LMFT Licensure in California: Requirements, Hours and Exams

Founder, BehavioralHires
Last verified September 2026

California licenses marriage and family therapists through the Board of Behavioral Sciences.

You are a trainee during a qualifying 60-semester-unit degree, a registered Associate Marriage and Family Therapist (AMFT) after it, then a Licensed Marriage and Family Therapist (LMFT).

Licensure takes 3,000 supervised hours over at least 104 weeks, and up to 1,300 of them can be earned before the degree.

The exams are California's own, a law and ethics exam and then a clinical exam, not the AMFTRB national exam.

Associates may work only as employees or volunteers.

Verify before you rely on this

Licensing rules change by statute and board rule, and this page is career information, not legal advice. Confirm every requirement with the state board before you apply, register for an exam or count supervised hours. In California, that is the Board of Behavioral Sciences (BBS).

At a glance

Independent title

Licensed Marriage and Family Therapist (LMFT).

Pre-licensure title

Trainee while in a qualifying degree program, then Associate Marriage and Family Therapist (AMFT), a registration with the board that renews yearly, at most five times.

Regulator

Board of Behavioral Sciences (BBS), which also licenses clinical social workers, professional clinical counselors and educational psychologists.

Degree

For study begun on or after August 1, 2012, a master's or doctorate of at least 60 semester or 90 quarter units in MFT or a listed field, with a practicum of at least 150 face-to-face hours.

COAMFTE accreditation is one accepted route, not a requirement.

Post-degree experience

3,000 supervised hours over at least 104 weeks: at least 1,700 after the degree and up to 1,300 before it; at least 1,750 direct clinical counseling, including 500 with couples, families and children; no more than 1,250 nonclinical.

Exams

A California law and ethics exam, then a clinical exam.

As of September 2026 the clinical exam is the BBS LMFT Clinical Examination, delivered by Pearson VUE, not the AMFTRB national exam.

Endorsement

BPC 4980.72: an independent-level MFT license held current, active and unrestricted for at least two years, California coursework and the law and ethics exam; the clinical exam is waived.

Renewal & CE

The license expires no more than 24 months after issue and needs 36 hours of continuing education per two years.

The AMFT registration renews yearly with 3 hours of California law and ethics.

The California credential ladder

  1. Marriage and Family Therapist Trainee(Trainee)Pre-licensure

A stage, not a registration: BPC 4980.03(c) defines a trainee as an unlicensed person enrolled in a qualifying master's or doctoral program who has completed at least 12 semester or 18 quarter units, and a trainee may gain supervised hours only in a setting that is not a private practice or professional corporation.

  2. Registered Associate Marriage and Family Therapist(AMFT)Pre-licensure

A registration with the board, not a license: it lets a graduate with a qualifying degree gain post-degree supervised hours as an employee or volunteer, and it expires one year from the last day of the month it was issued, with a maximum of five renewals.

  3. Licensed Marriage and Family Therapist(LMFT)Independent

The license the Business and Professions Code requires to practise marriage and family therapy under the MFT chapter and to use the marriage and family therapist title; supervisors qualify by meeting the conditions in 4980.03(g), not by holding a separate credential.

Trainee, registered associate, licensee, and the 90-day rule

πŸ“œ BPC 4980.03(b), (c); 4980.43(a), (b); 4984.01

California has one license and two stages before it.

You are a trainee once you are enrolled in a qualifying program and have completed 12 semester or 18 quarter units; the rule defines that stage by enrollment, not by a registration.

After the degree you register with the board as an associate, and the timing matters.

Post-degree hours count only with an active associate registration, unless the board receives your registration application within 90 days of the degree being granted, the registration is later granted and, if you finished graduate study on or after January 1, 2020, the workplace required completed Live Scan fingerprinting before you started.

Until the registration issues, you may not be employed or volunteer in a private practice or professional corporation.

The registration expires one year from the last day of the month it was issued and cannot be renewed beyond six years.

A subsequent registration number requires a pass on the California law and ethics exam, and its holder may not work in a private practice.

For how pre-licensure titles line up across states, see the LMSW, LPC-A and AMFT title alphabet.

β€œThe registration may be renewed a maximum of five times.”

A 60-unit degree with a 150-hour practicum; COAMFTE optional

πŸ“œ BPC 4980.36(b), (d); 4980.37

For graduate study begun on or after August 1, 2012, the degree is a master's or doctorate of at least 60 semester or 90 quarter units in marriage, family, and child counseling, marriage and family therapy, couple and family therapy, psychology, clinical or counseling psychology, or counseling or clinical mental health counseling with an MFT emphasis.

The school must be approved by the Bureau for Private Postsecondary Education or accredited by COAMFTE or by a regional or national institutional accreditor recognized by the United States Department of Education, so COAMFTE is one route, not a condition.

The units must include at least 12 semester units of MFT theories and methods and a practicum of at least six semester or nine quarter units with at least 150 hours of face-to-face counseling, plus 75 hours of client centered advocacy or further face-to-face counseling.

The board makes the final call on whether a degree qualifies, regardless of accreditation.

Study begun before August 1, 2012 and completed by December 31, 2018 can instead qualify under the older 48-unit standard in 4980.37.

For why boards write program accreditation into the degree rule, see CSWE vs CACREP vs COAMFTE accreditation.

3,000 hours counted on both sides of graduation

πŸ“œ BPC 4980.43(c); 4980.40(c)

California counts hours before and after the degree, which is the first thing to plan around.

You need at least 3,000 hours over at least 104 weeks, with no more than 40 in any seven consecutive days.

At least 1,700 must come after the degree is awarded; up to 1,300 can come before it, and no more than 750 of those pre-degree hours can be counseling and direct supervisor contact.

Nothing counts before you complete 12 semester or 18 quarter units of graduate instruction.

Within the 3,000 the rule separates the kinds of hours.

Direct clinical counseling: at least 1,750 hours with individuals, groups, couples or families.

Nonclinical practice: no more than 1,250 hours, a category that includes direct supervisor contact itself, psychological testing, clinical reports, progress or process notes, client-centered advocacy and supervisor-approved workshops.

No more than 1,200 hours may be under a licensed educational psychologist.

Hours gained more than six years before the board receives your application do not count, except up to 500 practicum hours.

For what counts as a supervised hour, and what changes at independent licensure, see associate vs. independently licensed therapists.

β€œA minimum of 1,750 hours of direct clinical counseling with individuals, groups, couples, or families, that includes not less than 500 total hours of experience in diagnosing and treating couples, families, and children.”

California's own exams, not the AMFTRB national exam

πŸ“œ BPC 4980.397; 4984.01(b)(3); BBS LMFT Clinical Examination page

Section 4980.397 requires two exams: a California law and ethics examination and a clinical examination.

An associate must take law and ethics within the first year of registration and, to renew, must sit it each year until passing.

The clinical exam comes last, only after all supervised experience, all education and a pass on law and ethics.

As of September 2026 the BBS page says its LMFT Clinical Examination is administered by Pearson VUE; the AMFTRB national exam is not part of initial licensure.

SB 775, effective January 1, 2026, lets the clinical exam be given by the board or by a public or private organization the board specifies in regulations.

No switch was observed as of September 2026, so confirm with the board which clinical exam applies before you prepare.

The BBS page also sets deadlines: take the clinical exam within one year of the later of application approval or passing law and ethics, and retake within one year of a failed attempt, or the licensing file closes.

For how the counselor, social work and MFT licensing exams compare, see ASWB vs NCE vs NCMHCE vs the MFT national exam.

β€œUpon registration with the board, an associate marriage and family therapist shall, within the first year of registration, take an examination on California law and ethics.”

Supervision is counted by the week, and video can count

πŸ“œ BPC 4980.43.2; 4980.43.1(b); 4980.03(g)

The statute sets supervision per week, not as an hour total.

Each week for which experience is credited needs at least one hour of direct supervisor contact in each work setting, in the same week as the hours claimed.

An associate doing more than 10 hours of direct clinical counseling in a week in a setting needs one more hour there; a trainee needs an average of one hour per five hours of direct clinical counseling.

No more than six supervision hours count in any week.

Of the 104 weeks, 52 must be individual (one supervisee), triadic (two) or both; group supervision means two hours with no more than eight people.

Face-to-face includes two-way, real-time videoconferencing, but within 60 days your supervisor must assess and document whether video suits you.

Consultation or peer discussion is not supervision.

A supervisor needs a license held at least two of the preceding five years, at least two of those five years practising psychotherapy or supervising, training in supervision and a current license not on suspension or probation, and may not be a relative.

Whether you or your employer pays for that supervision is covered in who pays for clinical supervision.

β€œFor purposes of this subdivision, β€œface-to-face contact” means in-person contact, contact via two-way, real-time videoconferencing, or some combination of these.”

Moving to California: two years licensed, and the clinical exam waived

πŸ“œ BPC 4980.72; 4980.74

A marriage and family therapist licensed in another US jurisdiction at the highest level for independent clinical practice can be licensed under 4980.72 if that license has been current, active and unrestricted for at least two years immediately before the board receives the application.

The other conditions are a master's or doctorate from an accredited or approved institution, fingerprints, at least 12 hours of California law and professional ethics coursework, at least one semester unit or 15 hours on California cultures and socioeconomic position, 7 contact hours of child abuse assessment and reporting, 6 hours of suicide risk assessment and intervention, and a pass on the California law and ethics exam.

The clinical exam is waived on this route.

An applicant who does not qualify goes through 4980.74, which accepts substantially equivalent education and experience and, for someone short of 3,000 hours, credits independent licensed time at 100 hours per month, up to 1,200 hours.

California is not in any MFT compact.

For how endorsement works when you move, see moving states as a therapist: license transfer and endorsement.

Renewal: 36 hours for the license, law and ethics every year for associates

πŸ“œ BPC 4984(a); 4980.54(c); 4980.399(e)

The license expires on a date the board sets, and to renew it you certify at least 36 hours of approved continuing education in or relevant to marriage and family therapy in the preceding two years.

Keep completion records for at least two years, because the board may audit them.

The associate registration renews every year, and each renewal needs at least three hours of continuing education on California law and ethics, whether or not you have already passed the law and ethics exam.

Associates who have not yet passed that exam must also sit it each year until they do.

β€œLicenses issued under this chapter shall expire no more than 24 months after the issue date.”

What changed from 2023 to 2026

πŸ“œ SB 775 (Stats. 2025, ch. 787); SB 1024 (Stats. 2024, ch. 160); AB 1759 (Stats. 2022, ch. 520)

SB 775 (Stats.

2025, ch. 787), effective January 1, 2026, amended much of the MFT chapter, including the definitions and supervisor qualifications in 4980.03, the exam section 4980.397, the supervision section 4980.43.2 with its videoconferencing language, the employee-or-volunteer rule in 4980.43.3, continuing education in 4980.54 and both out-of-state routes, 4980.72 and 4980.74.

Most notably, it opened 4980.397 to a clinical exam given by the board or by an outside organization named in regulation; as of September 2026 the BBS still runs its own LMFT Clinical Examination.

SB 1024 (Stats.

2024, ch. 160), effective January 1, 2025, amended the private-practice supervision rules in 4980.43.4.

AB 1759 (Stats.

2022, ch. 520), effective January 1, 2023, amended the law and ethics exam and associate renewal rules in 4980.399 and 4984.01.

The hour structure in 4980.43 was last amended effective January 1, 2022, so a guide from before 2026 may have the right hours but not the current exam wording.

Employee or volunteer only: what that means for your first job

πŸ“œ BPC 4980.43.3; 4980.43.4; 4980.44

Every trainee, associate and applicant for licensure must work as an employee or a volunteer, and the hour and supervision rules apply equally to both.

When you apply for the license, the board wants W-2 forms for each year of experience claimed, or a recent pay stub for a tax year not yet ended, and a letter from the employer for volunteer hours.

You may not be paid by clients, hold a proprietary interest in the employer's business, or pay for its space, furnishings, equipment or supplies.

Trainees may not work in a private practice or professional corporation at all.

An associate in one must be supervised by someone employed or contracted by the employer, or an owner, under the conditions in 4980.43.4(b), and a supervisor in a nonexempt setting may carry no more than six individual or triadic supervisees who are not fully licensed.

Before any service, tell each client you are an unlicensed registered associate and give your registration number, employer and supervisor's license type.

β€œA trainee, associate, or applicant for licensure shall only perform mental health and related services as an employee or volunteer, and not as an independent contractor.”

What This Page Does β€” and Doesn’t β€” Cover

This page summarizes the California statute, rules, board pages and other documents cited above, as read for this state-by-state MFT licensure series, current as of September 2026.

It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the Board of Behavioral Sciences (BBS) publishes.

Nor does it cover counselor licensure in California, social work licensure in California, or what therapists earn in California.

Hour totals, exams and supervision rules change by statute and by board rule; for how the counselor, social work and MFT licences differ, see LCSW vs. LPC vs. LMFT: which therapy licence to get.

Confirm every requirement with the Board of Behavioral Sciences (BBS) before you count hours, register for an exam or apply β€” and before you take one of the marriage and family therapist jobs in California that asks for it.

Frequently Asked Questions

Does California accept the AMFTRB national MFT exam for licensure?

Not for initial licensure.

BPC 4980.397 requires a California law and ethics exam and a clinical exam, and as of September 2026 the Board of Behavioral Sciences runs its own LMFT Clinical Examination through Pearson VUE.

SB 775, effective January 1, 2026, lets the board name an outside clinical exam by regulation, but no switch was observed.

Licensed out-of-state therapists who qualify under BPC 4980.72 have the clinical exam waived.

Confirm the current exam with the board before you register for anything.

Can I count hours after graduation before my AMFT registration is issued?

Only under the 90-day rule in BPC 4980.43(b).

Post-degree hours gained before the registration issues count if the board receives your associate registration application within 90 days of the degree being granted and later grants the registration.

If you completed graduate study on or after January 1, 2020, the workplace must also have required completed Live Scan fingerprinting before you started.

You may not work or volunteer in a private practice until the registration issues.

Ask the board if your dates are close.

Can an associate MFT in California work as a 1099 independent contractor?

No. BPC 4980.43.3(a) says a trainee, associate or applicant for licensure may perform mental health services only as an employee or volunteer, not as an independent contractor, and may not gain experience as one.

At the license application the board asks for W-2 forms for each year of experience claimed, or an employer letter for volunteer hours.

Associates also may not be paid by clients directly.

Check an offer's employment terms against the rule, and the board, before you start counting hours.

Can MFT supervision in California be done by video?

Yes, under BPC 4980.43.2.

It defines face-to-face contact as in-person contact, two-way real-time videoconferencing, or a combination.

Within 60 days of starting, your supervisor must meet with you, assess whether video supervision is appropriate, considering your abilities, both preferences and the privacy of both locations, and document the result; video may not be used if the assessment finds it inappropriate.

Keep that documentation with your supervision records, and ask the Board of Behavioral Sciences about any unusual arrangement.

What happens if my AMFT registration runs out before I finish my hours?

The registration expires one year from the last day of the month it was issued and may be renewed a maximum of five times, never beyond six years (BPC 4984.01).

After that you can obtain a subsequent associate registration number only if you meet the education requirements and have passed the California law and ethics exam, and a subsequent-number holder may not be employed or volunteer in a private practice.

Hours older than six years at application also stop counting under BPC 4980.43(c)(7).

Plan your timeline with the board's rules in hand.
