Utah licenses marriage and family therapists through the Division of Professional Licensing (DOPL).
You start as an Associate Marriage and Family Therapist, then qualify as a licensed Marriage and Family Therapist.
The statute's base hour rule is 1,200 direct client care hours after your degree, but Β§58-60-305(1)(d) adds a 3,000-hour or two-year requirement when federal Medicare law requires it, and 42 CFR 410.53 already sets such a test for MFTs.
Which total applies to you today is not settled by the sources read, so confirm with DOPL.

Marriage and family therapist (licensed) β the independent license under Utah Code Β§58-60-305.
Associate Marriage and Family Therapist, plus an Associate Marriage and Family Therapist Extern license on DOPL's license list. Β§58-60-305(2) asks associate applicants for the application, fee, degree and background check, and DOPL's application page adds a 400-hour clinical practicum.
Division of Professional Licensing (DOPL).
Its board page lists a repealed Marriage and Therapy Board and a behavioral-health board page; the exact successor board's name was not verified in the sources read.
A master's or doctorate degree in marriage and family therapy from a COAMFTE-accredited program, or from an accredited institution meeting criteria for approval established by rule (Β§58-60-305(1)(c)).
Not less than 1,200 direct client care hours after the degree, including at least 100 direct clinical supervision hours, at least 25 direct observation hours and no more than 25 group supervision hours (Β§58-60-305(1)(e)).
Section (1)(d) adds not less than 3,000 hours of clinical supervision or two years of it when federal Medicare law requires it, and 42 CFR 410.53 currently sets such a test for MFT Medicare eligibility, so the sources read do not settle which total applies today.
An official score report of passing the AMFTRB exam, per DOPL.
The statute allows an alternative: one documented failed attempt, 500 additional direct client care hours with at least 25 direct clinical supervision and five direct observation hours, and two recommendation letters (Β§58-60-305(1)(g)).
Currently licensed as the equivalent of an MFT in another state, territory or district, you may qualify for licensure by endorsement; if you hold that license but do not meet the route's requirements, a practice route asks for lawful practice of not less than 3,000 hours with at least 1,000 in mental health therapy (DOPL endorsement page).
Renewals due September 30 of even years; 40 hours of continuing education with 15 in marriage and family therapy, 6 in ethics/law and 2 in suicide prevention, and at most 10 from online self-study (DOPL renewal page).
The pre-licensure license a graduate holds before the independent license: the statute asks an associate applicant to comply with the application, fee and degree provisions of Β§58-60-305(1)(a) through (c) plus the criminal background check in (1)(h), and DOPL's application page adds a 400-hour clinical practicum to the transcript evidence.
A second associate-level license shown on DOPL's marriage and family therapy license list; the pages read name the license but do not state its conditions, so confirm what it allows with DOPL before relying on it.
The independent license, granted to an applicant who meets Β§58-60-305: a qualifying degree, the post-degree direct client care hour rule, two hours of suicide-prevention training, the AMFTRB exam or its statutory alternative, and a criminal background check.
The statute keeps the associate application light in its own terms: under Β§58-60-305(2) an associate applicant complies with the application, fee and degree provisions of (1)(a) through (c) β with (1)(c)(ii)'s criteria established by rule β and the background check in (1)(h).
DOPL's associate application page fills in the evidence: official transcripts from a COAMFTE-accredited marriage and family program, or a clinical master's degree in marriage and family therapy or equivalent from a program accredited by a professional accrediting body approved by the Council for Higher Education Accreditation of the American Council on Education at the time the applicant obtained the education.
The same page sets a clinical practicum floor, quoted below.
DOPL's license list also shows the Associate Marriage and Family Therapist Extern license, whose conditions the pages read do not state.
For how pre-licensure titles line up across states, see the LMSW, LPC-A and AMFT title alphabet.
βCompleted a clinical practicum of not fewer than 400 hours which includes not fewer than 100 hours of face to face supervision and not fewer than 300 direct contact hours of face to face supervised clinical practice of which not less than 150 hours shall be with couples or families who are physically present in the therapy roomβ
The degree rule has two routes and the statute states both in one sentence.
An applicant must produce certified transcripts evidencing completion of a master's or doctorate degree in marriage and family therapy from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education, or from an accredited institution meeting criteria for approval established by rule under Section 58-1-203.
The statute itself sets no unit count; the criteria for the second route live in Utah Admin.
Code R156-60b, which was not among the sources read, so this page cannot state them.
If your degree is not from a COAMFTE program, ask DOPL how the institution-based route applies before you apply, and expect to document course content the way the associate application page describes.
For why boards write program accreditation into the degree rule, see CSWE vs CACREP vs COAMFTE accreditation.
βproduce certified transcripts evidencing completion of a master's or doctorate degree in marriage and family therapy from: (i) a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education; or (ii) an accredited institution meeting criteria for approval established by rule under Section 58-1-203β
Two hour rules sit in Β§58-60-305, and the sources read do not settle which applies today.
Subsection (1)(e) requires not less than 1,200 direct client care hours obtained after the education requirement: inside them, not less than 100 must be direct clinical supervision hours under a clinical supervisor, not less than 25 must be direct observation hours, and not more than 25 may be group supervision hours shared with more than one other licensure applicant.
The rule as read sets no couples-or-families sub-quota.
Applicants also complete at least two hours of division-approved suicide-prevention training after the degree, under (1)(f).
(1)(d) separately requires 3,000 hours of clinical supervision, or two years of it, if federal law requires that for Medicare eligible-professional status under CMS rules.
Federal rules at 42 CFR 410.53 already set a two-year or 3,000-hour test for MFT Medicare eligibility, so whether (1)(d) is currently triggered, and whether DOPL's application asking for a 3,000-hour total applies that condition, is not resolved by the pages read.
Confirm the operative total with the division.
For what counts as a supervised hour, and what changes at independent licensure, see associate vs. independently licensed therapists.
β(e) document successful completion of not less than 1,200 direct client care hours: (i) obtained after completion of the education requirements under Subsection (1)(c); (ii) subject to Subsection (1)(e)(iii), not less than 100 of which are direct clinical supervision hours under the supervision of a clinical supervisor obtained after completion of the education requirements under Subsection (1)(c); (iii) not less than 25 of which are direct observation hours; and (iv) not more than 25 of which are group supervision hours concurrently with more than one other applicant for licensureβ
DOPL's exam page requires the National Marital and Family Therapy (MFT) Exam administered by the Association of Marital and Family Therapy Regulatory Boards (AMFTRB), evidenced by an official score report of passing submitted with the license application.
The 2025 statute added a second door in Β§58-60-305(1)(g)(ii).
An applicant who does not pass can instead document at least one examination attempt that did not result in a passing score, complete not less than 500 additional direct client care hours β not less than 25 of them direct clinical supervision hours and not less than five of them direct observation hours by a mental health therapist or supervisor β and submit two recommendation letters: one from the applicant's direct clinical supervisor, and one from another licensed mental health therapist who has directly observed the applicant's direct client care hours and is not the direct clinical supervisor.
Confirm with DOPL how the alternative is processed before you plan around it.
For how the counselor, social work and MFT licensing exams compare, see ASWB vs NCE vs NCMHCE vs the MFT national exam.
βIn order to be licensed as a Marriage and Family Therapist in Utah, applicants must pass the National Marital and Family Therapy (MFT) Exam administered by the Association of Marital and Family Therapy Regulatory Boards (AMFTRB).β
Utah works supervision into the 1,200 direct client care hours rather than setting a separate supervision block: not less than 100 of those hours must be direct clinical supervision under a clinical supervisor, not less than 25 must be direct observation, and no more than 25 may be group supervision hours shared with more than one other applicant.
Who may supervise, and whether video supervision counts, are governed by Utah Admin.
Code R156-60b, which was not among the sources read, so this page leaves both open.
Two dated DOPL announcements do apply.
Beginning January 1, 2027, all supervisors must complete required training to maintain their approved supervisor status.
And since January 1, 2023, the division no longer accepts backdated supervisor verification forms, so get each supervisor's verification documented as the hours accrue rather than reconstructed afterwards.
Whether you or your employer pays for that supervision is covered in who pays for clinical supervision.
βBeginning January 1, 2027, all supervisors must complete required training to maintain their approved supervisor status.β
DOPL gives relocating therapists two routes on its endorsement page.
If you are currently licensed as the equivalent of an MFT in another state, territory or district of the United States, you may qualify for licensure by endorsement.
If you hold the equivalent license but do not meet that route's requirements, the page offers a practice-hours alternative: lawful practice of not less than 3,000 hours, of which at least 1,000 hours are in mental health therapy.
There is no MFT interstate compact, so an out-of-state clinician's path into Utah runs through these DOPL routes, not any multistate privilege.
DOPL's site also lists a separate application path for out-of-state applicants not applying by endorsement; ask the division which fits your record before filing.
For how endorsement works when you move, see moving states as a therapist: license transfer and endorsement.
βIf you are currently licensed as the equivalent of a MFT in another state, territory, or district of the United States you may qualify for licensure by endorsementβ
Marriage and Family Therapy license renewals are due on September 30 of even years, with a 103-dollar renewal fee.
Each renewal requires 40 hours of continuing education, of which 15 hours must be directly related to marriage and family therapy, 6 hours in ethics/law and 2 hours in suicide prevention.
On format, up to 10 hours may come from online self-study courses; the remaining 30 must be accrued as part of an in-person course or via live, interactive webinars.
Licensees completing their first CE cycle who have not been licensed two full years owe a prorated amount: 1.6 hours of CE for each month licensed, measured from the license issue date to the expiration date.
DOPL emails a renewal notice 90 days before expiration, and the renewal page warns that practising on an expired license is unlawful conduct and a criminal offense under Utah Code.
βMarriage and Family Therapy license renewals are due on September 30th of even years and require the following:β
The statute on this page is Β§58-60-305 as amended by Chapter 443 of the 2025 General Session, effective May 7, 2025.
The current text provides a 1,200 direct client care hour floor in (1)(e), a 3,000-hour or two-year clinical supervision requirement in (1)(d) written as a condition tied to federal Medicare rules, and an exam alternative in (1)(g)(ii) for a first failed attempt.
The pages read hold only this post-amendment version, so what Chapter 443 changed from cannot be stated here.
Around the statute, DOPL's board page carries two dated operational changes: the supervisor-training mandate beginning January 1, 2027, and the January 1, 2023 cutoff for backdated supervisor verification forms.
Because Utah Admin.
Code R156-60b was not read either, rule-level amendments are not reflected here; check DOPL's proposed-rule-changes page if your timeline straddles these dates.
β(B) document successful completion of not less than 500 additional direct client care hours, not less than 25 of which are direct clinical supervision hours, and not less than five of which are direct observation hours by a mental health therapist or supervisorβ
This page summarizes the Utah statute, rules, board pages and other documents cited above, as read for this state-by-state MFT licensure series, current as of September 2026.
It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the Division of Professional Licensing (DOPL) publishes.
Nor does it cover counselor licensure in Utah, social work licensure in Utah, or what therapists earn in Utah.
Hour totals, exams and supervision rules change by statute and by board rule; for how the counselor, social work and MFT licences differ, see LCSW vs. LPC vs. LMFT: which therapy licence to get.
Confirm every requirement with the Division of Professional Licensing (DOPL) before you count hours, register for an exam or apply β and before you take one of the marriage and family therapist jobs in Utah that asks for it.
The statute contains both figures.
Section 58-60-305(1)(e) requires not less than 1,200 direct client care hours after the degree, with at least 100 direct clinical supervision hours, at least 25 direct observation hours and no more than 25 group supervision hours.
Section 58-60-305(1)(d) adds 3,000 hours of clinical supervision, or two years of it, if federal law requires that for Medicare β and 42 CFR 410.53 already sets a two-year or 3,000-hour test for MFT Medicare eligibility.
Whether that condition is currently triggered is not settled by the sources read, and DOPL's application currently asks for a 3,000-hour total, so confirm the operative figure with the division.
The statute has an explicit alternative.
You document at least one examination attempt that did not result in a passing score, complete not less than 500 additional direct client care hours β not less than 25 of them direct clinical supervision hours and not less than five of them direct observation hours by a mental health therapist or supervisor β and submit two recommendation letters: one from your direct clinical supervisor, and one from another licensed mental health therapist who directly observed your client care hours and is not your supervisor.
Confirm processing details with DOPL.
Possibly, through endorsement.
DOPL's endorsement page says that if you are currently licensed as the equivalent of an MFT in another state, territory or district of the United States, you may qualify for licensure by endorsement.
If you hold that license but do not meet the endorsement route's requirements, a practice-hours route asks for lawful practice of not less than 3,000 hours, of which at least 1,000 are in mental health therapy.
There is no MFT compact, so this runs through Utah's own process.
The sources read do not answer this.
The statute requires at least 100 direct clinical supervision hours under a clinical supervisor and at least 25 direct observation hours but says nothing about modality, and the administrative rule that would govern supervisor qualifications and supervision format, R156-60b, was not among the documents reviewed.
DOPL does announce that supervisors must complete required training beginning January 1, 2027, and it stopped accepting backdated supervisor verification forms on January 1, 2023.
Ask DOPL directly before arranging video supervision.
The standard renewal is 40 CE hours due September 30 of even years, including 15 in marriage and family therapy, 6 in ethics/law and 2 in suicide prevention, with at most 10 hours from online self-study.
If you are completing your first cycle and have not been licensed for two full years, DOPL prorates the requirement: 1.6 hours of continuing education for each month you were licensed, measured from the license issue date to the expiration date.
