Counselor Licensure in New Hampshire: LPC Requirements, Hours and Exams

Founder, BehavioralHires
Last verified September 2026

New Hampshire licenses clinical mental health counselors on two rungs: a conditional license, issued when the Board of Mental Health Practice approves a supervision agreement, and the independent LCMHC above it.

The route is a 60-credit degree in clinical mental health counseling from a CACREP-accredited institution or its equivalent, at least 3,000 hours of post-master's supervised experience across at least 2 years with 100 hours of supervision, and the NBCC clinical exam.

The quirk: hours in an independent private practice count only with a W-2 relationship to the site.

Verify before you rely on this

Licensing rules change by statute and board rule, and this page is career information, not legal advice. Confirm every requirement with the state board before you apply, register for an exam or count supervised hours. In New Hampshire, that is the Board of Mental Health Practice, Office of Professional Licensure and Certification (OPLC).

At a glance

Independent license

Clinical mental health counselor licence (LCMHC) β€” the one independent licence RSA 330-A:19 directs the office to issue.

Pre-licensure title

A conditional license (clinical mental health counselor) β€” a licence the board issues when it approves a supervision agreement, valid up to 2 years with a one-time renewal.

Degree

A 60 credit master's or doctoral degree in clinical mental health counseling from a CACREP accredited institution "or its equivalent" with regional accreditation; Mhp 305.01(b) opens a non-CACREP route meeting the rule's own program criteria.

Supervised experience

At least 2 years of post-master's experience including at least 3,000 hours of post-master's supervised clinical experience; each year is at least 1,500 hours completed within 12 to 24 consecutive months, with at least one hour per week of individual face-to-face supervision for a total of 100 hours.

Exams

The National Clinical Mental Health Counselor Exam distributed by NBCC (Mhp 305.04; RSA 330-A:19, II).

The NCE is not accepted, and there is no jurisprudence exam.

Supervisor requirement

No separate supervisor licence.

RSA 330-A:19, III names a board-approved licensed independent clinical social worker or licensed clinical mental health counselor supervisor, or any other supervisor meeting rule criteria; the supervisor must be licensed where supervision takes place and completes at least 6 clinical-supervision CE hours.

Counseling Compact

Enacted, not live.

RSA 330-D took effect June 24, 2022; as of September 2026 New Hampshire is a member state, and the commission's homepage lists nine live states that do not include New Hampshire.

Renewal & CE

Biennial renewal with 40 hours of approved continuing education every 2 years: at least 30 from Category A, at least 6 in ethics, at least 3 in suicide prevention, and no more than 10 from Category B.

The New Hampshire credential ladder

  1. Conditional license (clinical mental health counselor)Pre-licensure

A licence β€” not a registration or permit β€” issued under RSA 330-A:19, IV when the board approves a supervision agreement with documented intent to pursue licensure, valid up to 2 years with a one-time renewal; its holder practises as a candidate, and RSA 330-A:22, V bars independent or private mental health practice.

  2. Clinical Mental Health Counselor(LCMHC)Independent

The independent licence RSA 330-A:19 directs the office to issue; there is no clinical tier above it in the New Hampshire rule.

A conditional license first, and no independent practice for candidates

πŸ“œ RSA 330-A:19, IV–V; RSA 330-A:22, V

New Hampshire's pre-licensure rung is a conditional license β€” the statute's own term β€” and it is a licence, not a registration: RSA 330-A:19, IV directs the board to issue it once the applicant holds the qualifying degree and a board-approved supervisory agreement with documented intent to pursue licensure.

RSA 330-A:19, V caps it at 2 years from issuance, with a one-time renewal for applicants in good standing.

The person working under it is a candidate for licensure (Mhp 301.01(b)), the agreement must be on record with the board, and the supervisor assumes professional, ethical and legal responsibility for the candidate's services in writing (RSA 330-A:22, II).

For a new graduate the practical reading is simple: your first New Hampshire job has to come with an approvable supervision agreement attached, because without it there is no status under which hours count.

Other states issue the same counselor licence under different letters β€” see LPC vs LMHC vs LPCC vs LCPC, mapped state by state.

β€œNo candidate shall engage in independent or private mental health practice or offer to render, or render services, except as provided in this section, or as otherwise licensed by the state of New Hampshire.”

A 60-credit clinical mental health counseling degree, CACREP "or its equivalent"

πŸ“œ RSA 330-A:19, I; Mhp 305.01–305.02

RSA 330-A:19, I sets a 60 credit master's or doctoral degree in clinical mental health counseling from a CACREP accredited institution or its equivalent, with regional accreditation β€” the phrase "or its equivalent" is why CACREP is not strictly mandatory here.

Mhp 305.01(b) builds the non-CACREP route: a 60-credit master's or doctorate in clinical mental health counseling from a regionally accredited school, a course of study of at least 2 academic years (4 semesters) of full-time graduate study, and a program that describes itself as a complete 60-or-more-credit program in clinical mental health counseling and includes at least 700 hours of supervised practicum or internship appropriate to mental health counseling.

Mhp 305.02 then requires the 60 semester hours to include at least 33 semester hours, 3 in each of 11 named areas, from human growth and development through testing and assessment, research and program evaluation, and addictive behaviors.

Before enrolling anywhere, put your program against that checklist or ask OPLC whether it qualifies as an equivalent.

For why boards write program accreditation into the degree rule, see CSWE vs CACREP vs COAMFTE accreditation.

β€œHas a 60 credit master's or doctoral degree in clinical mental health counseling from a Council for Accreditation of Counseling and Related Educational Programs (CACREP) accredited institution or its equivalent which has received regional accreditation from the Association of Secondary Schools and Colleges.”

3,000 post-master's hours in at least 2 years, each year at least 1,500 hours

πŸ“œ RSA 330-A:19, III; Mhp 305.03

The statute requires a minimum of 2 years of post-master's experience including a minimum of 3,000 hours of post-master's supervised clinical experience under a board-approved supervisor β€” RSA 330-A:19, III names a licensed independent clinical social worker or a licensed clinical mental health counselor supervisor, or any other supervisor meeting criteria established in rules.

Mhp 305.03(a) restates this as at least 2 years of post-master's or doctoral supervised clinical work experience in a mental health setting.

Mhp 305.03(b) defines a year of supervised clinical work experience as not less than 1,500 hours, completed within not less than 12 and not more than 24 consecutive months.

Supervision must run at least one hour per week of individual face-to-face supervision for a total of 100 hours (Mhp 305.03(d)).

Class work, practicum and internship do not count (Mhp 305.03(i)), and the sources read state no separate direct-client-contact minimum.

A current MLADC licence may be substituted for up to 1,500 of the 3,000 hours (RSA 330-A:19, III), with up to 50 face-to-face supervision hours on top (Mhp 305.03(c)).

For what counts as a supervised hour, and what changes at independent licensure, see associate vs. independently licensed therapists.

β€œA year of supervised clinical work experience shall not be less than 1500 hours, which have been completed within not less than 12 months and not more than 24 consecutive months.”

One exam: the NBCC clinical mental health counselor examination

πŸ“œ RSA 330-A:19, II; Mhp 305.04

RSA 330-A:19, II requires the clinical mental health counselor's proctored examination of the National Board for Certified Counselors, and Mhp 305.04 names it: register for the National Clinical Mental Health Counselor Exam and have the testing organization transmit the results directly to the licensing bureau.

In the table's shorthand that is the NCMHCE; the NCE is not accepted for this licence, so a candidate holding only the NCE should resolve that with the board before applying.

There is no New Hampshire jurisprudence exam.

For how the counselor, social work and MFT licensing exams compare, see ASWB vs NCE vs NCMHCE vs the MFT national exam.

β€œHas passed the clinical mental health counselor's proctored examination of the National Board for Certified Counselors, Inc.”

Choosing a supervisor: board approval, licensed where you supervise, video allowed

πŸ“œ RSA 330-A:22, II–IV; Mhp 301.01(c); Mhp 305.03(g)–(j); Mhp 402.01(a)

There is no separate supervisor licence.

RSA 330-A:19, III names a board-approved licensed independent clinical social worker or licensed clinical mental health counselor supervisor, or any other supervisor meeting rule criteria, and RSA 330-A:22, IV requires each supervisor's agreement to be approved by the board before it becomes effective.

The supervisor assumes professional, ethical and legal responsibility for your services in a written agreement on record with the board (RSA 330-A:22, II(b)) and must be licensed in the state where the supervision takes place (Mhp 305.03(g)) β€” a rule that matters if you live near a border.

Supervisors may not have a dual relationship with the supervisee, such as a spouse, close relative or therapist (Mhp 305.03(j)), and board-approved supervisors must complete at least 6 of their 40 CE hours in clinical supervision (Mhp 402.01(a)).

Video supervision is written into the rule, not a policy gap: face-to-face includes synchronous HIPAA-compliant virtual presence (Mhp 301.01(c)).

For what it takes to become a supervisor yourself, see can an LPC supervise an associate?

β€œSupervision shall occur on site where the applicant delivers services, at a mutually convenient and ethically appropriate site, or using a virtual HIPAA compliant platform.”

Diagnosis is inside the licence; medication is not

πŸ“œ RSA 330-A:2, VI; RSA 330-A:10, VI

The chapter defines mental health practice to include the observation, description, evaluation, interpretation, diagnosis, and modification of human behavior, as well as the diagnosis and treatment of the psychological and social aspects of physical illness, accident, injury, or disability (RSA 330-A:2, VI).

A further clause says mental health practice may include services based on the diagnosis and treatment of mental and emotional disorders, and psycho-educational or consultative techniques integral to their treatment, when diagnosis is specified in the most current edition of the Diagnostic and Statistical Manual of Mental Disorders, published by the American Psychiatric Association, or an equivalent the board determines β€” so diagnosis sits inside what the licence covers.

The same definition closes the medical lane.

Rulemaking authority also ties each discipline to professional ethical standards; for clinical mental health counselors that includes standards promulgated by the American Clinical Mental Health Counselors Association (RSA 330-A:10, VI).

β€œNotwithstanding any other provision to the contrary, no person licensed or registered under this chapter shall assess the need for medications, prescribe medications, or otherwise practice medicine as defined in RSA 329.”

Counseling Compact: enacted in 2022, not yet live

πŸ“œ RSA 330-D:1; Counseling Compact Commission homepage

New Hampshire enacted the Mental Health Counseling Compact, RSA 330-D, effective June 24, 2022 (2022, 277:2), and the commission counts New Hampshire among its enacted member states.

Enactment is not operation.

As of September 2026 the commission's homepage lists nine states live for issuing and accepting privileges, and New Hampshire is not among them: an LCMHC cannot use the Compact to practise in another member state, and a counselor licensed elsewhere cannot use it to practise in New Hampshire β€” the route in is a New Hampshire licence.

The compact's own definition confirms what travels once it goes live: it reaches a counselor licensed by a member state, regardless of the title used by that state, to independently assess, diagnose, and treat behavioral health conditions.

For how the compact’s privilege to practice works, see the Counseling Compact explained.

β€œ"Licensed professional counselor" means a counselor licensed by a member state, regardless of the title used by that state, to independently assess, diagnose, and treat behavioral health conditions.”

Renewal: 40 CE hours every two years

πŸ“œ RSA 330-A:10, XI; Mhp 402.01

The licence renews biennially, and RSA 330-A:10, XI directs that at least 3 of the required continuing education units for biennial renewal come from a nationally recognized, evidence-based or best-practices training organization in suicide prevention, intervention, or post-vention and how mental illness, substance use disorders, trauma, or interpersonal violence directly impacts risk for suicide.

Mhp 402.01(a) sets the total: each licensee completes 40 hours of approved continuing education every 2 years.

At least 30 of the 40 must be Category A, at least 6 must be ethics from Category A, and at least 3 must be suicide prevention from Category A; no more than 10 may be Category B (Mhp 402.01(e)).

Board-approved supervisors complete at least 6 of those hours in clinical supervision from Category A.

β€œEach licensee shall complete 40 hours of approved continuing education (CE) every 2 years. Of the 40 required CE hours, board approved supervisors shall complete at least 6 CE hours in clinical supervision from Category A.”

What changed from 2023 to 2026

πŸ“œ RSA 330-A:19 and :22 source notes; Mhp 300 #14464; Mhp 402.01 #14273

Four changes fall in the window.

RSA 330-A:19 was amended in 2023 (eff.

October 3, 2023) and again in 2025 (eff.

September 13, 2025), and the 2025 chapter also repealed eight other sections of chapter 330-A β€” 330-A:4, :12, :15-b, :23, :24, :26, :27, :31 β€” effective September 13, 2025.

RSA 330-A:22 was amended effective September 17, 2024.

The board's Mhp 300 rules were readopted by document #14464 effective February 17, 2026 (expiring February 17, 2036), which is why the current supervised-experience and exam rules carry their new numbers, and the continuing-education rule Mhp 402.01 was readopted by #14273 effective August 19, 2025.

Counting hours in a private practice: W-2 employees only

πŸ“œ Mhp 305.03(k)–(l); Mhp 301.01(e)

This is the rule most likely to cost a New Hampshire candidate real months.

Mhp 305.03(k) excludes an independent private mental health practice from acceptable supervised professional experience outright.

Mhp 305.03(l) then reopens private practice on a single condition: the supervisee must have a W-2 relationship with the site β€” a 1099 independent contractor relationship does not meet the requirement.

The rule's own definition of "independent solo" practice keys on employment by an employer who assumes full financial responsibility and furnishes a W-2 form (Mhp 301.01(e)).

For a candidate weighing two job offers, the one that pays more as a 1099 contract produces hours the board will not count; the W-2 role does.

If an arrangement sits anywhere near the line, get the board's answer in writing before the hours accrue.

β€œIf the supervised professional experience was in a private practice, then the supervisee shall have a W-2 relationship with the site. A 1099 independent contractor relationship with the site shall not meet this requirement.”

What This Page Does β€” and Doesn’t β€” Cover

This page summarizes the New Hampshire statute, rules, board pages and other documents cited above, as read for this state-by-state counselor licensure series, current as of September 2026.

It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the Board of Mental Health Practice, Office of Professional Licensure and Certification (OPLC) publishes.

Nor does it cover social work licensure in New Hampshire, MFT licensure in New Hampshire, or what therapists earn in New Hampshire.

Hour totals, exams and supervision rules change by statute and by board rule; for how the counselor, social work and MFT licences differ, see LCSW vs. LPC vs. LMFT: which therapy licence to get.

Confirm every requirement with the Board of Mental Health Practice, Office of Professional Licensure and Certification (OPLC) before you count hours, register for an exam or apply β€” and before you take one of the mental health counselor jobs in New Hampshire that asks for it.

Frequently Asked Questions

Can supervision count if it happens by video?

Yes.

Mhp 301.01(c) defines face-to-face as being in the physical presence or synchronous HIPAA compliant virtual presence of the people in the supervisory relationship, and Mhp 305.03(h) allows supervision on site where you deliver services, at a mutually convenient and ethically appropriate site, or using a virtual HIPAA compliant platform.

The session still has to be individual, at least one hour a week, totaling 100 hours (Mhp 305.03(d)), and your supervisor must be licensed in the state where the supervision takes place (Mhp 305.03(g)).

Can I count hours from a 1099 private-practice contract?

No. Mhp 305.03(k) excludes an independent private mental health practice from acceptable supervised professional experience, and Mhp 305.03(l) allows private-practice experience only with a W-2 relationship to the site β€” a 1099 independent contractor relationship does not meet the requirement.

Salaried W-2 work in a group private practice can count; an independent contractor arrangement cannot.

If your arrangement is ambiguous, ask the Board of Mental Health Practice before the hours accrue, not after.

Is CACREP accreditation required for a New Hampshire LCMHC?

Not strictly.

RSA 330-A:19, I requires a 60 credit degree in clinical mental health counseling from a CACREP accredited institution or its equivalent with regional accreditation, and Mhp 305.01(b) opens the non-CACREP route: a 60-credit regionally accredited master's or doctoral degree in clinical mental health counseling, at least 2 academic years (4 semesters) of full-time study, and a program including at least 700 hours of supervised practicum or internship.

Ask OPLC to confirm your program qualifies before you apply.

How long can I hold the conditional license?

Up to 2 years from issuance, with a one-time renewal available to applicants in good standing (RSA 330-A:19, V).

The conditional license issues when the board approves your supervision agreement, and it exists to carry you through the 2-year, 3,000-hour supervised experience.

If you exhaust the term and the renewal without finishing the hours, ask the board what it will accept before continuing to count experience.

Can I transfer my license to New Hampshire from another state?

The rule names a route.

Mhp 302.06, "Application Process for Those Licensed in Another State," directs applicants who meet the substantially similar qualifications for licensure by endorsement as required by Plc 313.37 to apply for initial licensure pursuant to Mhp 302.05.

The narrower gap: Plc 313.37 itself, the OPLC endorsement standard, was not among the documents read for this page, so its specific conditions are not established here.

Ask the Board of Mental Health Practice at OPLC what Plc 313.37 currently requires for clinical mental health counselors before you plan a move.
