North Carolina issues three counseling credentials: the Licensed Clinical Mental Health Counselor Associate (LCMHCA), the independent Licensed Clinical Mental Health Counselor (LCMHC), and the Licensed Clinical Mental Health Counselor Supervisor (LCMHCS).
The route is a 60-semester-hour graduate degree from a CACREP-accredited institution, 3,000 hours of supervised clinical mental health practice including 2,000 of direct counseling, the NCE, NCMHCE or CRC, and a no fail jurisprudence exam before every application and every renewal.
Until January 1, 2020 these licenses were named LPC, LPCA and LPCS.

At a glance
Licensed Clinical Mental Health Counselor (LCMHC), issued under G.S.
90-336(c) after the education and exam requirements plus a minimum of 3,000 hours of supervised clinical mental health practice.
Licensed Clinical Mental Health Counselor Associate (LCMHCA), a license rather than a registration or permit: the statute defines the associate as a person engaged in the supervised practice of counseling (G.S.
90-330(a)(2a)).
A minimum of 60 semester hours or 90 quarter hours of graduate training including a master's degree in counseling or a related field from a CACREP-accredited institution, for applications on or after July 1, 2022 (G.S.
90-336(b2)); practicum and internship courses must meet current CACREP standards (21 NCAC 53 .0206(b)).
A minimum of 3,000 hours of supervised clinical mental health practice (G.S.
90-336(c)(2)), including 2,000 hours of direct counseling, gained at a rate of no more than 40 hours per week, with at least 100 hours of clinical supervision of which no less than three-quarters is individual (21 NCAC 53 .0205(a)).
No minimum number of months is stated in the sources read.
The National Counselor Examination (NCE), the National Clinical Mental Health Counselor Examination (NCMHCE) or the Certified Rehabilitation Counselor Examination (CRC) (21 NCAC 53 .0305(a)), plus a no fail jurisprudence exam at each license level and before each renewal, taken within six months before application or license expiration (.0305(c)).
A qualified clinical supervisor is an LCMHC with an independent license, supervision education (three semester graduate credits or 45 contact hours) and five years of post-graduate counseling experience including two years post-licensure; an equivalently and actively licensed mental health professional must meet those same requirements plus 10 contact hours of continuing education in counseling supervision every two years.
The Board's supervisor credential is the LCMHCS (G.S.
90-336(d); 21 NCAC 53 .0209, .0801).
Enacted, not live: HB 791 was signed July 7, 2022 and North Carolina is a member state, but as of September 2026 it is not among the states issuing and accepting Compact privileges.
Biennial: a license expires on the second June 30 after issuance (G.S.
90-339(a)), the renewal fee is due by June 20 of the renewal year (21 NCAC 53 .0503(a)), and renewal takes 40 contact hours of continuing counselor education including a minimum of three of ethics (21 NCAC 53 .0603(b)).
The entry license: G.S.
90-330(a)(2a) defines the associate as a person engaged in the supervised practice of counseling, and 21 NCAC 53 .0702(5) allows counseling only while under the supervision of a qualified clinical supervisor.
The independent license, issued under G.S.
90-336(c) to an applicant who meets the associate education and exam requirements and completes a minimum of 3,000 hours of supervised clinical mental health practice.
A credential the Board grants to an LCMHC approved to provide clinical supervision, after the experience and supervision-education requirements in G.S.
90-336(d).
North Carolina issues a license at the associate rung, not a registration or a permit: the statute defines the associate as a person engaged in the supervised practice of counseling who holds a license issued under the Article.
The license carries one hard condition: the associate shall only provide counseling while under the supervision of a qualified clinical supervisor.
Above it sit the independent licensed clinical mental health counselor and the licensed clinical mental health counselor supervisor, an LCMHC the Board approves to provide clinical supervision (G.S.
90-330(a)(2b)).
S.L.
2019-240 renamed the tiers from LPC, LPCA and LPCS effective January 1, 2020, and G.S.
90-331 reserves the titles and letters LCMHCA, LCMHC and LCMHCS to people licensed under the Article, so a job posting or guide that says LPC is describing a title the state no longer issues.
Other states issue the same counselor licence under different letters β see LPC vs LMHC vs LPCC vs LCPC, mapped state by state.
βA "licensed clinical mental health counselor associate" is a person engaged in the supervised practice of counseling who holds a license as a licensed clinical mental health counselor associate issued under the provisions of this Article.β
For applications on or after July 1, 2022, the statute sets the bar at a minimum of 60 semester hours or 90 quarter hours of graduate training including a master's degree in counseling or a related field.
Read the accreditation sentence carefully: the statute accredits the institution, and the rule adds that the practicum and internship courses themselves must meet the current CACREP standards in force when the application is received.
From July 1, 2025 the internship rule tightens again: internship must be completed in a clinical mental health setting with substantial opportunities to assess, appraise, diagnose, and treat, and the rule lists qualifying settings from private practices and college counseling centers to community agencies and addiction counseling sites.
Associate applicants applying on or after July 1, 2025 also show three semester hours or five quarter hours in appraisal and assessment of mental health disorders using the current DSM, including psychopharmacology and differential diagnosis.
If your degree or internship predates a cutoff, ask the Board which version of the rule applies to your application.
For why boards write program accreditation into the degree rule, see CSWE vs CACREP vs COAMFTE accreditation.
βHas earned a minimum of 60 semester hours or 90 quarter hours of graduate training as defined by the Board, including a master's degree in counseling or related field from an institution of higher education that is accredited by the Council for Accreditation of Counseling and Related Educational Programs.β
The statute sets the floor at a minimum of 3,000 hours of supervised clinical mental health practice as determined by the Board.
The rule fills in the shape: 2,000 of those hours must be direct counseling experience, meaning live contact with individuals, groups, or families, and the experience must be gained at a rate of no more than 40 hours per week.
At least 100 hours of clinical supervision must be documented during the 3,000 hours, and no less than three-quarters of the supervision hours must be individual.
The working rate is a minimum of one hour of individual, or two hours of group, clinical supervision per 40 hours of practice, and individual supervision hours do not count toward the 40 practice hours themselves.
No minimum number of months is stated in the sources read, so your calendar is set by the 40-hour weekly cap and by how much of each week is direct client work.
For what counts as a supervised hour, and what changes at independent licensure, see associate vs. independently licensed therapists.
βThe counseling experience required by G.S. 90-336(c)(2) shall include 2000 hours of direct counseling experience.β
The national exam list is the same at both licensed levels: the National Counselor Examination, the National Clinical Mental Health Counselor Examination, or the Certified Rehabilitation Counselor Examination, and the Board may also accept exams administered by other state counselor licensing boards or credentialing associations if it finds them equivalent.
The state's signature requirement is the no fail jurisprudence exam, required for the application at each level (associate, counselor, and supervisor) and again for each consecutive renewal, taken within six months before the application or within six months before the license expires.
Treat it as a renewal-calendar item, not a one-time hurdle: the renewal form must include the certificate for the level being renewed.
A failed national exam can be retaken at the next regularly scheduled date after registering with NBCC or CRCC, but a second failure during the same application period means the application is denied, and reapplication is subject to the requirements then in force.
For how the counselor, social work and MFT licensing exams compare, see ASWB vs NCE vs NCMHCE vs the MFT national exam.
βThe completion of a no fail jurisprudence exam, as selected by the Board, is required for licensure application at each level (licensed clinical mental health counselor associate, license clinical mental health counselor, and licensed clinical mental health counselor supervisor) and for each consecutive renewal period.β
Supervision must come from a qualified clinical supervisor: an LCMHC with an independent license, supervision education of three semester graduate credits or 45 contact hours, and five years of post-graduate counseling experience including two years after licensure.
An equivalently and actively licensed mental health professional can supervise, the rule's list includes LMFTs, CSWE-accredited LCSWs, licensed psychologists, psychiatrists, and psychiatric nurse practitioners and clinical nurse specialists, but that route must meet the same degree, license, supervision-education and experience requirements plus 10 contact hours of continuing education in counseling supervision every two years, submitted to the Board.
The pacing rule is a minimum of one hour of individual, or two hours of group, clinical supervision per 40 hours of practice, a group may carry no more than 12 supervisees, and at least three-quarters of your total supervision hours must be individual.
Face-to-face is defined concretely: supervision must be live, interactive, and visual, and video counts when the session is synchronous with verbal and visual interaction.
A supervision contract must be filed with the Board for each work setting before you practice.
For what it takes to become a supervisor yourself, see can an LPC supervise an associate?
βVideo supervision is permitted as long as the session is synchronous and involves verbal and visual interaction during the supervision.β
The practice of counseling is defined to include assisting individuals, groups, and families by evaluating and treating mental disorders through the use of clinical mental health principles, diagnostic procedures, treatment plans, and psychotherapeutic techniques, plus appraisal activities, meaning administering and interpreting tests for assessment of personal characteristics.
For an LCMHC or LCMHCA, assessment and diagnosis therefore sit inside the licensed practice as the statute defines it.
The statute draws its boundary between professions rather than within counseling: a licensee may not hold themselves out to the public as a licensed marriage and family therapist, licensed practicing psychologist, psychological associate, or licensed clinical social worker unless specifically authorized by other provisions of law.
When an employer role description reaches into work that belongs to those licenses, that is a separate authorization, not a counseling question.
βNo person licensed as a licensed clinical mental health counselor or licensed clinical mental health counselor associate under the provisions of this Article shall be allowed to hold himself or herself out to the public as a licensed marriage and family therapist, licensed practicing psychologist, psychological associate, or licensed clinical social worker unless specifically authorized by other provisions of law.β
An applicant licensed in another state must show, under 21 NCAC 53 .0304, a minimum of five years of full-time counseling experience, or eight years part-time, or a combination equivalent to five full-time years, within 10 years directly prior to application, plus at least 2,500 hours of direct client contact.
The gate that catches relocating clinicians is the license condition: an active independent license that does not require supervision, held in good standing as a licensed clinical mental health counselor in another state for a minimum of the two years directly prior to application.
A counselor who is still at an associate level elsewhere does not meet it and would take the standard examination route instead.
Separately, G.S.
90-337(a) lets the Board license anyone currently licensed in another state whose requirements the Board finds substantially similar to or exceeding North Carolina's, and the rule gives out-of-state applicants those doors: substantially similar requirements, endorsement, or a reciprocity agreement.
For how endorsement works when you move, see moving states as a therapist: license transfer and endorsement.
βThe Board may license any person who is currently licensed, certified, or registered by another state if the individual has met requirements determined by the Board to be substantially similar to or exceeding those established under this Article.β
HB 791 enacted the Counseling Compact in North Carolina, and Governor Roy Cooper signed it into law on July 7, 2022.
Enactment is not operation: as of September 2026 North Carolina is a member state, but it is not among the states issuing and accepting Compact privileges, so an LCMHC cannot take a privilege to practice elsewhere under the Compact, and a counselor licensed in a live Compact state cannot use it to practice here.
The General Statutes codification of the enactment was not located in the sources read; the record here is the commission's own announcement.
Until the commission lists North Carolina as live, the route in or out is a North Carolina license, by examination or by endorsement.
For how the compactβs privilege to practice works, see the Counseling Compact explained.
βOn July 7, 2022, North Carolina Governor Roy Cooper signed into law HB 791, enacting the Counseling Compactβ
Every license runs on the same clock: it takes effect on issuance and expires on the second June 30 thereafter, the renewal period then runs July 1 through June 30 of the second year, and the biennial renewal fee is due and payable by June 20 of the renewal year.
The renewal filing carries the jurisprudence examination certificate for the level being renewed, an ethics attestation statement, an updated Professional Disclosure Statement, and the fee.
Continuing counselor education is 40 contact hours within the two-year period, including a minimum of three contact hours of ethics, or 30 hours for a newly issued license whose initial period was shorter than two full years.
No more than 15 contact hours per renewal may come from the outside organizations the rule lists, and LCMHCS renewals add a minimum of 10 contact hours in counseling supervision.
Keep completion certificates for seven years; the Board audits and can discipline for missing documentation.
βForty contact hours of continuing counselor education, including a minimum of three contact hours of ethics, shall be completed within the two-year license renewal period.β
The live change is the internship setting rule: applicants who apply on or after July 1, 2025 must complete all internship experiences in a clinical mental health setting that provides substantial opportunities to assess, appraise, diagnose, and treat mental health disorders, and associate applicants on or after that date document CACREP-current content including DSM-based appraisal coursework.
The Board's impaired professionals program rules, 21 NCAC 53 Sections .1001 through .1006, took effect February 1, 2026.
The CACREP institution requirement for applications on or after July 1, 2022 predates the window but decides who can apply at all.
And the titles themselves: S.L.
2019-240 renamed LPC, LPCA and LPCS to LCMHC, LCMHCA and LCMHCS effective January 1, 2020, so a guide still saying LPC is out of date on the title even when its hours are right.
βApplicants who apply on or after July 1, 2025, shall complete all internship experiences in a clinical mental health setting that provides substantial opportunities to assess, appraise, diagnose, and treat mental health disorders and shall consist of "direct counseling experience" as defined in Rule .0205(a) of this Section.β
This page summarizes the North Carolina statute, rules, board pages and other documents cited above, as read for this state-by-state counselor licensure series, current as of September 2026.
It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the North Carolina Board of Licensed Clinical Mental Health Counselors publishes.
Nor does it cover social work licensure in North Carolina, MFT licensure in North Carolina, or what therapists earn in North Carolina.
Hour totals, exams and supervision rules change by statute and by board rule; for how the counselor, social work and MFT licences differ, see LCSW vs. LPC vs. LMFT: which therapy licence to get.
Confirm every requirement with the North Carolina Board of Licensed Clinical Mental Health Counselors before you count hours, register for an exam or apply β and before you take one of the mental health counselor jobs in North Carolina that asks for it.
Yes.
21 NCAC 53 .0212 defines face-to-face clinical supervision as supervision that is live, interactive, and visual, and permits video so long as the session is synchronous with verbal and visual interaction.
The 100 supervision hours still need at least three-quarters individual, and the rate stays at one hour of individual (or two of group) per 40 hours of practice.
Make sure the modality is written into your supervision contract, which the Board requires on its forms before you practice, at www.ncblcmhc.org.
The statute and rules read set no minimum or maximum number of months for the 3,000 hours.
Two pacing rules do the limiting: experience counts at a rate of no more than 40 hours per week, and 21 NCAC 53 .0308(a) voids the application if all requirements are not satisfied within two years of the Board's receipt of it.
Meanwhile the associate license itself expires on the second June 30 after issuance (G.S.
90-339(a)) and must be renewed while you accrue.
Ask the Board how it handles a nearly complete application that runs out its two-year window.
21 NCAC 53 .0307 lets you retake the NCE, NCMHCE or CRC at the next regularly scheduled examination date after registering with and paying the required fee to NBCC or CRCC.
If you fail a second time during the same application period, the Board denies the application; you may reapply and are subject to the requirements in force at reapplication.
The jurisprudence exam is different: it is a no fail exam under .0305(c).
Confirm current scheduling and fees with the Board at www.ncblcmhc.org.
Not as of September 2026.
North Carolina enacted the Counseling Compact on July 7, 2022 (HB 791) and is a member state, but the Compact is not live here, so no privilege to practice is being issued or accepted.
The route in is a North Carolina license: licensure under G.S.
90-337(a) where your requirements are substantially similar to or exceeding North Carolina's, or endorsement under 21 NCAC 53 .0304, which asks five years of full-time counseling experience within the 10 years before applying.
Confirm the current status with the Board before you rely on either route.
The letters changed, not the license.
Session Law 2019-240 renamed the counselor titles effective January 1, 2020: the independent license is now the Licensed Clinical Mental Health Counselor (LCMHC), the associate license the LCMHCA, and the supervisor credential the LCMHCS.
G.S.
90-331 reserves those titles and letters to people licensed under the Article.
Older guides still say LPC; check the date on anything you read, and verify current titles with the Board at www.ncblcmhc.org.
