Nebraska has no stand-alone LCSW license.
The title licensed clinical social worker belongs to a person who holds both a mental health practitioner license and the certified master social worker certificate; the independent title, licensed independent clinical social worker, pairs the independent license with the same certificate.
The hours stack: 3,000 in social work for the certificate, 3,000 in mental health practice with 1,500 direct client contact for the LMHP, and 3,000 more, half with major-mental-illness clients, for the independent license.

Nebraska issues no stand-alone LCSW license.
The title licensed clinical social worker goes to a person licensed as a mental health practitioner and certified as a master social worker; licensed independent clinical social worker goes to the independent license (LIMHP) plus the same certificate (Neb. Rev. Stat.
38-2116).
Certified Social Worker (CSW), Provisional Certified Master Social Worker, Certified Master Social Worker (CMSW), Provisional Mental Health Practitioner, Licensed Mental Health Practitioner (LMHP) and Licensed Independent Mental Health Practitioner (LIMHP).
LCSW and LICSW are titles carried by combinations, not licenses of their own.
CSW: a baccalaureate or master's in social work from an approved educational program.
CMSW: a doctorate or master's in social work.
LMHP: a master's, doctoral or board-equivalent degree primarily therapeutic in content, with a practicum or internship.
LIMHP (accredited route): a program accredited by CSWE, CACREP or COAMFTE.
Three stacked requirements: 3,000 hours of social work experience under a certified master social worker for the CMSW (38-2128); 3,000 hours of supervised experience in mental health practice, of which 1,500 in direct client contact, with evaluative face-to-face contact at least 1 hour per week, for the LMHP (38-2122); a further 3,000 supervised hours, one-half with major-mental-illness clients, for the LIMHP (38-2124).
LMHP or LIMHP license combined with the master social work certificate: the ASWB Clinical Examination.
Only the master social work certificate: the Advanced Generalist, Master or Clinical Examination.
ASWB passing score: 75 (172 NAC 94-010.02).
LMHP hours: monitored by a qualified physician, a psychologist licensed to engage in the practice of psychology, or a licensed mental health practitioner (38-2122).
LIMHP hours: supervised by a licensed physician, a licensed psychologist, or a licensed independent mental health practitioner (38-2124).
CMSW hours: under a certified master social worker (38-2128).
Enacted: the State of Nebraska adopts the Social Worker Licensure Compact (Neb. Rev. Stat.
38-4501, Laws 2024, LB932).
As of September 2026 the commission is not yet issuing multistate licenses anywhere.
All licenses and certifications expire on September 1st of each even-numbered year.
At least 32 hours of continuing education in the preceding 24-month period, including 4 in ethics; LIMHPs add at least 6 on diagnosis and treatment of major mental disorders (172 NAC 94-011, -012).
LB912 (2026), operative January 1, 2027, adds a minimum of 2 hours of continuing education in domestic abuse counseling every two years for LMHPs and LIMHPs (Neb. Rev. Stat.
38-2122.01).
A certification, not a license: a person with a baccalaureate or master's degree in social work from an approved educational program qualifies by providing evidence to the board and completing an application form, with no examination (Neb. Rev. Stat.
38-2128(2)).
A provisional certification for the CMSW applicant who still needs the required three thousand hours of supervised experience: apply before earning the hours, already hold the social work degree, and the certification expires when the CMSW issues or five years after issuance, whichever comes first (38-2129).
The master's-level social work certificate: a doctorate or master's in social work, a minimum of three thousand hours of social work experience under the supervision of a certified master social worker, and a board-approved examination; held with an LMHP or LIMHP license it carries the licensed clinical social worker and licensed independent clinical social worker titles (38-2128; 38-2116).
The rung for the applicant still earning the three thousand supervised hours toward the LMHP: hold the qualifying degree, apply before earning the hours, and no supervisor need be in place at application; it expires upon receipt of the LMHP or five years after issuance, whichever comes first, and the LIMHP rule also accepts it, with the board-approved exam passed, in place of the LMHP (38-2123; 38-2124(1)(a)(ii)).
The full mental health practitioner license, not independent practice: a primarily therapeutic degree with a practicum, three thousand supervised hours including fifteen hundred in direct client contact, and a board-approved exam; held with the CMSW certificate it carries the title licensed clinical social worker (38-2122; 38-2116).
The independent license: on the accredited-degree route, a further three thousand hours supervised by a licensed physician, licensed psychologist, or LIMHP, one-half with clients diagnosed under the major mental illness or disorder category; held with the CMSW certificate it carries the title licensed independent clinical social worker (38-2124; 38-2116).
Nebraska's social work ladder is two tracks that only meet in the titles.
The certificate track runs from Certified Social Worker to Certified Master Social Worker; the license track runs from Licensed Mental Health Practitioner to Licensed Independent Mental Health Practitioner.
The title licensed clinical social worker takes both an LMHP license and the CMSW certificate, and licensed independent clinical social worker takes the LIMHP plus the same certificate.
Hold only the certificate, or only the license, and neither title may be used.
For a job search that means reading a posting that says LCSW as asking for the LMHP-plus-CMSW combination, not one document, and budgeting for the license track's hours if you hold the certificate alone.
For how pre-licensure titles line up across states, see the LMSW, LPC-A and AMFT title alphabet.
β(2)(a) A person who (i) is licensed as a mental health practitioner and certified as a master social worker or (ii) holds a multistate authorization to practice in Nebraska under the Social Worker Licensure Compact under the relevant category, as designated by the board, may use the title licensed clinical social worker.β
The certificates stay inside social work: the CSW takes a baccalaureate or master's in social work from an approved educational program, and the CMSW a doctorate or master's in social work (38-2128).
The licenses are broader, because the Mental Health Practice Act credentials several professions at once: the LMHP takes a master's, doctoral or board-equivalent degree whose course work was primarily therapeutic mental health in content and included a practicum or internship.
That practicum has teeth: one completed after September 1, 1995 must include a minimum of three hundred clock hours of direct client contact under supervision (38-2122).
For the LIMHP's accredited-degree route the statute names the accreditors, CSWE for social work alongside CACREP and COAMFTE, and accepts a program accredited at graduation or within four years after it (38-2124).
An MSW graduate therefore meets the accreditation route on the license side; the social-work-specific requirements all sit on the certificate side.
For why boards write program accreditation into the degree rule, see CSWE vs CACREP vs COAMFTE accreditation.
βHas received a master's degree, a doctoral degree, or the equivalent of a master's degree, as determined by the board, that consists of course work and training which was primarily therapeutic mental health in content and included a practicum or internship and was from an approved educational program.β
The numbers stack; they do not overlap.
The CMSW certificate needs a minimum of three thousand hours of experience in social work, on top of the degree, under the supervision of a certified master social worker β supervision the statute defines as written records of services examined and evaluative interviews conducted (38-2128; 38-2127).
The LMHP needs three thousand hours of supervised experience in mental health practice, of which fifteen hundred were in direct client contact, accumulated after the degree, with evaluative face-to-face contact for a minimum of one hour per week (38-2122).
The LIMHP needs a further three thousand hours supervised by a licensed physician, licensed psychologist, or LIMHP, one-half with clients diagnosed under the major mental illness or disorder category (38-2124).
A graduate of a program outside the accreditation route faces a different ceiling: seven thousand hours obtained over not less than ten years, with the same one-half split (38-2124).
For what counts as a supervised hour, and what changes at independent licensure, see associate vs. independently licensed therapists.
β(2) Has successfully completed three thousand hours of supervised experience in mental health practice of which fifteen hundred hours were in direct client contact in a setting where mental health services were being offered and the remaining fifteen hundred hours included, but were not limited to, review of client records, case conferences, direct observation, and video observation.β
The rule ties the exam to what you apply for, not to a title.
Applying for the mental health practice license or independent mental health practice license together with the master social work certificate β the combination behind both clinical titles β the applicant must pass the ASWB Clinical Examination.
Applying for only the master social work certificate, the Advanced Generalist Examination, Master Examination, or Clinical Examination each qualify (172 NAC 94-010.02(C)).
The passing score on the ASWB examination is 75.
Sequencing is statutory too: a person whose educational background makes them eligible for certification as a certified master social worker must take and pass a certification examination approved by the board before becoming licensed as a mental health practitioner (38-2122(3)), so plan the exam order before you apply.
For how the counselor, social work and MFT licensing exams compare, see ASWB vs NCE vs NCMHCE vs the MFT national exam.
β(i) If applying for the mental health practice license or independent mental health practice license and master social work certificate, the applicant must pass the Clinical Examination. (ii) If applying for only the master social work certificate, the applicant must pass the Advanced Generalist Examination, Master Examination, or Clinical Examination.β
Check the supervisor's credential against the hours, because the rules name different panels.
Hours toward the LMHP are monitored by a qualified physician, a psychologist licensed to engage in the practice of psychology, or a licensed mental health practitioner (38-2122); hours toward the LIMHP must be supervised by a licensed physician, a licensed psychologist, or a licensed independent mental health practitioner (38-2124) β an LMHP colleague is not on that panel.
For the LIMHP hours, plan around the ratio: a minimum cumulative ratio of 2 hours of face-to-face contact per 15 hours of contact with clients diagnosed with major mental disorders, and no more than 45 hours may be accumulated without such supervision (94-009.03(B)).
An LMHP seeking the LIMHP must also receive supervision of all direct client contact with clients with major mental disorders until the credential qualifying for independent practice is received (94-009.03(D)).
Sessions are capped at six supervisees per face-to-face supervisory meeting, and face to face supervision may include secure, confidential interactive visual imaging assisted communication (94-009.01) β video supervision is in the rule.
Whether you or your employer pays for that supervision is covered in who pays for clinical supervision.
βEvaluative face-to-face contact with a minimum cumulative ratio of 2 hours of face-to-face contact between the supervisee and a qualified supervisor per 15 hours of contact with clients diagnosed with major mental disorders, no more than 45 hours may be accumulated without such supervision.β
Nebraska polices the titles, not just the practice.
Neither clinical title may be used unless the person is licensed and certified or holds a multistate authorization, so a CMSW holder without the LMHP β or an LMHP without the certificate β cannot present under either (38-2116).
The representing rules are written down as well: a mental health practitioner shall not represent themselves as a physician or psychologist or represent their services as being medical or psychological in nature, and an independent mental health practitioner shall not represent themselves as a physician or psychologist (38-2116(4)).
Holding yourself out as a social worker at all requires certification, with a carve-out for qualified members of other professions working within their own scope so long as they do not use the social work title (38-2127).
βNo person shall use the title licensed clinical social worker, licensed professional counselor, licensed marriage and family therapist, or licensed art therapist unless such person is licensed and certified or holds a multistate authorization to practice as provided in this subsection.β
The department, with the recommendation of the board, may issue a license based on licensure in another jurisdiction on two routes: the applicant meets the licensure requirements of the Mental Health Practice Act or substantially equivalent requirements as determined by the department, or has been in active practice in the appropriate discipline for at least five years following initial licensure or certification in another jurisdiction and passes the Nebraska jurisprudence examination (38-2125).
An applicant who is a military spouse may apply for a temporary license as provided in section 38-129.01 (38-2125(4)).
Note what the rule covers: 38-2125 issues a license under the Mental Health Practice Act, while the clinical social work titles also require the certified master social worker certificate β and how an applicant licensed in another jurisdiction obtains that certificate is not stated in the sources read.
Confirm both the license and the certificate route with the board before you apply.
For how endorsement works when you move, see moving states as a therapist: license transfer and endorsement.
β(b) Has been in active practice in the appropriate discipline for at least five years following initial licensure or certification in another jurisdiction and has passed the Nebraska jurisprudence examination.β
Nebraska adopted the compact in 2024: the statute reads that the State of Nebraska adopts the Social Worker Licensure Compact (Neb. Rev. Stat.
38-4501, Source: Laws 2024, LB932, Β§1).
As of September 2026 the commission is not yet issuing multistate licenses anywhere; it estimates its data system will be complete in spring 2027 rather than naming a launch date, and Nebraska sits on the commission's list of member jurisdictions (retrieved 2026-09-24).
Nebraska's own title rule is already written for the compact: 38-2116 lets a multistate authorization to practice in Nebraska under the Social Worker Licensure Compact, under the relevant category as designated by the board, support both the licensed clinical social worker and licensed independent clinical social worker titles.
Until privileges actually issue, moving here still means one of the endorsement routes above.
For the compactβs status nationally and what it will allow, see the Social Work Licensure Compact.
Everything the Department issues β licenses and certificates alike β expires on the same clock, so the CMSW certificate and the LMHP or LIMHP license renew together rather than on separate cycles.
Each 24-month renewal period requires at least 32 hours of acceptable continuing education related to mental health practice, of which at least 4 hours must be ethics, and licensed independent mental health practitioners add at least 6 hours relating to diagnosis and treatment of major mental disorders (172 NAC 94-012).
One change is already on the books: LB912 (2026), operative January 1, 2027, requires a minimum of two hours of continuing education in domestic abuse counseling every two years for all LMHPs and LIMHPs (Neb. Rev. Stat.
38-2122.01) β the statute's every-two-years cycle belongs to that 2027 provision, not to the September 1 even-year expiration above.
Two provisions worth planning around: a holder of a license plus an associated certificate does not earn extra hours for each certificate, and supervising a provisional licensee or provisional certificate holder earns up to 6 hours per renewal period (94-012.02, .03(C)).
βAll licenses and certifications issued by the Department expire on September 1st of each even-numbered year.β
The source notes on the saved statutes show a busy 2024β2025, though the saved text is the current wording and does not show what each amendment changed.
Sections 38-2116, 38-2122 and 38-2124 all carry Laws 2024, LB605 notes (Β§9, Β§13 and Β§14).
Sections 38-2116 and 38-4501 also carry Laws 2024, LB932 notes β the bill that adopted the compact β and the current title rule recognizes a compact multistate authorization in both title clauses.
Section 38-2125, the endorsement rule, carries a Laws 2025, LB257, Β§1 note.
One more change is already enacted: LB912 (2026), operative January 1, 2027, adds 38-2122.01, a minimum of two hours of continuing education in domestic abuse counseling every two years for LMHPs and LIMHPs, and, beginning September 1, 2027, requires provisional mental health practitioner applicants to obtain three hours of training relating to domestic abuse (38-2123(1)(d)).
The saved 172 NAC 94 sections were last amended effective 7/12/2021, before this window.
The compact's operational status did not change: no multistate licenses were being issued as of September 2026.
Both provisional rungs carry real obligations.
The provisional certification as a master social worker exists for the CMSW applicant who still needs the three thousand hours: they apply before earning them, already hold the social work degree, and the certification expires upon receipt of the CMSW or five years after issuance, whichever comes first (38-2129).
While provisionally certified they owe clients a disclosure, and the statute makes failing to give it a ground for discipline under section 38-2139.
On the license track, the DHHS 2026 compilation of the Act supplies the provisional license's own rule: an applicant who still needs the three thousand hours toward the LMHP obtains a provisional mental health practitioner license β the same primarily therapeutic degree, applying before earning the hours, no supervisor required at application, and beginning September 1, 2027 three hours of training relating to domestic abuse; it expires upon receipt of the LMHP or five years after issuance, whichever comes first (38-2123).
The LIMHP rule also accepts a provisional mental health practitioner with the board-approved exam passed in place of the LMHP (38-2124).
βA person who holds a provisional certification as a master social worker shall inform all clients that he or she holds a provisional certification and is practicing social work under supervision and shall identify the supervisor.β
This page summarizes the Nebraska statute, rules, board pages and other documents cited above, as read for this state-by-state social work licensure series, current as of September 2026.
It does not list application forms, fees beyond those cited above, or processing times, and it is not a substitute for the instructions the Nebraska Board of Mental Health Practice (credentialing through the Nebraska Department of Health and Human Services) publishes.
Nor does it cover counselor licensure in Nebraska, MFT licensure in Nebraska, or what therapists earn in Nebraska.
Hour totals, exams and supervision rules change by statute and by board rule; for how the counselor, social work and MFT licences differ, see LCSW vs. LPC vs. LMFT: which therapy licence to get.
Confirm every requirement with the Nebraska Board of Mental Health Practice (credentialing through the Nebraska Department of Health and Human Services) before you count hours, register for an exam or apply β and before you take one of the licensed clinical social worker jobs in Nebraska that asks for it.
No stand-alone one.
Under Neb. Rev. Stat.
38-2116, the title licensed clinical social worker belongs to a person who is licensed as a mental health practitioner and certified as a master social worker, and licensed independent clinical social worker to a person holding the independent mental health practitioner license plus the same certificate.
The title is carried by the combination, and the same rule recognizes a compact multistate authorization in the relevant category.
Read a Nebraska posting that says LCSW as asking for the LMHP-plus-CMSW combination, and confirm with the Board of Mental Health Practice at DHHS.
Three thousand hours of social work experience under a certified master social worker for the CMSW certificate (38-2128).
Three thousand hours of supervised experience in mental health practice for the LMHP license, of which fifteen hundred were in direct client contact, accumulated after the degree, with evaluative face-to-face contact for a minimum of one hour per week (38-2122).
For the independent license, a further three thousand hours, one-half with clients diagnosed under the major mental illness or disorder category (38-2124).
Confirm current counts with DHHS before you plan a start date.
Not toward the LIMHP.
The three thousand LIMHP hours must be supervised by a licensed physician, a licensed psychologist, or a licensed independent mental health practitioner (38-2124); an LMHP is not on that panel.
Hours toward the LMHP itself can be monitored by a qualified physician, a psychologist licensed to engage in the practice of psychology, or a licensed mental health practitioner (38-2122), and CMSW hours go under a certified master social worker (38-2128).
Check the supervisor's credential against the specific hours before you sign a plan, and confirm with the board.
No. The rule says face to face supervision may include interactive visual imaging assisted communication which is secure and confidential (172 NAC 94-009), so secure video counts.
Plan around the LIMHP ratio instead: evaluative face-to-face contact at a minimum cumulative ratio of 2 hours per 15 hours of contact with clients diagnosed with major mental disorders, and no more than 45 hours may be accumulated without such supervision.
No more than six supervisees may share one face-to-face supervisory meeting (94-009.01).
The department may issue a license if you meet the Mental Health Practice Act's requirements or substantially equivalent requirements as determined by the department, or if you have been in active practice in the appropriate discipline for at least five years following initial licensure elsewhere and pass the Nebraska jurisprudence examination (38-2125).
Military spouses may apply for a temporary license (38-2125(4)).
The rule issues the license only β the LCSW and LICSW titles also require the certified master social worker certificate, and the sources read do not state how an out-of-state clinician obtains it.
The compact is enacted, but as of September 2026 no multistate licenses are being issued.
