Alabama licenses professional counselors at two rungs: the Associate Licensed Counselor (ALC), the pre-licensure license every supervised hour must postdate, and the Licensed Professional Counselor (LPC), the independent license.
The route is a 60-graduate-semester-hour CACREP/CORE-or-equivalent master's, 3,000 supervised hours (2,250 direct, 750 indirect) under a Supervising Counselor (LPC-S), and the NCE.
The quirks: hours start only once the ALC has issued, 25 of each year's 50 direct supervision hours must be individual and in person, and the ALC is invalid the moment supervision ends.

Admin.
Code r.
255-X-3-.01; there is no tier above it.
Associate Licensed Counselor (ALC), a license rather than a registration.
No supervised hour accrues until it issues, and it is invalid once LPC-S supervision ends (r.
255-X-3-.02(4)(b)12).
Effective January 1, 2024, a conferred master's from a CACREP or CORE-accredited program, or a regionally accredited program with CACREP or CORE-equivalent content, of at least 60 graduate semester hours or 90 graduate quarter hours, including a 100-clock-hour practicum (40 direct) and a 600-clock-hour internship (240 direct) (r.
255-X-3-.01(2)).
Three thousand (3,000) hours of supervised experience with Board approved supervision β 2,250 direct counseling service, 750 indirect β accrued only after the ALC license issues; 1,000 hours may be subtracted per 15 post-master's graduate semester hours (22.5 quarter), to a floor of 1,000.
No minimum months or years is stated in the rule (r.
255-X-3-.01(3)).
A passing score on the National Counselors Examination for Licensure and Certification (NCE), as the board's LPC application states; ALC applicants may test at the end of education or defer (r.
255-X-3-.02(5)).
The Counseling Compact commission's table records no jurisprudence exam for Alabama.
The LPC-S (Supervising Counselor): five (5) years of full-time (20+ hours per week) clinical practice as an Alabama LPC, ABEC-approved supervisory training of at least 24 contact hours completed within 3 years, and no more than five (5) supervisees (r.
255-X-3-.03).
Alabama is listed as a member state by the Counseling Compact Commission, but the commission's table records Compact Live: No as of September 2026 β it is not issuing or accepting privileges.
The enacting act was not located in the sources read.
A two-year license; the rule names the required forty (40) hours of continuing education for LPC licensure renewal (r.
255-X-3-.03(3)(h)), with 5 supervision hours per cycle for LPC-Ss.
An ALC applying for the LPC owes 0.83 CE contact hours per month since the last renewal, at least 2 of them ethics (r.
255-X-3-.02(6)).
The pre-licensure LICENSE: r.
255-X-3-.01(3)(a) bars any accrual of required supervised experience until it has been issued, and r.
255-X-3-.02(4)(b)12 makes the license invalid the moment supervision by the Supervising Counselor named on it ends.
The independent counseling license of r.
255-X-3-.01: with the CACREP/CORE-or-equivalent 60-hour master's, three thousand (3,000) hours of Board approved supervised experience and a passing NCE score, an LPC practises without supervision.
The supervisor credential an Alabama LPC adds (r.
255-X-3-.03): five (5) years of full-time (20+ hours per week) clinical practice plus ABEC-approved supervisory training, letting the LPC-S supervise up to five (5) ALCs toward licensure.
Alabama's counselor chapter issues two licenses and a supervisor credential: the LPC, the ALC and the LPC-S.
The ALC is a license, not a status, and the rule makes it the gate for everything else β no supervised hour accrues until it has been issued.
It is also fragile, because it lives and dies with supervision.
An ALC who performs or announces counseling services must describe them in the rule's exact format, naming their Supervising Counselor, and the board prohibits concurrent supervision of the same clients by more than one supervisor β a rule aimed at supervision required by an entity other than ABEC, so a second credential that needs its own supervision of your clients cannot simply be stacked onto ALC practice.
Other states issue the same counselor licence under different letters β see LPC vs LMHC vs LPCC vs LCPC, mapped state by state.
βLicensees must continue supervision to maintain their ALC license. If a licensee is no longer under LPC-S supervision their ALC license is invalid, and they cannot provide clinical services.β
The degree rule has one door since January 1, 2024: a conferred master's in counseling from a CACREP- or CORE-accredited program, or a regionally accredited program with CACREP or CORE-equivalent content, of at least 60 graduate semester hours or 90 graduate quarter hours.
Equivalence is judged across eleven content areas on focal rather than ancillary course content, so a non-accredited degree is not automatically out, but it carries the burden of proof.
Inside the degree sit a 100-clock-hour practicum with at least 40 hours of direct client service and an internship of at least 600 clock hours with at least 240 direct.
If your program predates 2024 or its accreditation is unusual, put the transcript question to ABEC before you build an application on it.
For why boards write program accreditation into the degree rule, see CSWE vs CACREP vs COAMFTE accreditation.
βThe degree must comprise of at least 60 graduate semester hours or 90 graduate quarter hours from a regionally accredited institution and include the academic areas outlined in paragraph 2(b).β
The total is stated exactly: three thousand (3,000) hours of supervised experience in professional counseling with Board approved supervision, of which 2,250 must be direct counseling service with individuals, couples, families or groups and 750 indirect, such as documentation, consultation and referral development.
The rule states no minimum months or years β pacing is set by the supervision requirement β so the calendar length depends on your client volume.
Post-master's coursework buys hours back: subtract 1,000 for every 15 graduate semester hours or 22.5 quarter hours beyond the master's that the board accepts as counseling-related private-practice skills, down to a floor of 1,000 total (750 direct, 250 indirect), and the rule bars counting that same coursework as renewal CE.
Get board acceptance of any reduction before you plan around a shorter requirement.
For what counts as a supervised hour, and what changes at independent licensure, see associate vs. independently licensed therapists.
βApplicants must have three thousand (3000) hours of supervised experience in professional counseling with Board approved supervision.β
It is the application form, not the rule chapter, that names Alabama's exam: the board's 2026 LPC application requires a passing score on the National Counselors Examination for Licensure and Certification, with scores requested from NBCC and sent directly to ABEC.
The rule itself only cross-references the examination provision of Code of Ala.
1975, Β§34-8A-7(6), whose statutory text the sources read could not open β so treat the form as the operative statement and confirm any change with the board.
ALC applicants choose between testing at the end of their education or deferring until the experience requirement is complete.
The Counseling Compact commission's fees table records no jurisprudence exam for Alabama.
For how the counselor, social work and MFT licensing exams compare, see ASWB vs NCE vs NCMHCE vs the MFT national exam.
βA passing score on the National Counselors Examination for Licensure and Certification (NCE) is required for LPC licensure in Alabama.β
Supervision is an annual average, not a ratio to client hours: the Supervising Counselor named on your ALC license must personally provide a minimum annual average of 100 supervision hours.
Of the 50 direct supervision hours required annually, 25 must be individual, in-person, one-to-one and real-time, and the second 25 can be virtual only if the supervisor has completed at least 2 hours of board-approved training in tele/virtual supervision β otherwise all 50 direct hours must be in person; the remaining 50 may be other approved supervision activities.
The rule adds a location limit: the ALC's in-person and virtual counseling service hours must be provided to clients located within the State of Alabama at the time of service.
Ask to see the training documentation before signing a Proposed Plan of Supervision β short reports prorate your hours for that period.
The supervisor must qualify: five years of full-time (20+ hours per week) practice as an Alabama LPC, 24 contact hours of ABEC-approved training within 3 years (2 on virtual supervision), three peer recommendations, and no more than five supervisees.
For what it takes to become a supervisor yourself, see can an LPC supervise an associate?
βThe Supervising Counselor must personally provide to the ALC a minimum annual average of one hundred (100) hours. Of the 50 direct supervision hours required annually, 25 hours must be conducted individually, in-person, one-to-one, real-time, primarily focusing on client care, and the remaining 25 hours of supervision hours can be conducted virtually if the Supervising Counselor has completed at least two (2) hours of board-approved training in tele/virtual supervision.β
Endorsement is an equivalency review, not a waiver: ABEC compares the requirements under which your current license was originally issued against Alabama's requirements in place at that same time, and a deficit means documenting your coursework and supervised hours.
You still apply to ABEC; the form's restriction is about which license the application is based upon β it must be one you directly qualified for, not one acquired by endorsement or reciprocity in another state.
A counselor endorsed into a second state therefore grounds the application on the license from the state that originally examined them.
And the application requires documentation of the 3,000 supervised hours (2,250 direct, 750 indirect) under a Supervising Counselor, none of it countable from practicum, internship, or work after licensure.
For how endorsement works when you move, see moving states as a therapist: license transfer and endorsement.
βThe license that the LPC by Endorsement application is based upon must be a license that the applicant directly qualified for and not one acquired by endorsement or reciprocity in another state.β
As of September 2026 the Counseling Compact Commission lists Alabama among its member (enacted) states, and its fees table records Compact Live: No β Alabama is not among the states issuing and accepting privileges.
The same table records that Alabama requires no jurisprudence exam, and the enacting act and citation were not located in the sources read.
Practically, an Alabama LPC cannot take a Compact privilege to practise elsewhere, and a counselor licensed in another member state cannot use the Compact to practise in Alabama: the routes in and out remain an Alabama license by examination through the ALC rung, or by endorsement.
Watch the board's Compact Licensure page and the commission site for the go-live.
For how the compactβs privilege to practice works, see the Counseling Compact explained.
The LPC license runs on a two-year renewal cycle, and the supervisor rule names the renewal load: the required forty (40) hours of continuing education for LPC licensure renewal.
LPC-Ss add a supervision minimum β at least 5 formal contact clock hours devoted to supervision each two-year cycle, which can sit inside the 40 β and renewing without them means reapplying for supervisor status.
The ALC-to-LPC transition carries its own prorated bill: at application, an ALC documents 0.83 CE contact hours for each month, or part thereof, since the last renewal, rounded up, with at least 2 hours in ethics β and an applicant who needs only 1 or 2 total hours must spend them on ethics.
βThese five (5) hours can count as a part of the required forty (40) hours of continuing education for LPC licensure renewal.β
Two rulemakings define the current text.
The degree rewrite was amended effective December 15, 2023, with its CACREP/CORE-or-equivalent requirement applying to degrees effective January 1, 2024.
Rules 255-X-3-.01 and -.02 were amended again effective June 14, 2025 β that revision is the most recent amendment of the supervision text this page quotes, so a guide written before mid-2025 predates the current supervision rules.
The chapter's supervisor rule, r.
255-X-3-.03, was last amended effective October 15, 2022 per its own history.
On the board-law side, the Wellness Program Act, Act #2023-473, is the one 2023 statutory item the board's law page names.
This page summarizes the Alabama statute, rules, board pages and other documents cited above, as read for this state-by-state counselor licensure series, current as of September 2026.
It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the Alabama Board of Examiners in Counseling publishes.
Nor does it cover social work licensure in Alabama, MFT licensure in Alabama, or what therapists earn in Alabama.
Hour totals, exams and supervision rules change by statute and by board rule; for how the counselor, social work and MFT licences differ, see LCSW vs. LPC vs. LMFT: which therapy licence to get.
Confirm every requirement with the Alabama Board of Examiners in Counseling before you count hours, register for an exam or apply β and before you take one of the mental health counselor jobs in Alabama that asks for it.
Only after the Alabama Board of Examiners in Counseling has issued your Associate Licensed Counselor license.
Rule 255-X-3-.01(3)(a) says no accrual of required supervised experience shall occur until the Associate Licensed Counselor license has been issued, so client hours logged between graduation and the ALC's issue date do not count.
File the application and the Proposed Plan of Supervision signed by your Supervising Counselor early, and confirm your countable start date with the board before you rely on any hours.
Partly.
Of the 50 direct supervision hours required annually, 25 must be individual, in-person, one-to-one, and real-time.
The remaining 25 can be conducted virtually only if your Supervising Counselor has completed at least 2 hours of board-approved training in tele/virtual supervision; without that training, all 50 direct hours must be in person.
The other 50 of the 100 annual hours may be other approved supervision activities.
One more limit from the same rule: your in-person and virtual counseling service hours must be provided to clients located within the State of Alabama at the time of service.
Under r.
255-X-3-.02(4)(b)12, licensees must continue supervision to maintain the ALC license, and a licensee no longer under LPC-S supervision holds an invalid license and cannot provide clinical services.
The rule requires returning the license certificate to ABEC, obtaining a new Supervising Counselor, filing a new Proposed Plan of Supervision, and receiving a new certificate β including while an LPC application is awaiting board review.
Treat any gap in supervision as a stop-work event and confirm next steps with the board.
The NCMHCE does not appear for Alabama in the sources read for this page.
The board's 2026 LPC (from ALC) application states that a passing score on the National Counselors Examination for Licensure and Certification (NCE) is required for LPC licensure in Alabama, with scores requested from NBCC and sent directly to ABEC.
ALC applicants may sit for the exam at the end of their education or defer it until the experience requirement is complete, and the Counseling Compact commission's table lists no jurisprudence exam for Alabama.
No. The ABEC LPC Endorsement application requires the license your application is based upon to be one the applicant directly qualified for, not one acquired by endorsement or reciprocity in another state.
You still apply to ABEC β the restriction decides which license the application is based on.
The review compares your original state's requirements with Alabama's requirements in place at that same time, and the application asks for documentation of 3,000 supervised hours (2,250 direct, 750 indirect) that cannot include practicum, internship, or post-licensure work experience.
A counselor endorsed into a second state grounds the application on the license from the state that originally examined them.
