60a-302d

The examination rule accepts two exams: the ASWB Clinical Licensing Exam or the Clinical Social Workers Examination of the State of California (R156-60a-302d).

The statute requires applicants to pass the examination requirement established by rule or to satisfy an alternative: one documented examination attempt that did not result in a passing score, not less than 500 additional direct client care hours, and two recommendation letters, one from the applicant's direct clinical supervisor and one from another licensed mental health therapist who directly observed the applicant's client care hours.

The alternative has been in force since at least 2025-05-07, when the section was amended; earlier section versions were not retrievable, so its first year is not established.

Because the compact's clinical category requires a passed qualifying national exam, an alternative-route license may raise compact-eligibility questions once multistate licenses begin.

For how the counselor, social work and MFT licensing exams compare, see ASWB vs NCE vs NCMHCE vs the MFT national exam.

β€œ(ii) satisfy the following requirements: (A) document at least one examination attempt that did not result in a passing score; (B) document successful completion of not less than 500 additional direct client care hours, at least 25 of which are direct clinical supervision hours, and at least five of which are direct observation hours; (C) submit to the division a recommendation letter from the applicant's direct clinical supervisor; and (D) submit to the division a recommendation letter from another licensed mental health therapist who has directly observed the applicant's direct client care hours and who is not the applicant's direct clinical supervisor;”

Where the hours come from: a CSW license, a W-2 job and a qualified supervisor

πŸ“œ R156-60a-302c(3); Utah Code 58-60-205(1)(e)

The rule structures supervised training tightly: it starts after the education requirements with no clinical practicum hours, is earned while licensed as a CSW unless the rule's other-jurisdiction exception applies, and is performed as a W-2 employee providing clinical mental health services at a mental health agency, an in-patient or out-patient hospital, an educational institution, a non-profit organization or a government agency, in not less than 18 months.

A graduate in a 1099 contract role, or not yet licensed as a CSW, should not assume those hours count, and the rule bars counting required hours before first becoming licensed as a CSW.

Supervision must be under a supervisor who meets Section R156-60a-305a; that rule's text was not among the sources read, so supervisor qualifications are stated here as a gap.

The statute separately requires the 100 supervision hours to be under the supervision of a clinical supervisor.

Because the statute post-dates the rule, ask DOPL how the 18-month and W-2 conditions apply to current applications.

Whether you or your employer pays for that supervision is covered in who pays for clinical supervision.

β€œ(3) Supervised training shall be obtained: (a) after completion of the education in Subsections 58-60-205(1)(c) and (f) , and may not include any clinical practicum hours; (b) unless Subsection (4) applies, while the applicant is licensed as a CSW; (c) while the applicant is a W-2 employee providing clinical mental health services at one of the following facilities: (i) mental health agency; (ii) in-patient or out-patient hospital; (iii) educational institution; (iv) non-profit organization; or (v) government agency; (d) in accordance with the supervised training requirements of Section R156-60-305b; (e) under a supervisor who meets the requirements of Subsection 58-60-205(1)(d)(ii) and Section R156-60a-305a ; and (f) in not less than 18 months.”

Independent practice is the LCSW line; the CSW keeps a non-therapy private lane

πŸ“œ Utah Code 58-60-207; 58-60-202

A clinical social worker may engage in all acts and practices of clinical social work without supervision, in private and independent practice or as an employee of another person, limited only by the licensee's education, training and competence.

A CSW practises mental health therapy under supervision and as an employee, but the same section opens a private lane: a CSW may run an independent, unsupervised non-therapy social work practice, including as a self-employed individual, in partnership with other mental health therapists or as a professional corporation, so long as the individual does not practice unsupervised psychotherapy.

The SSW statute excludes diagnosing or treating mental illness and providing psychotherapeutic services, with a narrow exception for manualized interventions approved by and delivered under the supervision of a mental health therapist.

For a job search the practical line is simple: therapy without a supervisor attached requires the LCSW.

β€œA clinical social worker may engage in all acts and practices defined as the practice of clinical social work without supervision, in private and independent practice, or as an employee of another person, limited only by the licensee's education, training, and competence.”

Moving to Utah: similar scope, one year, good standing

πŸ“œ Utah Code 58-1-302

Endorsement runs through Utah Code 58-1-302, whose current version took effect 2026-07-01 and controls over any conflicting licensure-by-endorsement provision in another chapter.

For an applicant licensed in another state, district or territory, the division shall issue a license when it determines the out-of-state license encompasses a similar scope of practice, the applicant has at least one year of experience practicing under that license, and the license is in good standing.

An applicant who does not satisfy those tests may still be licensed when their education, credentialing examination, experience and skills demonstrate competency, and where gaps remain the division may issue a limited supervised training permit to someone with a Utah employment offer whose employer attests to the required supervision.

The permit expires on the division's deadline or when the application is decided.

Confirm scope-similarity questions with DOPL before relying on an offer.

For how endorsement works when you move, see moving states as a therapist: license transfer and endorsement.

β€œSubject to Subsections (4) through (7) , the division shall issue a license to an applicant who has been licensed in another state, district, or territory of the United States if: (a) the division determines that the license issued in the other state, district, or territory encompasses a similar scope of practice as the license sought in this state; (b) the applicant has at least one year of experience practicing under the license issued in the other state, district, or territory; and (c) the applicant's license is in good standing in the other state, district, or territory where the license was issued.”

Compact: enacted in 2024, not yet issuing multistate licenses

πŸ“œ Social Work Licensure Compact commission website (swcompact.org); Utah Code Title 58, Chapter 60b (effective 2024-05-01)

Utah enacted the Social Work Licensure Compact.

The Title 58 chapter index lists Chapter 60b, Social Work Licensure Compact, in a version effective 2024-05-01, and commission news dated 2024-04-16 counted Utah among the first states to enact.

The compact is not operational: as of the research date, September 2026, no multistate license has been issued anywhere.

Practically, a Utah LCSW practising in another jurisdiction still needs that jurisdiction's license on its own terms, and an out-of-state clinician coming to Utah uses the endorsement route above rather than a compact privilege.

Compact status is time-sensitive, so check the commission's jurisdiction list and DOPL before relying on either side of it.

For the compact’s status nationally and what it will allow, see the Social Work Licensure Compact.

Renew every two years: 40 hours for the LCSW, 20 for the CSW and SSW

πŸ“œ R156-60a-303; R156-60a-304

All social work licenses renew on a two-year cycle, with continuing education due each cycle beginning on October 1 of even-numbered years.

The LCSW completes 40 hours; the CSW and SSW each complete 20 hours.

Every tier's hours include six hours of ethics of social work practice, law, or technology and two hours in suicide prevention.

Hours above the requirement carry over, up to ten for an LCSW and five for a CSW or SSW.

An LCSW whose license has expired for more than five years faces reinstatement conditions set by rule: a board meeting with a supervision plan, re-passing the ASWB Clinical Licensing Exam, or up to 40 hours of board-assigned continuing education.

β€œ(b) include: (i) six hours of ethics of social work practice, law, or technology; and (ii) two hours in suicide prevention, this course shall meet the requirements of Section R156-60a-302f .”

Amendment dates on record, 2024 to 2026

πŸ“œ Utah Code 58-60-205 (Ch. 443, 2025 G.S.); 58-60-207; 58-1-302 (Ch. 64, 2026 G.S.); R156-60a-302c

The amendment notes on record: the qualifications section, 58-60-205, was last amended by Chapter 443 of the 2025 General Session, effective 2025-05-07; the scope section, 58-60-207, and the endorsement section, 58-1-302, were amended by Chapter 64 of the 2026 General Session, effective 2026-07-01.

The current text of each is described in the sections above, but what each amendment changed was not isolated, because prior section versions were not retrievable β€” the exam alternative, the CSW practice lane and the endorsement structure are dated only as in force since at least those amendment dates.

The rule behind the experience numbers, R156-60a-302c, was last amended effective 2024-01-25, before the statute's current version, and still carries the 3,000-hour structure, so the rulebook has not caught up with the 1,200-hour figures the statute states today.

Sitting the exam before the degree is finished β€” and extra exam time

πŸ“œ Utah Code 58-60-206; 58-60-205(4)

Utah lets applicants sit the licensing exam before the degree is complete.

Before any examination under this part, an applicant files an examination application, pays the fee, and certifies under penalty of perjury, by notarized signature, that they have completed the education requirement and been awarded the degree, or that only one semester or the equivalent remains before completing it.

The statute also directs the division to ensure the examination rules allow additional time for two groups: a foreign-born legal resident of the United States for whom English is a second language, and an enrolled member of a federally recognized Native American tribe.

Ask DOPL how a pre-degree exam attempt interacts with the failed-exam alternative's hour requirements before counting on it.

What This Page Does β€” and Doesn’t β€” Cover

This page summarizes the Utah statute, rules, board pages and other documents cited above, as read for this state-by-state social work licensure series, current as of September 2026.

It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the Utah Division of Professional Licensing (DOPL), Social Worker Licensing Board publishes.

Nor does it cover counselor licensure in Utah, MFT licensure in Utah, or what therapists earn in Utah.

Hour totals, exams and supervision rules change by statute and by board rule; for how the counselor, social work and MFT licences differ, see LCSW vs. LPC vs. LMFT: which therapy licence to get.

Confirm every requirement with the Utah Division of Professional Licensing (DOPL), Social Worker Licensing Board before you count hours, register for an exam or apply β€” and before you take one of the licensed clinical social worker jobs in Utah that asks for it.

Frequently Asked Questions

Which license do I need before my LCSW hours start counting in Utah?

Under the rule, supervised training toward the LCSW is earned while licensed as a CSW, unless the rule's exception for training completed in another jurisdiction applies, and the statute counts only hours obtained after completing the education requirement.

In practice: finish the MSW, get the CSW, then start the 1,200 direct client care hours under a clinical supervisor.

Ask DOPL to confirm your start date and supervisor before you count anything.

Do the 3,000 hours still apply to the Utah LCSW?

Only through the Medicare clause.

The statute effective 2025-05-07 requires 1,200 direct client care hours after the degree, including at least 100 direct clinical supervision hours; the 3,000 hours of clinical supervision, or two years of clinical supervision, apply only if federal law requires them to qualify as an eligible professional under CMS Medicare rules.

The rule, R156-60a-302c, still carries the older 3,000-hour structure with 1,000 direct therapy hours and 75 supervised hours.

Confirm with DOPL which figures your application faces.

I failed the ASWB Clinical exam. Is there another route to the Utah LCSW?

Yes, in the statute.

After one documented failed attempt, an applicant can qualify with 500 additional direct client care hours, including at least 25 hours of direct clinical supervision and at least five hours of direct observation, plus a recommendation letter from their direct clinical supervisor and one from another licensed mental health therapist who directly observed their client care.

It has been in force since at least 2025-05-07.

Because the compact requires a passed national exam for its clinical category, ask DOPL and the commission how an alternative-route license will be treated once multistate licenses exist.

I am an LCSW in another state. How do I get licensed in Utah?

Through endorsement under Utah Code 58-1-302, effective 2026-07-01: the division issues a license when the out-of-state license covers a similar scope of practice, you have at least one year of experience under it, and it is in good standing.

If you do not meet those tests, the division can evaluate your education, examination, experience and skills for competency, and may issue a limited supervised training permit if you have a Utah employment offer.

The compact is enacted but not yet issuing multistate licenses, so endorsement is the working route.

Confirm scope comparability with DOPL.

Can a CSW practice therapy independently in Utah?

No. The scope statute requires a CSW to practise mental health therapy under supervision and as an employee of another person.

A CSW can run a private, independent, unsupervised practice for non-therapy social work, including as a self-employed individual, in partnership with other mental health therapists or through a professional corporation, so long as the individual does not practice unsupervised psychotherapy.

Independent clinical work involving psychotherapy requires the clinical social worker license.

Confirm the therapy boundary for your intended practice with DOPL.
